NASA Establishes Moon to Mars Program Office, Selects Amit Kshatriya as Office Lead

NASA has established its new Moon to Mars Program Office to support and conduct human exploration work on the lunar surface and prepare for future crewed missions to Mars.

Veteran space professional Amit Kshatriya will lead the office, which falls under NASA’s Exploration Systems Development Mission Directorate led by Associate Administrator Jim Free, the agency said Thursday.

“The golden age of exploration is happening right now, and this new office will help ensure that NASA successfully establishes a long-term lunar presence needed to prepare for humanity’s next giant leap to the Red Planet,” said NASA Administrator Bill Nelson.

In support of the organization’s Artemis missions on the moon, which are intended to drive the future of scientific discovery and prepare for future human missions to Mars, the office will focus on mission integration, hardware development and risk management efforts for various related programs. These initiatives include the Orion spacecraft, Space Launch System rocket and Gateway, among others.

The entity will also oversee planning and analysis for development efforts in support of manned missions to the red planet.

Before assuming the office’s leading role, Kshatriya was assistant deputy associate administrator for the Exploration Systems Development Mission Directorate within the agency.

He began his NASA career as a robotics operator, and has since held a number of roles in the organization, including space station flight director and deputy manager of the International Space Station Vehicle Office and flight director of the

Lakiesha Hawkins will support Kshatriya as deputy for the office and Stephen Creech will serve as technical deputy, in which he will focus on addressing technical issues facing programs managed by the office.

DOD’s HR Org Awards $222M in Contracts to Institute of International Education

The Department of Defense’s field activity overseeing personnel data and systems has issued a pair of awards worth a combined $222.5 million to the Institute of International Education in New York.

Defense Human Resources Activity chose IIE to manage the Project Global Officer, Language Training Center and Reserve Officers’ Training Corps programs under a contract valued at $187.2 million, according to a DOD notice published Thursday.

The agency received three offers for the five-year contract and is obligating $36.5 million on the award.

IIE also received a $35.3 million option under a separate contract to support national security workforce recruitment and training efforts.

Additionally, the nonprofit institute will administer a flagship initiative meant to help U.S. undergraduate and graduate students learn critical languages for national security.

DOD Launches Website for Hack the Pentagon Initiative; Craig Martell Quoted

The Department of Defense‘s Chief Digital and Artificial Intelligence Office Directorate for Digital Services has established a new website to expand and support its Hack the Pentagon program.

This website will serve as an educational tool to guide DOD organizations in launching bug bounties as well as a way to engage and recruit technical talent, the department said Thursday.

“With the HtP website launch, CDAO is scaling a long running program, which historically offered services on a project-by-project basis, by offering the Department better access to lessons learned and best practices for hosting bug bounties,” said Craig Martell, chief digital and AI officer of DOD and a 2023 Wash100 awardee.

He said that the website will play a role in a broader cybersecurity strategy by enabling the department to run continuous bug bounties.

Launched in 2016, the Hack the Pentagon program serves as DOD’s crowdsourced approach to digital security. It invites ethical hackers to detect security vulnerabilities on department-run websites.

Laura Taylor-Kale Confirmed as Assistant Secretary of Defense for Industrial Base Policy

Laura Taylor-Kale, a fellow for innovation and economic competitiveness at the Council on Foreign Relations, has received Senate confirmation to serve as assistant secretary for industrial base policy at the Department of Defense.

According to Inside Defense, the Senate confirmed Taylor-Kale, who was nominated by President Joe Biden in May 2022, in a 63-27 vote Thursday.

Taylor-Kale’s previous roles include assistant secretary for manufacturing at the Department of Commerce’s International Trade Administration and senior adviser for policy and operations at the Overseas Private Investment Corp.

Earlier in her career, Taylor-Kale spent nearly a decade as a foreign service officer at the State Department, during which she was stationed at U.S. embassies in Afghanistan, Cote d’Ivoire and New Delhi, India.

Amy Gilliland and Gen. Christopher Cavoli, two of the government contracting industry’s most esteemed leaders, have been honored for their 2023 Wash100 Award wins with comprehensive profiles.

This year’s class represents the 10th in the Wash100 Award’s decade-long history, a testament to the award’s status as the most elite recognition in the GovCon community. Continuing its tradition of highlighting the top tier of talent in the field, the annual award once again selected the 100 most distinguished GovCon executives to its ranks.

