FBI, DHS Officials on Threats, Benefits of Emerging Techs

Officials from FBI and the Department of Homeland Security said that agencies should look at the advantages and potential risks of integrating emerging technologies, like the cloud, 5G network and augmented reality, into their operations, GovernmentCIO Media & Research reported Thursday.

Federal agencies are exploring the cloud that could increase flexibility and accessibility of data. However, the migration may also put sensitive information at risk of interference. For the FBI, moving to the digital platform could allow hackers to manipulate digital evidence, said Jeremy Wiltz, assistant director of the FBI’s enterprise services division.

The rise of 5G network has advantages and some challenges. Agencies should maintain integrity of older technologies 4G and LTE to provide a roadmap for how to secure communications over 5G. Another emerging technology that’s gaining attention is augmented reality. For some agencies, AR could help understand new information technology capabilities and threats through simulation. 

Brian Gattoni, chief technical officer at Cybersecurity and Infrastructure Security Agency under the Department of Homeland Security, said the technology could secure critical infrastructures and manage cyber risks for national security. The technology can also help train cybersecurity professionals to prepare for future threats.

GAO: Agency Officials Need Improved Knowledge of Post-Disaster Contracting

A new report by the Government Accountability Office calls for agencies to improve how they award contracts to help businesses recover and rebuild in disaster-hit areas. The report issued on Wednesday highlights the contracting activities of the Federal Emergency Management Agency, U.S. Army Corps of Engineers, the Defense Logistics Agency and the Coast Guard during the 2017 disaster season.

The government released $5 billion in contracts to support local businesses in disaster response and recovery efforts after hurricanes Harvey, Irma, Maria and the California wildfires that hit 15 percent of the population. GAO found that during this period officials from the four agencies were not efficiently familiar with the process to grant post-disaster contracts, including the planning process, regulations and justifications for awards. 

To address the planning challenges, GAO recommends that federal agencies issue guidance on contracting process and requirements and that the Department of Homeland Security reopen its national interest action code to allow agencies to monitor and track data on contract actions.

US-China Security Review Commission Seeks Action on Chinese Space Dev't

Experts from the U.S.-China Economic and Security Review Commission urge lawmakers to take action as China continues to advance its space-related activities, Space News reported Thursday. Members of the commission, which was established in 2000 to analyze the national security impacts of U.S. trade relations with China, testified before Congress on the actions the government must take to address China’s space achievements and growing anti-satellite arsenal.

According to Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics and 2019 Wash100 Award winner, the service branch is investing technologies to address potential threats. Todd Harrison, a senior fellow at the Center for Strategic and International Studies, said the Department of Defense must improve deterrence and develop satellite communications capabilities with advanced encryption and anti-jamming features.

“Ultimately, to effectively deter conflict from extending into space we must credibly communicate that we are prepared to fight a conflict that extends into space,” he added.

Mark Stokes, executive director of the Project 2049 Institute, warned that China’s counter space technologies could potentially target U.S. space assets including GPS, communications and reconnaissance capabilities.

Michael Griffin: DoD Labs Must Work, Collaborate to Support Warfighters

Michael Griffin, undersecretary of defense for research and engineering and 2019 Wash100 Award recipient, highlighted the mission of the Department of Defense’s organic laboratories during DoD Lab Day. He said that laboratory engineers must work with a balance between speed, diligence and quality to boost the military’s lethality and protection, DoD said Thursday.

These organic laboratories work on emerging weapons, medicine and other technologies that haven’t been commercialized in the private sector. Griffin emphasizes the importance of the speed and direction in laboratory work and noted that the U.S. must be technologically ahead of adversaries. The former NASA administrator also discussed the significance of multi-branch collaboration across the department. 

Maj. Gen. William Cooley, who commands Air Force Research Laboratory, said that they work with other defense laboratories, other government agencies, industry and academia, as a follow up to Griffin’s statement. DoD Lab Day is a congress-recognized science and technology event that takes place every two years.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Chuck Prow, president and chief executive officer of Vectrus, with his fifth Wash100 Award on Wednesday. The award comes after Vectrus was selected for the U.S. Army’s potential $82 billion LOGCAP V contract vehicle on April 12th. 

Executive Mosaic recognizes Prow for securing major contracts and expanding Vectrus’ position with several federal agencies. We are pleased to present the most coveted award in government contracting to Chuck Prow. 

Prow joined Vectrus as president and CEO in December 2016. He is responsible for the overall growth and performance of the company. With more than 30 years of experience in federal services and information technology, Prow has managed large global government services organizations, delivering solutions to a wide array of government customers including the Department of Defense.

