Air Force to Deploy F-35A Aircraft to Japan in Support for Regional SecurityThe U.S. Air Force plans to deploy 300 airmen and 12 F-35A Lightning II aircraft from Hill Air Force Base in Utah to Kadena Air Base in Japan, marking the U.S. Pacific Command‘s first operation tasked to the F-35A fleet.

The aircraft are expected to arrive at Kadena in November to begin a six-month rotation, PACOM said Monday.

The deployment is part of PACOM’s Theater Security Package program, which aims to demonstrate U.S. efforts to contribute to security in the Asia-Pacific region.

Gen. Terrence O’Shaughnessy, Pacific Air Forces commander, noted that the fleet will work to integrate the F-35A into training and operations.

PACOM noted the assignment to Kadena follows the stealth aircraft’s debut at the Seoul International Aerospace & Defense Exhibition in October.

Defense Secretary James Mattis met with his Southeast Asian counterparts at the former Clark Air Base in the Philippines to discuss security challenges and defense cooperation in the region, DoD News reported Monday.

Pentagon spokesperson Dana White said Mattis attended the Association of Southeast Asian Nations’ Defense Ministers Meeting-Plus where defense leaders talked about regional security; counterterrorism efforts; and the need to impose sanctions against North Korea in response to the country’s nuclear tests.

Mattis said the ASEAN nations want to increase the scope and complexity of defense exercises and that the U.S. government works with regional partners to boost maritime security capacity in Southeast Asia, according to White.

The defense secretary also participated in the ninth Trilateral Defense Ministerial meeting with his Japanese and South Korean counterparts to discuss security cooperation and condemn North Korea’s nuclear and missile activities.

The three defense leaders agreed to bolster international cooperation on the implementation of U.N. Security Council Resolutions, including a resolution to impose sanctions against North Korea following its sixth nuclear test on Sept. 3.

The ministers voiced support for efforts to expand information sharing on North Korea’s nuclear and missile threats as well as continue missile warning and anti-submarine warfare exercises.

NASA's Thomas Zurbuchen Orders Design Modification Study for WFIRST Space TelescopeThomas Zurbuchen, associate administrator of the NASA‘s Science Mission Directorate, has urged the Goddard Space Flight Center to study potential design changes on the agency’s future space observatory to address the results of an independent review.

The design modification study is intended to reduce the cost and complexity of the Wide Field Infrared Survey Telescope program to meet the project’s original $3.2 billion cost estimate, Zurbuchen told GSFC Director Chris Scolese in a letter published Friday.

Zurbuchen ordered the study in response to the findings of an independent review by the WFIRST Independent External Technical/Management/Cost Review team.

He established WIETR in April 2017 to examine whether the WFIRST mission requirements are achievable and are aligned with available resources.

WIETR validated that the lifecycle cost estimate for WFIRST has increased to $3.6 billion from $3.2 billion.

The management agreement signed at the start of the program for lifecycle cost and budget profile are inconsistent with the provided funding profile; additional scope and requirements; and the risk classification for the mission, the review found.

WIETR recommended NASA to procure additional engineering development hardware, spare hardware and analysis to elevate WFIRST from its Class B risk classification, because most “strategically important” NASA projects with similar investment and risk levels are Class A missions.

Zurbuchen ordered to retain the basic architecture of WFIRST; implement mission risk classification according to WIETR’s findings; downsize the widefield instrument; and reduce the coronagraph instrument and treat it as a technology demonstration instrument.

He also directed the program to lessen science investigations costs and consider the use of additional commercial subsystems and components.

Zurbuchen assigned Paul Hertz, NASA director of the astrophysics division within the Science Mission Directorate, to work with GSFC on the implementation of a WFIRST management process that aligns with WIETR’s recommendations.

GSFC and the WFIRST program are slated to present the design modification study at the Systems Requirements Review/Mission Design Review in February 2018.

Lt. Gen. Paul Nakasone Hosts Panel to Showcase Army Cyber Talent, OperationsLt. Gen. Paul Nakasone, head of the Army Cyber Command, has led a panel of U.S. Army cyber professionals to showcase the service branch’s cyber talent and operations.

The panel at the Oct. 11 Association of the U.S. Army Annual Meeting and Exposition included specialists from cyber protection teams, the 780th Military Intelligence Brigade and the Cyber Protection Brigade, the Army said Monday.

The U.S. Cyber Command controls the operations of 41 Army active cyber protection teams, which generally consist of 80 percent military and 20 percent civilian members.

Nakasone said the Army plans to build 11 additional cyber protection teams from the Army National Guard and 10 from the Army Reserve to help boost Cybercom’s capacity.

He noted that the Army hires 20 percent of the cyber teams from its civilian workforce in an effort to recruit members that can stay in the position for longer periods and can handle the required work hours.

Maj. Josh Rykowski, a cyber protection team lead, said during the panel discussion that cyber protection teams carry tool kits designed to help mitigate online threats and adjust to adversaries’ unique characteristics.

1st Lt. Alvaro Luna, an Army tactical offensive cyber ops planner, stated that the top challenge facing cyber protection teams is the need to educate commanders on their capabilities to provide choices for battlefield operations.

Luna added that cyber ops planners must have a situational awareness of a particular location to understand certain threats.

Report: DHS Deputy CTO Robert Palmer to Step Down
Robert Palmer

Robert Palmer, deputy chief technology officer at the Department of Homeland Security, will resign from his post, effective Oct. 28, Fedscoop reported Monday.

