Navy’s Underwater Training Range Reaches Full Operational Capability Status

The U.S. Navy’s Naval Aviation Training Systems and Ranges program office has declared full operational capability for the first increment of its underwater training infrastructure for submarines and surface vessels.

The Undersea Warfare Training Ranges Increment I achieved the status after it demonstrated its capacity to support multiple maritime exercises, including anti-submarine warfare training, Naval Air Systems Command said Tuesday.

L3Harris Technologies helped the Navy install an ocean sensor and shore electronics subsystems near Jacksonville, Florida, as part of the USWTR INC I effort.

The company secured a $393 million follow-on contract in 2021 to modernize and replace systems at other training ranges near Southern California, the Bahamas and Hawaii.

“These ranges are essential to our national security, and provide critical support to the helicopter maritime strike, maritime patrol and reconnaissance, and Navy ship communities,” said Capt. Kevin McGee, program manager of PMA-205.

Deanne Criswell Names New Members of FEMA National Advisory Council

Deanne Criswell, the administrator of the Federal Emergency Management Agency, has unveiled the appointment of 19 members to an advisory council that provides recommendations to the agency on disaster preparedness and response efforts.

Jeff Hansen, director of community safety for the Choctaw Nation of Oklahoma, has been named chair of the National Advisory Council replacing outgoing chair W. Nim Kidd, chief of the Texas Division of Emergency Management, FEMA said Tuesday.

Hansen, who previously served as vice chair of the council for four years, is the first tribal representative to hold the position of council chair.

He said the council will grow its members from 35 to 40 beginning in 2023 to include positions focused on climate change. The 16 new appointees and three returning members will begin their terms on Dec. 1.

The council has created approximately 400 recommendations to FEMA on a range of emergency management matters since its inception in 2006.

Report: Navy Plans to Block Buy Five Columbia-Class Ballistic Missile Submarines

U.S. Navy Rear Adm. Scott Pappano, program executive officer for strategic submarines, said the service branch aims to purchase five Columbia-class ballistic missile submarines through a potential block-buy deal, Defense Daily reported Tuesday.

Speaking at the annual Naval Submarine League symposium, Pappano said the plan would enable the Navy to stick to the program’s schedule and send a “positive demand signal” to the defense industrial base.

The official said that the Columbia-class program has an internal six-month schedule margin to reduce potential gaps in the transition from the legacy Ohio-class SSBNs in fiscal year 2030.

According to Pappano, the future USS District of Columbia (SSBN-826), the first submarine of the class, is down to only about one month of the planned margin.

General Dynamics‘ Electric Boat facility in Quonset Point, Rhode Island, commenced the full-rate production of SSBN-826 during a keel laying ceremony in June.

The Columbia-class program will include 12 new SSBNs that will replace the 14 aging Ohio-class submarines that the Navy expects to retire beginning in 2027.

Empower AI announced on Wednesday that the company has secured a potential three-year, $11 million recompete contract to support the 7th Signal Command (Theater) under the Information Technology Enterprise Solutions – 3 Services contract for the U.S. Army.

“Ensuring and validating the strongest cybersecurity posture for the Army and Joint Force is a critical mission initiative, and we are pleased to continue our long-term support for the Army and the 7th Signal Command in this effort,” said Paul Dillahay, president and CEO of Empower AI, who is a four-time Wash100 Award.

Under the contract, Empower AI will provide IT services and support to the Security Control Assessor to the 7th Signal Command (Theater) at Army Network Enterprise Centers across the globe, including Risk Management Framework validation testing to ensure the highest-level security posture for all systems and networks.

Christopher Lowman: DoD Eyes New Strategies to Help Address Long-Term Sustainment Costs

The Department of Defense is working on a new project that seeks to tackle long-term sustainment costs upfront in weapons systems development, Federal News Network reported Tuesday.

Kathleen Hicks, deputy secretary of DOD and a two-time Wash100 AWard winner, approved the initiative called “rapid sustainment execution reserve” meant to help address the problem with long-term costs.

