Rear Adm. DeWolfe Miller, U.S. Navy director of air warfare, has said the service branch will introduce its first unmanned-only aviation squadron that will operate out of Naval Air Station Jacksonville, USNI News reported Tuesday.

Megan Eckstein writes the MQ-4C Triton community will stand up Friday Unmanned Patrol Squadron 19 – that falls under Patrol and Reconnaissance Wing 11 with manned P-8 squadrons.

Miller noted Benjamin Stinespring will lead the VUP 19 squadron that will prepare for early operational capability and a first deployment to U.S. 7th fleet in 2018 as well as work with P-8 operators to create strategies and procedures for the maritime patrol and reconnaissance aircraft.

The report added that a second squadron called VUP-11 will also be stood up at NAS Whidbey Island and more sensors will be added to the air vehicles until a future variant to replace the EP-3E Aries II aircraft will be established.

MD5 Names Winners of First DoD Public-Private Partnership Hackathon Event


InnovationLightBulbThe Defense Department‘s public-private partnership MD5 National Security Technology Accelerator has announced winners of the inaugural hackathon event that brought together researchers, entrepreneurs, first responders and military personnel to develop disaster relief technology concepts.

MD5 said Wednesday winning teams include Squad Sanctuary, Squad EL Tags and Squad Visual Ops that will each receive up to $15,000 in funds and also partner with MD5, the U.S. Army‘s Strategic Studies Group and the New York Fire Department to test concepts.

DoD partnered with several U.S. research universities to establish MD5 in efforts to foster civil-military technology collaboration to support national security programs, ExecutiveGov reported Oct. 17.

Squad Sanctuary demonstrated a smartphone-based tool that works to connect civilians with first responders during disasters while Squad EL Tags created a system designed to provide floor-level tracking of firefighters in high-rise buildings and Squad Visual Ops developed a smartphone-based, team-planning system for disaster relief personnel.

The hackathon attracted 100 participants in 20 teams that received mentorship from FDNY, the Army and the New York City entrepreneur community, MD5 said.

Winners will work with MD5 to develop and mature their prototypes through development funds, technical resources, education and infrastructure.

MD5 noted venture capitalists and investors can help mature or scale the teams’ concepts.

The hackathon event at Brooklyn Navy Yard marked the official launch of MD5.

National Intelligence Director James Clapper has said the intelligence community believes Russia is not responsible for the internet outage that took down several websites in the U.S., DoD Buzz reported Tuesday.

Clapper points to a non-nation state actor as the culprit behind the so-called distributed denial-of-service attack that occurred on Friday across the country, Matthew Cox reports.

The attack affected servers of Dyn, a company that monitors internet traffic.

“The investigation is still going on; there is a lot of data that we have gathered here, but that appears to be preliminarily the case,” Clapper said during the Council on Foreign Relations’ live-streamed discussion, the report says.

Clapper said it remains unclear whether a nation state backed the hacker in the attack, the report says.

military in trainingGen. Robert Abrams, chief of U.S. Army Forces Command, sees a greater need for training opportunities to help service branch personnel adopt new technologies and prepare for future multi-domain conflicts.

Abrams noted soldiers at present maintain a ratio of about 1-to-1.3 in terms of deployed time versus dwell time for skill development, the Army said Friday.

“Our No. 1 constraint for training is time available,” Abrams told an Association of the U.S. Army discussion on readiness.

“Our commitments worldwide across the globe in support of our combatant commanders remain at a very high level, while we continue to simultaneously downsize the total force,” he said.

The Army noted the force reduction effort and the number of non-deployable soldiers add to the challenges faced by the service as it aims to build up combined-arms capabilities for future conflicts.

Abrams said the Army needs to conduct live environment training exercises in order to build up soldiers’ mastery level in combined-arms maneuvers.

Reports: GSA to Announce FBI Headquarters Location, Developer in March


fbi-headquartersThe General Services Administration has pushed back to March 2017 the selection of the location and developer of the new FBI headquarters, the Washington Post reported Monday.

Jonathan O’Connell writes GSA considers Landover and Greenbelt in Maryland as well as Springfield in Virginia candidate sites for the bureau’s future 2.1 million-square-foot facility.

GSA was originally set to announce its decision in December, according to a report by Michael O’Connell for Federal News Radio.

O’Connell reports that the FBI and GSA plan to use the proceeds from the sale of the J. Edgar Hoover building in Washington and additional appropriations to fund the headquarters project.

President Barack Obama’s budget proposal for fiscal 2017 seeks to allocate $1.4 billion in funds for the project, according to the report.

Norman Dong, public building service commissioner at GSA, told Federal News Radio in March that GSA already secured $390 million in funds for the new FBI facility that Congress approved as part of the fiscal 2016 spending bill.

USDA Invests $300M to Support Energy Efficiency Among Small Businesses


transmission tower against the sun during sunsetThe Agriculture Department has invested more than $300 million in projects and grants for a strategy promote the adoption of renewable energy and efficient energy sources among the nation’s small businesses.

USDA said Tuesday it provided $237 million in grants to 423 businesses as part of the Rural Energy for America Program to help them implement renewable energy systems, such as biomass, geothermal, hydropower and solar.

