Who is L3Harris?

L3Harris is a leading provider of information technology services, with over 33 offices all over the U.S. L3Harris makes more than $17 billion annually and has customers in more than 100 countries. The company is led by CEO Christopher Kubasik, along with other members of the L3 Harris executive team leading over 47,000 employees spread across the globe. The defense and technology headquarters of L3Harris Corporation is located in Melbourne, Florida.

L3Harris is one of the largest defense contractors, mainly serving the military and DoD. Here are the company’s new and ongoing contracts.

  1. U.S. Army Legacy SINCGARS Radios Replacement Contract, $6 Billion

The U.S. Army awarded L3Harris Technologies a contract to provide a new Single Channel Ground and Airborne Radio System (SINCGARS) radio. The five-year IDIQ contract is worth $6 billion, and L3Harris has already received the initial delivery order worth $20 million. Under this contract, the company needs to fulfill the following duties:

  • Delivering advanced NSA-approved encryption
  • Replace old SINCGARS with modern SINCGARS radio
  • Providing resilient waveform communications for the Integrated Tactical Network (ITN)

L3Harris has been supplying Single Channel Ground and SINCGARS since 1980. These products have helped 300,000 military forces and DoD personnel.

  1. Communication Equipment Awards, $3.3 Billion

In June 2021, the company received a $3.3 billion contract from DOD. The company will provide support service, spares, ancillary items, and communication equipment like army radios in this firm-fixed-price contract.

The Army allocated $57 million for L3Harris Falcon IV Handheld as part of the potential 10-year contract.

  1. SDA Missile Tracking Satellites, $700 Million

The Pentagon awarded a $700 million contract to L3Harris to develop missile surveillance satellites that can follow quickly gliding hypersonic missiles. The company will also provide Tranche 1 Tracking Layer satellites with optical communications terminals and infrared mission payloads. It will make it possible for the SDA to track, identify, and track approaching missile threats.

The L3Harris team will also work on the satellite fleet’s ground operations and sustainment.

  1. Army Combat Net Radio Procurement Contract, $6.1 Billion

The U.S. Army awarded L3Harris Technologies and Thales Defense and Security a potential $6.1 billion Net Radio Procurement Contract. L3Harris already received an initial delivery order worth $20.6 million, and Thales received $18.2 million. Under this contract, the companies need to do the following:

  • Deliver 1,100 radios for quality checks and preliminary testing
  • Assist in achieving the cryptographic objectives of the DoD
  • Support the unified network strategy of the U.S. Army
  • Help in continued network modernization
  1. Strategic Jadc2 Cooperative Engagement Capability Contract, $380 Million

L3Harris Technologies received a contract worth $380 million from The U.S. Navy. The agreement aims to enhance the Cooperative Engagement Capability (CEC) system. The CEC system supports high-quality situational awareness and integrated fire control capabilities.

L3Harris has put together the finest team to deliver this improved capability to support the DoD goal for JADC2. The company also fulfills the Navy’s needs for developing, maintaining, and repairing the CEC system. L3Harris already received the $15 million initial award.

  1. Prototype Tactical Jamming Pods Delivery Contract, $496 Million

In December 2020, L3 Harris Technologies clinched a $496 million five-year contract with the U.S. Navy. With this agreement, L3Harris supports the Navy’s operational gaps and replaces the ALQ-99 Tactical Jamming System pods. Other responsibilities under this contract are:

  • Support the final design and production of eight operational prototype pods with four test pods to address Growler integration and airworthiness issues
  • Provide prototype tactical jamming pods and increase U.S. superior air power
  • Deliver eight operational pods to NAVAIR for fleet assessment
  • Test assets for airworthiness and design verification
  • Offer extended stand-off jamming capability
  1. USSOCOM Contract, $100 Million

USSOCOM gave L3Harris Technologies a five-year $100 million contract to improve and extend the service life of 550 L3Harris Very Small Aperture Terminals (VSAT) in January 2020. L3 Harris will also upgrade the software, hardware, and warranty of already-installed Hawkeye III Lite VSAT terminals, extending their lifespan while reducing overall costs.

