DISA Appoints IT Leader Tinisha McMillan to Senior Executive Service

The Defense Information Systems Agency has announced the appointment of Tinisha McMillan, a 17-year veteran of DISA and the Department of Defense, to the Senior Executive Service.

McMillan leads the Endpoint and Customer Service Directorate and is responsible for managing various information technology programs including the agency’s Fourth Estate Network Optimization initiative, DISA said Tuesday.

“Tinisha has a lot of skills that made her the right person to lead the Endpoint and Customer Service Directorate. Among them is her ability to form a team, get that team focused on the mission and work agency priorities,” said Don Means Jr., director of the Operations and Infrastructure Center.

McMillan previously served as chief of the Cyber Situational Awareness and Data Sharing Division. In this capacity, she oversaw and implemented the Unified Cyber Situational Awareness program and Cyber NetOps Architecture.

She also led the deployment of the DOD Chief Information Officer’s Continuous Monitoring and Risk Scoring dashboard.

McMillan is one of the three DISA employees who recently graduated from the National Defense University.

Commerce Department Announces Members of US Investment Advisory Council; Gina Raimondo Quoted

The Department of Commerce has named 34 international business and economic leaders that will provide advice on the development and implementation of policies to attract and facilitate foreign business investment in the U.S.

Commerce Secretary Gina Raimondo said in a statement published Monday the addition of business and economic executives to the U.S. Investment Advisory Council will play a critical role to achieving global economic success.

The IAC was first chartered in 2016 and has since recommended initiatives to attract and retain FDI, such as improving efforts to develop the U.S. workforce, enhancing digital tools designed to support economic growth and broadening infrastructure investment priorities.

“For the last decade, the United States has held the position as the number one destination for foreign direct investment thanks to our incredible customer base, innovative culture, and world-class workforce,” Raimondo said.

The IAC can have up to 40 members who will each serve a two-year term.

Members include representatives of state and regional economic development teams, global organizations and businesses.

SBA Awards Three State Delegates Funding to Boost Small Business Cybersecurity; Isabella Casillas Guzman Quoted

The Small Business Administration has selected three state representatives to help U.S. small businesses develop their cybersecurity infrastructure.

Delegates from Arkansas, Maryland and South Dakota will receive a total of $3 million in funding to deliver cybersecurity assistance to emerging businesses and start-ups under the Cybersecurity for Small Business Pilot Program, SBA said Tuesday.

Forge Institute will use a $999,650 grant to assist Arkansas-based small businesses counter cyber threats. Maryland’s Department of Commerce secured $930,155 in funding and Dakota State University secured $999,933 in funding assistance to boost their small business sectors’ cybersecurity resilience.

The funding program has a period of performance of one year.

“With this new funding opportunity, the SBA is leveraging the strengths across our state governments, territories, and tribal governments to provide services to help small businesses get cyber ready and, in the process, fortify our nation’s supply chains,” said SBA Administrator Isabella Casillas Guzman.

Ohio-Class Submarines Demo Vertical Replenishment Activities With Military Aircraft

The military service branches have performed a series of vertical replenishment exercises that demonstrated the ability of two Ohio-class ballistic missile submarines to conduct at-sea operations with different aircraft.

The U.S. Navy said Tuesday USS Nevada (SSBN 733) and USS Henry M. Jackson (SSBN 730) performed VERTREP activities with U.S. Navy MH-60R Seahawk helicopters, Marine Corps CMV-22 Ospreys and Air Force C-17 Globemaster IIIs.

As part of a U.S. Strategic Command exercise, the effort was aimed at showcasing the interoperability of multiple U.S. military platforms in support of a strategic deterrence mission.

“Exercising these VERTREPs was a joint operation involving Marine and Air Force assets. This shows our commitment to joint operations worldwide and between combatant commanders,” said Capt. Kelly Laing, director of maritime operations for Commander, Task Group 114.3.

The exercises were held off the coast of California in July and August.

OMB: Inflation Reduction Act Could Cut Climate-Related Social Costs by up to $1.9T by 2050

An analysis by the Office of Management and Budget has found that the Inflation Reduction Act could result in climate-related social benefits that will range between $700 billion and $1.9 trillion through 2050.

The law could mitigate the “social costs” of climate change and could lead to climate-related benefits, such as cutting costs related to rising temperatures, reducing expensive property damage from natural disasters and sea level rise and avoiding negative health impacts, according to the OMB analysis.

The study also shows the federal government could spend up to $128 billion on an annual basis on just six financial risks linked to climate change: crop insurance, disaster relief, flood insurance, health care expenditures, flood risk at federal facilities and wildland fire suppression spending.

According to the report, the law will not only address the climate crisis but also help improve the country’s fiscal health in the long term.

“In the long-term, the Inflation Reduction Act will help avoid significant expenditures that the Federal government might otherwise expect to spend on programs like crop insurance, health insurance, and fire suppression due to climate change,” the analysis reads.

