Devon Bistarkey: Army Continues Push to Develop Common Operating Picture


army stock photoThe U.S. Army has completed an operational assessment of the second version of the Command Post Computing Environment picture approach at a Network Integration Evaluation 16.2, the service branch \said May 6.

Devon Bistarkey writes soldier feedback from the assessment will be used to help develop new features that deliver a common operating picture from a common server.

Project Manager Mission Command and Project Manager Distributed Common Ground System-Army co-lead CP CE’s push to provide fires, logistics, intelligence, airspace management and maneuver controls using a common – both shareable and collaborative — operating picture for commanders.

The Command Post of the Future is currently used as the primary common operating picture system to display and share mission command information for an approximate 95 % of the Army — equal to almost 20,000 systems — using a Data Distribution System that fuses data and mission command applications, Bistarkey noted.

The Tactical Server Infrastructure was introduced at NIE 16.2 for its COTS server hardware that delivers a common software framework with common services for use of CP CE in executing operational and intelligence system convergence that facilitates information exchange.

House OKs $622M Package for Zika Response Effort


Capitol_BuildingHouse lawmakers have cleared a $622.1 million funding package for response efforts that aim to help mitigate the threat from the Zika virus and prevent its spread.

The Zika Response Appropriations Act received a vote of 241-184 to approve fiscal year 2016 funds for agencies within the Department of Health and Human Services, State Department and the U.S. Agency for International Development to help develop an anti-Zika vaccine, the House Appropriations Committee said Wednesday.

The full Senate passed a bipartisan bill on Tuesday to approve $1.1 billion in emergency funds intended to help contain the spread of Zika virus and that legislation must be reconciled with the House’s version, CNN reported.

CNN also says the White House asked for $1.9 billion in emergency anti-Zika response funds in February and President Barack Obama has threatened to veto the House-approved bill.

NOAA to Update JPSS Info Security Controls, Program Plan Based on GAO Report


JPSSThe National Oceanic and Atmospheric Administration plans to update its information security program and move program planning forward for the follow-on Joint Polar Satellite System as recommended in a study by the Government Accountability Office.

In the study posted Tuesday, GAO noted that NOAA’s $11 billion JPSS program has experienced milestone delays, such as a two-year delayed delivery of a JPSS-1 instrument, and a cost growth of up to 16 percent for other components.

GAO also found that although NOAA has implemented key information security policies as the National Institute of Standards and Technology recommended, JPSS has not fully adopted half of the recommended security controls and fully addressed vulnerabilities.

NOAA plans to deploy new JPSS satellites for data continuity, although the report has also indicated that the agency should work on a strategy to address a potential satellite data gap by further assessing the health and service life of the current satellites.

Army, USAID Develop Video Game for Foreign Natural Disaster Response Training


Disaster simThe U.S. Army has collaborated with the U.S. Agency for International Development to create a new video game designed to train soldiers on response measures for foreign natural disasters, the Army reported Monday.

Mike Casey and Robert Ramon write that Disaster Sim features an hour-long scenario that works to teach procedures on how to work with USAID’s Office of Foreign Disaster Assistance, non-governmental organizations and the host nation.

“Disaster Sim teaches soldiers how to be part of a joint task force… [and] shows how the Army is using technology to make training more engaging and accessible,” said Maj. Gen. Mark O’Neil, deputy commanding general of the Combined Arms Center – Training.

The Army added that Disaster Sim will look to provide users an option to create new foreign disaster scenarios apart from the initial scenario set to train soldiers in preparing for an earthquake in Guatemala.

The video game was developed through the collaboration of multiple organizations including OFDA, U.S. Army South, Army Research Laboratory, Army Games for Training Program, the University of Southern California and the Army Program Executive Office for Simulation, Training and Instrumentation.

Disaster Sim is now available for download through the Army’s Milgaming website.

FCC Seeks Chief Data Officer for Strategic Planning & Policy Analysis Office


FCCSealThe Federal Communications Commission is looking for a chief data officer for its office of strategic planning and policy analysis.

FCC said in a USAJobs announcement posted Wednesday that the incumbent will require a Top Secret security clearance and work to develop policies on the commission’s national data assets.

The role entails support for strategic policy areas such cross-commission efforts on data management, data quality, data security and the procurement of valuable data, the announcement said.

The chief data officer will advise senior FCC management on data availability and usefulness for commission staff, industry and the general public.

FCC said the incumbent will interact with external stakeholders — including Congress and the Executive Branch — as well as public interest and industry organizations that have a stake in national telecommunications data assets.

