GAO: DoD Should Define Roles of Military Heads Under Strategic Planning Process


b-w-world-peopleThe Government Accountability Office has recommended the Defense Department define the role of chief military officers and deputy chief military officers in the militaryt’s strategic planning process.

According to a report published Wednesday GAO also suggested the alignment of DOD’s and military departments’ business transformation goals and objectives under that Agency Strategic Plan.

The report noted that 29 individuals have held CMO and DCMO roles within the DoD, U.S. Army, U.S. Navy and U.S. Air Force from 2010 to 2016 to oversee business functions such as acquisitions and logistics.

Auditors said the military departments and DoD have faced challenges on retaining individuals in such positions because of a lack of alignment between the business transformation strategic planning efforts between the organizations.

DoD has also not aligned the military departments’ goals and objectives with the Pentagon’s Agency Strategic Plan, GAO added.

DARPA Program Aims to Help Urban Troops Manage Unmanned System Swarms

droneThe Defense Advanced Research Projects Agency has launched a program that seeks to help small-unit ground combat forces to control multiple unmanned air and ground vehicles.

DARPA said Wednesday it aims to develop and demonstrate more than 100 swarm tactics that could be applied by groups of unmanned air or ground systems with more than 100 robots through the OFFensive Swarm-Enabled Tactics initiative.

“We aim to provide the tools to quickly generate swarm tactics, evaluate those swarm tactics for effectiveness, and integrate the best swarm tactics into field operations,” said Timothy Chung, a DARPA program manager.

Chung added OFFSET could potentially develop battlefield functions such as distributed perception, resilient communications, adaptive collective behaviors and dispersed computing and analytics.

OFFSET will offer engagement opportunities and share swarm tactics with anticipated U.S. Army and U.S. Marine Corps end-users.

The program calls for the development of a human-swarm interface that will work to monitor and manage swarms of unmanned platforms in real time as well as a networked virtual environment that will support a swarm tactics game where players could explore, evolve and evaluate swarm tactics.

DARPA also seeks to establish a community-driven program portal where participants can design swarm tactics and combine collective behaviors through the initiative.

The agency will host an event on Jan. 30, 2017 in Arlington, Virginia to discuss OFFSET and answer questions from potential proposers.

Army Corps of EngineersThe Government Accountability Office has called on the U.S. Army Corps of Engineers to create a guidance for information recording on federal water resources projects undertaken by nonfederal sponsors.

GAO said Tuesday USACE headquarters does not monitor information on nonfederal sponsor-led federal water resources projects such as reimbursements that the Corps has issued for the federal share of the projects.

The report stated USACE headquarters collects reimbursement information from Corps district officials but GAO received varying information from the headquarters and the districts.

District officials told GAO that USACE guidance does not establish clear roles and responsibilities for federal water resources projects while nonfederal sponsors claimed that the Corps does not have a definite guide on project implementation process.

USACE published implementation guidance for feasibility studies undertaken by nonfederal entities in February 2016, where the Corps said it is not authorized to assist nonfederal sponsors in such studies except in certain circumstances.

The Corps will also issue draft guidance for construction projects led by nonfederal sponsors later this year.

Report: Navy Refuses to Cut $17B in Shipbuilding Funds From FY 2018 Budget Plan


BudgetThe U.S. Navy has declined to submit a fiscal year 2018 budget plan to the Defense Department that includes $17 billion in budget cuts to shipbuilding programs in the next five years, the Navy Times reported Wednesday.

David B. Larter writes Defense Secretary Ashton Carter asked the service branch to advance investments in aircraft and weapons systems through cuts to shipbuilding funds.

Navy Secretary Ray Mabus has opposed such budget reductions to ship construction projects as he aims to increase the military branch’s fleet to 308 ships, Larter reports.

A senior defense official said service branches have until Thursday to submit their budget plans to the DoD secretary’s office, according to the report.

Peter Cook, a spokesman for the Pentagon, said Carter called on all service branches to create their specific budget plans as DoD works to develop a FY 2018 budget proposal for the incoming administration, the report added.

President-elect Donald Trump has picked John Kelly, a retired Marine general and former head of the U.S. Southern Command, to lead the Department of Homeland Security in the incoming administration, The New York Times reported Wednesday.

Mark Landler and Maggie Haberman write that Trump plans to formally announce his selection of Kelly as DHS secretary along with his other picks for key national security posts next week.

Kelly held responsibility for the U.S. detention camp in Guantanamo Bay, Cuba and monitored drug trafficking, immigration and other challenges that arose in the southern border zone during his tenure as Southcom chief.

