NASA Unveils 6 Finalists in Break the Ice Lunar Challenge

NASA has named the six finalists in a multi-phase competition to develop lunar excavation and transport technologies designed to dig and move icy “dirt” on the lunar surface.

Starpath Robotics, Terra Engineering, The Ice Diggers, Cislune Excavators, Space Trajectory and the Michigan Technological University’s Planetary Surface Technology Development Lab will compete in the final round of the Break the Ice Lunar Challenge, NASA said Wednesday.

During the last round of the competition, the finalists will deliver their prototypes to a NASA-designated test facility for scenario-based testing. Excavation tools will perform under reduced gravity while transportation technologies will navigate complex terrain, including craters, slopes and loose granular soil.

“Bringing the competitors to one central location is the best way to end a challenge like Break the Ice because it provides us with an opportunity to observe and test their designs in a common relevant environment,” said Mark Hilburger, a senior research engineer in the Space Technology Exploration Directorate at NASA’s Langley Research Center.

The first place will receive a $1 million cash prize and the second place will secure $500,000.

Winning teams will also get the opportunity to test their concepts at one of NASA’s Thermal Vacuum Chambers, which can simulate the Lunar South Pole’s atmospheric pressure conditions and temperature.

HHS Outlines Cybersecurity Strategy for Healthcare Sector in Concept Paper

The Department of Health and Human Services has issued a concept paper outlining the planned steps to enhance cyber resilience and ensure patient safety.

The paper states the department’s four pillars for action as part of its cybersecurity strategy for the healthcare sector. The first two are publishing voluntary healthcare and public health sector cybersecurity performance goals and providing resources to incentivize and implement cybersecurity practices, HHS said Wednesday.

Under the second plan of action, HHS will work with Congress to secure funding and authority to provide incentives and financial support for hospitals as they implement cybersecurity practices.

The other two steps are implementing a departmentwide strategy to support greater enforcement and accountability and expanding and maturing the one-stop shop within HHS for health care sector cybersecurity.

“HHS is working with health care and public health partners to bolster our cyber security capabilities nationwide. We are taking necessary actions that will make a big difference for the hospitals, patients, and communities who are being impacted,” said Xavier Becerra, secretary of HHS and a previous Wash100 awardee.

Catalyst Accelerator Launches Search for 13th Cohort to Advance Space Domain Awareness

Small businesses and startups are invited to join the 13th cohort The Catalyst Accelerator is hosting to determine how the U.S. Space Force might introduce commercial capabilities to its mission environment for space domain awareness.

Catalyst Accelerator said the service branch looks to apply commercial data and tools to increase its awareness of the space environment and ultimately strengthen shared security.

The main focus area for the new cohort is U.S.-developed software offerings capable of data fusion and processing approaches. The topics of interest are space launch custody, classifying uncorrelated tracks, operator decision aids, classification of satellite vehicle propulsion and object type, event detection, hostility assessment and predictive analytics, among others.

Eight companies will be selected for the three-month Space Domain Awareness Accelerator, which will be conducted from March 19 to June 13. It will culminate with a Demo Day event.

Catalyst Accelerator is a NewSpace-focused defense and national security industry accelerator. It is supported by the Air Force Research Laboratory’s Space Vehicles Directorate and the Space Force to connect with small businesses and startups and promote innovation of dual-use technologies.

US, International Agencies Issue Guidance for Software Memory Safety Roadmaps

National cybersecurity agencies from the U.S., Australia, Canada, New Zealand and the U.K. have released a joint guide for software manufacturers to create and publish roadmaps for protecting their products from memory safety vulnerabilities.

The cybersecurity information sheet recommended that manufacturers transition to memory safe programming languages, such as C#, Go, Java, Python, Rust and Swift, to eliminate memory safety vulnerabilities and reduce their software products’ attack surface, the National Security Agency said Wednesday.

Software developers must pick the right memory safe language for their products, create specific guidance for development and technical teams and invest in building staff capabilities and resources.

“Memory safety vulnerabilities affect software development across all industries,” said Neal Ziring, technical director of NSA’s Cybersecurity Directorate. “Working together to set clear goals and timelines in transition roadmaps to safer programming language is critical for mitigating these problems.”

Harvard-Led Team Makes Quantum Computing Research Milestone Under DARPA Program

A Harvard University-led team working on a research program funded by the Defense Advanced Research Projects Agency has created the first-ever quantum circuit with logical quantum bits that could enable scalable quantum computers in the future.

The research team is working on DARPA’s Optimization with Noisy Intermediate-Scale Quantum devices, or ONISQ, program to explore the potential of Rydberg atomic qubits to accelerate fault-tolerant quantum computing.

Under the ONISQ project, the team created error-correcting logical qubits using arrays of “noisy” physical Rydberg qubits that could maintain their quantum state, making them suitable for solving diverse complex problems.

“The homogeneity of Rydberg qubits allows them to scale rapidly and also allows them to be manipulated and moved around easily using lasers on a quantum circuit. This overcomes the current error-prone methods of performing qubit operations by having to connect them sequentially, which propagates errors throughout the chip,” said Mukund Vengalattore, ONISQ program manager in DARPA’s Defense Sciences Office.

The Harvard team is supported by the Massachusetts Institute of Technology, the California Institute of Technology, Princeton University and QuEra Computing.