The eight-year federal government veteran told the publication he will move to a new cybersecurity services company – ShorePoint.

Palmer became deputy CTO in April 2016 after he served as acting executive director and head of information assurance for DHS’ enterprise system development office.

He started his federal service career in 2009 at the Transportation Security Administration, where he served as assistant director of information assurance audit and operational support.

His industry career includes security and information assurance roles at several tech companies such as Knowledge Consulting Group, COLSA, SI International, Telos and Cyios.

Marine Corps, Army Partner to Improve Winter Mobility of Hercules Recovery VehiclesThe Marine Corps Systems Command has partnered with U.S. Army‘s Cold Regions Research and Engineering Laboratory to explore methods to increase the mobility and performance of U.S. Marines’ M88A2 Hercules armored recovery vehicle platform in extreme cold weather conditions.

The Army said Monday the project could last up to three years and will initially analyze the vehicle’s performance and limitations when it operates in a harsh environment.

MCSC and CRREL will also collaborate to develop laboratory test methods, while the Army’s Tank Automotive Research, Development and Engineering Center and its NATO partners will work to evaluate concurrent mobility investigations.

Hercules is designed to help military personnel recover different kinds of disabled and damaged vehicle such as  M1A1 Abrams tanks.

“CRREL is excited to help the Marines improve the M88’s mobility in cold regions and possibly extend that improvement to soft, muddy environments as well,” said Jared Oren, chief of CRREL’s engineering resources branch.

DOE Announces Funding Opportunity for Advanced Nuclear Reactor DesignsThe Energy Department has launched a funding opportunity with a potential $20 million endowment for projects that will work to advance nuclear reactor technology.

DOE said Friday the projects will support the Advanced Research Projects Agency-Energy‘s Modeling Enhanced Innovations Trailblazing Nuclear Energy Reinvigoration program that aims to identify and develop technologies that facilitate the creation of safer nuclear reactors with lower construction cost and autonomous operations.

“MEITNER projects are developing technologies that will accelerate fabrication and testing, making construction cheaper, while integrating high levels of automation and built-in safety measures across the plant to reduce operational costs,” said ARPA-E Acting Director Eric Rohlfing.

Rohlfing added the program aims to build on the knowledge and resources developed by the Office of Nuclear Energy, which helped ARPA-E formulate the funding opportunity.

The funding opportunity seeks multi-disciplinary collaboration and formation of diverse and experienced project teams that may comprise scientists, engineers and practitioners from fields including the science and technology sectors.

James Mattis to Address Regional Security Issues in APAC Visit

Defense Secretary James Mattis plans to discuss security challenges and mutual interests with some of his counterparts in Asia-Pacific during his visit to the region this week.

He will participate in the three-day Association of Southeast Asian Nations Defense Ministers Meeting in the Philippines that will run through Wednesday, the Defense Department said Sunday.

Mattis will then lead a U.S. presidential delegation that includes Glyn Davies, U.S. ambassador to Thailand, to attend the royal cremation rites of late King Bhumibol Adulyadej on Thursday in Bangkok.

His APAC trip will conclude with an attendance to the 49th Security Consultative Meeting in South Korea, which Mattis will co-chair with South Korean Defense Minister Song Young-moo.

Acting DHS Secretary Elaine Duke Talks Counterterrorism Efforts With Foreign LeadersElaine Duke, acting secretary of the Department of Homeland Security, has discussed counterterrorism efforts with foreign leaders during a visit to the U.K. and a meeting of senior officials from G7 nations in Italy.

DHS said Saturday Duke met with her British counterpart Amber Rudd and with top officials from the U.K. Home Office to discuss terrorist threats and forge agreements on transatlantic cooperation.

Duke and Rudd agreed to work with technology companies on digital efforts to combat terrorists; help non-government partners counter terrorist trends and tactics through joint threat assessments and briefings; and collaborate on aviation security initiatives.

The interim DHS secretary also joined talks on information sharing; challenges posed by foreign fighters; and the push to mitigate online terrorist recruitment and radicalization during the G7 Interior Ministers’ Meeting in Ischia, Italy.

The gathering included representatives from technology companies such Facebook, Google, Microsoft and Twitter.

Duke also held bilateral meetings with leaders from Italy, Canada, France and the European Union to talk about existing partnerships on counterterrorism and aviation security as well as plans to expand such efforts.

U.S. Air Force Brig. Gen. Trent Edwards has been assigned as director of budget operations and personnel at the service branch’s Office of the Deputy Assistant Secretary for Budget.

The Defense Department said Friday Edwards most recently served as director of programming and financial management and comptroller at the Air Force Space Command, where he managed an approximately $10 billion budget for operations, maintenance and investment efforts in the military space and cyber areas.

He also led AFSPC’s efforts to establish a Program Objective Memorandum and provide accounting, financial planning and audit services to more than 35,000 space and cyberspace personnel.

The 27-year Air Force veteran previously commanded two controller squadrons, a mission support group, an air base wing and training wing as well as served as aide de camp to the Commander Air Education and Training Command and senior military assistant to the DoD comptroller.

Edwards was also deployed to Cuba as chief of staff for the Office of the Administrative Review of Enemy Combatants, Iraq as CJ8 to the Combined Joint Special Operations Task Force and Afghanistan as CJ8 for the NATO Training Mission/Combined Security Transition Command-Afghanistan.
