FCC Seeks Public Input on Mechanisms Enabling Greater Government Access to Non-Federal Satellite Services

The Federal Communications Commission’s Office of Engineering and Technology is seeking additional comments from the public regarding ways that would increase federal government access to non-federal satellite services, including commercial ones.

Of particular interest to OET are comments on approaches that would provide federal earth stations with interference protection when they communicate with commercial satellite network bands that are not allocated for federal fixed or mobile satellite services, according to a proposed rule the FCC posted July 1 on the Federal Register.

The comments would supplement those that have been collected via a 2013 notice of public rulemaking, or NPRM, which had already offered proposals to address the issues.

Comments are also being sought to a response submitted by the Satellite Industry Association, which served as an alternative to the proposals put forward by the 2013 NPRM.

Finally, comments are also being sought in relation to a rulemaking proposal in 2021, which recognized changes in the spectral landscape in non-federal FSS and MSS allocations since 2013.

Interested parties have until July 31 to file comments and until Aug. 30 to file reply comments.

Air Force Solicits Proposals for Airfield Operations Data Management System Platform

The Department of the Air Force is looking to acquire a platform-as-a-service, or PaaS, for building and sustaining cloud hosting for the Airfield Operations Data Management System, which provides a cloud-based suite of applications necessary to create operational and managerial agility, share information globally and enable safety and operational trend data analysis.

The solicitation is set aside for small businesses designated as a cloud service provider by the Federal Risk and Authorization Management Program and authorized to provide a PaaS that can handle Information Level-4 for the Air Force Flight Standards Agency’s Cyber Operations Directorate, according to the notice posted on SAM.gov on Wednesday.

Work includes sustaining the application hosting services through Amazon Web Services.

The vendor will also manage the AWS console, control access lists and security groups for the cloud environment and instance image and archival data backups from web application and database servers.

According to the notice, the Air Force plans to award a one-year, sole-source contract to Solid State Scientific Corp., but the agency will consider proposals or quotations from all potential sources of the required services.

Responses are due July 17.

ASRC Federal Secures ISO IT Service Management Certification

ASRC Federal Secures ISO IT Service Management Certification

ASRC Federal has obtained certification from the International Organization for Standardization for its information technology services.

Company Chief Administrative Officer Liz Malone said in a blog posted Wednesday, “The ISO 20000-1 certification achievement is a critical component of ASRC Federal’s success,” adding that, “The certification integrates the intersections of quality, program and IT service management while fostering a culture of continuous improvement.”

ISO 20000-1, the international standard for IT service management, helps organizations deliver efficiently and effectively managed IT services while maintaining best practices and demonstrating process quality and scalability.

The latest accreditation adds to ASRC Federal’s other ISO certifications, including ISO 9001 and ISO 27001.

Pentagon Issues Interim Report on Implementation of National Defense Industrial Strategy; Laura Taylor-Kale Quoted

The Department of Defense has released an interim report detailing DOD’s progress in implementing the inaugural National Defense Industrial Strategy.

DOD said Wednesday the NDIS issued in January outlines the department’s four strategic priorities: resilient supply chains, workforce readiness, flexible acquisition and economic deterrence.

For the flexible acquisition priority, initiatives include the establishment of the Defense Industrial Base Consortium other transaction authority, the release of a request for white papers for the Distributed Bio-industrial Manufacturing Investment Program and the launch of fiscal 2024 authorities and resources to implement multiyear procurements for six critical munitions.

According to DOD, many of the efforts outlined in the report have secured funding through the Defense Production Act and Industrial Base Analysis and Sustainment programs.

“This report conveys the commitment that the Department has made to achieving the priorities outlined in the National Defense Industrial Strategy since January,” said Laura Taylor-Kale, assistant secretary of defense for industrial base policy.

“Among other activities, we are increasing our domestic production capabilities, educating and training the current and future defense industrial workforce, exploring new ways to lower the barriers to entry for small and non-traditional businesses, and strengthening collaboration with allies and partners,” Taylor-Kale added.

Intelligent Waves Elevates Whitney Barrera to Chief People Officer

Whitney Barrera, who previously served as Intelligent Waves’ vice president of talent, has been elevated to the company’s chief people officer.

Since joining IW as VP of talent in 2022, Barrera has built a team of recruiters who have contributed exponentially to IW’s growth, the Arlington, Virginia-based company said Monday.

IW’s CEO Tony Crescenzo commented, “As a Washington Post Top Workplace in 2024, Whitney’s new role as IW’s Chief People Officer will be expanded to include leading IW’s human resources strategy and our excellent HR team.”

Barrera will provide over 16 years of experience as IW’s CPO in seeking and recruiting promising information technology talent for expanding organizations. Her strategy encompasses mentorship programs, workforce-strengthening initiatives and training seminars.

Before IW, Barrera spent a decade at Illuminate, facilitating the entire talent acquisition lifecycle and building and implementing a new SkillBridge program to draw more veteran employees.

Barrera is an alumna of American University, where she studied foreign languages and communications and accrued knowledge on organizational development and Spanish. She also was presented with the 2022 Employer Support of the Guard & Reserve Patriot Award.

Navy Undersecretary Erik Raven Stepping Down in August

Erik Raven is set to step down as undersecretary of the Navy in August.

Raven has held the position since 2022, in which capacity he has also served as the Department of the Navy’s chief operating officer and chief management officer.

Commenting on Raven’s upcoming departure, Secretary of the Navy Carlos Del Toro praised the outgoing official for his leadership, expertise and commitment to defending the U.S.

“We have benefited from Erik’s wise counsel and loyal service to the Department and to our Nation. Our national security, Navy, and Marine Corps are stronger because of his service,” Del Toro said.

