Prometheus Federal Services, Atlas Research Receive Task Order to Support VHA Clinical Decision Support Training Efforts; Renée O’Brien Quoted

Titan Alpha, a joint venture between Prometheus Federal Services (PFS) and Atlas Research, announced on Wednesday that the company had received a task order to support Veterans Health Administration (VHA) Clinical Decision Support (CDS) evaluation training efforts.

The task order was awarded to Titan Alpha on a 10-year, $1 billion VHA Integrated Healthcare Transformation (IHT) contract vehicle.

“Our Titan Alpha team includes training experts and former VHA nursing informatics professionals who have worked closely with VHA to implement accredited CDS and informatics training,” said Renée O’Brien, research director of Learning and Performance for Atlas Research. “We appreciate having the opportunity to bring this experience to VHA to advance CDS.”

PFS and Atlas Research are creating an accredited training course for clinicians and field personnel on the evaluation of CDS interventions.

More specifically, it provides instructional design expertise in refining the educational approaches, resources, and tools necessary to ensure the safety, quality, efficiency, and effectiveness of CDS interventions implemented across VHA.

“The Titan Alpha team brings experience and expertise in adapting traditional course content for online learning and designing appropriate multimedia requirements for optimal learning,” said PFS Principal Carl Fortune. “We are pleased to support VHA in improving CDS for the well-being of our nation’s Veterans.”

NNSA to Extend National Security Site Operation, Management Contract With CNS Team

The National Nuclear Security Administration (NNSA) has indicated its intent to award a potential six-month contract extension to an industry team led by Bechtel for continued management and operation work at two national security facilities in Tennessee and Texas. 

NNSA said Tuesday extending its contract with Consolidated Nuclear Security will give the agency more time to evaluate offerors for the recompete of the Y-12 National Security Complex and Pantex Plant contract, the Department of Energy said Tuesday.

CNS has managed the facilities for NNSA since 2014. Bechtel's original partners in CNS are Leidos, Orbital ATK (now part of Northrop Grumman) and SOC while Booz Allen Hamilton serves as a subcontractor on the team.

A special notice posted on SAM .gov says the bridge contract will have a two-month base period of performance slated to commence on Oct. 1st. The agency released in November 2020 its final request for proposals for the follow-on contract, valued at $28 billion over 10 years.

Located in Amarillo, Texas, the Pantex Plant hosts final assembly, dismantlement and maintenance work on U.S. nuclear weapons. The Y-12 complex in Tennessee focuses on developing technologies for manufacturing, prototyping, safeguards and security, technical computing and environmental stewardship.

Luis Cano Promoted to Census Bureau CIO

Luis Cano, formerly head of the Census Bureau's Decennial Contract Execution Office, has transitioned to a new role as chief information officer of the agency, FedScoop reported Tuesday.

He replaced Gregg Bailey, who stepped into the CIO role on an acting basis since Kevin Smith's departure in January. Smith now holds a similar position at the Federal Housing Finance Agency.

The Census Bureau CIO advises agency leaders on information resources and systems management issues and oversees enterprise technology services across the organization.

In his more recent role, Cano helped the bureau execute information technology contracts worth approximately $3 billion combined for the 2020 Decennial Count.

He previously worked at the National Weather Service as director of the dissemination office, program manager for the Weather and Climate Operational Supercomputing System and chief of the National Centers for Environmental Prediction's Central Operations Shared Infrastructure Services Branch.

Justice Department Seizes Two Domain Names Used in Spearphishing Campaign; John Demers Quoted

The Department of Justice (DOJ) seized two domain names used in a spearphishing campaign on Friday in accordance with court orders issued in the Eastern District of Virginia as part of efforts to disrupt the threat actors’ malicious cyber activity.

“Law enforcement remains an integral part of the U.S. government’s broader disruption efforts against malicious cyber-enabled activities, even prior to arrest, and we will continue to evaluate all possible opportunities to use our unique authorities to act against such threats,” John Demers, assistant attorney general for DOJ’s national security division, said in a statement published Tuesday.

The spearphishing campaign was the subject of a joint cybersecurity advisory that the FBI and the Cybersecurity and Infrastructure Security Agency (CISA) issued on Friday. CISA and the bureau warned that the campaign was aimed at government agencies, non-governmental and intergovernmental organizations.

According to the advisory, the hackers used a compromised user account from email marketing software company Constant Contact to send phishing emails that purported to come from the U.S. Agency for International Development to over 7,000 accounts across about 350 agencies, NGOs and IGOs.

DOJ said the cyberthreat actors secured persistent access by downloading the malicious Cobalt Strike software tool after a recipient clicked on the hyperlink in the spearphishing email and used the seized domains to control the tool implanted on victims’ networks.

The National Security Division’s counterintelligence and export control section and the U.S. Attorney’s Office for the Eastern District of Virginia are working with the FBI’s Washington field office and cyber division to further investigate the campaign.

BARDA, GHIC Form Venture Capital Partnership to Prevent Future Pandemics; Gary Disbrow Quoted

The Department of Health and Human Services' (HHS) Biomedical Advanced Research and Development Authority (BARDA) has partnered with the nonprofit Global Health Investment Corp. (GHIC) on a program meant to advance the use of venture capital practices to facilitate investments in medical technologies that could help prevent pandemics and other public health emergencies.

GHIC is expected to get from BARDA a minimum of $50 million over five years and up to $500 million over a decade through the BARDA Ventures program as it establishes a global health security fund to engage the investment community, HHS said Tuesday.

“Pathogens and health security threats constantly evolve and change. To effectively combat them, we need new and innovative ways to tap into the most novel and impactful ideas in the entrepreneurial community,” said BARDA Director Gary Disbrow. 

