Chase Levinson: Automation Tech Helps Army Move Away From Legacy Financial System

Chase Levinson, program lead for robotics process automation (RPA) in the Office of the Assistant Secretary of the Army for Financial Management and Control, said the technology worked to accelerate the Standard Operations Maintenance Research and Development System (SOMARDS) retirement process, Nextgov reported Thursday.

He told attendees at a digital event Wednesday his team helped the service branch divest SOMARDS faster using an automated approach. The Army aimed to transfer information from the legacy financial management system into the web-based General Fund Enterprise Business System during the government's 2021 fiscal year.

“[RPA] enables us to pay down our technical debt, to divest from legacy systems and provide the new capabilities where it would otherwise be very difficult to affect those changes,” Levinson was quoted as saying.

He added that automation technology has the potential to drive the adoption of tools that could affect system changes and help enterprises manage operational efficiency.

Science Applications International Corp. (SAIC) has entered into a definitive agreement to acquire Halfaker and Associates, LLC, a leading federal health technology solutions provider, for approximately $250 million to grow the company’s digital transformation portfolio, SAIC announced on Thursday.

“This acquisition reinforces SAIC’s commitment to supporting the government healthcare mission, including our strong support for the health and wellbeing of veterans. It further accelerates SAIC’s profitable growth, brings key diverse talent, and offers access to strategic customers and contract vehicles within health IT for the DOD and federal government,” said Nazzic Keene, CEO of SAIC and 2021 Wash100 Award recipient.

Halfaker brings advanced end-to-end digital solutions that further transform and empower customer decision-making through modernization and optimization. With their combined expertise and capabilities, SAIC and Halfaker’s solutions will strengthen the company’s robust digital transformation portfolio in areas such as DevSecOps, digital engineering, automation, and process improvement.

The transaction is expected to close by the end of SAIC’s second quarter of fiscal year 2022 and the company expects to fund the transaction through a combination of cash and incremental debt. Robert W. Baird & Co. acted as the exclusive financial adviser to Halfaker and Associates on this transaction.

Northrop Grumman Awarded $80M U.S. Army Contract For Visible and Infrared Spectrum Flares

Northrop Grumman Corporation announced on Friday that the company was awarded a five-year indefinite-delivery/indefinite-quantity (IDIQ) U.S. Army contract award worth up to $80 million for the production of the M257 visible spectrum flare, M278 infrared spectrum illuminating flare and the newly designed M278A1 infrared spectrum illuminating flare.

“For decades, we have been an industry-leading provider of high-performance tactical illumination that soldiers rely on. This technology greatly enhances target detection and identification by providing an artificial light that illuminates the battlefield using visible or infrared light,” said Charlie Precourt, Northrup Grumman’s Propulsion Systems vice president.

The company will produce the flares for the General Dynamics Ordnance and Tactical Systems (GD-OTS) used for the U.S. Army’s Tactical Aviation and Ground Munitions’ (TAGM) unguided Hydra-70 Rocket System. The flares are designed to supply warfighters with greater tactical battlefield illumination in both the visible and infrared spectra.

Hydra-70 illuminating flares can be fired from multiple rotary and fixed-wing platforms, including the U.S. Army Apache and U.S. Marine Corps Cobra attack helicopters and U.S. Air Force F-16 Fighting Falcon. The flares are also compatible with combat aircraft of numerous nations worldwide.  

Northrop Grumman has four decades of illumination technology experience, including the first Hydra-70 illumination rounds, first patented in 1971.

Leidos announced on Thursday that the company secured a contract in the next phase of the U.S. Special Operations Command's (USSOCOM) Armed Overwatch aircraft prototype program. The company’s team will include Paramount Group USA and Vertex Aerospace. The team will advance its new aircraft, referred to as Bronco II, to the Phase III Operational Prototype Demonstration fly-off.

"Superior technology is critical to USSOCOM's mission and we are proud to support them through Bronco II," said Gerry Fasano, president of the Leidos Defense Group and a 2021 Wash100 Award recipient. 

"This advanced aircraft is designed to usher SOCOM into the next generation of tactical warfare and deliver mission-critical tools to the warfighter. The Leidos team is excited to enter Phase III of the competition and proud to support SOCOM as it defends our nation across the world," Fasano added. 

Leidos was recently selected by USSOCOM as the prime contractor to compete for the final phase of the Armed Overwatch contract. The contract requires the company to demonstrate a new prototype system judged against well-defined criteria.

The Bronco II is a durable, affordable and sustainable multi-purpose aircraft built for U.S. special operation forces’ specific needs. The craft is designed to ‘roll-on, roll-off' standards and can be rapidly disassembled, transported and reassembled in the field by a small crew. 

The aircraft’s modular mission systems facilitate rapid system changes, updates, additions, integration and removal. The Bronco II aircraft will be manufactured in Crestview, Florida.

Leidos partnered with Paramount Group USA and Vertex Aerospace last year to pursue the Armed Overwatch program. The team’s combined experience spans decades of integrating and manufacturing cutting-edge airborne solutions for warfighters.

Army Hosts Competition in Search of New Military Tech; Rob Monto Quoted

The U.S. Army has commenced a competition that challenges U.S.-based organizations to present technologies, which address various needs faced by the service branch.

The Army Strategic Rapid Acquisition (AStRA) challenge will assess technologies in the areas of cross-domain solutions, tactical edge processing, novel batteries, multifunction antennas and cyber-electromagnetic operations, the Army said Wednesday.

