USSOCOM Seeks Mobile Workstation Concepts

The U.S. Special Operations Command is interested in working with vendors to design, build and test mobile workstations for the transportation of military personnel and server storage to mission areas.

SOCOM said in a notice posted on SAM.gov that SOFWERX, a public-private innovation factory that helps connect industry with military programs, will host a three-day virtual assessment event in January for interested offerors to present their ideas for the support truck prototype project.

The command is seeking three workstations that can accommodate at least four passengers and six racks of server storage, supply multiple internal and external 20A 120 volts alternating current power receptacles and feature a climate-controlled work environment.

The selection process is divided into four phases, with the last phase culminating in federal acquisition regulation or non-FAR contracts with partners that meet SOCOM requirements. 

The main virtual assessment event will run from Jan. 3 to Jan. 5 where selected participants will have the chance to pitch and demonstrate proposals through a one-on-one session with a SOCOM panel of assessors.

Interested parties can submit their concepts for the mobile workstations from Oct. 28 to Nov. 28. Following a review of the submissions, proposers who meet the requirements will receive an invitation to the event on or around Dec. 9.

DMI Acquires Ambit Group to Expand Portfolio Within Federal Market; CEO Sunny Bajaj Quoted

DMI, the digital transformation services organization, has acquired data analytics, cybersecurity and mission support company Ambit Group in an undisclosed transaction.

The acquisition will advance DMI’s collection of digital services and extend its customer and contract vehicle portfolio within federal markets, the Bethesda, Maryland-based company stated on Thursday.

“With this addition, we combine Ambit’s comprehensive data management, analytics, and cybersecurity services with our cross-industry, digital transformation expertise to help drive the next generation of digital government,” DMI founder and CEO Sunny Bajaj commented.

Bajaj also emphasized the high demand for IT modernization and new technological innovations.

DMI offers enterprise consulting, transformation and maintenance services to both public and private sector clients. The company uses a streamlined suit of agile software development and engineering solutions powered by business strategy, domain-specific knowledge and technical prowess.

With a focus on federal agencies, Ambit targets the area of mission performance development by providing digital enhancement services across the areas of homeland security, regulatory and civilian services.

“With Ambit’s track record of success in this space, coupled with DMI’s extensive experience and range of services, this pairing represents an unstoppable force,” said Ambit co-CEO Kim Hayes.

Akima Infrastructure Services Receives $63M Award to Bolster Operations at Two DOE Nuclear Facilities

Akima Infrastructure Services, a subsidiary of Akima, has secured a potential four-year, $63 million, from Consolidated Nuclear Security, to enhance staff proficiency in engineering, professional and technical services for the Department of Energy.

The agreement covers two of the department’s facilities, the Y-12 National Security Complex in Oak Ridge, Tennessee and its Pantex Plant in Amarillo, Texas, which are crucial in managing the U.S. nuclear supply, the Herndon, Virginia-based company announced on Thursday.

The Y-12 National Security Complex handles the production, surveillance, dismantlement and storage of nuclear assets. Additional operations at the facility are designed to reduce global nuclear threats by identifying, discarding and protecting nuclear material.

Duncan Greene, president of Akima’s Mission Systems, Engineering and Technology group commented on the company’s history of support for the DoE’s mission.

 “This award from CNS will allow us to continue this partnership and provide the DOE with support to operate critical nuclear security facilities effectively and efficiently,” he stated.

Akima received this award under the CNS Engineering Professional and Technical Basic Ordering Agreement through the DOE Integrated Contractor Purchasing team to consolidate procurement processes and reduce the cost of ownership for the department’s contractors.

Consolidated Nuclear Security is composed of various member companies within the realm of government contracting. The organization works to reinforce the efforts of the National Nuclear Security Administration.

CISA Names Former Microsoft Specialist Matt House as CDM Program Manager

Matt House, a former modern work specialist within Microsoft‘s U.S. federal civilian business unit, has been appointed program manager of the Cybersecurity and Infrastructure Security Agency’s Continuous Diagnostics and Mitigation initiative.

In this role, House will collaborate with federal agencies and industry on deploying cybersecurity tools, dashboards and integration services designed to secure federal networks against threats, according to CISA’s LinkedIn post.

House brings more than two decades of industry experience in areas such as program management, software engineering, cybersecurity and information technology.

He has previously supported government-wide efforts across the Department of Homeland Security, including the implementation of the EINSTEIN intrusion detection system and the CDM dashboard.

House served as director of cybersecurity services at InfoReliance and vice president of the technology solutions business unit at EGlobalTech.

Pentagon to Establish New Office to Oversee JADC2 Integration Efforts

The Department of Defense has announced a new office responsible for aligning the efforts of the Navy, Army and Air Force to enable multidomain warfighting capabilities, DefenseNews reported Wednesday.

