Senate Confirms Ryan McCarthy as Army Undersecretary

Ryan McCarthy, former vice president of Lockheed Martin‘s F-35 sustainment program, has been confirmed as undersecretary of the U.S. Army.

The Senate voted unanimously Tuesday to confirm McCarthy’s nomination, which was announced by the White House in June, the Army said Thursday.

McCarthy will succeed Karl Schneider and oversee the Army’s budget, business transformation, acquisition modernization and energy-efficiency initiatives.

During his confirmation hearing, McCarthy said he will prioritize Army readiness and capability modernization if confirmed as under secretary.

McCarthy previously served as a staff member at the House Committee on Foreign Affairs and a member of the Army’s 75th Ranger Regiment during the Operation Enduring Freedom in Afghanistan.

Air Force Gen. Paul Selva, vice chairman of the Joint Chiefs of Staff, has said that a review of the Defense Department‘s nuclear posture is underway to help identify options to maintain U.S. strategic deterrence, DoD News reported Thursday.

Selva told audience at a forum held Thursday at the Air Force Association’s Mitchell Institute the review will look into a range of measures such as conservative strategic approaches and radical new methods.

He added reviewers will offer recommendations to President Donald Trump on potential ways to maintain the nuclear triad, which includes bomber aircraft, intercontinental ballistic missiles and submarine-launched missiles.

The replacement of the entire nuclear enterprise — including the B-52 bombers, Ohio-class submarines and Minuteman III ICBMs — would require the U.S. government to increase spending on nuclear deterrence from 3.5 percent of the defense budget to 6 percent, according to Selva.

DISA to Start Hawaii Telecom Infrastructure Modernization Effort in 2018The Defense Information Systems Agency plans to kick off a project next year to update telecommunications infrastructure for Defense Department personnel based in Hawaii.

DISA said Thursday it aims to modernize DoD’s analog communications systems on the island to a new internet protocol-technology base under the Pacific Enterprise Services-Hawaii program.

PES-HI will offer new enterprise services to department personnel such as web conferencing, collaboration, voice and video over internet protocol services.

AT&T currently provides telecommunications and data services to Hawaii-based military departments under the  Joint Hawaii Information Transfer System contract.

The contract is set to expire in June 2018 and DISA said it will incorporate legacy services covered under JHITS into PES-HI until the transition to IP services is completed.

Air Force Unveils 5 New Priority AreasTop U.S. Air Force leaders have established five new objectives in a move to help the military service address challenges in air and space missions.

The service branch said Wednesday its current leaders will prioritize efforts to restore personnel readiness, modernize the lethality of the Air Force, drive innovation, train new leaders and bolster alliances.

Air Force Secretary Heather Wilson, Chief of Staff Gen. David Goldfein and Chief Master Sgt. Kaleth Wright unveiled their new priorities in a letter to the Total Force.

“Looking forward, our obligations to the country will never change,” they wrote.

“We will always lead and support the joint force in defending our homeland, owning the high ground and projecting power with our allies.”

GAO: OPM Completed Actions on 11 US-CERT Recommendations for Data Security ControlsThe Government Accountability Office has evaluated the Office of Personnel Management’s efforts to implement the U.S. Computer Emergency Readiness Team’s 19 recommendations to build up information security controls and practices following the data breaches in 2015 and found that OPM completed actions on 11 recommendations.

GAO said in a report published Thursday that four of the remaining eight US-CERT recommendations require “further improvements” and that OPM failed to verify corrective measures that it has carried out to ensure that such actions addressed the recommendations.

The report also found that OPM launched efforts to implement data security policies in relation to governmentwide requirements such as the identification of information technology systems with sensitive data, but failed to encrypt stored and transmitted data in some IT systems.

The congressional watchdog also offered five recommendations for OPM to protect sensitive data from security vulnerabilities and these include updates to action plans in order to show the expected completion dates for the implementation of US-CERT recommendations.

The acting OPM director should also establish role-based training requirements for personnel through the use of continuous diagnostics and mitigation platforms as well as offer guidelines on the quality assurance process, according to the report.

GAO also called for updates to OPM policies with regard to the implementation of the 24-hour scanning requirement as well as the deployment of threat indicators from the Department of Homeland Security.

Report: Trump Administration Starts UAV Export Policy ReviewThe White House is reviewing a 2015 export policy that governs the sale of U.S.-built unmanned aerial vehicles to the country’s allies, Defense News reported Thursday.

