SGT CEO Tina Dolph Joins Hope For The Warriors Board of Directors

Tina Dolph, president and CEO of Siemens Government Technologies and three-time Wash100 Award winner, has joined the Hope For The Warriors board of directors.

Hope For The Warriors is a national nonprofit organization, founded by military families in 2006, that offers a range of sports, recreation, peer engagement and community programs focused on supporting the health, wellness and transition of veterans and military service members.

“While our post 9/11 military community and their families have sacrificed so much on our behalf, I’m incredibly fortunate to be a part of an organization committed to ensuring those sacrifices aren’t forgotten, and, help is available when it’s needed the most,” Dolph commented.

Dolph joins the board following her year of service on the Hope For The Warriors board council, and she added that she is humbled by the “life-changing” impacts the nonprofit organization has on its veterans and their family members.

Robin Kelleher, Hope For The Warriors co-founder and president said, “The board and organization is excited for Tina’s continued and expanded commitment to Hope For The Warriors and the military families that we continue to serve.”

Dolph was appointed president and CEO of SGT in 2018, following an 18-year tenure with Lockheed Martin, where she served in multiple senior executive roles including vice president of PAE global support operations and director of business strategy and business operations.

Currently, Dolph serves as a board member for Valiant Integrated Services, and she was also recently added to the board of directors for the National Defense University Foundation.

CGI Secures Spot on GSA ASTRO Contract; Stephanie Mango Quoted

CGI has been selected for a spot on the General Services Administration’s multiple-award indefinite-delivery, indefinite quantity ASTRO contract.

Under the ten-year contract, which has an unlimited ceiling value, CGI will compete for task orders covering a range of services focused on the development, integration, operation, maintenance and support of various platforms including manned, unmanned and optionally manned systems and robotics, the company said Wednesday.

Stephanie Mango, president of CGI’s federal arm, said the company leveraged its extensive experience in software development, space software systems and systems integration work to secure the ASTRO contract.

Mango added, “With our space work long established in Europe, we’re just beginning to build our presence here in North America, and we’re thrilled to bring our proven track record and solutions to the U.S. federal government market.”

Additionally, CGI Federal’s vice president of consulting services, Mike Pullen said the company’s “40-plus year track record of supporting the space industry and serving the federal government” will help CGI to deliver innovative products and services under the contract. 

GSA’s ASTRO contract vehicle is managed by the agency’s Federal Systems Integration and Management Center and sponsored by the Department of Defense.

The ASTRO contract win continues CGI Federal’s partnership with the GSA, following the company’s recent win of a GSA contract to develop a catalog data management application for the agency as part of its modernization efforts.

Rep. Glenn Thompson Seeks to Regulate Cryptocurrencies With New Measure

Rep. Glenn “GT” Thompson, R-Pa., ranking member of the House Agriculture Committee, intends to propose a bill that would regulate Bitcoin, Ethereum and other cryptocurrencies by establishing clear federal jurisdictions, Bloomberg Law reported Wednesday.

“We have an opportunity and a responsibility to be leaders in the digital assets space to protect consumers, foster innovation, and reduce regulatory burdens,” said Thompson.

Thompson’s legislation would allow the Commodity Futures Trading Commission to register and regulate digital commodities as a new type of entity and would provide incentives, such as working with a single regulator. The measure would also set federal requirements and conditions, including public reporting of trading data and prohibiting abusive trading practices.

The Securities and Exchange Commission would continue to monitor organizations that raise funds and come up with a digital commodity project to ensure that entities comply with securities laws, according to the report.

Thompson said he expects the draft text of the measure to help seek insights from lawmakers, regulators and other stakeholders “to ensure we advance the best possible framework as American innovators build the next generation of digital infrastructure.”

BigBear.ai, a leading provider of artificial intelligence, machine learning, cloud-based big data analytics and cyber engineering solutions, announced on Wednesday that Samuel Gordy has been appointed the company’s new chief operating officer and federal president, effective Nov. 1st. 

As COO and President of Federal business, Gordy will oversee BigBear.ai’s day-to-day business operations and will design, build, manage, and scale the organization to facilitate BigBear.ai’s evolution to the next stage of successful and profitable growth in the federal division.

In addition, Jeffry Dyer has been named BigBear.ai’s president of Commercial business as of Nov. 1st, and Claire Morse also assumed the role of chief human resources officer back in Oct.

Jeffry Dyer will assume the responsibility for all aspects of BigBear.ai’s growing business in the commercial sector as the president of Commercial business for the company, which includes oversight of the P&L and leadership of sales, marketing, and product development functions. 

Claire Morse joins the company from Salient CRGT and will drive strategic human resources initiatives across BigBear.ai’s Federal and Commercial divisions with a critical focus on integration, strategy and the direction of human resources-related functions, as the chief human resources officer for the company.

Reagan Institute’s Task Force Calls for Modernization of Defense Production Act; Marillyn Hewson Quoted

A Reagan Institute task force has released a report outlining four recommendations to revitalize U.S. manufacturing competitiveness and secure critical supply chains.

