GSA Uses $150M in COVID-19 Relief Funds to Finance Digital Services Projects; Robin Carnahan Quoted

The General Services Administration (GSA) will use $150 million to fund 14 projects that aim to provide citizen-facing digital services for pandemic recovery. 

GSA said Monday that it will get these funds from the American Rescue Plan Act of 2021, which addresses the federal government’s pandemic-driven needs for improved cybersecurity and technology modernization.

The effort aims to augment the transparency, efficiency and security delivered with digital services. Each project will fall under one of the three lines of effort: recovery, rebuild and reimagine.

Projects aiming to support recovery include cloud adoption investments, child tax credit assistance, COVID-19 rental relief and the automation of farmers’ debt relief processes.

Efforts to rebuild from the pandemic-damaged world aim to streamline identity verification, create inclusive design patterns and verify income for public benefits.

GSA also seeks to reimagine the USAGov platform, Wifi access, locating child care services, voter information access, government technologist workforce building and investments under the 10X program.

The agency’s Technology Transformation Services will observe due diligence and other best practices from the 10x program, which aims to produce innovative technologies from raw ideas.

“From making it easier for families to access child care services to helping farmers access debt relief programs, these projects address some of the most pressing issues people face in their daily lives,” said Robin Carnahan, GSA administrator.

The Department of Justice (DOJ) has begun its search for a trial attorney who will lead an enforcement team focused on investigating and prosecuting crimes involving cryptocurrency and oversee DOJ’s efforts in mitigating the use of the digital currency as a criminal tool.

The director of the National Cryptocurrency Enforcement Team (NCET) will lead a group of prosecutors focused on cryptocurrency cases, establish the team’s strategic priorities for investigations and prosecutions and oversee DOJ’s interactions with the Financial Crimes Enforcement Network, Securities and Exchange Commission and other agencies with regard to cryptocurrency-related regulations, according to a notice posted on USAJobs.

The NCET chief should advise federal prosecutors and law enforcement when it comes to the development of investigative and prosecutorial strategies, promote sharing of evidence and information between law enforcement offices and collaborate with the private sector to advance the criminal enforcement mission.

The candidate should have extensive knowledge about blockchain technology and digital currencies, white-collar and money laundering statutes, experience in investigating criminal matters involving sensitive law enforcement techniques and at least five years of experience as a trial attorney or prosecutor.

The job posting closed on Nov. 4th and DOJ is now reviewing applications.

U.S. Strategic Command has extended the deadline of market information for the delivery of a single collaborative environment where analysts and warfighters can access geospatial data and analytical tools.

The command said Monday in a SAM.gov notice that interested parties now have up to Dec. 6th to submit market input for the Analytic Collaboration Environment – Multi-INT or ACE-M project.

ACE-M would support the development, management and availability of geospatial data, models and tools for STRATCOM’s Global Data Integration mission.

The platform should allow users to work on the geospatial data in a single common operating picture. Users should be able to access over 1400 data feeds consolidated into a single platform via ACE-M.

Navy Selects MatterHackers for Desktop 3D Printer Supply Contract

The Department of the Navy has awarded MatterHackers an indefinite-delivery/indefinite-quantity contract to deploy 3D printing equipment to Navy and Marine Corps installations across the globe.

Under the five-year contract, MatterHackers could provide the two service branches as many as 75 Tier 1 additive manufacturing systems through 2025, the company said Thursday,

The IDIQ award includes Ultimaker S5 3D printers, filament, information technology support and a maintenance strategy. Virginia-based Building Momentum, a MatterHackers partner, will facilitate training to help military personnel adopt the printing technology.

Robert Kimble, director of the sustainment group at Naval Air Systems Command, said the 3D system deployment effort is part of NAVAIR’s three-tiered strategy to bring additive manufacturing to the fleet.

Kimble added that the command will also work to help service personnel gain access to industrial polymer and metal parts printing equipment. MatterHackers expects to fulfill the first delivery order under the contract by the end of 2021.

NIST Unveils Final Report on Identifying Enterprise-Level Cybersecurity Risks

The National Institute of Standards and Technology (NIST) has released the final version of a document supporting the agency’s report on integrating cybersecurity and enterprise risk management. 

