Congress Seeks to Advance US Missile Defense Tech Devt Via Fiscal 2018 NDAA

Congress Seeks to Advance US Missile Defense Tech Devt Via Fiscal 2018 NDAAThe House and Senate aim to advance the development and modernization of ground- and space-based missile defense platforms designed to counter ballistic missile threats through defense spending bills for fiscal 2018, Defense News reported Monday.

The efforts by both chambers of Congress come as the Defense Department works on the Ballistic Missile Defense Review.

A provision in the Senate Armed Services Committee’s proposed fiscal 2018 National Defense Authorization Act would require a report on options to raise the Ground-Based Midcourse Defense System’s capacity by up to 100 ground-based interceptors.

The Senate panel’s NDAA would also direct the DoD secretary to consider efforts to accelerate the development of several capabilities cited in the review such as the Multi-Object Kill Vehicle, Redesigned Kill Vehicle, Configuration-3 booster and additional GBIs.

The House’s NDAA version would require DoD to develop a space-based missile defense strategy that details plans on how the U.S. Air Force, Missile Defense Agency and other agencies will build a space-based sensor layer for ballistic missile defense.

The House measure also proposed the creation of a test bed for space-based ballistic missile intercept, the report added.

Capt. Julia Slattery, former division chief of the Joint Staff’s cyber policy division, has been appointed as commanding officer of the U.S. Navy‘s Cyber Defense Operations Command.

Slattery officially took over the position from Capt. Sean Heritage during a change-of-command ceremony in Suffolk, Virginia, the Navy said Thursday.

Heritage, who will join the Defense Department‘s Defense Innovation Unit Experimental organization, was also given the Legion of Merit Award.

Slattery previously led the Navy Information Operations Command in Bahrain, which delivered information warfare support to the U.S. Central Command and to the 5th Fleet commander in support of Operation Enduring Freedom and maritime security operations.

She also served in various at-sea and ashore assignments, including service aboard USS Bataan as a plankowner and deployments to the Dominican Republic and Puerto Rico for Operation Full Provider.

Slattery is the seventh commanding officer of NCDOC, the Navy’s cybersecurity service provider that works to protect the service branch’s networks and systems to support global power projection.

DMSP F-19 Satellite to End Weather Data Transmission

DMSP F-19 Satellite to End Weather Data TransmissionThe U.S. Air Force has announced that the Defense Meteorological Satellite Program Flight 19 will conclude its transmission of weather data to Defense Department and civilian agencies following a three-year operational service.

The service branch said Thursday DMSP F-19 experienced a power failure within its command-and-control system in February 2016 and has since failed to provide full orbit weather imagery for the 557th Weather Wing and the U.S. Navy‘s Fleet Numerical Meteorology and Oceanography Center.

DMSP’s operations team has remained in contact with the satellite and continued to observe telemetry since the 2016 incident, but the team noted that the satellite will begin to tumble once it loses attitude control then begin to deplete the power system and cease all transmissions.

The Air Force said it expects the tumble of DMSP F-19 to begin late next month and that the Joint Space Operations Center will monitor the satellite and offer conjunction warnings as necessary.

A coalition of mission partners from the National Oceanic and Atmospheric Administration Office of Satellite and Product Operations and the 50th Operations Group Detachment 1 operates the remainder of the DMSP constellation that works to deliver atmospheric and weather data.

DARPA Unveils ‘Mosaic-Like’ Weapons Development Approach to Industry

DARPA Unveils 'Mosaic-Like' Weapons Development Approach to IndustryThe Defense Advanced Research Projects Agency has unveiled a new weapons development concept that would help build military systems through the “mosaic-like” integration of components such as sensors, command and control nodes and manned and unmanned platforms.

DARPA said Friday its strategic technology office outlined the mosaic warfare concept at the “Sync with STO Day” in Arlington, Virginia that attracted approximately 300 industry participants.

The approach is intended to address the rapid pace of commercial technology development, which can quicken the obsolescence of new military systems, DARPA added.

“Applying the great flexibility of the mosaic concept to warfare, lower-cost, less complex systems may be linked together in a vast number of ways to create desired, interwoven effects tailored to any scenario,” said Dan Patt, STO deputy director.

“We’re focused on developing processes and tools that would focus on trusted connections between known entities, enabling easy backwards compatibility and just-in-time, custom creation of any needed connections to enable rapid, intelligent, strategic assembly and disassembly of diverse systems,” Patt added.

STO’s mosaic strategy is designed to boost the effectiveness of existing military systems in maritime, ground, air, space and cyber domains as well as help build new unmanned platforms.

Mosaic systems will work to accommodate on-demand production, maximize available resources, adapt to changing threats and withstand losses and attrition, DARPA noted.

The agency also expects mosaic warfare to change the U.S. military’s acquisition process — from launching years-long development projects for “monolithic” systems to buying mosaic components continuously.