The acquisition, integration and interoperability office will operate under the Office of the Secretary of Defense and work to ensure that the services’ contributions to the Joint All Domain Command and Control initiative work across air, sea, land, space and cyber domains.

Chris O’Donnell, deputy assistant secretary of defense for platform and weapon portfolio management, said the office will look at how to fully integrate the multibillion-dollar effort across the department and work toward achieving “more jointness” among the services.

“I would never say the services are too siloed in their approach. The services are doing exactly what they need to support service needs,” O’Donnell said.

The Army supports the JADC2 effort through its Project Convergence networking and technology experiment, while the Air Force has the Advanced Battle Management System and the Navy has Project Overmatch.

Navy, Army Conduct Hypersonic Weapon Flight Campaign

The U.S. Navy and Army have launched a precision-sounding rocket to test various experiments to guide the development of next-generation offensive and defensive hypersonic weapon systems.

Sandia National Laboratories conducted the flight campaign at NASA’s Wallops Flight Facility in Virginia to inform the Navy’s Conventional Prompt Strike and the Army’s Long Range Hypersonic Weapon programs, the Navy said Wednesday.

Data collected from the test will guide the development of a Navy-designed common hypersonic missile that both services will use alongside individual weapon systems and sea and land-based launchers.

The sounding rocket contained hypersonic experiments and prototypes from several defense contractors and partners including Mitre, Johns Hopkins University Applied Physics Laboratory and Oak Ridge National Laboratory.

The U.S. military use sounding rockets to speed up the maturation of weapon technologies before going through the final design stage.

The Missile Defense Agency also participated in the flight campaign to gather data for its weapon development program to counter hypersonic missile threats.

Rear Adm. Casey Moton: Navy to Create Autonomy Baseline for Unmanned Vehicle Development

Rear Adm. Casey Moton said the U.S. Navy is establishing a “government-controlled autonomy baseline” to set a standard for vendors to ensure compatibility of company-built systems with the branch’s unmanned vehicles, B

In an interview with Breaking Defense, Moton revealed that his team is doing research comparing industry systems and their vendors and taking into account feedback from military exercises to take this “next step” in autonomous vessel development.

As part of this effort, the division intends to select an autonomy baseline manager by the summer of next year, according to the publication.

The ABM contract winner will perform ground-level engineering services to continuously upgrade industry-developed systems for potential use in the Navy’s future unmanned vessels.

Moton noted the baseline will allow the agency to “continually inject competition” in its acquisitions while maintaining full control of the winning contractor to “help define what that system is going to be.”

Navy to Break Up 5 Prime Contracts to Increase Small Business Awards; Jimmy Smith Quoted

The U.S. Navy will break up five major contracts into smaller awards in fiscal year 2023 to provide small businesses opportunities to compete for contract work, Federal News Network reported Wednesday.

Jimmy Smith, director of the office of small business programs at the Department of the Navy, said the move will help the military branch to meet the objectives of an executive order that seeks to advance equity and racial justice in underserved communities.

Smith said the service has not yet finalized the five contracts that it plans to break into parts due to the continuing resolution.

“I can’t pull the trigger on a new contract and tell you which ones those are that we’re going to break down and break into many parts until we get past the continuing resolution,” Smith told FNN in an interview.

“But we know all the contracts that are sun-setting on the horizon. If they fall into the right time frame, we’re breaking them up into many parts to create opportunities for small businesses, to increase our small business participation,” he added.

According to Smith, about $18.4 billion of the Navy’s prime contract awards went to small businesses in FY 2022, up from more than $17 billion during the previous fiscal year.

Johns Hopkins to Help Train Future Space Force Leaders; Katharine Kelley Quoted

The U.S. Space Force has teamed up with the Johns Hopkins University School of Advanced International Studies to provide professional development and specialized facilities to the service branch’s prospective leaders.

As part of the partnership, Johns Hopkins Applied Physics Laboratory specialists will offer insights and hands-on training on emerging and existing technologies for Space Force mission use, APL said Wednesday.

The Maryland-based research center will lend its facilities to train top candidates of USSF’s Intermediate and Senior Developmental Education.

“To develop superior space capabilities and deliver warfighting solutions, we must deliberately grow our Guardians to think, act and fight strategically with an understanding of how they fit into the larger ecosystem of the space community,” said Katharine Kelley, deputy chief of space operations for human capital at USSF.

Aside from military professional development, the personnel at the branch will also undergo master’s degree-level education on advanced science, technology, engineering and math.

APL cited its development and delivery of the Deep Space Advanced Radar Concept demonstrator to USSF as an example of the lab’s national security mission support work.