  1. Tactical Data Link Portfolio For Viasat’s Government Systems, $1.96 Billion

As part of a deal valued at over $1.96 billion, L3Harris Technologies has agreed to acquire Link 16, the tactical data link product line owned by Viasat. At operating bases and in the military, Link 16 secures data and audio communications.

The agreement provides a versatile information dissemination system and next-generation handheld radios and terminals utilized by the U.S. and its allies on over 20,000 platforms. The Link 16 to space business will also be sold as part of the deal.

Customary transaction changes may finalize the definitive agreement in the first half of 2023.

  1. Tactical Radio Systems For U.S. Army, $235 Million

The U.S. Army placed two orders with L3Harris Technologies for two-channel tactical radio systems worth $235 million. The Falcon IV AN/PRC-163 Leader and AN/PRC-158 Manpack radios received their second entire manufacturing orders under the 10-year Handheld, Manpack, and Small Form Fit contract, which cost $16 billion.

Multi-channel, simultaneous communications are made possible by the AN/PRC-163 system from L3Harris and its incorporation of mobile ad hoc network technology. The AN/PRC-158 model uses integrated hardware compatible with the Mobile User Objective System for military satellite communications.

  1. SDA Tranche 1 Transport Layer Prototype Agreements, $1.3 Billion

With a total of $1.3 billion, the Space Development Agency (SDA) has contracted Northrop Grumman and L3Harris Technologies to develop and launch 28 satellites. This contract was released last July 2022 as part of the first phase of the tracking layer for the National Defense Space Architecture. The value of L3Harris’s award is $700 million, while Northrop’s is $617 million.

  1. SOCOM Aircraft Production Contract, $3 Billion

L3Harris Technologies and Air Tractor formed a collaboration to win a $3 billion IDIQ contract to produce up to 75 fixed-wing aircraft for Special Operations Command. SOCOM gave an initial award of $170 million under the IDIQ and placed an order for six low-rate initial production lots on planes.

Within six months, L3Harris plans to finish modifying a prototype demonstrator it produced for the Armed Overwatch and perform weapon system tests for the command.

Democrats Work on Full-Year Spending Package, Eye 1-Week Stopgap Extension

Democrats in Congress are working on a spending package for fiscal year 2023 and considering a one-week extension to a stopgap measure that is set to expire on Dec. 16, to avoid a government shutdown and give Congress more time to reach an agreement on an omnibus funding bill, Government Executive reported Tuesday.

In September, President Joe Biden signed into law a continuing resolution to keep government operations funded at current spending levels until mid-December.

According to a Senate aide, lawmakers from the majority party are drafting bills that would incorporate bipartisan priorities to facilitate the passage of the omnibus measure in both chambers.

Lloyd Austin, secretary of the Department of Defense and a two-time Wash100 awardee, urged congressional leaders through a letter to work on a full-year appropriations legislation before the end of the year.

“Failure to do so will result in significant harm to our people and our programs and would cause harm to our national security and our competitiveness,” Austin wrote in the letter that was first reported by Politico.

Senate Majority Leader Chuck Schumer, D-N.Y., and three other congressional leaders had a meeting with Biden at the White House on Tuesday to discuss government funding and other legislative priorities.

“We hope it can be done this year, and we know each side is going to have to give in order to send an omnibus to the president’s desk,” Schumer said of the full-year funding package.

GSA Unveils New Product File to Collect, Consolidate Catalog Information

The General Services Administration will begin offering a new product file for the Common Catalog Platform that will work to collect catalog data published on the agency’s purchasing website.

Intended to succeed the Products Price Proposal Template, the product file will consolidate catalog details required for selling supplies and products on GSA Advantage!, the agency said Tuesday.

The catalog information is currently collected on the Schedule Input Program, which will be retired upon the completion of the contractors’ transition to the CCP in fiscal year 2024.

GSA explained that the eMod tool will display a button that says “Go to CCP” which will move the contractors to the platform where they will submit their product files.