The chief data officer will also represent FCC on national data management and analysis policy concerns.

The job offer will be open for applicants until June 10.

US office of personnel managementSens. Claire McCaskill (D-Missouri) and Jon Tester (D-Montana) have asked the Office of Personnel Management to provide information on how it will set up a new bureau that would oversee background investigations, the Washington Post reported Wednesday.

Eric Yoder writes the lawmakers told Beth Cobert, acting OPM director, in a letter that they want OPM to provide a timeline for the establishment of the National Background Investigations Bureau that would replace the Federal Investigative Services branch.

The move to replace FIS resulted from an internal assessment following breaches at OPM in 2015 that compromised the personal data of approximately 21 million former and current federal employees, Yoder reports.

McCaskill and Tester also requested updates on information technology systems for the new bureau, approaches to address background investigation backlog, changes to investigative policies, federal contractors and employees as well as annual operating costs, according to the newspaper.

The lawmakers “want to ensure that the NBIB will not simply be a new name for the FIS,” according to the letter.

“It is critical that you make significant structural changes to improve the integrity, management and oversight of the security clearance process,” the senators wrote.

GSAThe General Services Administration‘s 18F division plans to move its website to the Federalist platform in an effort to meet stability, consistency and trustworthiness requirements for its readers, 18F said Wednesday.

Greg Boone writes the platform will help 18F focus its effort on the writing, editing and designing for the site and aid in the publishing process through a preview URL feature that provides a way to view a post before publication.

One tradeoff of the move to Federalist will be the loss of an option to implement technology including privacy features such as Online Certificate Status Protocol stapling, 18F said.

Boone added Federalist brings sites around the world through the Amazon Web Services’ Elastic Load Balancer and will explain more about the system in future posts.

U.S. Army Gen. Joseph Votel, head of Central Command, said his visits to Centcom’s area of responsibility has three objectives that focus on fostering partnerships to address regional issues, DoD News reported Wednesday.

Cheryl Pellerin writes Votel’s AOR visits seek to understand regional complexities through partners’ perspectives; foster relations with partners and learn how the command’s headquarters can aid forces in the area as well as inform Washington leaders on Centcom matters.

“We don’t do anything by ourselves here, so it is extraordinarily important to meet face to face with all our partners,” Votel told reporters during his visit to the area.

Votel also addressed the difference of counter-terrorism efforts against the Islamic State militant organization in Iraq and Syria, Pellerin wrote.

The Centcom commander said anti-IS group operations in Iraq are backed by the government while the situation in Syria is influenced by other “regional powers.”

Senators Seek Updates on OMB’s Pilot Program for Federal Contractor Reporting


acquisition policySens. Ron Johnson (R-Wisconsin) and Tom Carper (D-Delaware) have requested the Office of Management and Budget to provide updates on a pilot program that seeks to reduce reporting costs for federal contractors in compliance with the Digital Accountability and Transparency Act of 2014.

In a letter published Tuesday, the lawmakers asked OMB Director Shaun Donovan to provide information on how the Office of Federal Procurement Policy would implement the Government Accountability Office’s recommendations for the pilot program.

According to the letter, OFPP launched the pilot initiative to build software designed to help contractors publish reports on a central website.

Johnson and Carper co-wrote the letter with Mark Warner (D-Virginia) and Rob Portman (R-Ohio).

GAO’s recommendations include a redesign of the program to assess data elements and development of a project plan that adheres to pilot project management practices.

The senators called for OMB to submit a plan that details schedules and tasks the agency plans to undertake in order to comply with GAO’s recommendations as well as describe the role of the General Services Administration in the pilot program.

The lawmakers asked OMB to submit its response by May 27, according to the letter.

James Clapper: Cyber Attacks Target US Presidential Campaigns

James Clapper, director of national intelligence, has warned about what he calls indications of cyber threats against the 2016 U.S. presidential campaigns, Politico reported Wednesday.

Clapper told his audience at an event hosted by the Bipartisan Policy Center that authorities have discovered actors who are waging cyber attacks against campaign-associated organizations and individuals, Darren Goode reports.

He said the Department of Homeland Security and FBI currently apprise the Republican and Democratic presidential campaigns of potential cyber threats, according to the report.

Clapper said the threats come from various entities such as Iran, China, Russia and the hacker collective Anonymous, CNN reported Wednesday.

“Each has different objectives… The one thing they have in common, they all operate on the same Internet,” Clapper said, according to the report.

Nicole Gaouette reports Clapper considers cyber as the top risk that the U.S. faces due to the diversity of the intrusion types and their impact on economic security.
