AWS, Nonprofit Partner to Offer Midterm Campaign Cybersecurity Services

Amazon Web Services has teamed up with the nonprofit Defending Digital Campaigns organization to give federal political campaigns and committees access to cybersecurity services that can help protect sensitive data and other information assets.

Leo Zhadanovsky, chief technologist of education and worldwide public sector at AWS, wrote in a blog post published Thursday that national party and federal candidate committees can obtain cybersecurity platforms at minimal cost through a program authorized by the Federal Election Commission.

The partnership is offering 20 software suites at low to no cost to eligible committees that are active and registered for this year’s House and Senate midterm elections.

DDS received permission from the commission to offer subsidized internet security services and education and information sharing assistance during election campaigns as long as the nonprofit complies with campaign finance laws.

Zhadanovsky said cybersecurity tools will enable the benefitting parties to monitor their accounts, users and storage for potential threats and mitigate potential attacks.

Users can also discover and protect sensitive data through machine learning and pattern matching, the AWS executive noted.

He added that qualified parties may enroll their campaign in the program on the AWS website or by contacting the company’s public sector team.

Cyberspace Solarium Commission Report: At Least 30% of 2020 Recommendations Reach Full Implementation

The Cyberspace Solarium Commission listed 82 policy recommendations in March 2020 to implement a layered cyber deterrence strategy and transform how the U.S. government responds to cyberthreats and of these recommendations, 30.5 percent are now fully implemented.

CSC said in its 56-page report that 28 percent of its recommendations are nearing implementation and nearly 27 percent are on track to implementation.

According to the report, at least 2 percent of the commission’s recommendations are facing significant barriers to implementation and over 12 percent have been tagged as “progress limited” when it comes to implementation.

The commission’s 82 recommendations are organized into six pillars: reform the U.S. government’s structure organization for cyberspace; strengthen norms and nonmilitary tools; promote national resilience; reshape the cyber ecosystem; operationalize cybersecurity collaboration with the private sector; and preserve and employ the military instrument of national power.

CSC noted several improvements in the country’s cybersecurity in the past two years, including the passage of the Cyber Incident Reporting Act, the appointment of a national cyber director at the White House to oversee cyber strategy and policy implementation and the formation of the Joint Cyber Defense Collaborative at the Cybersecurity and Infrastructure Security Agency.

The report cited increased funding for federal cybersecurity initiatives, such as increasing CISA’s budget by over 25 percent to $2.59 billion in appropriations for fiscal year 2022.

The document also highlighted the transition to the CSC 2.0 project, which will continue to monitor and assess the implementation of the commission’s recommendations.

GSA Seeks Public Comment on Proposed Identity Proofing Study

The General Services Administration’s Technology Transformation Services has issued a notice of request for comments regarding its study of equality in the use of remote identity proofing technology.

TTS aims to determine the technological factors that hinder equitable public access to services such as facial verification applications, according to the agency’s notice posted in Federal Register.

The public comment solicitation is required in order for the agency to get clearance from the Office of Management and Budget to conduct research on biometric and non-biometric checks on participants from different demographic backgrounds.

For its study, TTS will examine demographic data such as race, gender and age along with personally identified information, including participants’ state ID Card pictures, to help GSA understand how they impact the performance of remote identity-proofing systems.

The deadline for submitting comments is on Nov. 21.

FCC Commissioner Brendan Carr Backs EU Officials’ TikTok Inquiry, ‘Fair Share’ Network Proposal

Brendan Carr, a commissioner of the Federal Communications Commission, is meeting with European Union officials on matters of Big Tech’s increased share in communication network builds and the potential national security risks from the social media platform TikTok.

In a speech published Monday, Carr expressed his support for the EU’s investigation into the two issues, which are part of an international effort to strengthen IT security.

Carr is in Brussels, Belgium to meet delegates from the European Commission, the European Parliament, EU states’ regulatory bodies and other stakeholders for a discussion of cybersecurity issues and goals.

He said he was “pleased” that EU and U.S. officials are considering changes that would require major technology companies to contribute a bigger share toward building faster communication networks, since they “benefit tremendously” from the infrastructure and “generate the lion’s share of network traffic” in the two regions.