Previously, Prow held a range of leadership roles for IBM between 2003 and 2015. He also served PwC as a partner of consumer and industrial industry systems practice leader from 1990 to 1999 and as a partner-in-charge of the company’s U.S. public sector consulting services between 1999 and 2002. He was also the consulting manager for manufacturing industry practice for Ernst & Young for five years.

Prow serves on the board of directors for the International Research and Exchange Board and the Wolf Trap Foundation for the Performing Arts. He earned a bachelor’s degree in management and data processing from Northwest Missouri State University in 1982.

Navy to Hold Christening of USS Lyndon B. Johnson

The U.S. Navy is set to christen the future USS Lyndon B. Johnson destroyer ship (DDG 1002) in a ceremony at General Dynamics‘ Bath Iron Works shipyard on April 27. Luci Johnson and Lynda Johnson Robb, daughters of Lyndon Johnson, will perform the christening as sponsors of the Zumwalt-class vessel, the Department of Defense said Wednesday.

The service branch deployed the ship from a land-level platform to a dry dock facility in 2018. Zumwalt-class ships are designed to carry out power projection, sea control, deterrence, command and control missions and travel at a speed of 30 knots.

New DoD Website Provides Technology R&D Updates

The Department of Defense has opened a new website to inform citizens and partners on the latest U.S. military research, development and technology updates. The new chief technologist website intends to extend DoD technology awareness across a wider range of communities, Lisa Porter, deputy undersecretary of defense for research and engineering, said in a statement posted Wednesday.

“Our goal is to increase awareness of our efforts, and to utilize these platforms to engage with the broader research and development community, as we endeavor to develop innovative solutions that bring new capabilities and technology to the warfighter,” she said.

The website’s launch preceded DoD Lab Day, an event that exhibited technologies in multiple innovation areas including artificial intelligence, robotics, directed energy, hypersonics and big data analytics.

Report: NSA Suggests Cancellation of Phone Records Surveillance Program

The National Security Agency recommends that the White House end a surveillance program that gathers data on U.S. phone calls and text messages to detect and disrupt any terrorist plot against the country, The Wall Street Journal reported Wednesday.

Sources said the recommendation stems from concerns that the program’s intelligence benefits have been outweighed by legal compliance and logistical issues. The legal authority of the phone records program, which was established after the 9/11 attacks, is set to expire in December.

The program works to collect metadata such as numbers and time stamps of a domestic call to identify any possible links to terrorist suspects. Sources added the White House hasn’t made a decision whether to advance a measure to reauthorize the phone-surveillance effort.

DISA Passes 100K Mark for 'Purebred' Device Credential Issuance System

The Defense Information Systems Agency issued over-the-air derived credentials to the 100,000th device through the Department of Defense’s Purebred mobile certification system last month, DISA said Wednesday. 

Purebred is designed to handle encrypted communications and secure web browsing for certified DoD mobile devices without constantly requiring a common access card and smart card reader. The device management server also enables public key infrastructure issuance and recovery for all CAC holders via an initial device enrollment done by a Purebred agent. DoD entities can handle their own enrollments via local service desks as part of Purebred’s mobile support services. 

Brandon Iske, DISA’s program manager for Purebred, said the centralized credential issuance system acts as a registration authority to support and further develop the DoD’s enterprise-wide Identity Credential Access Management.

“This time last year, we’d credentialed about 20,000 devices with around 1,200 certified Purebred agents. Today we’re over 100,000 devices with more than 3,500 agents, and the way we’ve structured the solution, we can continue to scale to support mission partner demand,” he noted. Iske’s office seeks to process credential operations for up to 1,000 devices per day.

Caroline Bean: DoD's milCloud 2.0 Migration Effort Open to Industry Support

Caroline Bean, the Defense Information Systems Agency’s infrastructure branch chief, said that companies seeking collaborations with the Department of Defense may want to support the milCloud 2.0 effort, Government CIO Media reported Wednesday. 

Bean, also the program manager for milCloud 2.0, noted that government partners should consider including cloud migration plans in contract scopes to develop future cloud strategies during General Dynamics Information Technology’s Emerge 2019 event. She added that DISA is transitioning its applications to milCloud 2.0 and will use lessons learned in the process to guide Fourth Estate agencies throughout the migration. 

The Pentagon’s Office of the Chief Information Officer issued a directive to migrate all Fourth Estate applications to milCloud 2.0 by December 2020 in May 2018.
