Matt Goodrich: GSA to Work on FedRAMP Authorization Process, Program Transparency


CloudMatt Goodrich, director of the Federal Risk and Authorization Management Program at the General Services Administration, has said stakeholders believe the program is a potential “market maker” and has influenced how industry gauges cloud security.

He wrote in a blog entry posted Wednesday that cloud service providers, third-party assessors, government agencies and others have also provided feedback over the past six months for further updates to the program.

FedRAMP users have called for increased visibility into the process and program transparency as well as a faster time to authorization, he said.

According to Goodrich, the program will explore potential changes to the authorization process, collaborate with 18F to develop a public dashboard on the FedRAMP website, pilot a new baseline for high-impact security systems and further promote FedRAMP use.

Sarah Zabel, vice director of the Defense Information Systems Agency, believes the Defense Department should go beyond smartphones in its mobility programs, Fedscoop reported Thursday.

Greg Otto writes the Air Force major general also urged DoD to move more quickly in order to achieve “mobile ablement.”

“To have a mobile enable workforce, you need to want it, to demand it and to think mobile in order to bring all the different elements together,” Zabel told audience at an mobilityndjd-hosted forum Thursday.

She recommended that DoD facilitate a bring-your-own-device program that would allow agency employees to use any technology in work environments as long as their devices comply with security policies.

Otto reports DISA has also partnered with the National Institute of Standards and Technology and the National Security Agency to implement public key infrastructure-based derived credentials.

Zabel encouraged vendors to create technology for defense agencies to test the security profile of an application in the marketplace before they can download the apps on mobile devices.

Michael Witherell, vice chancellor for research at the University of California Santa Barbara, has been approved by the UC Board of Regents to serve as director of Lawrence Berkeley National Laboratory.

Witherell will succeed the departing Paul Alivisatos as LBNL chief and will assume his new role on March 1, Berkeley Lab said Thursday.

The university runs LBNL on behalf of the Energy Department to perform research on sustainable energy, human health and other science-related topics.

“We look forward to seeing the important innovations LBNL will produce under Mike’s leadership to help realize America’s low-carbon economy and advance scientific frontiers,” Energy Secretary Ernest Moniz said in a statement Thursday.

Witherell is a physicist who currently serves as presidential chair in physics at UC Santa Barbara.

He previously served as director of DOE’s Fermi National Accelerator Laboratory.

Energy Secretary Ernest Moniz has said the Energy Department plans to award $50 million in funds to support the development of vehicle technologies that support efforts to achieve fuel efficiency and reduce carbon emissions.

DOE will focus on projects that deal with the development of electric drive vehicle motors, battery components, plug-in electric vehicles, lubricants, energy storage and combustion systems, Moniz said in a press release issued Thursday.

He also announced that DOE will award $3 million in funds to the National Association of Regional Councils and transportation consortium CALSTART to develop platforms that will work to consolidate the procurement of vehicles and related components.

“Our work refining cars that are efficient, affordable and can plug into the grid will also help propel us to even greater progress on reducing pollution and boosting energy security,” said Moniz.

DOE said in a report that its $8 billion Advanced Technology Vehicles Manufacturing loan initiative has also helped create at least 35,000 jobs and produce more than 4 million fuel-efficient vehicles.

The U.S. Navy and Agriculture Department have marked the launch of an alternative energy program with the deployment of the USS John C. Stennis carrier strike group during a Naval Air Station North Island ceremony.

Secretary of the Navy Ray Mabus and Agriculture Secretary Tom Vilsack led the debut of the Great Green Fleet program intended to help boost combat capability with the use of alternative energy, USDA said Wednesday.

“The Great Green Fleet shows how we are transforming our energy use to make us better warfighters, to go farther, stay longer and deliver more firepower,” said Mabus.

JCS CSG uses stern flaps, LED lights and energy-efficient operational procedures for its regular operations.

The alternative fuel used for the ship contains waste beef fat from the Midwest that was purchased under a contract between the Defense Logistics Agency and AltAir.

The Arleigh Burke-class guided missile destroyer USS Stockdale, the first Navy ship to run on an alternative fuel blend, was also deployed when the ceremony ended.