On the subject of TikTok, Carr commented that the video-hosting service “functions as a sophisticated surveillance tool that harvests extensive amounts of personal and sensitive data,” which have no security checks as they are accessed from inside China.

U.S. lawmakers are looking into the platform’s user data practices and links to the Chinese government.

Senate Bill Seeks to Establish Critical Munitions Acquisition Fund; Sen. Jeanne Shaheen Quoted

Sens. Jeanne Shaheen, D-N.H., and Thom Tillis, R-N.C., have proposed a bipartisan bill that would create a critical munitions acquisition fund to enable the secretary of the Department of Defense to improve management and sustain industry production lines of munitions as part of efforts to ensure military readiness.

The proposed Promoting Readiness for Overseas Contingencies and Unexpected Responses to Exigencies Act would grant CMAF with authorities to help DOD project industry’s supply chain requirements and improve the Pentagon’s purchasing power, Shaheen’s office said Monday.

“The PROCURE Act would ensure the U.S. is prepared to help our allies and partners in times of crisis without undermining our own military readiness,” Shaheen said.

“It would provide a more effective way to organize our allies’ procurement of the munitions required to defend against the threats they face,” she added.

Among the bill’s co-sponsors were Sens. John Cornyn, R-Texas; Richard Blumenthal, D-Conn.; Roger Wicker, R-Miss.; Rick Scott, R-Fla.; Tim Kaine, D-Va.; Deb Fischer, R-Neb.; Tammy Duckworth, D-Ill.; and Amy Klobuchar, D-Minn.

The lawmakers plan to file the measure as an amendment to the National Defense Authorization Act for fiscal year 2023.

NASA’s Double Asteroid Redirection Test spacecraft hit its target asteroid moonlet Dimorphos on Monday as part of the world’s first test of a planetary defense technology.

NASA said Tuesday the test sought to demonstrate its capability to maneuver a spacecraft to intentionally crash into an asteroid and deflect it through kinetic impact as part of an effort to protect Earth should a planet-bound comet or asteroid be discovered.

“Now we know we can aim a spacecraft with the precision needed to impact even a small body in space. Just a small change in its speed is all we need to make a significant difference in the path an asteroid travels,” said Thomas Zurbuchen, associate administrator for the Science Mission Directorate at NASA.

Dimorphos, which does not pose a threat to Earth, is orbiting a larger asteroid dubbed Didymos. The investigation team will use ground-based telescopes to determine whether DART’s collision with the asteroid changed its orbit around Didymos.

The spacecraft was able to target the smaller asteroid 10 months after launch using its Didymos Reconnaissance and Asteroid Camera for Optical navigation system or DRACO, which captured the surface of Dimorphos seconds before impact.

The Johns Hopkins University Applied Physics Laboratory oversees the DART mission for the space agency’s planetary defense coordination office.

The information technology arm of General Dynamics has secured a potential five-year, $110 million task order from the Department of Veterans Affairs.

The enterprise service desk task order charges General Dynamics Information Technology with the operation and maintenance of a technology support system for veterans, complete with built-in back-ups and emergency preparation measures, the Falls Church, Virginia-based business unit said Monday.

Kamal Narang, vice president and general manager for federal health at GDIT, asserted that the services provided under the task order will strengthen IT outcomes for users, make processes more efficient and mitigate costs.

Narang also emphasized the company’s dedication to the wellbeing of veterans and its efforts to make the user experience of its technologies and tools “easy, effective and personalized.”

GDIT’s enterprise service desk efforts with the VA have been ongoing for four years and together, they have fielded and responded to over 10 million help submissions. Additional support GDIT conducts for the VA includes digital migration of a litany of veteran records, the institution of enterprise security measures, as well as the recent creation of an artificial intelligence-based tool for the identification of skin cancer.

For work under the new contract, GDIT will source its labor to its facilities in Louisiana, Kentucky and Texas. These Technology Shared Services offices will all be active and ready with back-up in the event of an emergency situation. Their team will be available at every hour of every day with Tier 1 IT and technical expertise, communicating with over 500,000 VA representatives at any VA location in the country.