IARPA Taps 8 Teams to Join Electrically Small Antenna Research Effort

The Intelligence Advanced Research Projects Activity has awarded research contracts to eight teams as part of a multi-year program that seeks to advance electrically small antenna capabilities.

IARPA said Tuesday team working under the Effective Quantitative Antenna Limits for Performance program will aim to further develop ESAs through size reduction, data rate boost, broadband signal transmission enhancement and operation frequency cut.

ESAs are those antennas that were shorter than their transmitted or received wavelength signals.

The resulting work will be tested and evaluated by the Air Force Research Laboratory, the Naval Information Warfare Center Pacific, and the Naval Air Warfare Center Weapons Division.

The EQuAL-P program awardees are:

  • The Pennsylvania State University

Who Is the Founder of Centene Corporation?

 

Elizabeth Brinn is the founder of Centene Corporation. The business started as a nonprofit medical plan with operations in Family Hospital’s basement in Milwaukee, Wisconsin. With almost 13 years of experience, Ms. Knuckey has specialized in regulatory, litigation, and transactional matters within the healthcare and insurance industries. Chris Koster, Secretary and General Counsel

Chris Koster is currently the Secretary and General Counsel at Centene Corporation, overseeing all legal matters for the company. Before this role, he was Senior Vice President, Secretary, General Counsel, and Senior Vice President of Corporate Services.

During his time at Centene, the company has successfully acquired several other companies, including WellCare Health Plans, in a significant $17.3 billion deal. Drew Asher, Chief Financial Officer

Mr. Asher joined Centene in conjunction with the closing of the WellCare acquisition in January 2020 where he served as executive vice president. Commerce Announces Addition of 7 Chinese Tech Institutions to Entity List

The Department of Commerce has added to its Entity List seven Chinese space, aerospace and other technology institutions for their attempts to acquire U.S.-made products in support of the East Asian country’s military modernization efforts.

The department’s bureau of industry and security said Tuesday it will restrict the access of these seven entities to software and other commodities subject to the Export Administration Regulations under a final rule that is set to take effect Wednesday, Aug. 24.

The bureau will evaluate license applications that involve these seven Chinese entities:

  • China Aerospace Science and Technology Corporation 9th Academy 771 Research Institute
  • CASC 9th Academy 772 Research Institute
  • China Academy of Space Technology 502 Research Institute
  • China Academy of Space Technology 513 Research Institute
  • China Electronics Technology Group Corporation 43 Research Institute
  • China Electronics Technology Group Corporation 58 Research Institute
  • Zhuhai Orbita Control Systems

“U.S. technologies that support space and aerospace activities should not be used to support the PRC’s military modernization. We are constantly monitoring these sectors for evidence of diversion,” said Alan Estevez, undersecretary of Commerce for industry and security.

“China’s military-civil fusion program requires BIS to be vigilant and act forcefully when necessary to protect our sensitive technologies,” he added.

The U.S. Navy on Tuesday christened its latest “Overlord” unmanned surface vessel during a ceremony held at the U.S. Naval Academy in Annapolis, Maryland.

Gulf Craft-built Mariner is managed by Leidos and is the third Overlord ship that has been added to the service’s fleet of USVs.

Mariner is equipped with a virtualized form of the Aegis Combat System, autonomous navigation platform and a command-and-control system.

Rear Adm. Casey Moton, program executive officer for unmanned and small combatants at the Navy, said the ship will move to California and kick off operations in fiscal year 2023.

Moton said the new USV will bring new capabilities and volume as the service works to learn more about operating unmanned systems and plans for its future fleet of hybrid manned and uncrewed platforms. 

He noted that the Navy’s test plan for the Mariner vessel includes at-sea and land-based testing and that the service expects the virtualized Aegis Combat System to allow the new Overlord ship to exercise control over another USV.

“Now we can take two of our USVs and go out and do multi-vessel ops and control and not necessarily have to take a [destroyer] off of actual fleet operations to go do that. It gives us that ability to just get there that much more quickly,” Moton added.

Veteran security industry leader Robert Sanborn has ascended to the role of executive vice president and chief technology and innovation officer at multi-domain defense contractor System High Corporation.

As CTIO, Sanborn will leverage expertise gleaned from a nearly four-decade career in the public and private sectors to find, grow and deliver new tools and technologies for usage in security and protection environments, the Chantilly, Virginia-headquartered company said Tuesday.

Rob Howe, CEO and president of System High, asserted that Sanborn’s carefully cultivated relationships with U.S. defense and intelligence as well as internationally-based networks will be a value-add to the company’s executive leadership team.

Sanborn’s working life has included time spent as a U.S. Designated Security Authority representing the Department of Defense. Accomplishments within this role include overseeing global security reviews for the inter-agency National Disclosure Policy Committee, composing, dissecting and remarking on U.S. international security legislature and appearing on behalf of the U.S. to the Multinational Industrial Security Working Group.

The newly promoted executive’s core capabilities are founded in cybersecurity, international security, industrial security, program protection, counterintelligence and protective service operations.

Prior to his promotion, Sanborn was Howe’s strategic advisor. He has served at System High for the last two years.