Once processed, eMod will receive a copy of the file to complete the contract modification package.

CGI Federal secured a contract in November 2021 to develop the CCP, a web-based application for managing catalog information.

US Army Aeromedical Research Lab Conducts Developmental Test of Vita Rescue System

The U.S. Army Aeromedical Research Laboratory has concluded flight and environmental testing of Vita Inclinata’s anti-rotational rescue device to aid medical evacuations.

The test’s finalization advances the Vita Rescue System – Litter Attachment closer to airworthiness certification, the company said Tuesday.

VRS-LA was developed by Vita’s aerospace division to improve the safety and effectiveness of MEDEVAC hoist missions. The trials involved placing the device in extreme environments and rigorous flight demonstrations. AARL used a rescue system manufactured by Skedco and the Stokes litter to assess the durability of VRS-LA.

Next steps will find the service branch proceeding with user evaluation of the product and deploying it to soldiers in the field.

AWS Releases Guide to Ensure Continuity of Government IT Operations

Amazon Web Services has introduced a three-tiered solution guide designed to help government customers protect and maintain key digital assets and services during disruptions caused by natural disasters, cyberattacks against infrastructure or power grid failures.

Tonis Pihlakas, a technical business development manager for AWS worldwide public sector, said in a blog post published Tuesday that the Continuity of Government IT on AWS encompasses three levels of continuity classification: cloud backup, pre-planned migration and active cloud standby.

For the first level, CGIT will help government agencies determine the best strategy for creating an architecture for continuous cloud data backup.

At Level 2, AWS will assist customers in preparing plans and procedures for service migration and recovery.

Level 3 CGIT engagements will focus on ensuring seamless continuity of operations between on-premises and digital storage.

“CGIT gives public sector bodies the ability to leverage globally distributed IT infrastructure to underpin their continuity plans,” shared Liam Maxwell, director of government transformation for AWS.

NASA Opts for Alternative Greenhouse Gas Observation Mission Over GeoCarb

NASA said it will pursue alternate options to develop greenhouse gas measurement and observation technologies rather than a planned observation mission with Lockheed Martin and the University of Oklahoma.

GeoCarb was intended as a low-cost satellite designed to monitor carbon gases in the atmosphere over North and South America but became unfeasible due to cost performance and technical concerns, NASA said Tuesday.

The mission has an estimated life cycle cost of more than $600 million, a significant increase from its original cost capped at $170.9 million, and the increased cost would negatively impact the Earth Science portfolio.

The agency carries out its greenhouse gas observation efforts by obtaining data from international and commercial partners, extending operations of the Orbiting Carbon Observatory-3 mission on the International Space Station and performing additional airborne observations.

“We are committed to making key methane and carbon dioxide observations, integrating them with measurements collected by other national, international, and private sector missions, and making actionable information available to communities and organizations who need it to inform their decisions,” said Karen St. Germain, director of the Earth Science Division.

Pentagon Issues 2022 China Military Power Report

The Department of Defense released an annual report outlining the challenges facing the U.S. military and assessing changes in China’s military and security strategy, DOD News reported Tuesday.

The 2022 China Military Power Report details the East Asian country’s efforts to expand its national power to transform the international system; increase military coercion in the Indo-Pacific region; strengthen its space, nuclear and counterspace capabilities; and intensify its diplomatic, political, economic and military pressure against Taiwan.

“It’s important to understand the contours of [Peoples’ Liberation Army] modernization to include their thinking about what the PLA’s way of war would look like, to kind of survey their current activities and modernizing capabilities and to assess their future military modernization goals,” a senior defense official told reporters prior to the report’s release Tuesday.

“As an outcome of the 20th Party Congress [in October], Beijing is focusing on intensifying and accelerating the PLA’s modernization goals over the next five years, including strengthening what they refer to as its system of strategic deterrence,” the official said.

According to the report, PLA started discussing the “multi-domain precision warfare” as an operational concept meant to use its command, control, communications, computers, intelligence and reconnaissance network to detect vulnerabilities in the operational systems of its adversaries.