No specifics have been revealed regarding Raven’s next steps.

A report from USNI News cites Navy spokesperson Capt. Courtney Hillson as saying Raven seeks to focus on his family while also pursuing other opportunities.

NASA’s Stennis Space Center Activates Autonomous Systems Payload on Sidus Space Satellite

NASA’s Stennis Space Center has launched an autonomous systems payload aboard Sidus Space’s LizzieSat-1, or LS-1, small satellite.

Carried into space on the SpaceX Transporter 10 rideshare mission, the Autonomous Satellite Technology for Resilient Applications is designed to demonstrate the autonomous operations of the LS-1 spacecraft by discovering anomalies and autonomously creating plans to handle these issues, NASA said Tuesday.

John Bailey, director of the Stennis Center, shared that ASTRA is now active and operational, which marks a milestone in the center’s first-ever in-space mission.

The NASA Stennis Autonomous Systems Laboratory team has established a telemetry link to send and receive data in the ASTRA payload operation command center and confirmed that the payload has achieved its primary mission objectives.

“Achieving ASTRA’s primary mission objectives underscores our dedication and commitment to driving innovation while advancing space technology alongside NASA, our trusted partner,” said Sidus Space Founder and CEO Carol Craig.

“So many people put in a tremendous effort to bring us to this point,” said Chris Carmichael, NASA Stennis ASL branch chief. “It is a great demonstration of the team’s vision and capabilities, and I am excited to see what the future holds.”

CISA Adds New Resources to Marine Transportation System Resilience Assessment Guide

The Cybersecurity and Infrastructure Security Agency has released a new web tool for evaluating maritime technology infrastructure resilience.

The Resilience Assessment Resource Matrix is an update to the agency’s 2023 Marine Transportation System Resilience Assessment Guide, which provides stakeholders with comprehensive threat information, analysis techniques and case studies on cybersecurity in the maritime environment, CISA said Tuesday.

According to the agency, the matrix is a collection of over 100 off-the-shelf tools, data sources, methods and other resources offered by government, industry, academia and research laboratories. It includes a capability that enables users to search for the most relevant information for conducting their assessments.

In a recent report, the U.S. Coast Guard warned that the MTS is being targeted by malicious cyber actors. The findings indicated that ransomware attacks on MTS increased by 80 percent in 2023 compared to 2022.

Shipping companies, logistics and technology service providers, liquid natural gas, and petrochemical processors and distributors were identified as major targets of these attacks.

In an effort to mitigate cyber incidents that may disrupt maritime operations, President Joe Biden signed an executive order in February that gave the Department of Homeland Security and Coast Guard the authority to take action against cyber threats in the domain.

NIWC Produces 5G Technology to Boost Quality of Service for Sailors

The Naval Information Warfare Center Atlantic is developing a new 5G technology that focuses on improving sailors’ quality of service – the experience of a sailor and their family outside the workplace combined with their experience on the ship –through Wi-Fi advancements.

With connectivity affecting sailors’ daily security and communication capabilities, including phone calls, the ship’s Wi-Fi needs to work efficiently on and offshore to ensure a quality work environment, the Navy unit said Friday.

NIWC Atlantic Senior Engineer Kevin Thompson said the agency aims to consider QoS as it continues to enhance 5G technology across the Navy.

“We try to use that [QoS] mindset in our development of engineering processes so that we’re looking at solutions that meet [common communication capabilities such as] gaming or FaceTime, where Sailors are able to witness the birth of their children. It also allowed us to address security challenges with command and control-type communications,” said Thompson, who also serves as test director for NIWC Atlantic’s Assured Real-Time Communications Laboratory.

The new 5G technology was formed in the Norfolk-located laboratory about five years ago. NIWC began experimenting with 5G on board the USS Wisconsin, an Iowa class battleship currently positioned as a functioning museum ship docked in Norfolk, Virginia.

5G prototyping efforts have recently been assessed and utilized in scarce but successful capacities across the Navy, including “Sailor Edge Afloat and Ashore” on board USS Abraham Lincoln (CVN 72).

Peter Reddy, executive director of NIWC Atlantic, said NIWC engineers have “laid a solid engineering foundation for 5G technology to potentially take off across the Navy.”

So far, NIWC Atlantic engineers have achieved numerous feats within the agency, including implementing a testbed that allows the examination of 5G and user equipment in a wide range of frequencies and a private 5G network with a video and voice component.

“The great work this team has done has really positioned the Navy very well to be ready to move out quickly to rapidly expand 5G capabilities across the fleet,” said Reddy.

NIWC Atlantic’s team has also developed a reference architecture for ship-wide, littoral, blue-water, pier-side and ashore operational domains.

Micah Cheatham to Become Chief Management Officer at NSF

Micah Cheatham has been named chief management officer of the National Science Foundation.

In his new position, Cheatham, who was formerly chief of management and administration at the National Archives and Records Administration, will serve as principal advisor to the NSF director and deputy director on agency operations, business activities, financial management and strategic initiatives, the organization said Tuesday.

“Micah brings a wealth of experience and a proven track record of leadership to NSF,” said Sethuraman Panchanathan, director of the NSF. “We are confident that his strategic insights and management acumen will play a crucial role in advancing NSF’s goals and achieving sustained success.”

While serving in his previous role, Cheatham spearheaded the creation of an agency-wide modernization plan and advised the agency head on the full scope of management and administrative functions.

Earlier, he was chief financial officer at NARA and director of budget at the General Services Administration. He has also held financial management positions at the Internal Revenue Service.

Cheatham will begin his new duties on July 15.
