Navy Secretary Ray Mabus: Super Hornet Cost Could Rise Without Foreign Sales


Boeing-F-18-Super-HornetU.S. Navy Secretary Ray Mabus has warned that the cost of Boeing‘s Super Hornet could spike if the U.S. government does not approve pending foreign sales of the multirole fighter aircraft, Reuters reported Sunday.

Andrea Shalal writes the White House has delayed its approval for a potential $3 billion sale of 28 Boeing F/A-18E/F jets to Kuwait over the past year despite support for the deal from the Navy and several defense officials.

Mabus told Reuters the delay could also affect the Navy’s budget plans as well as Boeing’s production line for Super Hornets, according to Shalal’s report.

The report said Navy’s fiscal 2017 budget request includes funds for the procurement of up to 16 F/A-18s.

Army Corps of Engineers to Relocate Baltimore District Headquarters to Newly Leased SpaceThe General Services Administration has awarded a potential 15-year lease to BE, 2&10 LLC to relocate the U.S. Army Corps of Engineers‘ Baltimore district headquarters to 2 Hopkins Plaza in the city’s central business district.

The current office at the City Crescent Building at 10 S. Howard St. houses more than 600 USACE employees who will all relocate to the new office by early 2018, GSA said Friday.

“This lease represents a space reduction of approximately 20 percent for the U.S. Army Corps of Engineers and it supports our economic catalyst initiative,” said Joanna Rosato, regional commissioner of GSA’s Public Buildings Service in the mid-Atlantic region.

Robin Sakin, a Baltimore district realty specialist, added that the team will work to modernize the USACE workspace during the next phase of the project.

Senate Approves Federal Veteran Hiring Changes in Defense Policy Bill Vote


senateThe Senate has approved a series of changes for the fiscal year 2017 defense policy bill to address potential resentment and confusion among veterans and non-veterans that apply for government roles, the Washington Post reported Friday.

Lisa Rein writes the changes will affect the federal job hiring process and tweak the current system, in which nearly half of those hired for permanent federal jobs are former service members.

DoD officials have told lawmakers the Pentagon has been pressured to hire veterans for procurement, acquisitions, science and technical office work instead of hiring possible more qualified non-veterans.

Navy Christens Second Zumwalt-Class Destroyer as USS Michael Monsoor


ZumwaltThe U.S. Navy held a christening ceremony Saturday for the second Zumwalt-class destroyer (DDG 1001) at General Dynamics‘ shipyard in Bath, Maine.

Ret. Navy Vice Adm. Joseph Maguire acted as principal speaker at the event to mark the USS Michael Monsoor‘s entry into service, the Defense Department said Friday.

The ship is named after Michael Monsoor, a Navy SEAL who was killed during a mission in Iraq and received a Medal of Honor, the Navy noted.

His mother, Sally Monsoor, served as the ship’s sponsor and broke a bottle of wine across the ship’s bow during the ceremony, the service branch added.

USS Michael Monsoor will work to support naval, joint or combined maritime forces through two gun systems, an Integrated Power System and land-attack projectiles that reach up to 63 nautical miles.

Construction work on the destroyer began in March 2010, while the keel-laying ceremony was held in May 2013.

cyber-hack-network-computerThe Joint Chiefs of Staff-hosted Cyber Guard exercise has discussed lessons on possible cyber threat scenarios and response strategies, DoD News reported Saturday.

Karen Parrish writes approximately 800 representatives from 100 organizations including the Department of Homeland Security, Defense Department, Federal Aviation Administration and FBI participated in the nine-day event.

“I believe it’s our ability to team together that’s going to help our nation and the broader coalition… deal with these challenges,” said U.S. Navy Adm. Michael Rogers,  head of U.S. Cyber Command and National Security Agency director.

Rogers noted that Cyber Guard supports a suite of annual exercises that work to prepare the defense and economic sectors against cyber threats.

Parrish writes that the event utilized a simulated environment in efforts to build on cyber resilience and cooperation.

Other participants in the exercise included 10 National Guard teams representing 13 states as well as power companies, port facilities and foreign allies such as Australia, Canada and the U.K., the report said.

Online Trust Alliance Names Top Consumer-Facing Sites in Data Security, Privacy


websiteOnline Trust Alliance‘s 2016 Online Trust Audit and Honor Roll has included the online federal health insurance exchange portal and the White House’s official website on a list of  top sites based on OTA’s consumer protection, data security and privacy criteria.

OTA said Tuesday it analyzed nearly 1,000 public-facing sites run by the federal government, consumer service companies, Federal Deposit Insurance Corp. member banks, internet retailers and news providers.

Recipients of the nonprofit’s Honor Roll designation received a composite score of at least 80 percent and a score of at least 55 percent in three categories: consumer protection; site, server and infrastructure security; and privacy, transparency and disclosures.

The top 10 trustworthy government and industry websites in the OTA study are:

  2. Healthcare.gov (healthcare.gov)
  3. Pinterest (pinterest.com)
  4. The White House (whitehouse.gov)
  5. Dropbox (dropbox.com)
  6. FileYourTaxes (fileyourtaxes.com)
  7. LifeLock (lifelock.com)
  8. Instagram (instagram.com)
  9. 1040.com (1040.com)
  10. The Gap (gap.com)

Forty-six percent of audited government sites made the annual Honor Roll and other top scorers in the public sector  include the Federal Trade Commission, Social Security Administration and the U.S. Postal Service.

