Mark Munsell Illuminates NGA’s Artificial Intelligence Adoption Process

Mark Munsell, director of the National Geospatial-Intelligence Agency’s data and digital innovation directorate, said NGA is advancing the adoption of automation and artificial intelligence to deal with large volumes of imagery and the geospatial information it collects.

Munsell told Federal News Network in an interview published Monday that NGA is looking to improve the accuracy of detecting ground-based objects with the help of AI.

“We’re looking to improve the positive identification of these objects. We’re looking to improve the geolocation of these objects, that’s very important. And we’re looking to do it faster,” he told FNN.

“So all three of those things, sort of an enduring need, an enduring capability development cycle that we’re on to make that better,” Munsell added.

During the conversation, he talked about responsible AI and a certification program launched by the agency for developers of AI tools.

“So when we certify developers of the technology, we want to ensure that they’re developing it correctly. And we want to assure that the quality of the technology models are validated,” Munsell noted.

Edge Autonomy Capitalizes on Northern Alabama Tech Sector With New Location; John Purvis Quoted

Unmanned technology purveyor Edge Autonomy has opened its fourth location, as of this month, in Huntsville, Alabama.

With the establishment of the new facility, the company is looking to ramp up its production capabilities as well as tap into the reportedly plentiful opportunities available in the unmanned aerial vehicle market in Alabama, the San Luis Obispo, California-headquartered company said Tuesday.

John Purvis, CEO of Edge Autonomy, voiced the anticipation of the company to make an impact in Huntsville and explained that it is a nexus point for some critical Edge customers. He also depicted northern Alabama as a region with a “fast-growing tech sector,” positioning it as “one of the best locations to attract and retain the highly skilled manufacturing, technical, and engineering employees who will contribute to our mission.”

A key component in the location strategy is the proximity of Redstone Arsenal, the U.S. Army garrison that serves the Department of Defense, NASA and the Department of Justice. Purvis says Redstone is a go-to authority on uncrewed aircraft and a significant client of Edge Autonomy, so a nearby production facility will be of prime use. In neighboring Redstone, Purvis feels customer service and responsiveness will be optimized.

The new office will be populated by technical, administrative and production staff and siphon talent from the surrounding areas. Alabamans are seemingly excited about this development: Congressman Dale Strong said in a statement that the opening of the facility will be mutually beneficial for both locals and the company.

“They are doing crucial work to support the warfighter with the most innovative capabilities…The company and I share the same belief, that innovation – no matter how small – creates a better world and a better Alabama!” Strong stated.

Earlier this year, Edge Autonomy brought on a new chief technology officer with Allen Gardner in January and installed Steve Adlich as its chief strategy officer in March.

In the wake of a merger with Jennings Aeronautics, the former UAV Factory rebranded as Edge Autonomy in Feb. 2022.

US Army & Air Force Test MITRE Drone Activity Detection App

The U.S. Air Forces Central and U.S. Army Central led an operational capability test of MITRE‘s CARPE Dronvm smartphone application for detecting suspicious drone activity.

The app was tested in a 50-kilometer flight from McEntire Joint National Guard Base to Poinsett Weapons Range in South Carolina, the USAF reported on July 18.

CARPE Dronvm is designed to alert users, and enable them to report, about the presence of suspicious counter-unmanned aerial systems.

MITRE flew a drone to be tracked through the app by soldiers stationed at multiple points between the two bases. Their reports were monitored through the program’s situational awareness map by AFCENT and MITRE personnel, who were located at a mock command center at the drone’s destination point at Poinsett Range.

Army Maj. Travis Valley, USARCENT Task Force 39 operations officer, said the live test was the largest conducted to date.

“Carpe Dronvm has the potential to provide real time, crowd-sourced data about small, unmanned aerial systems to military decisions makers around the globe. Using CD, we can increase our detection capabilities and our ability to protect service members on the future battlefield,” Valley added.

DOE Casts Net for Industry Collaborators in HPC-Powered Tech Manufacturing Efforts

The Department of Energy is on the hunt for industry partners that will be allowed to utilize high-performance computing capabilities at national laboratories to create energy efficient technologies.