Furthermore, GDIT will employ remote automation tools and knowledge facilitation programs in order to fulfill self-service inquiries and overall create a superior interface and interactivity for the country’s veteran population of over nine million.

The VA task order comes on the heels of the company’s five-year, $65 million contract from the Centers for Medicare and Medicaid Services for data integration and cloud migration activities.

TIP Technologies Now Under the Deltek Umbrella After Completed Acquisition; CEO Mike Corkery Quoted

Project enhancement software company Deltek has finalized its agreement to buy quality assurance program maker TIP Technologies. Both companies primarily strive to serve the government contracting and aerospace and defense industries.

The transaction was initiated in mid-July and TIP’s addition is expected to bolster Deltek’s portfolio with quality management system and manufacturing execution system platforms, the Herndon, Virginia-based company said Monday.

Mike Corkery, CEO and president of Deltek, explained that the large amount of regulations and compliance rulings at the federal level calls for programs and services that properly prepare organizations while conducting their projects. Corkery asserts that the combined forces of the two companies will provide the integrated software that satisfies these needs.

Corkery, who is a two-time Wash100 Award winner, also noted that although the team is thrilled to collaborate with TIP’s, Deltek will continue to employ third party enterprise resource planning options for aerospace and defense clients.

One of Deltek’s primary customers that will also benefit from the acquisition are engineer-to-order firms. The company plans to demo and preview some of its plans for the partnership in the coming months, including at its Deltek ProjectCon annual business gathering in November.

“We are thrilled to now be a part of Deltek and I want to thank all our TIP Technologies employees and all the parties involved that helped us complete this acquisition,” commented Mike Miller, CEO and president of TIP Technologies.

In April, Corkery spoke with ExecutiveBiz for an Executive Spotlight interview wherein he discussed celebrating the company’s 40th anniversary, updates to its Costpoint program and more.

“We’re always looking to add solutions that are relevant in our target markets and add more value to our existing solution set for our target markets,” Corkery said, perhaps foreshadowing the upcoming acquisition of TIP.

Oklahoma State University to Support DHS Counter-UAS Project Through Amentum Partnership

Amentum has awarded Oklahoma State University a $15 million subcontract to support the Department of Homeland Security in developing technology to counter malicious unmanned aircraft systems.

The company will execute the project as part of a five-year, $260 million DHS task order under the Department of Defense Information Analysis Center Multiple-Award Contract.

Amentum will work with the Counter-UAS Center of Excellence, a new institute unveiled last week by OSU’s Oklahoma Aerospace Institute for Research and Education, the university said Friday.

Over the next four years, the partnership will focus on development, evaluation, improvement and professional training at DHS to identify, monitor and counterattack malicious drones that could harm infrastructure and other critical national security sites.

The Counter-UAS Center for Excellence was formed through the National Defense Authorization Act. OSU secured an initial $6.5 million in appropriated fiscal year 2021 and 2022 funds from the U.S. Army Combat Capabilities Development Command.

Additional funds amounting to $5 million are proposed for FY 2023, according to the university.

SBA to Take Over Responsibilities for Verification of Veteran-Owned Small Businesses

The Small Business Administration will take over all responsibilities for the verification of veteran-owned small businesses from the Department of Veterans Affairs starting Jan. 1.

VA said Friday it will halt the application for verification or reverification of VOSBs and service-disabled, veteran-owned small businesses on Oct. 24 as part of the transition.

The agency noted that the Office of Small and Disadvantaged Business Utilization will continue to accept applications from veterans until the deadline.

“VA will reach out to all impacted Veterans to ensure a transparent, seamless transition of the verification process,” said Sharon Ridley, executive director of OSDBU.

The transition complies with a section of the 2021 National Defense Authorization Act that mandates that the SBA streamline and consolidate services offered to VOSBs and SDVOSBs.

In July, the SBA sought industry feedback on its proposed rule to develop a certification program for VOSBs seeking to be awarded sole source or set-aside federal contracts.
