Navy PEO(A) Plans Additional Aircraft Buys Through FY 2023Rear Adm. Dean Peters, a U.S. Navy program executive officer, has said the service branch’s air anti-submarine warfare, assault and special mission programs office plans to increase its aircraft purchases through fiscal 2023 as a result of increased budget.

PEO(A) looks to procure 75 units during fiscal 2018 and another 167 over the next five fiscal years, the Naval Air Systems Command said Thursday.

Peters noted the office had planned to buy 41 aircraft for FY 2018 and 167 for the FY 2019-2023 period.

“During my time as a program manager since 2007, working programs or in the PEO, this is really the first time that we’ve been able to talk about increases in our programs as far as what we’re procuring.”

He said that the V-22 Osprey program office will soon deploy a roll-on, roll-off kit for the MV-22B aerial refueling mission with a U.S. Marine aircraft.

The Navy is also testing missile systems on the P-8A Poseidon and C-130 Hercules.

James Mattis, Gen. Joseph Dunford: 2-year budget deal can help DoD implement national defense strategyDefense Secretary James Mattis and Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, have told House Armed Services Committee members that the two-year budget agreement passed by Congress supports National Defense Strategy implementation efforts, DoD News reported Thursday.

Both officials also testified on a fiscal 2019 defense budget request during an HASC hearing that was held Thursday.

“This budget funds systems to enhance communications and resiliency in space,” Mattis, a 2018 Wash100 recipient, told committee members.

He added the department will prioritize efforts to accelerate the delivery, continuous adaptation of technology platforms.

Dunford, also a 2018 Wash100 recipient, said he believes the U.S. military can “defend the homeland, meet our alliance commitments and prevail in any conflict.”

The JCS chair added he believes the federal government should invest in a full range of systems to deter foreign threats.

GSA’s Joanne Collins Smee on $100M Technology Modernization Fund, industry best practicesJoanne Collins Smee, acting director of technology transformation services at the General Services Administration, has said she believes the $100 million worth of funding that Congress authorized for the Technology Modernization Fund for the remaining months of fiscal 2018 is a “great thing,” Federal News Radio reported Wednesday.

“It’s $100 million more than we had last year, so that’s a great thing… The $100 million is focused on activities that are going to be able to make that transformative change for government,” she said at a Meritalk event Tuesday in Washington.

Collins Smee, who also serves as deputy commissioner of GSA’s Federal Acquisition Service, said the board that oversees TMF has received approximately 20 funding requests since the congressional authorization as part of the enactment of the Modernizing Government Technology Act.

She noted that GSA intends to use an artificial intelligence platform – robotic process automation – to help manage public inquiries about government services and cited the need for government to adopt industry best practices.

“So part of what we’re doing is bringing in outside assistance to make sure that we’re bringing in industry trends and technology into the government to make the right change for citizens,” she added.

Chief of Naval Operations Adm. John Richardson has detailed a strategy for the U.S. Navy to procure its next surface combatant ship that will build on the service branch’s ongoing FFG(X) frigate program, Defense News reported Thursday.

“I’d like to do the whole thing, well, as fast as possible but do it in the frigate timeframes: in terms of defining what we want, the requirements, getting industry involved, making it a very open competition,” Richardson was quoted as saying.

He told Defense News in an interview the Navy’s cruiser replacement effort would adopt an existing hull platform with high-power and rapid switching capacities.

The CNO added he aims to define requirements for the upcoming combatant ship within the 2018-2019 time frame, according to the report.

US, Norway agree on bilateral exchange of defense offeringsDefense representatives from the U.S. and Norway have signed a “security of supply arrangement” to solidify their partnership in exchanging defense products and services for national security, Defense News reported Friday.

Morten Tiller, national armaments director at the Norwegian Ministry of Defense, and Eric Chewning, deputy assistant undersecretary for manufacturing and industrial base policy at the Defense Department, sealed the agreement at the Norwegian-American Defense Conference.

The SoSA allows both countries’ defense departments to request priority delivery for their contracts and orders from companies under their jurisdiction.

Tiller said Norwegian firms will work to support U.S. authorities and prime contracts that demand security of supply arrangement in future contracts.

The partnership comes as the U.S. aims to strengthen its alliances under the new National Defense Strategy.

Martin Ahmad: NAVAIR fleet readiness centers clear aircraft repair inventoryMartin Ahmad, deputy head for the Commander, Fleet Readiness Center of the Naval Air Systems Command, presented COMFRC’s completed and upcoming initiatives at the Sea Air Space Exposition held Monday to Wednesday.