Selected teams will work as part of the HPC or Energy Innovation initiative and advance modeling, simulation and data analysis using supercomputers to support manufacturing and materials projects, DOE’s Lawrence Livermore National Laboratory said.

HPC4EI encompasses the HPC4Manufacturing  and HPC4Materials Programs, with HPC4Mfg being funded using the department’s Advanced Materials and Manufacturing Technologies Office and Industrial Efficiency and Decarbonization Office. HPC4Mtls, on the other hand, receives funding through the Office of Fossil Energy and Carbon Management.

U.S. manufacturers, universities, institutes and other non-profit organizations are encouraged to join the solicitation.

NASA’s Starling CubeSats Enter In-Orbit Commissioning Phase

NASA’s Starling satellites have started in-orbit commissioning activities in preparation for their mission to demonstrate technologies for autonomous navigation, networking, decision-making and planning and execution.

The four 6U-sized small satellites have made initial contact with ground operators after reaching low Earth orbit and are set to undergo three commissioning stages: spacecraft bus commissioning, payload commissioning and propulsion system commissioning, NASA said Friday.

Three of the CubeSats have accomplished the first commission stage ahead of schedule while the Starling mission team is in the process of establishing two-way communications with the fourth spacecraft.

The multi-satellite mission launched aboard Rocket Lab’s Electron launch vehicle from Launch Complex 1 in New Zealand to test autonomous new technologies for autonomous swarm positioning and maneuvering in space.

CISA’s Michael Duffy on Continuous Diagnostics & Mitigation Program

Michael Duffy, associate director for capacity building at the Cybersecurity and Infrastructure Security Agency, said the Continuous Diagnostics and Mitigation program has enabled CISA and agencies to accelerate response to cyberthreats through sharing of data between CISA’s CDM Federal Dashboard and CDM Agency Dashboards.

Duffy wrote in a blog post published Friday that CDM Agency Dashboards work to visualize cyber risk data gathered from tools and sensors fielded within the agencies’ environments.

“Each Agency Dashboard shares data with our Federal Dashboard, giving CISA an integrated view of the dynamic state of the federal enterprise’s unclassified domain, positioning cyber operators across the federal government to more effectively collaborate when responding to a cyber threat,” he added.

In the piece, Duffy mentions CISA’s use of CDM capabilities to respond to two cyber events in July and the adoption of CDM dashboards by all 23 Chief Financial Officer Act agencies to share data on cyber risks.

“CDM is no longer a static effort to standardize agency capabilities and collect cybersecurity information, but rather the U.S. government’s cornerstone for proactive, coordinated, and agile cyber defense of the federal enterprise,” Duffy noted.

Paul Friedrichs to Lead Pandemic Preparedness & Response Office at White House

Paul Friedrichs, a retired U.S. Air Force major general, has been named director of a new permanent office within the Executive Office of the President tasked with coordinating policies related to pandemic preparedness and response.

The Office of Pandemic Preparedness and Response Policy will take over the duties of the current COVID-19 Response Team and Mpox Team and help the government prepare and respond to potential biological threats that could lead to significant health-related disruptions, the White House said Friday.

Friedrichs presently serves as special assistant to the president and senior director for global health security and biodefense at the National Security Council.

Before joining the NSC, he was the joint staff surgeon and medical adviser to the Department of Defense’s COVID-19 Task Force.

Friedrichs will assume his new position on Aug. 7.

The new office will work closely with the Department of Health and Human Services on the development of medical countermeasures and next-generation vaccines and treatments for COVID-19 and other public health threats.

In addition, OPPR will continue ongoing efforts to address threats from Mpox and polio, as well as avian and human influenza and respiratory syncytial virus.

GAO Urges Pentagon to Ensure Full Implementation of Agile Principles in Software Procurement

The Department of Defense’s efforts to accelerate the design and deployment of software is stalled by the absence of Agile development principles in some of its acquisition paths, the Government Accountability Office said.