The document also noted that China has 400 operational nuclear warheads and could deploy about 1,500 warheads by 2035 if the pace of the country’s nuclear expansion efforts continues.

OPM’s Jason Barke: Government Resources Can Help Federal Agencies Fill Workforce Skills Gaps

Federal agencies should make use of new and existing government initiatives to remedy skills gaps in their workforce, said Jason Barke, deputy associate director for strategic workforce planning at the U.S. Office of Personnel Management.

Barke told Federal News Network that OPM is working with other departments to address issues such as compensation, recruitment, understaffing and retention.

Existing financial incentives such as special pay rates and student loan repayment will help agencies keep their skilled talent and avoid losing them to private companies, Barke stated. He also noted that OPM is collaborating with a cybersecurity group on the feasibility of special pay rates.

To aid in the assessment of federal program and project managers, OPM established the Competency Exploration for Development and Readiness tool, which Barke thinks could be useful in recruiting HR specialists.

“As often as necessary, we provide feedback, we see where gaps are and we work closely with [agencies] to ensure that they have that infrastructure in there to be able to address those skills gaps. We think that we’re moving in the right direction, but there are always going to be opportunities to close skills gaps,” Barke commented.

CACI Joins Red Hat Embedded Partner Program to Provide Archon CSfC Product; Glenn Kurowski Quoted

CACI has joined Red Hat’s Embedded Partner Program to work with the organization to provide an enterprise scalable Commercial Solutions for Classified mobility product.

The partnership will utilize CACI’s Archon, which provides secure, remote access to classified environments with turnkey onboarding and administration, with Red Hat Enterprise Linux as a foundation, the Reston, Virginia-based company announced on Tuesday.

“Red Hat is a valuable partner for CACI. Extending our collaboration with Red Hat enables CSfC at an enterprise scale, with flexibility not seen previously in the CSfC space, for faster migrations and enterprise adoption with more efficient operation,” said CACI Chief Technology Officer Glenn Kurowski.

Leveraging Red Hat Enterprise Linux, which serves as the infrastructure for the platform, CACI’s Archon built the sole industry end-to-end CSfC product in the marketplace. Archon applications utilize Red Hat’s rpm-ostree technology to deliver atomic updates to the edge, which supports company consistency and compliance.

Dylan Connor, senior vice president and product manager for Archon, said that the collaboration will improve the integration of Red Hat’s technology into the Archon platform to better serve customers.

“We’ve simplified the entire solution, while steadfastly meeting CSfC requirements, to help organizations overcome the scaling and management problems historically seen in these types of solutions,” he emphasized.

CACI’s entry into the partner program follows the release of Red Hat Enterprise Linux 9.1 and 8.7. These updates to the platform are intended to enhance its capabilities to better cater to clients’ information technology needs.

“Red Hat Enterprise Linux offers a powerful foundation to drive innovation across the open hybrid cloud with the flexibility and hardened capabilities needed to support our customers and partners at the farthest edge,” stressed Chris Gray, vice president of Red Hat’s North America partner ecosystem.

According to Archon’s website, its products have been utilized to support many federal government initiatives including securing remote work, simplifying classified military communications and securing the Department of Defense supply chain.

Maj. Gen. Shawn Bratton: STARCOM Eyes Live Operations for Training Guardians

Maj. Gen. Shawn Bratton, commander of Space Training and Readiness Command, said STARCOM is considering offering live operations training to Guardians in addition to conducting training in an “all simulation, all classroom environment,” Breaking Defense reported Tuesday.

“And it’s something we’re certainly thinking through and looking for help on is, you know, if I put a Guardian in a simulator, simulator, simulator and then put them on the ops floor live to fly GPS or communication satellite or any of the space capabilities, is that the best preparation? Or is it better if in training, they do some of those live activities?” Bratton said.

He said the command is turning to industry to seek help as it works on establishing its range infrastructure. He also offered updates on the proposed National Space Test and Training Complex.
