Gen. Charles Brown on Air Force’s Commitment to Uncrewed Capability Development

Air Force Chief of Staff Gen. Charles “CQ” Brown said the service branch intends to commit more funding in future budgets to the use of unmanned aircraft that will fly alongside with crewed platforms, Breaking Defense reported Monday.

“We’re getting down the path to to have much more capability for uncrewed aircraft,” Brown said at an event Monday.

“I think you’ll you’ll see as we start looking at our future budgets and the analysis we’re doing as part of the operational imperatives that we are committed to more uncrewed capability,” he added.

USAF’s Next Generation Air Dominance program includes the development of a Collaborative Combat Aircraft or a set of semi-autonomous drones that would fly with a sixth-generation fighter aircraft.

Brown noted that the service intends to have the Collaborative Combat Aircraft fly alongside F-35 and other fifth-generation fighter jets.

“As we look into our future budgets, there’s three aspects of this. There’s the platform itself, there’s the autonomy that goes with it, and then there’s how we organize, train and equip to build the organizations,” Brown said. “And we’re trying to do all those in parallel.”

He also offered updates on the Department of Defense’s progress in implementing the Joint All-Domain Command and Control concept.

Army Software Factory Supports Application Development to Enable U.S.-NATO Interoperability

The U.S. Army’s software factory has partnered with U.S. Army Europe and Africa Mission Command Support Branch to develop new applications intended to address challenges facing the U.S. military and its allies, DVIDS reported Monday.

During an interoperability exercise at 7th Army Training Command, ASF helped modernize an application developed to connect data between U.S. and NATO systems from the Army Tactical Assault Kit to enable a seamless exchange of information at the tactical edge.

“We’ve developed a path to production where apps go from origin to security scanning to deployment into Kubernetes clusters that will run on a TSI stack here on the edge of the battlefield,” said Sgt. 1st Class Joshua Millett, a platform engineer with ASF.

Martin Christian Dudel, a civilian senior software engineer with USAREUR-AF, said the software factory transformed the application into a “container that can operate in a cloud native environment on the tactical edge bridging U.S. and NATO systems.”

ASF was launched in April 2021 at the Austin Community College in Texas to develop new applications and train soldier coders to improve operations through technology.

Former White House Official Loren DeJonge Schulman Appointed as OMB’s Associate Director of Personnel & Performance Management

The Office of Management and Budget has assigned the role of performance and personnel management associate director to Loren DeJonge Schulman, former vice president of research, evaluation, and modernizing government at Partnership for Public Service.

In a LinkedIn post published Monday, DeJonge Schulman said that the appointment marks her return to government service, and added that it was a privilege to be chosen during the term of the Biden administration.

DeJonge Schulman is a seasoned government executive, serving various roles in the White House and the Department of Defense for almost a decade.

At DOD, she began as presidential management fellow and was eventually promoted to special assistant to the Secretary of Defense. She subsequently became chief of staff of the DOD Office of International Security Affairs.

From January 2011 to November 2012, she was White House director of defense policy and strategy for the Middle East and also held the position of principal advisor to National Security Advisor Susan Rice.

Comptroller Kristyn Jones Appointed Acting Air Force Undersecretary; Frank Kendall Quoted

Kristyn Jones, assistant secretary of the Air Force for financial management and comptroller, has been appointed to take on the role of undersecretary of the service branch on an acting basis.

She will assume her new responsibilities on March 6 and replace Gina Ortiz Jones, who is stepping down from the position after nearly two years of service, the U.S. Air Force said Monday.

As the Air Force comptroller, Jones is responsible for overseeing financial management and budget planning to ensure that the department’s resources are allocated efficiently in support of nearly 700,000 military and civilian personnel.

Ortiz Jones received Senate confirmation in July 2021 and has since led the Department of the Air Force’s strategy and policy development, weapons acquisition, workforce management and risk management functions.

“Her leadership in enabling all Airmen, Guardians, and their families to serve to their full potential and providing the resources they need has enhanced the readiness of the Air and Space Force for years to come. The department is grateful for her dedicated service,” said Frank Kendall, secretary of the Air Force and a 2023 Wash100 awardee.

John Kirby: China’s Surveillance Balloons Flew Over Multiple Continents

John Kirby, coordinator for strategic communications at the White House National Security Council, said the U.S. intelligence community was directed by President Joe Biden to conduct an assessment of China’s intelligence capabilities and found that the country has a high-altitude balloon program used for gathering intelligence and is linked to its army, DOD News reported Monday.

“We know that these [Chinese] surveillance balloons have crossed over dozens of countries on multiple continents around the world, including some of our closest allies and partners,” Kirby told the media on Monday.

He noted that Biden has directed the secretaries of the departments of Defense and State and the director of national intelligence to share information with their counterparts and gain their insights on these aerial objects.