The four-decade military veteran also previously worked as senior military assistant to former defense secretaries Robert Gates and Leon Panetta, who urged Congress to approve Kelly’s nomination, according to the report.

“He has led our women and men in uniform and understands what it takes to keep our nation safe,” Panetta was quoted as saying by The New York Times.

Thomas Murphy to Be Nominated VA Undersecretary for BenefitsPresident Barack Obama intends to nominate Thomas Murphy, principal deputy undersecretary for benefits at the Department of Veteran Affairs, as VA undersecretary for benefits, the White House announced Tuesday.

Murphy concurrently performs the duties of the undersecretary for benefits and oversees more than 20,000 Veterans Benefits Administration employees who provide non-medical benefits services to former military personnel.

He previously served as director of compensation service and director of the San Juan, Puerto Rico regional office at VA.

Murphy also worked at The Home Depot as merchandise planning director and at Qwest Communications as senior tactical planning manager.

His career also includes time as logistics manager, administrative officer, training manager, staffing specialist and chief of employee services at the Defense Department.

Murphy served for 15 years in the Colorado National Guard and six years in the Marine Corps Reserve before he retired from military service with the rank of major.

GSA Unveils 10-Year Administrative Services Delivery Vision


GSAThe General Services Administration has crafted a 10-year vision for the delivery of administrative mission support services to customers in the federal government.

GSA said Wednesday its unified shared services management office collaborated with the Shared Service Governance Board, providers and clients to develop the administrative function support delivery vision.

The agency aims to transition the federal enterprise to standard business requirements and balance the marketplace of federal and commercial providers to apply transaction processing services and technology services.

GSA also seeks to adopt subscription technology services such as software as a service and platform as a service.

The agency added it will explore funding models to change investment approaches and apply economies of skill to help agencies leverage their resources.

State Dept, EU Leaders Ink New Deal to Bolster Crisis Response and Security


partnershipJohn Kerry, Secretary of State, and Federica Mogherini, European Union representative for foreign affairs and security policy, have signed the European Union Military Logistical Assistance Agreement in a push to boost crisis response and foster security around the world.

U.S. European Command said Wednesday the State Department released a statement that noted the U.S.-EU Acquisition and Cross-Servicing Agreement will also look to bolster the strategic partnership between the EU and NATO.

“(Eurcom) is deeply integrated across the region and this agreement increases our ability to rapidly exchange logistics support between our respective military forces in any situation,” said Navy Rear Adm. Paul Verrastro, European Command director of logistics.

The agreement completes a pledge during the 2014 U.S.-EU Summit to boost practical security and crisis response management cooperation, the State Department said Tuesday.

State Department added that ACSA will oversee the reciprocal provision of logistic support, services and supplies between the U.S. and EU at times of military deployments and operations.

Retired U.S. Marine Corps Gen. James Mattis has received formal nomination from President-elect Donald Trump as the next defense secretary during a rally in North Carolina, the New York Times reported Tuesday.

Michael Shear writes Trump opened the rally with an introduction of Mattis on the Crown Coliseum stage near Fort Bragg.

Trump made the nomination official less than a week after he disclosed his intent to nominate Mattis for the defense secretary post.

Mattis, who retired from the Marines in 2013, said he hopes to get the waiver he needs from Congress to lead the Pentagon, according to the report.

Military officers must wait for seven years post-retirement before they could serve as defense secretary under federal law, the Times reports.

GAO: OMB, Federal Agencies Implemented 46% of 800 Auditors' IT Reform RecommendationsFederal agencies and the Office of Management and Budget have implemented 46 percent of the Government Accountability Office‘s 800 recommendations on information technology acquisitions and operations management.

GAO said Tuesday the number of implementations as of October 2016 reflects a 23 percent increase compared to the percentage reported in 2015.

Auditors added agencies closed 3,125 of 10,584 total data centers and achieved $2.8 billion in cost savings and avoidances through fiscal year 2015 out of the $8.2 billion goal that was set for fiscal year 2019.

A GAO report in June found that agencies did not fully consider risks when rating major investments on the IT Dashboard and that GAO’s assessments of risks facing 95 investments did not match the chief information officer’s ratings 73 times.

GAO reported in August that 22 agencies planned to deliver usable functionality every six months from 64 percent of 469 active software development projects for fiscal year 2016.

Seven selected agencies provided different percentages of such software projects on the IT Dashboard compared to what was reported to GAO.

The government watchdog noted it will continue to monitor agencies’ efforts to address the oversight and execution of the data center consolidation initiative; the IT Dashboard’s accuracy and reliability; and incremental development policies.