STO has released a broad agency announcement on FedBizOpps to gather industry proposals in various areas of interest that could help establish the mosaic warfare strategy.

PSC’s David Berteau: DoD Should Define Responsibilities for Research & Engineering Undersecretary Post
David Berteau

David Berteau, CEO of the Professional Services Council, has said the Defense Department should prioritize recruiting for the new role of defense undersecretary for research and engineering as well as clarify the position’s scope of responsibilities, FCW reported Friday.

“It seems to me that if you want the top talent that [DOD] needs and this position is being created to attract, it would be helpful if you could define the boundaries and responsibilities and interfaces of that job with the rest of the department,” Berteau said.

DoD proposed on Tuesday to split the undersecretary for acquisition, technology and logistics role into two organizations in which an undersecretary will handle R&E functions and another one will oversee acquisition and sustainment work under a reorganization effort in compliance with the fiscal 2017 National Defense Authorization Act.

Berteau, formerly assistant defense secretary for logistics and materiel readiness, noted he thinks the Pentagon’s plan to place the Defense Advanced Research Projects Agency and the Defense Innovation Unit Experimental under R&E “is a good way to integrate” hand-offs when it comes to technology development efforts.

He also cited the challenge associated with the AT&L reorganization.

“The real question is what’s the hand-off point from R&E to acquisition and sustainment, which is now under a different undersecretary,” Berteau added.

FCC Aims to Expand Broadband Access in Rural Areas Via $2B Reverse Auction

FCC Aims to Expand Broadband Access in Rural Areas Via $2B Reverse AuctionThe Federal Communication Commission has announced plans to expand the delivery of broadband internet access to rural areas in the U.S. through a reverse auction that is set to kick off in 2018, Nextgov reported Friday.

FCC Chairman Ajit Pai said in a July 13 public letter the agency’s Aug. 3 meeting would tackle a public notice to launch a pre-auction procedure for the second phase of the Connect America Fund auction.

The commission plans to award up to $2 billion over 10 years to companies that will compete to provide broadband and voice support services to users in rural areas as part of the reverse auction, Pai noted.

Pai said the August agenda would also include a discussion on the Mobility Fund Phase II.

FCC plans to create a “challenge process” that aims to address disputes over the eligibility of some areas to Mobility Fund subsidies in an effort to facilitate the reverse auction process.

Pai also cited FCC’s plans to update Form 477 in an effort to change the way the agency collects data on broadband services.

Max Everett: DOE Eyes Cyber Defense Platforms for Energy Infrastructure Via National Labs

Max Everett: DOE Eyes Cyber Defense Platforms for Energy Infrastructure Via National LabsMax Everett, chief information officer at the Energy Department, has said DOE leverage the work of its research laboratories to find potential cybersecurity platforms designed to protect energy infrastructure from cyber attacks, Federal News Radio reported Friday.

DOE “has a unique set of capabilities within the government because of the labs, but also because of the general mission” of the agency, Everett said.

“Because we’ve got so many different internal partners who have capability, like the labs and other groups, we’re getting more collaborative in the environment.”

Jennifer Silk, senior adviser for cybersecurity at DOE, cited some of the national lab’s research projects.

These include an intrusion detection platform – BRO – developed by Berkeley National Lab; Sandia National Lab’s Artificial Diversity and Defense Security project that works to field target defense to energy infrastructure; and Savannah River National Lab’s satellite-based cyber tool that works to restrict access through validation of a user’s geographical location.

Air Force-Army Team Demos Joint Airborne Battle Mgmt System at Northern Strike ExerciseThe U.S. Air Force and U.S. Army‘s Joint Surveillance Target Attack Radar System team has showcased a ground surveillance and battle management aircraft during a Michigan National Guard-hosted exercise.

The 2017 Northern Strike gathered approximately 5,000 service members from across the U.S. and five coalition countries at the Camp Grayling Joint Maneuver Training Center in Michigan to witness the capacity of the E-8C Joint STARS platform, the Defense Department said Friday.

U.S. Air Force Lt. Col. Kenneth Billings, a mission crew commander with the Georgia Air National Guard, said the exercise has provided the Joint STARS team with opportunities to refine wartime approaches alongside joint and multinational allies.

E-8C was derived from the Boeing 707 series and built by Northrop Grumman.

The system is equipped with 22 radios, seven data links, two internet connections and a telephone system designed to help users offer wide-area joint airborne command and control, intelligence, surveillance and reconnaissance support for combatant commanders worldwide.

Twenty-one personnel from the Georgia Air National Guard’s 116th Air Control Wing, active-duty 461st Air Control Wing and Army Joint STARS team compose the Joint STARS team.

The group provided battle management ISR and C2 data in support of the Northern Strike exercise.
