DHS Unveils Strategy on Electromagnetic Risk Management and ProtectionThe Department of Homeland Security has released a new strategy aimed at protecting the country from electromagnetic pulse and geomagnetic disturbance threats.

The strategy highlights the department’s approach to addressing potential threats that may arise from electromagnetic incidents, and embodies the intelligence community’s assessment on the matter, the DHS said Tuesday.

The department notes that these incidents hold the potential to damage electrical grid, communications, transportation assets and other components of U.S. critical infrastructure.

The strategy encourages collaboration with officials at federal, state, local, tribal and territorial levels to better support EMP and GMD risk management.

The DHS is now working on an implementation plan.

Navy Secretariat to Focus on DoD’s National Defense Strategy by Consolidating Business OperationsThomas Modly, undersecretary of the U.S. Navy, has crafted a business operations plan to help the Department of the Navy concentrate on fulfilling the Defense Department’s National Defense Strategy, Federal News Network reported Friday.

He said the plan will develop a long-term mission that outlines goals in six-, 12-, 18- and 24-month intervals to address audit, cybersecurity, and data fidelity and integrity concerns.

The announcement comes six months after Modly combined DoN’s management undersecretary and chief information officer positions and moved the roles under his jurisdiction.

The plan aims to adhere to the tenets of the National Defense Strategy and prioritizes creating a more lethal force; boosting relationships with alliances and fostering new ones with other partners; and reorganizing the department for more streamlined operations.

The DoN hopes the plan can serve as a communication platform for contractors to integrate their ideas with the Navy and U.S. Marine Corps.

Modly said the department is considering the establishment of a chief data officer post, which must integrate its work with the Digital Warfare Office.

Report: DHS Anti-Email Spoofing Measure in Effect at Multiple AgenciesEmail security company Valimail reports that roughly half of federal government domains have implemented an email security protocol in compliance with a directive that the Department of Homeland Security issued nearly a year ago.

Valimail’s recent study reveals that the Domain-based Message Authentication, Reporting and Conformance standard has been deployed to cover 655 out of 1,315 government domains and has been configured to “enforcement status”— meaning the security protocol is set to reject fake emails.

DMARC is a cybersecurity protocol that helps determine whether an email is authentic. It blocks fake emails and generates reports of such encounters.

The DHS on Oct. 16, 2017 required federal agencies to adopt DMARC — along with multiple other web and email security policies — through the issuance of Binding Operational Directive 18-01.

To be fully compliant, agencies had to activate DMARC’s automatic reporting to the DHS and configure the system to automatically block fake messages.

The automatic reporting was due in January, while the automatic blocking of emails is due on the 16th.

Richard Spencer Discloses Names of Two Future Littoral Combat ShipsU.S. Navy Secretary Richard Spencer, a 2018 Wash100 recipient, has unveiled the name USS Beloit for the next Freedom-class littoral combat ship and USS Santa Barbara for the future Independence-variant vessel.

The service said Tuesday USS Beloit or LCS 29, which will be built by a Lockheed Martin–Fincantieri Marinette Marine team, is named after Beloit, Wis.

Meanwhile, USS Santa Barbara or LCS 32, which will be constructed by Austal USA, is dubbed in honor of Santa Barbara, Calif.

Both ships will be designed to travel at speeds over 40 knots.

USS Beloit is also the first ship to bear its name, while USS Santa Barbara is the third successor of the designation.

The Navy has purchased 32 littoral combat ships, with 10 vessels under construction and 16 already delivered.

ManTech Names Yvonne Vervaet as SVP of Growth and CapabilitiesManTech has promoted Yvonne Vervaet as senior vice president of growth and capabilities, the Herndon, Va., company announced Tuesday. Previously, Vervaet served as chief growth officer of its mission, cyber & intelligence solutions group.

As part of her responsibilities, Veraet will establish growth strategy by ensuring business methods, capabilities and technologies align with federal budgets and the company’s pipeline. ManTech said she will begin reporting to Chief Executive Officer Kevin M. Phillips on Nov. 1st.

“During her time at ManTech, Yvonne Vervaet has been a powerful force driving major contract awards from the intelligence community, including our recent wins of $668 million with the Department of Homeland Security for CDM and nearly $1 billion with a major defense agency for secured enterprise IT,” commented Phillips.

“In her new corporate role as senior vice president of growth and capabilities she will apply this same energy, strategic thinking and winning attitude to innovations that advance the missions of all ManTech customers – and grow our business,” Phillips added.

With over 26 years’ experience in the GovCon sector, Vervaet has held leadership roles at BAE, Northrop Grumman, EDS and CSC.

“ManTech’s rapid growth reflects our 100 percent dedication to supporting customers’ missions with innovative, results-focused technologies,” Vervaet told GovConDaily Tuesday. “I am very excited by this opportunity to help lead the many investments and remarkable ManTech individuals ‘securing the future’ for our clients’ critical missions.”