An unnamed government official told Defense News that the review part of the Trump administration’s efforts to update U.S. defense trade policy.

“While these discussions remain ongoing, I can tell you that a key goal is to ensure we strike the right balance among delivering top-shelf U.S. defense articles to our allies and partners, safeguarding the technological edge of U.S. industry, and preserving America’s global leadership in promoting international security and nonproliferation,” the official added, according to the report.

The report cited an anonymous industry source who predicts that easing UAV export regulations could help encourage U.S. manufacturers to build commercial and civil variants of military drones.

DHS CIO Richard Staropoli Steps Down


DHS CIO Richard Staropoli Steps DownRichard Staropoli, chief information officer at the Department of Homeland Security, has resigned from his post, Federal News Radio reported Thursday.

His resignation came three months after he was appointed by President Donald Trump to replace Luke McCormack in the CIO role.

Stephen Rice, principal deputy CIO at DHS, told information technology executives at the agency’s CIO Council meeting that Staropoli cited the commute from New Jersey as the reason for his decision, sources say.

Prior to DHS, Staropoli previously served as managing director and chief information security officer for counter-party risk at international hedge fund Fortress Investment Group.

He spent more than two decades as a U.S. Secret Service special agent with the presidential protective division, intelligence community and the hostage rescue unit.

GAO: DoD, Congress Identify Potential Measures to Address NSA-Cybercom Leadership Separation RisksThe Government Accountability Office has reported that the Defense Department and congressional panels have identified possible strategies to mitigate potential risks that may arise if DoD separates the current dual-hat leadership structure of the National Security Agency and Cyber Command.

Suggested measures include formalization of NSA-Cybercom collaboration agreements and development of a persistent environment that will support on-demand cyber training programs, GAO said Tuesday.

Adm. Michael Rogers, an inductee into Executive Mosaic‘s Wash100 for 2017, concurrently serves as NSA director and Cybercom commander.

GAO also interviewed DoD officials to determine their insights about the dual-hat leadership arrangement as well as the department’s cybersecurity guidance, strategies and data.

Officials told the federal watchdog agency the dual-hat system helps to increase coordination, decision-making and efficiency of resources between Cybercom and NSA.

However, they found such leadership structure has caused tension between staff of both organizations who oversee military and/or intelligence missions that GAO said “are not always mutually achievable.”

DoD has not made a decision on whether to split oversight of NSA and Cybercom as of April, GAO noted.

The watchdog agency also found that the department has implemented cybersecurity measures under the DOD Cloud Computing Strategy and has worked toward implementing the DOD Cyber Strategy and DOD Cybersecurity Campaign.

Report: White House Asks Tech Firms’ Aid in Federal IT Modernization Via ‘Tours of Duty’The White House has called on technology companies to perform short “tours of duty” to help the federal government carry out information technology modernization initiatives, Recode reported Thursday.

Jared Kushner, head of the Office of American Innovation, and other presidential advisers held a private call with representatives from Apple, Google, Amazon, Qualcomm, Oracle, Intel, IBM, Microsoft, SAP, Mastercard and the Massachusetts Institute of Technology to discuss plans on the creation of small teams or “centers of excellence,” sources familiar with the matter said.

Such teams will work to reduce regulations and help agencies adopt cloud computing and leverage data for use in the private sector, the sources noted.

Reed Cordish, one of the Trump administration’s top tech aides, also briefed the firms about the White House’s efforts to advance computer science education, the report added.

President Donald Trump also met with executives from 18 tech companies in June to discuss strategies on how to modernize federal IT systems.

George Nesterczuk Opts Out of OPM Director Nomination
George Nesterczuk

George Nesterczuk, owner of management consulting company Nesterczuk and Associates, has withdrawn his nomination as director of the Office of Personnel Management, the White House said in a press release published Wednesday.

Nesterczuk wrote in a letter to President Donald Trump that he opted to withdraw “because the prospect of my favorable confirmation has grown remote,” FCW reported.

Trump nominated Nesterczuk in May to lead OPM, where the latter served in various positions during the administrations of Ronald Reagan and George W. Bush.

Nesterczuk also worked as staff director for the House Government Reform and Oversight Committee’s civil service subcommittee and as technology adviser to the Transportation Department secretary.