The selected small businesses may also utilize the funds to update their heating, ventilation and cooling systems, insulation and lighting and refrigeration units.

The agency has also invested close to $80 million for several energy initiatives in Texas that aim to assist farmers and ranchers, create jobs for rural-based citizens and support the availability of affordable housing.

REAP will award nine Texas-based firms to help in the development of programs that include the construction of a roof-mounted solar array, the replacement of four wood-fired boiler systems and the update of an evaporator at an ethanol refinery.

The Pedernales Electric Cooperative of Johnson City will receive a $68 million grant under the Energy Efficiency and Conservation Loan Program to implement a system-wide overhaul for a rural portion of the co-op’s service area.

“Cutting our energy waste is one of the fastest, easiest and cheapest ways to help families save money on their energy bills while reducing harmful carbon pollution,” said Agriculture Secretary Tom Vilsack.

He added that the country has provided new jobs, helped citizens to save on energy bills and cut carbon emissions through new upgrades and private sector partnerships.

REAP has helped fund more than 11,600 renewable energy initiatives that worked to mitigate costs of 15,000 businesses.

James Clapper Talks Intell Integration at Business Executives for National Security & INSA Event

Director of National Intelligence James Clapper has said that intelligence integration serves as a “prerequisite” to help meet the objectives of the 9/11 Commission and could help facilitate collaboration among agencies within the Intelligence Community.

Clapper noted in a speech delivered Thursday at the Business Executives for National Security & INSA Event in Washington that his office has established the Domestic DNI Representative program in an effort to advance intelligence integration.

He told event attendees that the program has helped facilitate intelligence sharing with local and state officials through the designation of senior field executives from the FBI across 12 locations in the U.S.

“The program isn’t perfect, and is continuing to mature, but it’s doing good things, and it shows how we’re shifting focus onto domestic intelligence coordination, particularly with the counterterrorism mission,” Clapper added.

Other topics Clapper discussed at the event include cyber threats, the Islamic State militant group’s use of internet to recruit individuals, privacy concerns, concept of “unpredictable instability” and issues over statutory domestic authority in security.

Department of Industrial Relations Secures DOL Grant to Expand Apprenticeship Programs


mentorCalifornia’s Department of Industrial Relations has received a $1.8 million ApprenticeshipUSA grant from the Labor Department to develop and expand apprenticeship programs in the state.

DIR said Tuesday the federal grant will help the department boost its Division of Apprenticeship Standards plan that works to double the number of registered apprentices within the next 10 years in a push to engage non-traditional industries in apprenticeship and open opportunities for women and low-income groups.

“Apprenticeship programs are one of the best paths that workers can choose to find world-class on-the-job training that leads to good-paying careers,” said David Lanier, California labor and workforce development secretary.

Christine Baker, DIR director, said the grant will help the department expand into new industries as well as offer more career opportunities to workers.

The department added that the grants will support business engagement in advanced manufacturing, information and communication technology, transportation and health care as well as foster diversity and equity in apprenticeship opportunities and develop a data management system to track apprenticeship program outcomes.

GSAThe General Services Administration plans to refine its acquisition process under the second phase of an agency initiative to provide tools and support for companies that aim to do business with the government.

Kevin Youel Page, deputy commissioner of GSA’s Federal Acquisition Service, wrote in a blog post published Monday the agency plans to update its web resources for phase 2 of the Making It Easier initiative that was launched in April.

He added GSA currently develops plain language guides for each contract vehicle under the Multiple Award Schedules program to pattern after the IT Schedule 70 Plain Language Roadmap that was released during MIE’s first phase.

GSA will publish introductory guides called Quickstart Guides on how to use MAS contract vehicles and the eOffer Quickstart Guide is the first release, according to Page.

He also noted that FAS will train the National Customer Service Center in efforts to overhaul GSA’s help desk structure to provide a single point of contact for all inquiries.

GSA also published the “Making it Easier to do Business with the Government Report” to provide details on MIE initiatives in fiscal year 2016.

GSA programs during MIE’s first phase include FASt Lane and the IT Schedule 70 Startup Springboard, which are designed to reduce time it takes for companies to secure positions under the IT Schedule 70 contract vehicle.

Page said 108 companies got on Schedule during FASt Lane’s first six months and 195 companies have completed training under Startup Springboard since April.

Lt. Gen. Arnold Bunch serves as military deputy for the office of assistant Air Force secretary for acquisition at the Defense Department.

The 32-year Air Force veteran oversees research and development, production, tests and upgrade work on the service branch’s programs.

Prior to his current position, he was commander of the Air Force test center for three years at Edwards Air Force Base in California.

Bunch also served as program executive officer and director for the fighters and bombers directorate, vice commander of the air armament center and commander of the Air Force security assistance center.

He has flown F-16, KC-135, B-52 and other military aircraft with more than 2,500 in flight hours as a command pilot.

Bunch is a recipient of various awards, including the Combat Readiness Medal, Global War on Terrorism Service Medal and the Air Force Achievement Medal.

He holds several degrees, a Master of Science degree in national security strategy, National War College; Master of Science degree in mechanical engineering, California State University Fresno; and Bachelor of Science degree in civil engineering, U.S. Air Force Academy.