“BARDA Ventures will rise to the challenge by engaging that community and leveraging both public and private funds to change the way we prepare for health security threats of the future,” Disbrow added.

GHIC will work with companies to help them develop and commercialize technologies that could help address health security threats and allow private investors to co-fund such tech platforms. The nonprofit organization will use the financial returns generated by medical tech systems to sustain the BARDA Ventures program and support future reinvestment opportunities.

The BARDA Division of Research, Innovation and Ventures will support the agency’s Ventures program with GHIC. Launched in 2018, DRIVe focuses on sensors and artificial intelligence-based technology systems to address health security threats and is teaming up with 37 companies through federal contracts. It is supporting early-stage companies in their product development efforts through its network of 13 accelerators.

NTIA Seeks Public Comments on Elements of Software Bill of Materials

The National Telecommunications and Information Administration (NTIA) has issued a request for public comments on NTIA’s approach to developing the minimum elements for a software bill of materials (SBOM) to comply with an executive order meant to improve U.S. cybersecurity. 

 The executive order signed by President Biden in May in response to recent breaches directs NTIA to release a list of elements of an SBOM to help advance transparency in the software supply chain, according to a Federal Register notice scheduled to be published Wednesday.

SBOM is “a formal record containing the details and supply chain relationships of various components used in building software,” according to the EO. 

NTIA said it is proposing potential elements of an SBOM: data fields, support for automation and operational considerations. For data fields, “baseline component information” such as supplier name, component name and dependency relationship should be tracked to understand the third-party components used in building software. 

NTIA is asking interested stakeholders about other elements that should be considered in the development, distribution and use of SBOMs, additional use cases that can inform the SBOM’s element and how issues such as software identity and software as a service and online services should be considered in defining SBOM elements. 

Comments are due 15 days after the date of publication of notice on Federal Register.

Accenture Federal Services (AFS) announced on Tuesday that the company has entered into an agreement to acquire Novetta to expand its capabilities and push the limits in advanced artificial intelligence, cybersecurity, cloud capabilities and other emerging technologies vital to the federal landscape in order to help government agencies find solutions and complete their mission goals.

“Novetta will bring expanded capabilities, broad client relationships, and unique assets that complement our work in the national security sector and add greater scale to our digital capabilities,” said John Goodman, chief executive for Accenture Federal Services and 2021 Wash100 Award recipient.

Lockheed Martin announced on Tuesday that the company’s board of directors has elected Patricia E. Yarrington to the board. Yarrington possesses 38 years of executive experience and recently retired as Chevron Corporation's chief financial officer.

"Pat brings a wealth of expertise to the board, having served at the highest levels of a leading global company guiding financial strategy and capital allocation," said James Taiclet, Lockheed Martin’s chairman, president and CEO. 

 "Her insight will be a tremendous asset as we continue to pioneer advances in the innovative technologies that will deter the threats of the 21st century while creating new value for shareholders and customers,” added 2021 Wash100 Award recipient Taiclet. 

Lockheed’s board decided that Yarrington is an ‘independent director’ in accord with the New York Stock Exchange listing standards, the rules and regulations of the Securities and Exchange Commission (SEC), along with Lockheed’s corporate governance guidelines. Yarrington also meets the SEC's criteria of an ‘audit committee financial expert.’

Yarrington served as Chevron’s vice president and treasurer from 2007 to 2008. She was the vice president of Policy, Government and Public Affairs from 2002 to 2007 and vice president of Strategic Planning from 2000 to 2002.

She also served on the boards of directors of Chevron Phillips Chemical Company and the Federal Reserve Bank of San Francisco, serving as the chairman of the Bank's board between 2013-2014.

Maximus announced on Tuesday the company has completed the acquisition of privately held Veterans Evaluation Services (VES). The agreement was previously announced in April 2021. This acquisition was the next step in Maximus’ long-term strategy and positions the company for the future. 

“Through this combination, Maximus and VES will serve as a credible, established partner to the VA, add clinical capacity for clients, and offer innovation to benefit Veterans and the Veterans Benefits Administration,” commented Bruce Caswell, Maximus president and CEO.  

“I am proud to welcome our newest colleagues to Maximus. Together, we will support our nation’s Veterans and help address the employment and health needs of service members and their families,” added 2021 Wash100 Award recipient Caswell. 

VES is a provider of Medical Disability Examinations (MDEs) for the Department of Veterans Affairs (VA). The acquisition enables Maximus to grow its clinical assessment business at the federal level. It also positions Maximus as the leading provider of health and disability assessments and appeals on behalf of the government. 

Maximus funded the acquisition through new debt sources consisting of a $1.1 billion Term Loan A (TLA) due in 2026 and a $400 million Term Loan B (TLB) due in 2028. The company estimates the acquisition will be between $160 and $175 million for the last four months of Maximus’ fiscal year.

AFRL Stands up Specialized Facilities for Airman Pressure Testing; Darrell Phillipson Quoted

The Air Force Research Laboratory has opened a new facility designed to train airmen for performance in altitudes with high pressure.

Four computer-controlled altitude chambers compose AFRL's research altitude chamber facility, where airmen undergo physiology training for high-pressure scenarios, the laboratory said Friday. The U.S. Air Force held a ribbon-cutting ceremony on May 27 to celebrate RAC's opening.

The facility supports AFRL's 711th Human Performance Wing, which helps airmen enhance physiological performance via medical technology. AFRL works with Naval Medical Research Unit – Dayton to pursue this task, which uses state-of-the-art facilities including RAC.

“Aerospace physiology research and training, here in the RAC and in our other facilities, is essential to the readiness of our aircrews and their missions,” said Darrell Phillipson, acting director of AFRL’s human performance wing.