Army Maj. Gen. Mark Simerly Receives Confirmation as Next DLA Director

U.S. Army Maj. Gen. Mark Simerly has received confirmation from the Senate to serve as the next director of the Defense Logistics Agency, succeeding Navy Vice Adm. Michelle Skubic, who is retiring in February.

The Senate also confirmed the former DLA Troop Support commander’s appointment to the grade of lieutenant general, the agency said Wednesday.

Simerly assumed responsibilities as commanding general for the Combined Arms Support Command at Fort Gregg-Adams in Virginia in July 2021 after serving as J4 director of the U.S. Forces Korea.

He previously commanded the 19th Expeditionary Sustainment Command in Daegue, South Korea; the 4th Sustainment Brigade and the 4th Infantry Division’s 704th Brigade Support Battalion at Fort Cavazos in Texas; and Bravo Company of the 101st Airborne Division’s 801st Maintenance Support Battalion at Fort Campbell in Kentucky.

Simerly was inducted into DLA Troop Support’s Hall of Fame in 2021 for his leadership during humanitarian missions and contributions in achieving a record $17.6 billion in fiscal 2018 sales.

State Department, Atlantic Council Partner on AI Connect II Program

The State Department has partnered with the Atlantic Council to promote U.S. leadership in artificial intelligence by conducting regional workshops to familiarize government officials and policymakers with AI technologies and their policy implications.

The Atlantic Council will work with the State Department’s Bureau of Cyberspace and Digital Policy to convene a cohort of 150 government, academia and industry representatives from selected countries to learn about AI policy best practices and implications, the department said Wednesday.

Under the AI Connect II project, the Atlantic Council will hold a monthly webinar series that primarily focuses on building AI policy capacity to foster the development and deployment of AI technologies in line with the Organisation for Economic Co-operation and Development’s AI principles.

Selected AI Connect II participants will have the opportunity to support their country’s AI development efforts, foster regional partnerships on responsible AI development, and participate in international forums.

CISA Calls on Network Defenders to Take Action Against Adobe ColdFusion Vulnerability Risks

The Cybersecurity and Infrastructure Security Agency has issued an advisory concerning the exploitation of a vulnerability within select versions of the Adobe ColdFusion web application development platform that resulted in the compromise of two public-facing servers operated by a federal civilian executive branch agency.

CISA said in its Dec. 5 cybersecurity advisory that each server was illegally accessed in two separate incidents in June, though it is not clear if the same malicious actors are behind both breaches.

CISA documented the tactics, techniques and procedures that the malicious actors employed — including the implanting of software tools and the subsequent attempts to harvest user account credentials — and called on network defenders to monitor for similar activity on their systems.

The agency also recommended several other measures to defend against such attacks, including the continuous scanning of internet-facing systems, the implementation of phishing-resistant multifactor authentication, the enforcement of stringent application control and the patching of software affected by the vulnerability.

Brig. Gen. Ed Barker Offers Update on Army’s New Starts for FY25, TITAN Program

Brig. Gen. Ed Barker, program executive officer for intelligence, electronic warfare and sensors at the U.S. Army, said the Theater Signals Intelligence Program or TSIG, the High Altitude Platform or HAP for deep sensing and the Spectrum Situational Awareness System are among the service branch’s new starts for fiscal year 2025, Breaking Defense reported Wednesday.

TSIG will “provide the tactical commanders at echelons above corps with a forward deployable and remotely or even locally controlled signals intelligence systems and supporting potential … contingency operations,” Barker told reporters on Tuesday.

He said the Army expects to release more requests for information for the HAP program over the next four to six months.

Barker also offered updates on the Modular Electronics Spectrum System program, the Electronic Warfare Planning and Management Tool and the Tactical Intelligence Targeting Access Node, or TITAN.

TITAN is a tactical ground station that uses artificial intelligence to process data across space and ground-based sensors and the military official noted that the Army plans to select by the second quarter of FY 2024 one vendor to further mature its prototype and build basic and advanced variants for the TITAN program.

A Peraton-PingWind joint venture has booked a $155 million U.S. Department of Veterans Affairs contract to aid military and veteran-focused suicide prevention initiatives.

Under the award, Clear Vantage Point Solutions will provide support for the VA’s National Strategy and for Preventing Suicide and the White House’s Plan for Reducing Military and Veteran Suicide, Peraton announced from Reston, Virginia on Thursday.

“As the natural next step for transitioning military and reservists, we cannot underscore how close to home this mission is to our team,” said Tarik Reyes, president of Peraton’s defense mission and health solutions sector.

Building on the company’s previous work with the Department of Defense Personnel and Security Research Center, also referred to as PERSEREC, the mentor-protégé joint venture will help VA with outreach targeting historically underserved populations, such as rural and marginalized veteran communities and LGBTQ+ veterans.

While working with PERSEREC, Peraton and other collaborators focused on research and development programs intended to enhance personnel suitability, security and reliability policy and practice.

During the contract’s more than two-year period of performance, Peraton’s team will develop and conduct a Feasibility Analysis and Implementation Plan that will outline findings and suggestions for VA’s execution of its suicide prevention strategies. The company’s established relationship with America’s Warrior Partnership will inform these efforts.

“We humbly accept the honor to leverage previous experiences and the full breadth of our capabilities to support VA on this critical initiative,” Reyes said.
