Sevatec Merges with Octo to Advance Tech Services to Government Partners; Sonny Kakar Quoted

Sevatec has merged with Octo to address technology challenges with innovation, high-touch service and substantial technical and operational resources across the federal government, Sevatec reported on Wednesday.

“In a market full of multi-billion-dollar organizations that provide a wide variety of traditional products and services, customers are seeking highly specialized, mid-sized technology partners with deep experience in digital modernization, which is exactly what the combination of Octo and Sevatec offers,” Sonny Kakar, founder and CEO of Sevatec, said.

Under the merger, Kakar will serve as vice chair of the Board and head of Strategy. Sevatec’s chief growth officer, Tim May, will serve in the same role with the combined organization, and Chuck Schefer, executive vice president (EVP) at Sevatec, will serve as EVP with the new firm.

Schefer will manage programs across the General Services Administration (GSA), Department of Homeland Security (DHS) and the U.S. Patent and Trademark Office (USPTO) markets. Mehul Sanghani, Octo’s founder and CEO, will continue to serve as the chief executive of the combined entity.

The combined firm will offer market-leading, proprietary solutions and branded intellectual property across the full modernization spectrum, such as DevSecOps, Agile Software Engineering, Open Source Software Development, Artificial Intelligence (AI) and Blockchain solutions. The solutions will be managed by Octo’s oLabs R&D facility.

“With this transaction, I firmly believe we have created a unique, market-shaping organization that is unmatched in terms of its collective ability to be a pure-play modernization and technology solutions provider to the Federal Government and its wide-ranging missions,” said Sanghani.

The Octo-Sevatec merger will feature large-scale modernization qualifications and experience across the federal marketplace with franchise positions in several agencies. Pillsbury Winthrop Shaw Pittman served as legal advisor, and Baird served as exclusive financial advisor to Sevatec on this transaction.

“Sevatec is a great success story and case study for a company graduating out of the small business program to winning large scale, strategic contracts in a competitive environment,” Alex Sevilla, a managing director for Baird’s government and defense team, told ExecutiveGov.

The U.S. Air Force’s F-35 Lightning II and F-22 Raptor fighter jets were able to share operational data in their native digital “languages” across multiple domains and platforms using the gatewayONE payload during a series of tests held Dec. 9th at Yuma Proving Ground in Arizona, the Air Force reported Monday.

During the test, the gatewayONE technology enabled the translation of incompatible data formats to facilitate data sharing between the two fifth-generation fighter aircraft. The flight demonstration achieved nine of the 18 established test objectives.

“The gatewayONE payload really showed what’s possible and helped us take a big step towards achieving (Joint All-Domain Command and Control),” said Lt. Col. Eric Wright, a 59th Test and Evaluation Squadron F-35 pilot. “This critical capability provides additional connections between our advanced fighters and other forces and battle managers across all domains.”

The gatewayONE technology is part of the Advanced Battle Management System program of the Air Force and the U.S. Space Force that seeks to create an internet of things platform for the military and advance the JADC2 concept to link all sensors and warfighters across ground, air, maritime, space and cyber domains.

“The future is promising, and gatewayONE will allow the F-22 and F-35 to connect to and feed data sources they've never before accessed. Those future connections will bring additional battlefield awareness into the cockpit and enable integrated fires across U.S. forces,” Wright added.

The XQ-58A Valkyrie attritableONE platform equipped with the gatewayONE payload flew in formation with Lockheed Martin-built F-22 and F-35 aircraft during the test but lost connectivity shortly after launch.

FTC Asks Nine Firms About Data Collection on Social Media, Video Streaming Platforms

The Federal Trade Commission (FTC) has ordered nine providers of social networking and video streaming services to submit information about personal data gathering, utilization and presentation methods to the agency.

Amazon, Facebook, Twitter, YouTube, WhatsApp, Snap, Reddit and TikTok operator ByteDance must respond to the inquiry within a 45-day period, FTC said Monday.