“We want to provide the upfront investment to procure a commercially-available solution, something that can be executed in a single fiscal year, get the military services past that initial investment, and then scale it within the services,” Christopher Lowman, assistant secretary for sustainment at DOD, said at a conference.

“We’ve developed some vignettes we’ll release on SAM.gov, and we’re looking for feedback from industry on what the solutions are. What are the available products? I’m not interested in developing anything. What I want are options and ideas on how to address the sustainment challenges with existing technology, and then we’ll allow them to compete,” he added.

The Pentagon also aims to leverage data to enhance its sustainment plans and Lowman noted that Hicks cleared new approaches to measure long-term performance of weapons systems.

With the initiative called “sustainment health strategies,” Lowman said the department will use information in authoritative databases of service branches to gain measurements of those weapons platforms’ availability.

International Counter Ransomware Initiative Lays Out Plans to Fight Ransomware

Member countries of the International Counter Ransomware Initiative assembled for a two-day summit that kicked off Monday in Washington, D.C., and worked with partners in the private sector to come up with measures to fight ransomware worldwide.

CRI members will carry out several actions in 2023 to counter ransomware such as establishing an international counter ransomware task force to coordinate efforts to fight illicit finance activities; creating a fusion cell at the Regional Cyber Defense Centre; and instituting active and enduring private-sector engagement.

They will also publish joint advisories outlining tactics, techniques and procedures for key identified actors and create a capacity-building tool to help countries combat ransomware through public-private partnerships.

The members also committed to hosting a second counter-illicit finance ransomware workshop, initiating joint actions to prevent ransomware actors from using the cryptocurrency ecosystem to secure payment, sharing information between public and private sectors, advancing the development of aligned frameworks and guidelines and coordinating cyber capacity building initiatives to build up resilience against ransomware.

Frank Calvelli Seeks to Accelerate Space Tech Procurement With 9 ‘Space Acquisition Tenets’

Frank Calvelli, assistant secretary of the Air Force for space acquisitions and integration, issued a memo outlining nine “space acquisition tenets” meant to transform the way the service procures space systems, SpaceNews reported Tuesday.

“The traditional ways of doing space acquisition must be reformed in order to add speed to our acquisitions to meet our priorities,” Calvelli wrote in the Oct. 31 memo obtained by the publication.

“To gain speed we must shorten development timelines by building smaller satellites, acquiring ground and software intensive systems in smaller more manageable pieces that can be delivered faster, using existing technology and designs,” he added.

Aside from advancing the development of smaller satellites, other tenets cited in the memo include getting the acquisition strategy correct, awarding contracts with realistic cost and schedule targets; maintaining stability in programs; and delivering ground systems before launch.

Army Seeks Industry Feedback on Software Bills of Materials

The U.S. Army has asked industry for insights on how to collect and use software bills of materials to help improve the security of its software supply chains and comply with the policies codified in the May 2021 executive order on cybersecurity.

The service will use the responses to the request for information to inform technical policies and contracting guidance for acquiring software, according to a notice published on Oct. 21.

Interested stakeholders should answer several questions related to SBOM requirements, including the type of contractual language that their companies expect to see from a solicitation that includes SBOMs as a primary deliverable and potential approaches that could be used to secure the supply chain when contracting for software development services.

The Army is also requesting information on new concepts that could be explored when contracting for secure software development.

Young Bang, principal deputy assistant secretary of the Army for acquisition, logistics and technology, said the military branch “is going to go headfirst into SBOMs,” according to a report by Federal News Network.

“Some of you might have concerns on it — that’s great,” Bang said during a panel on Oct. 11 at a conference in Washington. “We want to hear those concerns, come and talk to us specifically about it, but it’s going to happen. We’re going to do it, and the Army is going to be the first agency that is going to implement this correctly.”

Responses to the RFI are due Nov. 10.