The promotion follows ManTech’s September appointment of Adam Rudo, a veteran of General Dynamics and Lockheed Martin, as SVP and general manager of its security solutions business.

DHS Releases Statement on Bloomberg Report on Alleged Server Hacking IncidentThe Department of Homeland Security over the weekend issued a statement regarding a Bloomberg report alleging that around 30 U.S. companies, including Amazon and Apple, have been victimized by a hardware hack carried out by a special unit of the Chinese Army.

The DHS said on Oct. 6 that it was “aware of the media reports of a technology supply chain compromise” but that “at this time we have no reason to doubt the statements from the companies named in the story.”

Bloomberg reported on Oct. 4 that operatives belonging to the People’s Liberation Army had compromised servers assembled by Super Micro Computer, Inc. by installing microchips that could allow attackers to remotely gain control of the equipment.

Among the many companies that used SMCI’s servers were Apple and Amazon, both of which discovered the suspicious chips in 2015 then reported their findings to authorities, Bloomberg said.

In response to the story, SMCI has issued a statement saying it “strongly refutes reports that servers it sold to customers contained malicious microchips in the motherboards of those systems.”

Apple and Amazon have denied the Bloomberg story as well.

VA Appoints IT Vet Paul Tibbits as Electronic Health Record Program Executive Director

Paul Tibbits, former program executive officer for financial management business transformation at the Department of Veterans Affairs, has been promoted to executive director for the VA’s Office of Electronic Health Record Modernization, Federal News Network reported Monday.

The appointment comes after Genevieve Morris left the post in August.

Tibbits will oversee deployment and maintenance of the department’s new electronic medical record system and associated health information technology tools. He will also assist the department in transitioning from a legacy patient data system to one with better storage and data retention capabilities.

Tibbits spent the last 11 years in the VA’s Office of the Chief Information Officer, holding deputy CIO roles, including for architecture, strategy and design and enterprise development. He brings more than 28 years of experience working for the Defense Department.

The OEHRM is tasked with processing medical records of service members departing active duty so that data can be seamlessly accessed even when military personnel graduate into veteran status.

The DoD and the VA recently announced plans to release a single electronic health record system to simplify and streamline medical listing processes.

Military Aviation Leaders Discuss Modern Logistics Systems for Aircraft PartsTwo military heads have said adopting a modernized logistics process will help speed up the delivery of aviation parts to aircraft maintainers and provide cost savings, USNI News reported Tuesday.

Lt. Gen. Steven Rudder, deputy commandant for aviation at the U.S. Marine Corps, noted during the U.S. Naval Institute and Center for Strategic and International Studies’ Maritime Security Dialogue that additive manufacturing will accelerate the spare part logistics system.

He believes 3D printing will help contractors develop small aircraft components onsite, making more replacements available when they are needed instead of going through various lengths to produce them.

However, Rudder explained that additive manufacturing is still limited to non-air-worthy components, which can hinder vendors from supplying parts that still need to be assessed for flight suitability.

Meanwhile, Vice Adm. DeWolfe Miller, commander of the Naval Air Forces, said understanding and strengthening the aviation parts supply chain is critical in maintaining aircraft and reducing expenses.

The U.S. Navy has started following a new logistics sustainment system that aims to modify the acquisition and development process for replacement parts, as well as focus on assigning parts that will return to the military after they arrive.

Richard Spencer: Navy Needs to Resolve Recruitment, Retention IssuesRichard Spencer, secretary of the U.S. Navy and a 2018 Wash100 recipient, has said there is a need for the service to address its recruitment and retention issues to modernize its culture, Federal News Network reported Friday.

Spencer believes there is a need to encourage more people to join the military, as the Navy and the rest of the U.S. armed forces are recruiting talent from the same group of potential service members.

“We have to make a compelling argument for people to come into the service and serve their country. We believe we have those programs laid out for both the Navy and the Marine Corps,” he explained.

On the other hand, the Navy official said the service is working on its readiness issues, with 76 out of 110 recommendations from a strategic readiness review already implemented. 

The Navy is also leveraging data analytics processes to monitor the performance of new programs and make necessary modifications.

Mark Esper: Army Could Free Up $25B to Support Six Modernization PrioritiesArmy Secretary Mark Esper has said the service has evaluated every activity and program within the “equipping peg” and identified $25B in funds that could be shifted toward its top six priorities for modernization, Defense News reported Monday.

The service’s modernization priorities are the next-generation combat vehicle; long-range precision fires; network; soldier lethality; future vertical lift; and air and missile defense.

“That dollar figure is a low-end number over the Future Years Defense Program,” he said Monday at a press briefing at the Association of the U.S. Army’s annual conference.

“We had to make those trade-offs, and it resulted in, again, reductions and cancellations and consolidations, so that is our intent as we continue to go through the other pegs,” he noted.
