GSA Final Rule to Allow Order-Level Materials Procurement Via Multiple Award ScheduleThe General Services Administration has released a final rule that would authorize agencies to buy order-level materials through the Multiple Award Schedule program or blanket purchase agreements.

GSA said in a Federal Register notice published Wednesday OLMs are services or supplies procured in support of a task order that are not determined at the time of the contract award.

The agency said the rule seeks to achieve uniformity between the MAS program and other indefinite-delivery/indefinite-quantity contracts when it comes to OLM procurement as well as reduce contract duplication and related administration costs.

Contractors would be required to submit three quotes for each OLM above the procurement threshold for evaluation by contracting officers under the new rule.

The policy also requires contracting officers to determine that OLM-related indirect costs are fair and reasonable and exempts travel OLMs from certain requirements.

The final rule took effect Wednesday and came more than a year after GSA proposed the regulation.

Treasury Dept Sanctions 16 Individuals, 9 Foreign Firms for Support to North Korea’s Weapons ProgramsThe Treasury Department has blocked from dealing with the U.S. 16 individuals and nine foreign companies for their involvement in activities that support North Korea’s weapons of mass destruction programs and breach of United Nations Security Council Resolutions.

“Treasury continues to systematically target individuals and entities financing the Kim regime and its weapons programs, including officials complicit in North Korean sanctions evasion schemes,” Treasury Secretary Steven Mnuchin said in a statement published Wednesday.

The department’s office of foreign assets control designated 11 representatives of North Korea government-owned Ryonbong in China, Russia and Georgia for their involvement in procurement activities that back the East Asian country’s chemical weapons program.

The department also sanctioned five North Koreans for their ties to the Kim regime’s financial networks and designated two China-based companies for exporting goods to North Korea.

Another Korean electronics company was named for its manufacturing operations in North Korea.

Five North Korea-based shipping companies and their six vessels were also sanctioned for their involvement in the country’s transportation industry.

The move came two months after the department sanctioned 13 foreign firms and 20 vessels for their trade connections to North Korea.

Navy Demos Harpoon Block II+ Missile SystemThe U.S. Navy has tested the Harpoon Block II+ missile’s compatibility with the F/A-18 aircraft’s updated software.

The compatibility test with the System Configuration Set H12E update was held Monday at Point Mugu Sea Test Range, California, the Naval Air System Command said Wednesday.

“Harpoon Block II+ expands on a legacy of over 40 years of service,” said Capt. John Dougherty, program manager for precision strike weapons at the Navy.

NAVAIR noted the missile employs a modern GPS guidance kit, in-flight update ability, augmented targeting systems and electronic countermeasure resistance capacities.

The weapon is designed to launch from multiple platforms.

The Navy expects the missile system to be fully deployable in late 2018 fiscal year.

President Donald Trump has nominated Vice Adm. Matthew Kohler, commander of the U.S. Navy‘s Naval Information Forces, as deputy chief of naval operations for information warfare and as director of naval intelligence.

The Defense Department said Wednesday Trump also recommended Kohler for reappointment to the rank of vice admiral.

Kohler will succeed Vice Adm. Jan Tighe, who assumed the dual role in July 2016 after leading the Navy’s Fleet Cyber Command and 10th fleet.

His previous at-sea assignments include intelligence officer for Fighter Squadron 102 on USS America; director of intelligence for Commander Amphibious Squadron 1 on USS Peleliu; and director of intelligence for Cruiser Destroyer Group 2 aboard USS George Washington.

Kohler’s onshore roles include deputy director of intelligence at the Joint Warfare Analysis Center; director of intelligence operations at the U.S. Special Operations Command; and intelligence director for the Joint Interagency Task Force South.

He also served as deputy director of naval intelligence; deputy commander of the Fleet Cyber Command/10th Fleet; and deputy chief of tailored access operations at the National Security Agency.

Eminence Griffin: US' Proposed NAFTA Language Change Could Affect IT ProcurementThe Trump administration’s proposed changes to a trade deal between U.S., Mexico and Canada could harm the information technology industry’s access to contracting opportunities in the two foreign countries, FCW reported Wednesday.

One proposed change to the North American Free Trade Agreement would equalize foreign access to U.S. government contracts and U.S. access to foreign markets on a “dollar-for-dollar” basis.

Eminence Griffin, a director at the Information Technology Alliance for the Public Sector, wrote in a blog entry that the dollar-for-dollar approach would “significantly alter the access provided under NAFTA” since the U.S. government contracting market is worth more than $500 billion and Mexico’s and Canada’s markets are valued at $90 billion combined.

