AFS Names Ian McCulloh as Chief Data Scientist


AFS Names Ian McCulloh as Chief Data ScientistIan McCulloh has been chosen as Accenture Federal Services’ chief data scientist, working in its Analytics and Applied Intelligence practice, the Arlington, Va., company announced Wednesday.

Previously, McCulloh was the chief scientist at the John Hopkins University Applied Physics Laboratory; a lecturer with the university’s Whiting School of Engineering; and an associate professor with the School of Public Health where he lectured on social network interventions. In addition, McCulloh served in the U.S. Army for 20 years.

 “We live in an age of acceleration and Dr. McCulloh’s experience using applied science to test and deploy advanced data science solutions will translate into value at scale for our federal customers,” commented Bryan Rich, head of Analytics and Applied Intelligence at AFS.

Tom Grenier, AFS’ senior managing director of technology, commented, “By pairing [McCulloh’s] experience with Accenture’s global reach in solving similar at-scale problems for Fortune 100 firms, we have an opportunity to really help our federal clients better understand and navigate their toughest scenarios and environments,”

Perspecta Awarded $564M DoD Software, Hardware Maintenance Task Order; Mac Curtis Quoted

Perspecta (NYSE: PRSP) has received a potential five-year, $564M task order to continue to provide integration and maintenance services for the Defense Department’s mission-critical software and hardware worldwide.

\n\n

The company said Tuesday the task order awarded by the General Services Administration’s Federal Acquisition Service covers support for DoD’s Defense Manpower Data Center that oversees personnel, training and security information for the department.

\n\n

“Throughout our nearly four decade partnership, DoD has trusted us to manage and integrate highly proprietary, confidential and essential defense data systems and technologies,” said Mac Curtis, president and CEO of Perspecta.

\n\n

“We are uniquely qualified to support the DoD human resource mission while increasing efficiencies and mitigating risks,” added Curtis, a four-time Wash100 winner.

\n\n

The task order also includes sustainment support for the Defense Biometrics Identification System, Real-time Automated Identification System, Joint Asset Movement Management System and the Noncombatant Tracking/Emergency Tracking Accountability System.

DoD, ODNI Disclose FY 2018 Appropriated Funds for Military, National Intelligence ProgramsThe Defense Department and the Office of the Director of National Intelligence have released the aggregate amount of congressional appropriations for their respective intelligence initiatives in fiscal year 2018.

DoD said Tuesday the total budget allocated for the department’s Military Intelligence Program reached $22.1B in FY 2018, including base and overseas contingency operations funds.

ODNI disclosed in a separate release that Congress earmarked $59.4B in total funds for the National Intelligence Program in FY 2018.

DoD sought a topline budget of $20.7B for MIP in FY 2018, while ODNI requested $57.7B in the last fiscal year for NIP.

DHS Hosts Industry Stakeholder Summit to Address First Responders’ Tech RequirementsThe Department of Homeland Security hosted an industry stakeholder summit in August to identify capability gaps and discuss the development of new technology platforms for first responders.

DHS’ science and technology directorate collaborated with the International Forum to Advance First Responder Innovation to conduct the inaugural event, the department said Tuesday.

More than 250 industry, academic, government stakeholders attended the North American IFAFRI summit to discuss the technology requirements of at least 7.5M first responders worldwide. 

Those requirements include the capability to locate responders and determine their proximity to hazards and risks; detection of contaminants and hazardous agents; ability to integrate data from multiple sources into incident command operations; and real-time analysis and monitoring of active and passive threats at incident scenes.

Speakers at the summit include Andre Hentz, acting deputy undersecretary at DHS S&T directorate; Colin Murray, S&T’s senior adviser from the Canadian Exchange; and Aymeric Dupont, counselor from the delegation of the European Union to the U.S.

Report: Tanya Skeen to Become Executive Director at F-35 Joint Program Office


Report: Tanya Skeen to Become Executive Director at F-35 Joint Program OfficeTanya Skeen, head of the U.S. Army’s rapid capabilities office, will join the F-35 joint program office in early 2019 as executive director, Defense News reported Tuesday.

Skeen will succeed Todd Mellon and work with Navy Vice Adm. Mat Winter, F-35 program executive officer, and Air Force Maj. Gen. Eric Fick, deputy PEO, on the fighter jet procurement effort.

She joined the Army RCO in April after time as deputy director of test and evaluation at the Air Force, where she also served as PEO chief engineer within the service’s RCO.