NAVAIR said Wednesday Ahmad provided a brief on the Naval Aviation Enterprise’s Sustainment Vision 2020 for attendees of the event on Tuesday.

Ahmad said that NAVAIR’s fleet readiness centers have completed work on all aircraft that required depot-level repairs and have reached production goals for the last two years.

The COMFRC deputy cited compliance with the Critical Chain Project Management principles, the enhanced accuracy of the bill for parts and materials and rapid engineering investigations as factors for the optimized throughput rate.

Ahmad also noted collaborations with the Defense Logistics Agency, the Naval Supply Systems Command’s Weapon Systems Support and type commanders and program managers.

The COMFRC intended to enhance aircraft maintenance and modification operations, complete in-service repairs and increase the production of component repairs to address the backlog and reduce in-reporting aircraft in need of parts, Ahmad detailed at the exposition.

He added that the office will hire more artisans, engineers and logistics personnel in support of its operations.

NAE’s Sustainment Vision 2020 is targeted towards the four major areas of the sustainment value stream which are supply, manpower, maintenance planning and infrastructure, Ahmad said.

Ahmad remarked that the sustainment value stream areas are consolidated in an operations center to allow officials of various rank to access a uniform metrics in support of preparedness.

NAE executives endorsed the enterprise’s sustainment vision in October 2016.

FBI Director Christopher Wray, UAE VP & PM discuss bilateral security cooperationChristopher Wray, director of the FBI, and the head of the United Arab Emirates discussed the countries’ partnership for the enforcement of security in the region and the world.

Sheikh Mohammed bin Rashid Al Maktoum, vice president and prime minister of the UAE and ruler of Dubai, received the FBI director and U.S. delegates for the discussion on enhanced cooperation between the federal investigative agency and its UAE counterparts, the government of Dubai said Wednesday.

The meeting that also included Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, deputy ruler of Dubai, was intended to address the exchange of information on extremism and terrorism and the collaboration for cybersecurity.

Several other officials of the Arabian country were also present at the discussion.

DHS launches Cyber Storm VI; Jeanette Manfra commentsThe Department of Homeland Security has launched the sixth Cyber Storm exercise, where over 1,000 players aim to assess and enhance procedures that need to be taken to resolve a cyber incident, Federal News Radio reported Wednesday.

DHS has started working with players from the National Cybersecurity and Communications Integration Center, federal governments and private companies to evaluate the agency’s National Cyber Incident Response Plan during the exercise.

Jeanette Manfra, assistant secretary for cybersecurity and communications at DHS, stated that the activity aims to uncover the details of the plan and develop ways to exchange cyber threat information for the future.

DHS designed Cyber Storm VI to focus on the critical manufacturing, transportation and information technology sectors.

The report said the exercise participants will also test the department’s own internal communication mechanisms and observe how it coordinates with private sector, state and local partners and vice versa.

DHS conducted its last Cyber Storm activity in 2016, welcoming 100 organizations and over 1,200 registered players from different countries.

Kenneth Rapuano: White House will implement modified national cyber strategy soonAssistant Secretary of Defense Kenneth Rapuano has confirmed that the White House will soon begin implementing the modified national cyber strategy, which intends to help the government handle cyber defense and threats, NextGov reported Wednesday.

The new strategy comes after U.S. lawmakers found that the lack of an overarching cyber policy is preventing the execution of government cyber operations.

The report said previous overarching policies were unable to prevent cyber strikes against the U.S. government during the Obama administration.

Rapuano noted that the strategy will inform a cyber posture document from the Department of Defense to be released in August.

The strategy aims to further protect federal government computer networks, maximize government resources to safeguard critical infrastructure and establish standard rules in cyberspace.

Report: Review of DoD nuclear command, control & communications system now underwayThe Defense Department’s nuclear command, control and communications system is now under review amid increasing threats in cyber and space domains as cited in the Nuclear Posture Review, SpaceNews reported Wednesday.

The NC3 system includes communications satellites, ground stations and aircraft; control centers for nuclear platforms; and warning satellites and radars.

“Discussions are taking place at the secretary of defense and chairman levels,” Gen. Robin Rand, commander of the Air Force Global Strike Command, said Wednesday at an Air Force Association event.

Rand noted that the U.S. Strategic Command “will have a heavy role” in the NC3 review effort that is led by Joint Chiefs of Staff director of operations.

“The Joint Staff is leading a planning team consisting of DoD NC3 subject matter experts and stakeholders in an effort to review and make recommendations on improvements to NC3 governance,” Maj. Will Powell, a spokesman for the Joint Staff, told the publication in a statement.

“Current planning efforts are on track to provide recommendations to the secretary of defense by May 1,” Powell added.