Under the FTC Act 6(b) orders, the agency wants to know how these companies collect demographic and personal information from social media users and asked the providers about user engagement and advertising practices across their sites.

The commission also seeks to determine whether social network operators leverage data analytics or algorithms when extracting personal data, as well as how the platforms affect younger users.

Commissioners approved the issuance of the inquiry orders via a 4-1 vote. The law provides FTC authority to conduct research for non-law enforcement purposes.

State Dept Creates Enterprise CISO Position; Stuart McGuigan Quoted

The State Department created the position of enterprise chief information security officer to help address cyber coordination challenges, and Stuart McGuigan, chief information officer at the State Department, said the E-CISO will be responsible for all cybersecurity aspects across the agency, Federal News Network reported Monday.

“Any bureau that maintains their own cyber infrastructure will be responsible to the E-CISO for meeting all required cyber standards,” McGuigan said in an email to the network.

He said the E-CISO will oversee the development and implementation of enterprise information security initiatives, including procedures and policies aimed at safeguarding the department’s communications platforms from external and internal threats.

In an online video provided to FNN, McGuigan said the new E-CISO will be responsible for all cyber oversight and policy activities carried out by the information assurance organization and the deputy CIO for insurance assurance will oversee all cyber operations of the information resource management office and will be renamed deputy CIO for cyber operations.

“These new enhancements will increase transparency throughout IRM’s cybersecurity efforts and strengthen the partnership we have with the Bureau of Diplomatic Security,” McGuigan said in the video.

The department is also establishing the office of global information technology risk within the E-CISO and McGuigan said in a memo to Undersecretary of State for Management Brian Bulatao, “GITR will develop policy, procedures and templates to guide organizations within the department responsible for IT to conduct their own IT risk assessments and report results” to inform the leadership’s decisions for risk management and situational awareness.

FY 2021 NDAA Contains Provision to Improve Transparency in Federal Programs

The National Defense Authorization Act (NDAA) for fiscal year 2021 contains a provision that would direct federal agencies to report to the Office of Management and Budget (OMB) the cost and performance of their programs as part of efforts to improve transparency, Government Executive reported Monday.

Under The Taxpayers Right to Know Act provision in the FY 2021 NDAA, the submitted data to OMB will be combined to create an inventory of federal programs' spending information.

“This information would be updated regularly and posted online in a searchable format. The [act] will allow policy makers to identify areas of duplication and overlap to eliminate waste and inefficiency and provide transparency to taxpayers about how their hard-earned tax dollars are being spent,” the office of Rep. Jim Cooper, D-Tenn., said in a Dec. 9th statement. 

Cooper worked with Rep. Tim Walberg, R-Mich., to introduce the measure in the House, while Sen. James Lankford, R-Okla., led the move to introduce the bill in the upper chamber.

The Senate on Friday passed the $740.5B NDAA days after the House voted 335-78 to approve the annual defense policy bill.

Naval Research Lab Brings Coastal Science Expertise to Gulf Coast Tech Bridge

Naval Research Laboratory (NRL) has partnered with Naval Meteorology and Oceanography Command and Naval Surface Warfare Center Panama City Division to foster multisector collaboration in the Gulf Coast region.

The newly formed Gulf Coast Tech Bridge will work with private companies and academic institutions to study and develop technologies on coastal sciences, meteorology, oceanography and assured maritime access, the U.S. Navy said Friday.

NRL's Ocean Sciences Division brings expertise in ocean physics and coastal sensing technologies to Gulf Coast Tech Bridge that will support efforts in Florida, Louisiana, Alabama and Mississippi.

The U.S. Navy creates Tech Bridge networks through the NavalX program that connects the service branch with non-traditional innovation opportunities. Tech Bridges allow the Navy's industrial and academic partners to look at emerging naval technologies.

“We want to enable our scientists and engineers to transform their discoveries into commercial products,” said Joe Calantoni, a  research physicist with NRL's Ocean Sciences Division.