In a report released Thursday, GAO recommended that the DOD incorporate Agile principles into acquisition policies across all of its programs in order to maximize the potential of such an approach.

Agile principles aim to add user-specific capabilities and have the potential to deliver software in less than a year as part of DOD’s modernization initiatives. GAO’s study was in response to Congress’ directive to examine the extent of the Pentagon’s application of such principles in all six of its acquisition pathways.

The government watchdog found that the DOD requires Agile-based processes for programs that use the software pathway, but not for weapons programs. Weapons programs that are not on the software pathway do not incorporate Agile principles or require user engagement.

GAO concluded that the DOD should establish a Capability Needs Statement and User Agreement to ensure that Agile is fully embedded in requirements policy and guidance for programs affected by software modernization. The department ought to also deploy next-generation tools for mission engineering, systems engineering, and software engineering across its programs, per the recommendations.

US Army & Congress to Invest $1.7B in Watervliet Arsenal Upgrades, Modernization

The U.S. Army and Congress are investing more than $1.7 billion in Watervliet Arsenal to support modernization efforts at the manufacturing facility over the next two decades.

Sen. Chuck Schumer, D-N.Y., announced Friday that the investment is the largest in the facility’s history and will be used to upgrade buildings, equipment and machinery, as well as promote job retention and creation.

The Army will invest $230 million in five active modernization projects and five additional planned projects starting later this year. These projects include rotary forge replacement, machinery upgrades, infrastructure improvements and quality inspection enhancements.

Another $130.5 million will be invested in modernization projects at the facility in 2024. The service branch will distribute the rest of the investment until fiscal year 2038.

Schumer said the record-breaking investment will also support the base’s almost 800 civilian employees and ensure that the Army-operated industrial manufacturing facility will maintain cannon production for the next generations.

Built in 1813, Watervliet Arsenal produces advanced weaponry for tanks, howitzers and mortar systems for U.S. and allied forces.

John McHugh, former secretary of the Army, designated the arsenal as a Center of Industrial and Technical Excellence for cannons and mortars in 2013.

Iridium Communications has released Iridium Certus — a new aviation commercial service offering a secure cockpit domain with consistent voice and data capabilities.

This launch makes Iridium Connected available for commercial transport aircraft, business aviation, helicopters, private aircraft and uncrewed aircraft systems with compact, cost-effective and high-coverage equipment, the McLean, Virginia-based company announced on Monday.

Matt Desch, CEO of Iridium and a nine-time Wash100 Award winner, said that in a “period of unprecedented growth” for the aviation industry, reliable connectivity is “crucial” for passenger and cockpit communications. He said that due to its Size, Weight and Power, or SWaP, and the reliability of Iridium’s global network, Iridium Certus “perfectly fits” these communications applications.

Iridium Certus is tailorable to device-specific SWaP needs both up and down to fit a wide variety of aircraft and operational demands and meet customer mission requirements. It offers operators the ability to gather real-time data from the cockpit to enhance decision-making and boost operational efficiency.

The technology utilizes L-band satellite frequencies to enable cockpit communications and harmonizes with Ka/Ku band services. Its capabilities allow it to function as a primary service for small to mid-size business jet cabins, and Iridium’s low-earth orbit satellite constellation provides weather-resilient L-band connectivity and worldwide coverage.

“With our upgraded constellation, we have significantly improved and expanded our offerings, delivering air traffic control services, weather and critical information to cockpits worldwide more affordably than ever before,” said Desch.

John Peterson, executive director of aviation at Iridium, noted that the organization’s first-generation voice and data offerings are installed on more than 60,000 aircraft.

“As the preferred solution for a wide range of aviation applications, from drones to airliners, Iridium Certus is ready to support the industry’s evolving connectivity needs,” he said.

Partners of Iridium are working to launch multi-tier Iridium Certus products compatible with other in-flight connectivity systems. Currently, Iridium Certus 100 and Certus 700 are undergoing the safety certification process. Flight trials are anticipated to begin by late 2023, while approvals are expected in 2024.
