Anritsu and Orolia Form Partnership to Deliver 5G Assisted GPS CAT Solutions

Anritsu Corp. and Orolia announced on Tuesday that the companies have formed a partnership to launch 5G Assisted GPS CAT Solutions for North American Carrier Acceptance Testing. The companies will support Assisted GPS (A-GPS) test functionality to meet 5G New Radio (NR) Carrier Acceptance Testing (CAT) requirements for many North American operators on the Anritsu ME7834NR 5G Mobile Device Test Platform.

“Anritsu continues to address the needs of our customers globally. By partnering with Orolia, a worldwide leader in GPS simulation technology, we are introducing a reliable, accurate, and cost-effective A-GPS CAT solution that conforms to operator requirements and delivers repeatable results,” said Shinya Ajiro, general manager of Anritsu.

“We remain committed to provide the validation tools necessary for mobile operators, device makers, chipset manufacturers, and test houses to verify designs and ensure product performance. This benefits everyone in the mobile ecosystem,” added Ajiro.

 As a part of the partnership, Anritsu will leverage Orolia’s industry-leading GNSS simulation capabilities to deliver A-GPS CAT testing platforms featuring the new Orolia GSG-SKY-ANR solution. The Anritsu MR7834NR supports A-GPS, FR1, FR2, FR1+FR2 NSA and SA US operator signaling requirements on the same platform.

Orolia’s SKYDEL simulation engine powers the GSG-SKY-ANR. SKYDEL provides flexible, scalable and efficient GNSS/GPS simulation solutions. The GSG-SKY-ANR GNSS simulator is exclusively available to Anritsu ME7834NR customers.

SOFWERX to Focus on Procurement Speed for USSOCOM; Brian Andrews Quoted

The SOFWERX hub, an innovation-focused nonprofit partnered with U.S. Special Operations Command, will prioritize efforts to procure and transition technologies in an accelerated pace, National Defense Magazine reported Monday.

Brian Andrews, SOFWERX's chief technology officer, said the organization will focus on rapidly procuring technologies and transitioning them to the warfighter, rather than just identifying these products.

He said SOFWERX is also working in partnership with 11 program executive offices to get a better look at USSOCOM's problem sets. SOFWERX now seeks to engage with other organizations supporting other U.S. military components to streamline and speed up technology procurements while avoiding duplication.

AI-Focused Veterans Affairs Organization Shares Best Practices With Other Agencies

The Department of Veterans Affairs' National Artificial Intelligence Institute is sharing its expertise with other agencies to develop a catalog of AI use cases, FedScoop reported Monday.

The institute has shared input with the Veteran Engagement Board, the Data Governance Council and other federal agencies to create a reference for AI uses.

Gil Alterovitz, VA's director of AI, said at the SNG Live: Enhancing AI in Government event that the department plans to trial a set of modules that can support an AI-focused internal review board.

Agencies have engaged in AI data sharing as part of efforts to align with Former President Trump's executive order on trustworthy AI made in late 2020.

Katie Olson to Temporarily Succeed Brett Goldstein as Defense Digital Service Director

Katie Olson, deputy director of the Defense Digital Service (DDS), will serve as the agency's acting leader as Brett Goldstein steps down. Goldstein led DDS as director for a couple of years, and now plans to serve as a cybersecurity consultant to the Department of Defense (DOD).

His contributions to DDS include leadership over the agency's pandemic response efforts. He also formerly led information- and data-related activities at Chicago's local government.

Olson, Goldstein's temporary successor, joined DDS in 2019 as chief of staff then became the agency's deputy director in 2020.

The agency recruits individuals who would help improve how DOD purchases, develops and implements digital services and technologies.

AeroVironment announced on Tuesday that its Board of Directors has unanimously elected Wahid Nawabi to succeed Tim Conver as chairman upon Conver’s retirement effective at the company’s 2021 annual meeting of shareholders. Nawbi has served as AeroVironment’s president and CEO since May of 2016.

“As part of our commitment to strong corporate governance, the AeroVironment Board of Directors maintains an ongoing and deliberate process for managing succession. Tim Conver has served AeroVironment as a visionary leader and a disciplined Chairman of the Board whose contributions have molded the company into the recognized leader in our industry,” stated Arnold Fishman, lead independent director.

“Wahid’s track record of effective leadership and demonstrated results as chief executive officer, which include three consecutive years of profitable, double-digit revenue growth, are fundamental to the Board’s decision to elect Wahid as the next chairman. Tim Conver has over three decades of experience working for AeroVironment. He first became a member of the company’s Board of Directors in 1988. He became president in 1991and then CEO in 1992. He became the director of the Board in 2007 and has held that post ever since.