The Navy also recently stood up another Tech Bridge in Honolulu, Hawaii.

DHS’s Troy Edgar: TSA’s Move to USCG’s Financial Mgmt System Will Standardize Procedures

Troy Edgar, chief financial officer of the Department of Homeland Security (DHS), said the Transportation Security Administration’s (TSA) recent transition to the U.S. Coast Guard’s shared-services system will help standardize business processes, Federal News Network reported Friday.

Edgar told the publication in an interview that TSA’s move to the Coast Guard’s enterprise financial management system in October comes as part of efforts to enable all DHS components to use common procedures across disparate software systems.

According to Edgar, TSA is in the “post implementation stabilization” phase and is monitoring progress after concluding a 30-day transition period to the Oracle-based system.

“My vision for TSA, once they’re stable and they’re in a normal production mode, is we’ll start adding enhancement processes on top of it, that would be on reporting, and then eventually [robotic process automation],” he noted.

The General Services Administration (GSA) plans to issue a Civilian Enterprise Office Solutions (CEOS) contract as it works to develop the Polaris vehicle for small businesses, FCW reported Friday. The CEOS will serve as a counterpart to the Defense EOS blanket purchase agreement, which covers the transition of Department of Defense operations to the cloud-based Microsoft Office 365 suite.

Allen Hill, acting deputy assistant commissioner for category management at GSA's Office of Information Technology Category, said at an AFFIRM-hosted event that the agency plans to take “a more strategic approach” in establishing the types of services it will include in the CEOS award.

“Next year, our goal is to get the agencies to where they’re meeting the milestones. Our hope is that all are at that point,” he noted.

Laura Stanton, assistant commissioner of ITC, added that the GSA is concurrently planning to release a draft of the Polaris contract  “in the fairly near future”.

She previously said that GSA plans to award the 8(a) Streamlined Technology Acquisition Resource for Services III governmentwide acquisition contract in 2021. In June 2020, GSA said in its STARS III presolicitation notice that it estimates the vehicle to reach a ceiling value of $50B.

Michael Brown: DIU Now Focuses on Drone Swarming Tech

Michael Brown, director of the Defense Innovation Unit (DIU), said at a recent AFWERX event that his organization has been working to study drone swarming technologies, DoD News reported Friday. 

He said autonomous drone swarming is something the military has to be concerned about due to the technology's potentially dangerous uses by terrorists.

Brown talked about DIU's collaborative work with USAF at an AFWERX event panel where Air Force Secretary Barbara Barrett, was also present.

DIU previously worked with USAF on predictive maintenance technology, an artificial intelligence application that now supports the entire U.S. military. The AFWERX program aims to internally foster technological innovation across USAF.

KBR Wins Contract to Deliver Energy Efficient Ammonia Technology; Doug Kelly Quoted

KBR has been awarded a contract for an ammonia synthesis loop by Monolith Materials for its fertilizer project, KBR reported on Monday. 

"KBR's energy-efficient ammonia technology is the first choice of ammonia producers globally. We are excited to be part of Monolith's environmentally transformative fertilizer project in Hallam," said Doug Kelly, KBR president, Technology. "Our sustainable process technology solutions are leading the energy transition industry globally."

Under the terms of the contract, KBR will provide a technology license, basic engineering design package, proprietary equipment and catalyst for a 930 metric tons per day ammonia synloop project. 

The company’s project will use hydrogen as feedstock from an emission-free, commercial-scale facility developed by Monolith Materials to produce both carbon black and ammonia from natural gas, air and 100 percent renewable power. The process will convert natural gas into carbon and hydrogen with zero carbon oxide emissions.  

The carbon is used to produce carbon black, which can be used to produce tires, belts/hoses, plastics, batteries and inks and the hydrogen to produce ammonia for fertilizer and chemical applications. KBR's ammonia technology features low energy usage, higher reliability and lower capital costs.
