NASA Tests Vibration Modes of SLS Rocket; Chief Engineer John Blevins Quoted

NASA’s Florida-based Kennedy Space Center is now testing different vibration modes of the Space Launch System, a rocket designed to launch the Orion spacecraft to the Moon.

Distinguishing between SLS's natural and vibration frequencies can help the rocket's flight software and navigation system safely control flight, the space agency said Friday.

“The information will also be fed into the flight computers so when SLS is flying, the computers know which vibrations are natural to the rocket and which are caused by external forces,” said John Blevins, chief engineer for the SLS.

The testing effort will take 10 hours a day over a series of several, consecutive days. Sensors will continue data collection during the roll-out of SLS's flight stack, after the testing campaign.

NASA will also practice the launch countdown in a wet dress rehearsal, where sensors will continue to gather data.

The vibration modal testing serves as a preparatory activity for Artemis I, where SLS will lift an uncrewed Orion unit for a lunar flyby demonstration.

DHS Seeks Technologies to Perform Crowd Counting, Analysis; Tyler Mackanin Quoted

The Department of Homeland Security’s science and technology directorate is seeking proposals for technologies that can perform crowd count and analysis aimed at providing first responders with enhanced situational awareness. 

The technologies will be considered for inclusion in the National Urban Security Technology Laboratory’s (NUSTL) market survey intended for law enforcement and emergency response agencies, the DHS said Friday. 

The proposals being sought must be able to conduct video and post-event analysis and not rely on facial recognition systems. 

“Utilizing real-time crowd analysis technology could allow for more accurate and efficient response operations to ensure the safety of everyone involved,” said Tyler Mackanin, NUSTL engineer. 

The DHS said the market survey report will be posted to the document library of the System Assessment and Validation for Emergency Responders program. The deadline for submission is on Sept. 17 and offerors can visit the request for information notice on the sam.gov website.

Angelica Phaneuf Leads Army Software Factory’s Information Security

Angelica Phaneuf, formerly chief of cybersecurity engineering for the U.S. Air Force's Kessel Run software development unit, has been named chief information security officer of the U.S. Army's software factory.

Her LinkedIn page indicates that she has been the software factory's CISO since June this year.

Phaneuf is now responsible for implementing a security plan for the unit, which facilitates collaborative software development between military, commercial and civilian entities, Meritalk reported Friday.

She spent over two years at Kessel Run, where she held cybersecurity leadership roles. Her career also includes work as a cybersecurity engineer at Oasis Systems and as a freelance web designer.

Dewberry Promotes Lauren Hite, Audrey Rhoads, Heather Kircher, Caroline Whitehead to New Roles in Federal Marketing Team

Dewberry announced on Monday that the company has promoted Lauren Hite, Heather Kircher, Caroline Whitehead and Audrey Rhoads within its federal practice to new roles. Dewberry has made the following executive moves for these executives: 

  • Heather Kircher has been promoted to marketing technical writing and Special Initiatives manager.
  • Caroline Whitehead has been promoted to federal marketing manager of Research and Analytics
  • Lauren Hite has been promoted to federal marketing director. 
  • Audrey Rhoads has been promoted to federal marketing manager of Operations.

 

With more than 17 years of experience and nearly ten with Dewberry, Lauren Hite will be responsible for enhancing the company’s federal marketing strategies and tactics, and leading federal marketing campaigns, including the firm’s mentor protégé program. Hite will support the firm in mining task orders under its existing indefinite delivery, indefinite quantity contracts. 

Heather Kircher’s new role will utilize her more than 25 years of experience, including the last 12 with Dewberry, where she will be responsible for staying up-to-date on best practices, federal standards, and industry trends, including technology applications to adapt to a dynamic market. She will also serve as technical author and editor for Dewberry’s high-priority federal captures.

In addition, Audrey Rhoads has more than 20 years of experience and has spent the last two years with Dewberry. Rhoads will support the firm’s federal pipeline development, strategy execution, and resource management for federal captures in her new role with the company. She also  supports the alternative delivery success for federal projects and manages the federal marketing team.

Caroline Whitehead has nearly 23 years of experience and has been with Dewberry since 2012. In her new role, she will focus on market research, funding, and legislative impacts to enhance the firm’s strategic approach to winning federal contracts.

Trade Groups, Federal Officials Discuss Efforts to Evacuate Federal Contractors From Afghanistan; David Berteau Quoted

Professional Services Council (PSC), National Defense Industrial Association (NDIA) and International Stability Operations Association leaders met with officials from the U.S. Agency for International Development and departments of Defense and State Friday to discuss the evacuation of federal contractor employees and their families out of Afghanistan, Government Executive reported.

Industry groups also discussed with federal officials the special immigration visa program for Afghan nationals that worked for U.S. contractors.

PSC released a statement Friday saying government officials requested trade associations to “leverage their existing human resources data and information to enable the expeditious processing of SIV applications.” 

David Berteau, president and CEO of PSC and a two-time Wash100 Award winner, said in a statement Tuesday that the council’s member companies continue to focus on the safety and health of in-country employees and their families and deliver support services to the U.S. government under modified or existing contracts.

NDIA issued a statement Thursday calling on contractors to fill out a form to facilitate the employment verification of Afghan nationals applying for SIVs.