SEACORP, LLC. (SEACORP) recently received a five-year, $14.1 million follow-on contract to provide Weapons Analysis Facility (WAF) Engineering and Technical Services.

“SEACORP is thrilled we’ve been given the opportunity to continue working with Code 85 and the WAF,” commented Bill Blackburn, SEACORP Business Area Manager.

SEACORP will provide engineering services, technical services, and materials to the Undersea Warfare Weapons, Vehicles, and Defensive Systems Department (Code 85) of the Naval Undersea Warfare Center (NUWC).

Maximus announced on Tuesday that President, CEO Bruce Caswell has signed the CEO Action for Diversity & Inclusion and The Valuable 500 commitments. Caswell’s signature illustrates Maximus’ ongoing strategy to improve diversity, equity, and inclusion (DE&I) within the workplace.

Army Researchers Produce Anti-ferroelectric Thin Films From Lead Hafnate

U.S. Army researchers used lead hafnate, a compound with anti-ferroelectric properties, to produce antiferroelectric thin films that could help warfighters with maintenance and control the large volume of energy and provide the military with a technological advantage over adversaries.

Brendan Hanrahan, a materials engineer at Army Research Laboratory, said in a statement published Monday anti-ferroelectrics enable harnessing of raw watts of pulse power needed in a defibrillator, railgun or other technologies that work on a burst of electrical power.

“Anti-ferroelectrics also naturally absorb oscillating signals, which make them excellent electronic filters,” he added.

Hanrahan and Nicholas Strnad, an Army materials scientist, studied the use of atomic layer deposition, which is a process employed by semiconductor manufacturers, to develop anti-ferroelectric thin films for silicon wafers.

“ARL has been a leader in atomic layer deposition of ferroelectrics for the past five years. If you combine this capability with the current ubiquity of hafnium, it’s very easy to imagine why we should try tackling this anti-ferroelectric lead hafnate from the old literature,” said Hanrahan.

Army looks to further evaluate the potential of lead hafnate as an anti-ferroelectric material.

GAO Recommends Policy Options for DOD’s Alternative PNT Tech Pursuit

The Government Accountability Office has proposed six measures to help the Department of Defense address challenges associated with the development and integration of alternative position, navigation and timing technologies.

GAO said Monday it came up with policy recommendations after the government audit agency reviewed efforts at the department to develop backup PNT or complementary systems to GPS.

The office found that DOD is pursuing strategies to produce relative and absolute PNT systems. The first approach involves inertial sensors and clocks capable of giving relative PNT information without external signals, while the second approach supports celestial and magnetic navigation and utilizes satellites in low Earth orbit or very low radio frequency bands for data transmission, according to the audit report.

Defense officials told the congressional watchdog that dependence on GPS systems, the lack of a central office that oversees PNT development efforts and unclear performance requirements are among the factors that hinder the work.

GAO recommended that government and industry stakeholders consider adopting policies to increase collaboration, boost resilience, clarify requirements, encourage public-private coordination, implement a permanent open architecture initiative and facilitate vulnerability analysis for the department’s alternative PNT projects.

FBI Links Colonial Pipeline Ransomware Attack to ‘Darkside’ Group

The FBI issued a statement on Monday attributing the cyberattack on Colonial Pipeline’s networks to the ransomware group called Darkside.

The bureau said it was notified of a network disruption at Colonial Pipeline on Friday and that it continues to work with government partners and the company on the investigation with regard to the breach. Nextgov reported that Colonial Pipeline is working on a “system restart plan.”

“While our mainlines (Lines 1, 2, 3 and 4) remain offline, some smaller lateral lines between terminals and delivery points are now operational. We are in the process of restoring service to other laterals and will bring our full system back online only when we believe it is safe to do so, and in full compliance with the approval of all federal regulations,” Colonial Pipeline said in a statement obtained by the publication.

The White House also established an interagency task force led by the Department of Energy to respond to the cyber breach at Colonial Pipeline, according to Nextgov. 

Liz Sherwood-Randall, homeland security adviser to the president, said in a press briefing that the task force also includes the FBI, Cybersecurity and Infrastructure Security Agency, Department of Transportation’s Pipeline and Hazardous Materials Safety Administration, the departments of Defense and the Treasury and other agencies.

Anne Neuberger, deputy national security adviser for cyber and emerging technology and a 2021 Wash100 Award winner, said the ransomware used in the attack is a known variant and that the intelligence community is investigating potential links to nation-states.