These recommendations from the Task Force on National Security and U.S. Manufacturing Competitiveness are modernizing the Defense Production Act for the 21st Century, scaling up workforce development programs, establishing a public-private capability to support investments in domestic manufacturing sectors critical to national security and forming a new global forum to facilitate coordination on geoeconomic issues, the Reagan Institute said Tuesday.

“The economic and national security threat from China cannot be ignored,” said Marillyn Hewson, co-chair of the task force and former chairman, president and CEO of Lockheed Martin.

“There is bipartisan support to take action, and this report identifies steps that we can take to strengthen and leverage investments in infrastructure, facilities, technology, and most importantly, people,” added Hewson, a six-time Wash100 Award winner. She co-chairs the task force with David McCormick, CEO of Bridgewater Associates and a former undersecretary of the Treasury for international affairs.

According to the report, updating the Defense Production Act will enable holistic measures for critical production facilities, including directed project financing, targeted visa approvals for STEM talent, investments in workforce training and automatic fast-tracking of permits.

The task force offered the recommendations after identifying six challenges to reinvigorating the country’s manufacturing competitiveness, including technical skills gap, unsatisfactory productivity gains and inadequate capital investment in manufacturing.

Senate Amendment to FY 2022 NDAA Would Add $25B for Navy Shipyards

Sen. Roger Wicker, R-Miss., has introduced an amendment to the fiscal year 2022 defense policy bill that would add another $25 billion to help the U.S. Navy reinvigorate its public shipyards, Breaking Defense reported Tuesday.

The proposed amendment – Shipyard Act of 2021 – to the FY 2022 National Defense Authorization Act would provide the Navy with $21 billion in funds to advance the service’s plan to rebuild its four public shipyards. The Program Executive Office for Shipyard Infrastructure and Optimization oversees restoration efforts for those facilities.

The measure would allocate $4 billion for private shipyards that are performing construction and maintenance work for the Navy and another $350 million for the restoration of the U.S. Coast Guard’s facilities.

Rep. Rob Wittman, R-Va., also introduced a House version of the bill earlier this year. Senate Majority Leader Chuck Schumer, D-N.Y., has said he will bring the FY 2022 NDAA to the floor this week.

On Nov. 10, the Navy awarded five companies positions on a potential $8 billion contract to support construction projects under the Shipyard Infrastructure Optimization Program.

Air Force’s Software Development Teams Formalize Collaboration; Lauren Knausenberger Quoted

Two U.S. Air Force organizations have signed a memorandum to demonstrate support for one another in efforts to help the military develop software platforms.

Kessel Run and Platform One formalized the software factories’ collaborative work for the Department of Defense through the principles memo, the Air Force Life Cycle Management Center said Tuesday.

Both parties agreed to pursue identical directions in Agile and DevSecOps initiatives, seek ideas from other software teams supporting DOD programs, contribute to the open source community and prioritize cyber talent pipelines.

“Together, these teams are moving the department forward by deploying awesome warfighting software and giving more and more Airmen the opportunity to learn agile processes,” shared Lauren Knausenberger, chief information officer at the Department of the Air Force and a 2021 Wash100 Award winner.

CyberSeek Reveals Rising Demand for Local Cybersecurity Professionals

CyberSeek, a recruitment data analysis platform supported by the Computing Technology Industry Association and the National Institute of Standards and Technology, revealed that the supply of cybersecurity workers does not meet the demand for cyber professionals in the U.S.

Data from CyberSeek’s career pathway tool shows that employers nationwide posted 597,767 online job listings for cybersecurity-related positions from October 2020 through September 2021 and only 68 percent of the available jobs can be filled in by available local cybersecurity professionals, CompTIA said Tuesday.

Of the available jobs, only less than 9,000 were for entry-level cybersecurity specialists, compared with almost 28,000 job openings for mid-level analysts and more than 61,000 vacancies for advanced-level engineers.

Rodney Petersen, director of the National Initiative for Cybersecurity Education at the NIST, said that the huge difference between the hiring for entry-level jobs and mid- to advanced-level cyber workers underscores the need for employers to create positions that offer growth and advancement opportunities.

Peterson noted that NICE outlines in its strategic plan the need to establish more entry-level positions “to recalibrate the availability of supply to the growth in demand.”

CyberSeek is a collaboration between NICE, nonprofit association CompTIA and job market intelligence provider Emsi Burning Glass.

DHS S&T Helps CISA Create Cybersecurity Research Lab

The Department of Homeland Security’s Science and Technology (DHS S&T) Directorate has partnered with the Cybersecurity and Infrastructure Security Agency (CISA) to develop a laboratory for cyber research.

The CISA Cybersecurity Laboratory will provide a multi-cloud environment where cyber professionals can collaboratively work on and test cyber-related tools, datasets and tradecraft, DHS said Tuesday.

The laboratory will provide CISA boosted situational awareness via data analytics and help S&T assess computing approaches that support the entire DHS.

Users will access artificial intelligence, machine learning and other analytical tools to process data and develop models. The department expects the laboratory to eventually tackle a wider range of infrastructure security issues beyond just cyber.