The consumer services industry scored the highest during the website analysis, with 72 percent of site administrators in the sector qualified for the Honor Roll.

Fifty-five percent of the top 100 FDIC banking websites and 44 percent of the top 500 internet retailers passed OTA’s audit, the group noted.

The news and media sector scored the lowest, with only 23 percent of audited sites made the Honor Roll.

X-57 Maxwell aircraftNASA has unveiled the X-57 designation to a research airplane nicknamed Maxwell, which will be equipped with 14 electric motors that serve as propellers.

The U.S. Air Force made the number designation to Maxwell and the space agency will use the experimental hybrid electric aircraft to test new propulsion technology, NASA said Friday.

NASA Administrator Charles Bolden announced the X-plane designation in Washington at the American Institute of Aeronautics and Astronautics’ annual Aviation and Aeronautics Forum and Exposition.

“With the return of piloted X-planes to NASA’s research capabilities — which is a key part of our 10-year-long New Aviation Horizons initiative — the general aviation-sized X-57 will take the first step in opening a new era of aviation,” Bolden said.

X-57 is part of NASA’s Scalable Convergent Electric Propulsion Technology Operations Research project, where the space agency will modify a Tecnam P2006T twin-engine light aircraft to construct the research airplane.

The aircraft is named in honor of Scottish physicist James Clerk Maxwell, who is known for his contribution in the field of electromagnetism.

CBO: Federal Investment’s Effects on Budget, Economy Depend on How Government Funds Spending


budget analysis reviewThe Congressional Budget Office has issued a report to discuss the effects of federal investment on the federal budget and economy.

CBO said in the report published Thursday that federal spending on research and development programs and physical capital as well as on education and training initiatives that are expected to increase productivity in the private sector in the future is regarded as federal investment.

According to the report, a rise in productivity associated with federal investment results in a gradual increase in economic output.

CBO projects that the average annual rate of return on federal investment is approximately 5 percent, a figure that represents half of the agency’s estimated average rate of return on private sector investment.

The macroeconomic effects of a federal investment increase would rely on how the federal government funds federal spending, according to the report.

The report said that a reduction in other federal spending in order to finance an increase in federal investment would result in an increase in gross domestic product over the next 10 years.

CBO cited three factors that would impact the economy once a federal investment increase was financed by an increase in federal borrowing.

Those factors include a rise in productivity and GDP, a reduction in the amount of available funds for private investment and an increase in total federal spending.

Growth in federal investments would result in an increase in taxable income and federal revenues as well as a decline in federal budget deficit as a result of an increase in GDP, CBO said.

The report also noted that interest rates and federal budget deficits would rise if the federal government raised federal borrowing in an effort to fund a federal investment increase.

USAID, Ukraine Government Work Together on Energy and Judicial Reform Programs


USAIDThe U.S. Agency for International Development has worked with Ukraine’s government to create several new programs designed to promote judicial reform and energy sector improvements in Ukraine.

Vice President Joe Biden announced that the programs are part of the $220 million U.S. government’s foreign assistance initiative to Ukraine, USAID said Wednesday.

The agency stated that it will establish a new energy independence project to help Ukraine attain reforms within its energy sector and develop competitive energy markets, as well as integrate into the European Union market, energy efficiency and global climate change mitigation among others.

USAID Administrator Gayle Smith and the Ukraine Prime Minister Volodymyr Groysman have discussed constitutional changes adopted by Ukraine that will serve as the foundation for reforms within the country’s judicial system and what other actions can be done to strengthen the courts.

Stephen Wilson, VeraLinn Jamieson Nominated for New Air Force Roles, Rank Promotion


Air Force logoU.S. Air Force Lt. Gen. Stephen Wilson, current U.S. Strategic Command deputy commander, has been nominated as vice chief of staff of the service branch and for promotion to the rank of general.

The Defense Department said Friday Air Force Maj. Gen. VeraLinn Jamieson, Stratcom deputy commander of the joint functional component command for intelligence, surveillance and reconnaissance, has also been nominated as deputy chief of staff of the service branch’s ISR unit.

Wilson, who has also led the Air Force Global Strike Command, has recorded more than 4,500 flying hours and 680 combat hours as a command pilot.

He assumed his current post at Stratcom in July 2015 and his current rank in October 2013.

He is expected to succeed Gen. David Goldfein, who was nominated as the Air Force’s chief of staff in April, as vice chief of staff.

Jamieson, a military veteran with more than 30 years of service, has also been nominated for promotion to the rank of lieutenant general, DoD added.

She has held operational, command and staff positions for U.S. Pacific Command and U.S. Southern Command, among other units, and was part of the intelligence team for operations Desert Storm, Enduring Freedom and Iraqi Freedom.

Jamieson holds a bachelor’s degree in business administration from West Virginia University and a master’s degree in aeronautical science from Embry-Riddle Aeronautical University.