Skeen spent five years in the Navy and served as assistant director and technical instructor at Naval Nuclear Power Training Command.

She held flight test engineer positions at several companies such as Lockheed Martin, Northrop Grumman, EG&G Special Projects and Modern Technology Solutions Inc.

NSWC PHD Port Hueneme Division Begins Modification Work on Navy Missile LaunchersThe Naval Surface Warfare Center’s Port Hueneme Division has started modifying the U.S. Navy‘s existing surface-to-air ship defense system to support the launch of a new variant of the Raytheon‘s Evolved Seasparrow Missile.

The Naval Sea Systems Command said Monday NSWC PHD is modernizing the NATO Seasparrow Missile System and MK 132 Mod 2 Guided Missile Launcher to integrate the ESSM Block 2 on naval aircraft carriers and landing helicopter dock and assault ships.

Robert Barrett, customer advocate and program manager for NSSMS at Navsea, explained that the MIN MOD modification program will involve deploying a modern launcher that will help the Navy focus on fleet support and obsolescence management.

He added that the effort accelerates the deployment of ESSM Block 2 capabilities to large flat deck vessels.

NSWC PHD is conducting the modification initiative to support the In-Service Engineering Agent of the Future vision, which seeks to support the modernization of the Navy.

Raytheon completed testing activities for ESSM Block 2 in July under NATO’s Seasparrow program.

The company will work to develop and deploy over 2,500 ESSM Block 2 missiles for initial operations by 2020.

DOE Solicits Input on Proposed Execution of Critical Electric Infrastructure Information Designation AuthorityThe Energy Department seeks public feedback on its plan to leverage its designation authority to share critical electric infrastructure information under the Federal Power Act.

The authorization will help the DOE inform stakeholders and the public about how it would disseminate and protect non-classified security information about bulk-power system components linked to national and economic security and public health or safety, among other things, the department said Monday.

Energy Secretary Rick Perry noted that the proposed CEII rule will help protect America’s energy infrastructure and sustain energy flow for communities and businesses in the U.S.

The plan will also provides the DOE a standard for labeling information and marking protocols for physical and electronic materials as CEII.

Additionally, the proposed rule seeks to integrate DOE’s CEII designation process with the Federal Regulatory Energy Commission’s existing rules for its CEII authority.

DOE will accept responses to its notice of proposed rulemaking until Dec. 31.

Adm. Karl Schultz: Coast Guard to Maintain MH-65 Fleet Until 2030Adm. Karl Schultz, commander of U.S. Coast Guard‘s Atlantic area, has said the service will extend the service life of its aging MH-65 Dolphin aircraft fleet due to budget constraints, USNI News reported Monday.

Schultz explained at the 2019 Military Reporters and Editors conference that the Coast Guard will continue operating the Dolphins until 2030.

He added that the service will also continue using its legacy MH-60 Jayhawks to sustain its inventory of short-range search and rescue helicopters while it awaits more funding.

The Coast Guard is still waiting for an approved budget, which will be included in the Department of Homeland Security’s appropriations bill.

The U.S. armed forces branch requested $11.65B in funding for procurement, operations and personnel, among other things.

Schultz said he expects the Coast Guard to receive $2B to purchase new systems or maintain existing assets.

Rob Walker Named CTO at NSWC CraneRob Walker, a technical leader of 30 years at Naval Surface Warfare Center Crane, has been named the new chief technology officer of NSWC Crane.

In his new role, the executive will oversee efforts encompassing science and technology investments, laboratory pilot programs, technology transfer and technical field education, Naval Sea Systems Command said Monday.

Walker has led projects for all NSWC mission areas and held managerial, engineering and advisory positions since joining the center in 1988.

The newly appointed CTO said that NSWC Crane’s nearly 1.5K scientists and engineers worked on R&D efforts amounting to over $80M last year.

Space and Missile Systems Center Chief Wants Agile, Resilient Space ArchitectureLt. Gen. John Thompson, commander of the Air Force Space and Missile Systems Center, recently said that U.S. assets in space are now more vulnerable than at any other time in the past, National Defense Magazine reported Monday.

Speaking at the MILCOM conference held in Los Angeles on Oct. 29, Thompson described the space domain as congested and contested.

He went on to say that the U.S. must deploy space architecture that is more secure, agile and resilient to protect critical space-based infrastructure.

During the conference, Thompson also talked about the need for the military to collaborate with industry, government and academic partners to acquire new space technologies.

Thompson noted the military’s interest in doing business with traditional and non-traditional companies to achieve this very goal.