“Those who qualify for the special immigrant visas worked for U.S. contractors for at least one year as of Oct. 7, 2001, and who may be employed through Dec. 31, 2023, according to the State Department. Applicants must be under serious threat for their safety as a consequence of their employment,” NDIA said.

President Biden said Friday approximately 13,000 people have been evacuated from Afghanistan since Aug. 14, and that about 6,000 troops are supporting evacuation efforts in Kabul.

DOD Taps Intel for Semiconductor Foundry Project; Pat Gelsinger Quoted

Intel has won a contract from the Department of Defense to help the semiconductor industry establish and demonstrate an intellectual property ecosystem for the first phase of a commercial chip fabrication initiative.

Intel said Monday it will work with IBM, Cadence, Synopsys and other companies to build foundry infrastructure under the DOD’s Rapid Assured Microelectronics Prototypes-Commercial program as the U.S. government is looking to expand domestic access to secure computer processors.

The National Security Technology Accelerator manages prototyping efforts for the department via the Strategic & Spectrum Missions Advanced Resilient Trusted Systems other transaction agreement — also known as S2MARTS OTA.

“One of the most profound lessons of the past year is the strategic importance of semiconductors, and the value to the United States of having a strong domestic semiconductor industry,” said Intel CEO Pat Gelsinger.

“When we launched Intel Foundry Services earlier this year, we were excited to have the opportunity to make our capabilities available to a wider range of partners, including in the U.S. government, and it is great to see that potential being fulfilled through programs like RAMP-C.”

DOD tapped Intel’s commercial foundry services 10 months after the department announced its $197.2 million investment to bolster the microelectronics industrial base.

Microsoft and IBM were the awardees of RAMP Phase 1 funds amounting to $24.5 million to modernize and secure “back-end” design processes

Separately, Intel Federal business and Qorvo secured $172.7 million to create novel packaging methods for the second phase of DOD’s State-of-the-Art Heterogeneous Integration Prototype program.

Gelsinger unveiled in March the company’s plan to invest up to $20 billion to build two chip factories in Arizona in a push to become a major foundry services provider in the U.S. and European markets.

The U.S. Army is close to deploying a platoon of four Stryker combat vehicles equipped with 50 kilowatt-class laser weapon prototypes in fiscal year 2022 after completing an assessment of the new directed-energy capability.

Marcia Holmes, the service’s deputy director of hypersonics, directed energy, space and rapid acquisition, said in a statement published Friday the Army Rapid Capabilities and Critical Technologies Office and industry were able to develop and implement the first prototype of the Directed Energy Maneuver-Short Range Air Defense system within 24 months.

Holmes noted that the DE M-SHORAD laser system is meant to protect brigade combat teams and divisions from unmanned aerial systems, rockets, mortars, artillery and rotary and fixed-wing threats.

Col. Scott McLeod, DE M-SHORAD program manager, said the Army intends to demonstrate the capabilities of the weapon system in a joint and coalition exercise as part of Project Convergence 21.

"[PC 21] will be a big opportunity for us to show how we can integrate with our systems and demonstrate the capability against other threats," McLeod added.

The DE M-SHORAD development team demonstrated the capabilities of the prototype during a combat shoot-off at Fort Sill in Oklahoma in July. McLeod said program leaders collected user feedback and data to better improve the laser.

In August 2019, Raytheon and Northrop Grumman were selected to build competing laser prototypes for Strykers under an other transaction authority agreement that Kord Technologies secured from the Army.

Defense News cited sources that say Northrop has decided to drop out of the DE M-SHORAD competition after the company encountered a problem with the power and thermal management system prior to the shoot-off.

NASA, Psionic Sign Lidar Tech Licensing Deal

NASA has granted Psionic rights to use a light detection and ranging technology that the agency originally developed for use in robotic servicing of a satellite in low-Earth orbit.

Under a signed licensing agreement, the company can further develop and integrate the Kodiak lidar system with similar commercial technologies to support future space missions, NASA said Saturday.

The agency's Goddard Space Flight Center in Maryland designed the technology to generate a 3D image for data collectors to measure the altitude and position of the target’s surface.

Kodiak will function as part of a relative navigation system for the On-orbit Servicing Assembly, and Manufacturing 1 spacecraft on a mission to automatically refuel the government-owned Landsat 7 satellite.

Hampton, Virginia-based Psionic licensed a Doppler lidar technology from NASA's Langley Research Center in 2016.

Space Force Establishes Space Training & Readiness Command

The U.S. Space Force has stood up Space Training and Readiness Command, the third and final field command responsible for the service branch’s doctrine, training, test and education initiatives, C4ISRNET reported Saturday.

STARCOM, whose establishment aligned with Space Force’s organization restructuring efforts, will be headed by Brig. Gen. Shawn Bratton of the National Guard Bureau and will be based at Peterson Space Force Base in Colorado Springs, Colorado.

Bratton was the planning lead for STARCOM. His military experience includes time serving as director of space forces at Northern Command and deputy director of operations at Space Command.

He will lead STARCOM as the command focuses on five deltas: training; doctrine and wargaming; range and aggressor; test and evaluation; and education.

Prior to its launch as a field command, STARCOM functioned as a provisional delta under Space Operations Command.