GAO: DHS Should Set Milestones, Time Frames for Devt of Biometric Exit System Evaluation Framework


DHS - ExecutiveMosaicThe Government Accountability Office has called on the Department of Homeland Security to create milestones and time frames for the development of an assessment framework with regard to the implementation of a biometric exit system at airports.

GAO said in a report published Wednesday that DHS should also evaluate the reliability of its data on overstays.

The congressional audit agency’s report aims to discuss the efforts DHS has made since GAO issued its initial report in July 2013.

Officials at DHS’ Customs and Border Protection told GAO that as of January 2016, they have initiated steps to craft the evaluation framework for the biometric exit system, including the development of metrics designed to assess the performance of biometric air exit platforms.

According to the report, DHS has started to assess biometric exit systems at airports, including a mobile device that CBP tested at 10 airports.

The handheld tool works to gather biometric exit and biographic information from tourists who are foreign nationals.

Army-RoboticsThe National Institute of Standards and Technology has kicked off a national simulation-based robotics competition in an effort to help further the development of agile robots.

The Agile Robotics for Industrial Automation Competition is a collaboration between NIST and the Institute of Electrical and Electronics Engineers to draw input from organizations and individuals to design the challenges, NIST said Wednesday.

NIST will announce the challenges at the IEEE Conference on Automation Science and Engineering on Aug. 21 through 24 in Fort Worth, Texas.

Craig Schlenoff, NIST’s cognition and collaboration systems group lead, said agility limitations can be overcome through failure identification, automated planning, fixtureless environment and plug-and-play robots.

“We want to make sure that the challenges in this competition are truly representative of those facing industry,” Schlenoff added.

NIST intends for the gains from ARIAC to establish standards for the measurement of robot agility and help manufacturers test the agility of robot systems.

The U.S. Customs and Border Protection will begin the initial deployment of facial comparison technology at John F. Kennedy International Airport to verify the identity of some travelers entering the U.S.

CBP said Tuesday the deployment will apply to returning U.S. ePassport holders and first-time Visa Waiver Program travelers.

“This biometric capability will aid our officers in identifying legitimate travelers while protecting them from fraud and identity theft with little to no delay to the entry process,” said CBP Commissioner Gil Kerlikowske.

He added that the technology works to support homeland security efforts.

CBP conducted a pilot test of facial comparison technology at Washington Dulles International Airport last year.

The agency said it aims to build on existing digital fingerprint-based screening procedures and explore new biometric technologies this year.

Army to Test Updated WIN-T Operations Toolset This Spring


WIN-TThe U.S. Army intends to evaluate a new suite of tactical network operations tools designed to help soldiers manage voice, data and video communications in the battlefield.

An updated NetOps toolset is scheduled to undergo operational tests as part of a Warfighter Information Network-Tactical Increment 3 follow-on demonstration this spring at the Army’s Network Integration Evaluation 16.2 event, the Army reported Tuesday.

NIE 16.2 will take place at Fort Bliss in Texas, and at White Sands Missile Range in New Mexico.

The Army updated NetOps in an effort to help military personnel to configure, monitor, troubleshoot and secure the WIN-T infrastructure.

The military branch has assessed NetOps upgrades during a recent functional qualification test on WIN-T Increment 3 at a contractor facility in Massachusetts and plans to conduct a risk reduction test at Aberdeen Proving Ground in Maryland ahead of the NIE event.

WIN-T works as the backbone for the Army’s other networked communication systems and mission command applications and is built to support warfighters at command posts or in tactical vehicles.

National Security Agency Director Adm. Michael Rogers has engaged with companies in efforts to identify how they can help disrupt terrorist groups’ exploitation of social media, according to an Atlantic Council blog article published Thursday.

Ashish Kumar Sen reports Rogers, who also heads the U.S. Cyber Command, told audience at the Atlantic Council’s Commanders Series forum Thursday he believes the ISIS organization will increasingly use technology to recruit youth and propagate extremism.

“That is a troublesome development for us and we have got to figure out how we are going to deal with it,” Rogers was quoted as saying.

He noted at the event that the Obama administration aims to stop ISIS’ online recruitment activity without violating individual freedom of expression and rights.

The U.S. also intends to collaborate with its foreign allies to address global cybersecurity challenges, while the Defense Department works to establish a “cyber hygiene” culture as well as promote user responsibility in cyberspace, Rogers told forum audience.