The Department of Commerce’s bureau of industry and security added to the Entity List six organizations for backing China’s military modernization initiatives, including those related to balloons and airships the Chinese army uses to perform collection and reconnaissance missions.

Kirby’s statement came a day after North American Aerospace Defense Command detected and shot down an aerial object that had flown over Lake Huron in Michigan.

Tetra Tech Lands $200M USACE Contract for Architect-Engineer Services; Dan Batrack Quoted

Tetra Tech has won a $200 million, multiple-award contract from the U.S. Army Corps of Engineers to deliver architect-engineer services to Army, Air Force and other U.S. government branches stationed across the Republic of Korea. 

Work under the contract will include site investigations, the preparation of engineering design documents and program management support to aid U.S. operations in the Pacific region, the Pasadena, California-based company announced on Tuesday.

“The U.S. Army Corps of Engineers has been a valued client for almost 50 years. We look forward to using our Leading with Science approach to support the Far East District in its mission to deliver state-of-the-art engineering solutions on the Korean peninsula,” said Dan Batrack, chairman and CEO of Tetra Tech.

In conducting contracting activities, Tetra Tech will apply Leadership in Energy and Environmental Design and additional sustainability factors, such as water, sanitation and electrical utilities to the design of new and renovated buildings and infrastructure.

Tetra Tech has won multiple awards from various agencies within the past year. Valued at $86 million, Tetra Tech’s previous contract win from the Space Force calls on the company to provide information technology support for the Space Systems Command.

In September, Tetra Tech received a five-year, $100 million contract from the Environmental Protection Agency under which the enterprise is currently conducting analysis on the effects of climate change on human health and ecosystems.

Earlier, Tetra Tech won an $84.4 million task order to carry out operations, maintenance and sustainment support services for the Space Systems’ Command Shared Early Warning System as well as a $16.9 million task order under the company’s $169 million Department of Labor contract to develop and upgrade applications and provide additional technical support.

DIA Offers Visual Analysis of Iranian UAVs in Ukraine

A new Defense Intelligence Agency report has substantiated Russia’s use of unmanned aerial vehicles from Iran in its war in Ukraine.

The report, published Monday by DIA, presents a visual comparison of UAVs used by Russian forces against Ukraine and those of Iranian unmanned platforms used to target U.S. and partner interests in the Middle East.

The agency unveiled the analysis in support of transparency efforts and to offer insights on national security and defense issues.

The analysis offers images and descriptions of the Mohajer 6 Multirole UAV; Shahed-136 One-Way Attack UAV, renamed Geran-2 by the Russians; and the Shahed-131 One-way Attack UAV, renamed Geran-1 by the Russians.

Leidos, a major player in the U.S. government contracting ecosystem, serves 25 unique markets and has a global presence in 125 countries. In a recent video interview, Executive Mosaic spoke with Roger Krone, CEO and chairman of Leidos, to get an inside look at where the company is headed and which markets are growing the fastest.

“We have always managed our portfolio with a thought to where the customer’s unmet needs are going,” said Krone, a ten-time Wash100 Award winner.

While Leidos is viewed as a traditional defense contractor, Krone said the company has diversified into the healthcare and civil markets, and that strategy has led to growth across Leidos’ entire portfolio.

This diversification strategy aimed to balance Leidos’ performance across market areas — for instance, Krone shared, perhaps if defense is performing well, healthcare and civil would be down, and vice versa. But Krone said right now, a bit surprisingly, “all of our markets tend to be up.”

The recent growth in Leidos’ defense market is driven by the Russia-Ukraine conflict, and by shifts in the great power competition. But for the past 12-18 months, Leidos’ healthcare and civil markets are actually growing at a higher rate than its defense market.

“The magic of Leidos is to find capabilities and technologies that cross all of our markets so that when we invest in our internal research in development, we see benefits both in the traditional defense business and then in the non-defense businesses,” Krone said.

In the monumental 10th year of the distinguished Wah100 Award, Executive Mosaic highlighted the groundbreaking achievements of the Department of Defense’s Craig Martell and QinetiQ’s Shawn Purvis.

IRS Expects to Deliver Report on Free Online Tax Return Filing System to Congress in May

The Internal Revenue Service intends to submit a report to Congress detailing its plans to launch a free online system for filing tax returns by May, The Hill reported Wednesday.

In partnership with nonprofit organization New America, the IRS will put together a report on the potential system that could enable individuals to directly file a tax return with the agency. This system may be hosted on a web platform or application.

Ariel Jurow-Kleiman, a tax attorney and law professor at Loyola Law School, will collaborate with New America to provide a third-party analysis of the report in accordance with the country’s existing tax law.

The project is an effort ordered by the Inflation Reduction Act, which directed the IRS to carry out a study on how citizens could file their taxes through electronic means free of charge.

Last year, Congress allocated $15 million to the agency to conduct research on the development of a federal tax filing system.