The agency said Friday the NIST Interagency or Internal Report 8286A, titled “Identifying and Estimating Cybersecurity Risk for Enterprise Risk Management,” is intended to guide organizations on how to prioritize, manage and respond to cybersecurity risks within their ERM programs by illustrating methods for identifying and analyzing the severity of threats.

The report also highlights the importance of creating an enterprise risk register to properly document the potential impacts of cybersecurity risks on enterprise assets and develop an appropriate risk mitigation plan.

Researchers from NIST, CyberESI Consulting Group, Huntington Ingalls Industries and New World Technology Partners authored the report.

NIST is expected to release the draft of a third companion document detailing processes for oversight of cybersecurity risks for public comments in the coming weeks.

The Washington Headquarters Services (WHS) has issued a request for information to identify potential sources of software development services for the Department of Defense’s Information Management and Analysis Group (IMAG).

A notice posted Friday on SAM.gov says IMAG requires on-site technical services to deliver program analysis tools to the cost assessment and program evaluation director in the Office of the Secretary of Defense.

Tasks areas will cover knowledge management; planning, programming, budgeting, and execution system support; business application development; and operations research tools, according to a draft performance work statement.

WHS is considering launching an acquisition effort that could serve as a follow-on to a contract previously awarded to AT&T Government Solutions, which became part of Tyto Athene through an acquisition deal that closed in April.

Interested parties have until Nov. 29th to respond to the RFI notice.

Pat Flanders: DHA Plans Military Health Tech Contract Standardization Over 3-4 Years

Pat Flanders, chief information officer of the Defense Health Agency (DHA), said that DHA aims to consolidate more than 200 military health technology contracts into fewer than 10 acquisition programs over the next three to four years. 

“The plan is to replace all of those in this multi-system integrator model.” Flanders noted that the first step in the consolidation effort is the potential 10-year, $2 billion Enterprise Information Technology Services Integrator (EITSI) program.

DHA formally awarded in August the EITSI blanket purchase agreement to Perspecta, which is now part of Peraton. The agency CIO said the company will help manage follow-on contracts that are intended for geographic service providers.

“The intent here is to get nice long 10-year contracts and have them all align under the EITSI contract with the government,” Flanders added.

Christopher Lowman, acting undersecretary of the U.S. Army, has been nominated by President Biden to serve as assistant secretary for sustainment at the Department of Defense.

Lowman has gained more than three decades of experience as a U.S. Marine and an Army Civil Service member, the White House said Friday.

He previously served as the Army’s assistant deputy chief of staff to the G-3/5/7 directorate, deputy assistant secretary for acquisition policy and logistics and director for maintenance policy, programs and processes.

During the War in Afghanistan, Lowman was assigned director of Essential Function 5 (Sustainment) for the U.S.-led Combined Security Transition Command. He also led supply and maintenance for U.S. Army Europe.

Mark Simione, who currently serves as senior vice president, chief financial and administrative officer, treasurer and board of trustees member for Noblis, has announced his planned retirement in July 2022.

Noblis said Monday that Gary Sladic, who currently serves as the company’s vice president of finance and accounting, has been named deputy chief financial officer and will succeed Simione as CFO upon his retirement.

Two-time Wash100 Award winner Amr ElSawy, CEO and president of Noblis, thanked Simione for his leadership and dedication, and he wished him well in his next chapter.

“During his time at Noblis, Mark has helped expand our mission areas, acquired key companies and capabilities and established a strong foundation for sustainable growth,” ElSawy noted.

In 1996, Simione was a founding member of Mitretek, which became Noblis in 2007. Throughout his 25-year tenure with Noblis, Simione has been responsible for financial, operating and administrative activities within the corporation, as well as strategic planning and portfolio shaping.

In addition to expressing his gratitude for Simione’s notable contributions to Noblis, ElSawy congratulated Sladic on his appointment as CFO. ElSawy added, “His deep institutional knowledge, demonstrated financial acumen and leadership skills will serve him well in his new role as CFO.”

Sladic also joined Noblis in 1996 and has since been responsible for financial accounting, tax, audit and treasury functions within the company. During his time at Noblis thus far, he has held multiple financial leadership roles and has led the company’s major mergers and acquisitions.