Griffin told FCW that changes to NAFTA’s government contracting section could impact all aspects of information technology procurement.

ITAPS wants the Trump administration to urge trading partners to open coverage for comparable entities and markets instead of using the dollar-for-dollar method.

Rear Adm. Johnny Wolfe Jr., program executive for the Aegis Ballistic Missile Defense system at the Missile Defense Agency, has been nominated for assignment as director of strategic systems programs at Washington Navy Yard and for appointment to the rank of vice admiral.

Defense Secretary James Mattis announced Wolfe’s nomination in a Defense Department  press release published Wednesday.

Wolfe previously held the roles of deputy chief engineer, head of the fire control and guidance branch, nuclear weapons security and SSGN coordinator and head of the missile branch at the SSP headquarters.

He served as technical director and deputy direct reporting program manager before he was promoted to his current rank and assigned to manage the Aegis program.

He also served as assistant weapons officer onboard USS Lewis and Clark (SSBN 644) four four years and as lead systems engineer of a joint skunkworks project at Kirtland Air Force Base in New Mexico.

Wolfe is a recipient of a Joint Services Commendation Medal, Legion of Merit Bronze Star and Navy Commendation Medal.

NASA Releases 2018 Publication on Space Technology Commercial ApplicationsNASA has released the 2018 edition of an annual publication that features 49 everyday-life technology applications with involvement from the space agency’s research and development contributions.

The Spinoff publication for this year includes articles on ultra-sensitive radar technology used for disaster relief; plant preservation techniques in space; and high-speed stereo photogrammetry technology for space shuttles being used for commercial product designs, NASA said Wednesday.

Other articles cover everyday-life applications of artificial intelligence, unmanned technologies, high-speed jet propulsion and design software.

Spinoff 2018 also contains a section featuring under-development NASA technologies expected to be used for commercial applications in the near future.

The publication was made under NASA’s Technology Transfer Program that seeks to expand the number of applications possible with the agency’s space technologies.

DoD Officials Preview Trump’s Draft Nuclear Weapons Strategy to Senate PanelJohn Rood, defense undersecretary for policy, and Air Force Gen. Paul Selva, vice chairman of the Joint Chiefs of Staff, on Tuesday provided Senate Armed Services Committee members a classified preview of President Donald Trump’s draft Nuclear Posture Review, Defense News reported Tuesday.

The draft document seeks to advance the development of low-yield nuclear weapons for U.S. submarines and sub-launched cruise missiles.

The Trump administration plans to issue a final version of the review in February.

Sen. Dan Sullivan (R-Alaska) said the document should be publicly released.

“That’s not just public for the American public ― it will be public for other countries to read,” Sullivan noted.

“So much of any nuclear deterrence policy relies on credibility.”

The Defense Department also released a national security strategy that aims to expand the competitive space through military readiness, alliances and changes to DoD’s business practices.

Beth McGrath, former deputy chief management officer at the Defense Department, told Nextgov in an interview published Tuesday that Congress’ decision to provide the new CMO role with authority over information technology management decisions makes sense as DoD works to reform its business operations.

“Over time, with the increased focus from Congress and the department on how do we optimize the business operations, so much of it, especially now, is driven by IT,” said McGrath, who is now managing director of Deloitte’s federal practice.

“Over time, the legislation has brought together business performance and IT to say, ‘You can’t think about them separately’ because business should be—and is—IT-enabled, then we really need to think about how we’re driving the business to include the IT aspect,” she added.

Her statements came after President Donald Trump announced plans to nominate John Gibson, DoD’s current DCMO, as the agency’s CMO.

Bob Work, former U.S. deputy secretary of defense, anticipates the Defense Department to create a center of excellence for artificial intelligence which will help foster collaboration between the department, universities, laboratories and the industry, C4ISRNET reported Tuesday.

The former deputy secretary of defense said tapping into such resources can help the U.S. stay up to date in AI and autonomous technology innovation.

“You are going to see the strategic capabilities office continue, [Defense Innovation Unit Experimental] continue … I believe we are going to see an AI Center of Excellence,” said Work.

During his tenure as deputy secretary of defense, Work developed a plan to mitigate challenges that would prevent the U.S. military from meeting technological superiority objectives in areas including AI, cloud computing and data analytics technologies.

Work said during a Center for a New American Security Brussel Sprouts podcast he believes the Third Offset plan remains intact and the Pentagon will push through with his original goals.
