VP Kamala Harris Named Head of National Space Council

Vice President Kamala Harris has been appointed to lead the National Space Council (NSC) responsible for crafting space-related national security strategies and space policies for the White House, CBS News reported Sunday.

A senior administration official said Harris plans to focus on “supporting sustainable development of commercial space activity,” address issues related to workforce diversity, STEM and climate change, and advance cybersecurity in space platforms and “peaceful” space exploration with partners and allies.

"As I've said before: In America when we shoot for the moon, we plant our flag on it. I am honored to lead our National Space Council," Harris said in a tweet.

The previous administration reestablished the council through an executive order in 2017. Former Vice President Mike Pence led the council.

The Office of the Director of National Intelligence has issued its annual statistical transparency report on the U.S. intelligence community’s use of national security surveillance authorities. The report offers information on the government’s use of National Security Letters and authorities under the Foreign Intelligence Surveillance Act of 1978, ODNI said Friday.

“The Intelligence Community remains committed to providing the public with information about how we apply important national security authorities,” said Ben Huebner, chief of the office of civil liberties, privacy and transparency at ODNI.

“The information in today’s report will help foster continued public dialogue regarding how the Intelligence Community protects national security, our privacy, and our liberty,” added Huebner.

The eight annual statistical transparency report also offers insight into the oversight framework -including oversight performed by independent legislative and judicial entities – that protects the privacy and civil liberties of U.S. persons and non-U.S. persons whose information is collected in accordance with national security authorities.

Titles I and III and Sections 703 and 704 of FISA resulted in 524 “probable cause” court orders with an estimated total target of 451 in the calendar year 2020, according to the report.

The total number of National Security Letters issued in 2020 reached 9,682, while requests for information hit a total of 24,225 in the previous calendar year.

Navy Names Rear Adm. William Byrne as Next Warfare Development Director

U.S. Navy Rear Adm. William Byrne Jr., vice director at the Joint Chiefs of Staff, will take on a new role as director of warfare development, N72, in the Office of the Chief of Naval Operations in Washington D.C. Top service officials announced Byrne's appointment in a series of flag officer assignments Friday.

He was appointed to his current position in September 2019 and previously commanded U.S. Naval Forces Korea and Carrier Strike Group 11 and CSG 15.

Byrne also held tours at the Pentagon as resource sponsor for the Navy's surface warfare director and as warfare analyst for the warfare integration director, division chief for antiterrorism and force protection programs within the Joint Staff operations directorate and chief of staff for the U.S. 3rd Fleet commander. 

The Navy appointed Rear Adm. George Wikoff, special assistant to the deputy chief of naval operations for operations, plans and strategy, to succeed Byrne as Joint Staff vice director.

Wikoff previously led Battle Force U.S. Seventh Fleet, Task Force Seven Zero and Carrier Strike Group 5, which operates the USS Ronald Reagan ship.

He supported Operations Iraqi Freedom and Enduring Freedom during his command assignment onboard the USS Enterprise aircraft carrier and served as assistant director of global integration and current operations at the Joint Staff.

Marines Undergo Aviation Training With Online Gaming Approach; Capt. Tony Megliorino Quoted

Members of the U.S. Marine Corps have augmented their simulation-based training with an approach based on online gaming.

Marine aviators from the 2nd Marine Aircraft Wing connected with each other from different simulators during the Cope Javelin exercise, which took place last month in Cherry Point, North Carolina, USMC said Thursday.

Participants accomplished the simulated mission and cross-communicated with one another without having to use actual aircraft. The integrated approach saved Marine Air Control Group 28 a large number of training resources such as fuel and maintenance work.

“Cope Javelin will ideally lay the foundation for the MAW to utilize both simulated and virtual training methods to increase overall combat readiness," said Capt. Tony Megliorino, MACG-28's lead planner for Cope Javelin.

Army Software Factory Accelerates Development via Cloud Tech

The U.S. Army's new Texas-based Software Factory is accelerating software development through the power of cloud computing, C4ISRnet reported Thursday.

Capt. James Cho, the facility's platform product manager, said cloud technology allows users to harness more computing power as demanded. Leaders from across the military have expressed interest in using cloud computing to speed up software deliveries and maximize cost efficiency, the report noted.

The Department of Defense wants to use the cloud as a software production suite that grants developers access to needed tools and resources for cybersecurity and quality assurance testing.

Cho said the technology lessens the workload required to scale software applications and have them deployed service-wide.

DHS to Stand up Office for Data Operations; Eric Hysen Quoted

The Department of Homeland Security (DHS) will establish a new office dedicated to applying data across DHS operations, FedScoop reported Thursday.

DHS's future Office of the Chief Data Officer (CDO)will oversee the department's data activities in eight areas including cybersecurity, law enforcement and immigration.

The department determined the need to create a CDO office during DHS's COVID-19 vaccination campaign, which required a large amount of data collection and management work.

“Data must be interoperable and easily shareable by default, and the work we’re doing standing up our CDO office will help us get there,” Eric Hysen, the department's new CIO, said at the IT Modernization Summit.

Carlene Ileto, acting DHS CDO, is working to organize a team of executives who will work in alignment with the future office's focus areas.

Cobham Mission Systems Awarded Subcontracts to Provide Countermeasure Systems to German Air Force’s New Eurofighters; Duncan Thorndike Quoted

Cobham Mission Systems announced on Thursday that the company has secured subcontracts with the German Air Force’s Quadriga Tranche 4 Eurofighter Typhoon fleet to provide chaff and flare dispenser equipment, which is fundamental to assisting pilots to fulfill their missions and return safely to base. 

“These new orders will allow Cobham Mission Systems’ to support the build of 38 Tranche 4 Eurofighter Typhoon aircraft, which are vital to the European defense industry,” said Duncan Thorndike, vice president of Weapons Carriage and Release for Cobham Mission Systems.

The Cobham Mission Systems’ Chaff and Flare Defensive Aid Systems include flare dispensers for off-board infrared-seeking missile countermeasures and chaff dispensers that deploy particles to neutralize threats from radar-guided missiles.

“Cobham Mission Systems has supported the Typhoon program from the start and has provided essential equipment for more than 550 Eurofighter Typhoon aircraft currently in service,” Thorndike added. “We are proud to continue to deliver our proven, quality defensive aid components, including chaff and flare systems, for one of the most successful combat military aircraft serving European and international allied nations.”

Former Senator Bill Nelson Confirmed to Lead NASA; Steve Jurczyk Quoted

In a unanimous vote, the Senate approved the nomination of former senator Bill Nelson as the 14th NASA administrator. Nelson will succeed Steve Jurczyk, who has led the space agency on an acting basis since Jan. 20th., and will bring more than four decades of public service to his new position.

“It’s been an amazing year for NASA and our commercial and international partners, and I look forward to working with Bill and the Biden-Harris Administration to build on the incredible momentum we’ve built so far,” Jurczyk said.

Nelson represented Florida in the Senate from 2001 to 2019 and chaired the House Science, Space and Technology Committee’s space subcommittee for six years.

He flew aboard NASA’s Columbia space shuttle as a congressional representative for the program’s 24th mission in 1986. His achievements as a member of Congress included his work on the 2010 landmark NASA authorization bill that drove the current dual-track of public and private sector human spaceflight missions.

At his nomination hearing Thursday, he told members of the Senate Commerce, Science and Transportation Committee that he would support long-term contract opportunities for the Artemis moonshot and prioritize robotic and human exploration programs as well.