Gilliland, who currently serves as president of General Dynamics Information Technology, received her sixth consecutive Wash100 Award for her leading role in driving notable contract wins and raising the company’s margin and earnings.

Who is Todd Probert?

Todd Probert is the President of the National Security And Innovative Solutions Sector at CACI (NSIS). NSIS offers excellent services in C4ISR, cybersecurity, space operations, and resilience. He oversees the global technology solutions provider for defense, intelligence, and federal government customers.

Mr. Probert graduated from the University of Michigan with a degree in aerospace engineering. He was named 2017’s Aerospace Engineer of the Year while earning his master’s in aeronautical and astronautical engineering at Purdue University.

GSA Issues RFI for Login.gov Next-Gen Identity Proofing Tech Procurement Effort

The General Services Administration is soliciting feedback on the draft requirements for the procurement of next-generation identity proofing capabilities for Login.gov meant to provide the public access to digital services that federal, state, local and tribal agencies offer.

GSA’s Technology Transformation Services unveiled Login.gov in 2017 to provide a single digital account that citizens can use across multiple government sites in support of the government’s plan to improve customer experience and strengthen cybersecurity, according to a request for information notice published March 23.

The proposed contract will require the contractor to provide products and services across three functional areas: document capture and authentication, biometric comparison and identity resolution.

GSA is also seeking comments on the preliminary acquisition strategy for the procurement effort.

Responses are due April 7.

Senate Bill Seeks to Require VA to Overhaul EHR Modernization Program

Three senators plan to introduce a bill that would direct the Department of Veterans Affairs to introduce reforms to its electronic health record modernization program.

The proposed measure would require VA to establish metrics to guide how the department should field the new EHR system at additional VA facilities and name a lead senior negotiator and engage other federal agencies and independent outside experts to provide advice on how to manage EHR contract negotiations with Oracle Cerner. The website of Senator Patty Murray, D-Wash., reported the news Wednesday.

Sens. Murray, Jon Tester, D-Mont. and Sherrod Brown, D-Ohio, intend to propose the EHR Program RESET Act.

The legislation would direct VA and Oracle Cerner to address the technology features associated with the health safety and delivery issues in the department’s March 2023 Sprint Report and require the department to introduce major acquisition reforms to prevent future planning, contracting and management issues from occurring.

Under the bill, the Department of Defense should submit quarterly reports to Congress with regard to the measures it is taking to address issues with its information technology systems.

NIST’s AI-Based Model for Simulating Hurricane Behavior Could Help Improve Building Standards

The National Institute of Standards and Technology created a new digital simulation method for hurricanes using artificial intelligence and the National Hurricane Center’s Atlantic Hurricane Database.

The experimental technique shows promise in helping to improve building design guidelines particularly in storm-prone areas, NIST said Wednesday.

Researchers implemented machine learning algorithms on hurricane datasets from the HURDAT2 database, which provides information on storm paths, windspeeds and other factors recorded from the past 100 years. The algorithms were able to devise models that can mimic specific storm behaviors in a matter of seconds.

NIST clarified that the model cannot currently simulate the effects of climate change on future hurricanes. The wind maps developed from the ML-based model paints a more realistic pattern. They are intended to be used by the researchers to propose new guidance in building standards and codes.

DARPA to Launch Proof Engineering Program to Support Formal Methods Upskilling of Software Developers

The Defense Advanced Research Projects Agency is launching a new program intended to help traditional software developers and engineers leverage mathematically rigorous techniques to create resilient security systems.

The Pipelined Reasoning of Verifiers Enabling Robust Systems program will use a process called proof engineering to develop guiding tools for next-generation software design, DARPA said Monday.

The agency previously demonstrated the effectiveness of mathematically rigorous techniques, also known as formal methods, in securing the government’s military software. But because they require a more advanced level of expertise, DARPA is looking to proof engineering to provide additional verification and checking for non-experts in formal methods.

PROVERS will be a three-phase, 42-month program that includes platform development, attack simulation of potential adversaries, and a government-funded research and development center that will conduct quantitative evaluation.

DARPA is hosting a Proposers Day for the project on April 6 to answer questions from interested vendors.