The competition, which has a total prize pool of $25 million, will run across four phases: concept white paper, oral proposal, request for project proposal, and basis for the award. The first phase ended on May 25 and the second phase will occur in late June.

The Army may award one or multiple other transaction agreements to succeeding entrants.

The service's Rapid Capabilities and Critical Technologies Office (RCCTO) sponsors the competition, which runs under the leadership of the xTech Program. The assistant secretary of the Army for acquisition, logistics and technology launched the xTech program to manage the Army's prize competitions that drive technological innovation.

“This will be RCCTO’s third technology outreach event to industry, resulting in many ongoing rapid prototyping efforts,” said Rob Monto, deputy director for advanced concepts and experimentation at RCCTO.

NIST to Develop Software Best Practices Based on Stakeholder Input, Existing Framework; Kevin Stine Quoted

The National Institute of Standards and Technology (NIST) will use an existing document and input from stakeholders to develop best practices in response to an executive order on cybersecurity, Nextgov reported Wednesday.

Executive Order 14028 tasks NIST to inform how the Office of Management and Budget (OMB) would guide federal software procurements.

The Biden Administration issued the order in response to breaches that stemmed from a cyber attack against information technology company SolarWinds, which provides services to the U.S. government.

NIST asked stakeholders for input on software development best practices and hosted a workshop to foster discussion on the topic. The agency will apply gathered input to further build on an existing white paper published in April.

"We are going to try to leverage and expand where appropriate the NIST secure software development framework, which has strong relationships and pointers and leverages many of the great existing industry practices in secure software development,” Kevin Stine, who leads NIST’s applied cybersecurity division, said at the workshop.

Colin Kahl: DOD Must Compete With China Through Collaborative Approach

Colin Kahl, undersecretary of defense for policy, said the military must address China in an integrated, collaborative way that supports U.S. interests and security, DOD News reported Wednesday.

He said the U.S. would have a more competitive relationship with China, which challenges the U.S. across economic, political, technological and military aspects. 

Kahl noted that handling relations with China will require a holistic response that also involves the participation of non-defense agencies and international partners.

“We need to play to our strengths, which is an unrivaled network of partners and allies around the world,” he stated.

The undersecretary also emphasized that DOD must be ready to deal with disruptive world threats, citing the COVID-19 pandemic and climate change as examples.

Titan Alpha, a joint venture between Prometheus Federal Services (PFS) and Atlas Research, announced on Thursday that the company has been awarded a communications campaign task order with Veterans Health Administration (VHA)’s National Oncology Program (NOP).

“The Titan Alpha team has planned and implemented some of VA’s most high-profile national marketing and branding campaigns to deliver impactful messages across internal and external stakeholder groups,” said Atlas Research Principal Rebecca Hart.

The task order was awarded to Titan Alpha on a 10-year, $1 billion VHA Integrated Healthcare Transformation (IHT) contract vehicle, in addition to a recent task order from VHA to support its Clinical Decision Support (CDS) evaluation training efforts.

Titan Alpha supports NOP by producing and marketing a national campaign that informs, inspires, and engages those involved in this process.

“We are thrilled to partner with VHA to support NOP’s important and groundbreaking work in the field of oncology,” Hart added.

NOP’s mission is to improve the lives of veterans with cancer through precision medicine by implementing a learning health care model that quickly transitions new knowledge into clinical practice and maximizes learning from clinical practice.

Janus Global Operations, a Caliburn Company, Receives Spot on $240M MAMMS III Contract to Support U.S. Army Corps of Engineers; David Bell Quoted

Janus Global Operations, a Caliburn International company, has received a spot on a shared $240 million contract through the U.S. Army Corps of Engineers (USACE) to help mitigate potentially hazardous munitions found at and near current and formerly used defense sites in the Baltimore District, Caliburn announced on Thursday.

“We are honored to be selected to perform on this contract,” said David Bell, vice president of Munitions and Environmental for Caliburn. “We look forward to supporting USACE and the Military Munitions Response Program.”

The Department of Defense (DOD) anticipates the contract to be completed by 2028 by the nine companies that received contracts to participate in the project under the Multiple Award Military Munitions Services (MAMMS III) contract.

As one of the largest commercial munitions management companies in the world, Caliburn provides government and commercial clients with solutions that address munitions and explosives management, unexploded ordnance and explosive remnants of war detection and remediation, improvised explosive device defeat, and a range of demining services and training.

Caliburn announced in April 2021 that they intend to break into two independent companies, Acuity International and Valiance Humanitarian.  The company expects the separation into two companies to be completed by this fall.

Dave Zvenyach: GSA Plans to Invest in FedRAMP Process Automation

Dave Zvenyach, director of the General Services Administration’s (GSA) Technology Transformation Services (TTS) organization, said the agency is looking to modernize Federal Risk and Authorization Management Program (FedRAMP) processes with automation technology.

Zvenyach noted that FedRAMP, which set a standardized assessment and certification approach for cloud offerings, generates nonlinear costs as the agency onboards more providers into the program.

Zvenyach added that automating the cloud security authorization process will serve as one way to drive the reuse of authorized cloud products.

In Dec. 2019, the FedRAMP management office reached a milestone with the development of an Open Security Controls Assessment Language (OSCAL) in collaboration with the National Institute of Standards and Technology (NIST) and industry partners.

The OSCAL standard is designed to automatically publish, implement and assess security controls.
