CIO Council, ACT-IAC Launch Updated Tool for Managing Agencies’ IT Spending

The CIO Council has partnered with ACT-IAC to update a framework intended to help agencies improve transparency and financial management in their information technology initiatives.

The IT spending maturity model comes as part of a joint effort between the council’s Federal Technology Investment Management (FTIM) community of practice (CoP) and ACT-IAC’s IT Management and Modernization (ITMM) community of interest (CoI), FTIM CoP said Wednesday.

ACT-IAC and the CIO Council’s free model works to visualize IT spending and quantify metrics for financial management while ensuring compliance with Technology Business Management (TBM) standards.

Both government and commercial best practices were also considered as part of the tool’s development, according to FTIM CoP. Modernization ofthe spending model comes as part of efforts to address a directive under the Federal Data Strategy 2020 Action Plan to improve standards for financial management data.

U.S. Space Force Offers Alternative to Technology Contracting

The U.S. Space Force is providing alternative contracting methods through which technology companies may secure opportunities more easily, Space News reported Wednesday. Col. Eric Felt, director of the Air Force Research Laboratory's space vehicles directorate, said at AFWERX's EngageSpace event that his group is searching for technologies that have dual uses.

Companies interested in addressing this need may apply for cooperative research and development agreements, an alternative contracting method that provides companies access to government expertise, mentorship and facilities, Felt said.

“We can do testing and evaluation, and give you advice on how to mature your technology," he said. Felt added that AFRL allows companies to directly engage with government customers to provide more insight into market preferences.

NGA Launches Satellite Imagery Circle Finder Competition

The National Geospatial-Intelligence Agency (NGA) has offered a $50,000 prize pool for novel approaches that employ artificial intelligence to detect circular-shaped elements in satellite images. 

NGA said Monday that it is seeking automated approaches that can trace, delineate and describe circles in satellite imagery as part of the Circle Finder challenge. The agency cited fuel storage tanks, agricultural irrigation areas, traffic circles and fountains as examples of circular features.

"This particular challenge is difficult because many circular features are not going to be perfectly circular nor similar in size," said Jack Brandy, geospatial intelligence capabilities integration officer at NGA.

"The difficulty lies in an algorithm’s ability to property identify any size circular object while rejecting obfuscating elements that could prevent proper detection," added Brandy.

VA Eyes October Rollout for Modernized EHR System

The Department of Veterans Affairs (VA) plans to continue testing and training for the updated electronic health records (EHR) system ahead of its scheduled launch date at the end of the month. The VA intends to roll out the Cerner-developed EHR system at the Mann-Grandstaff VA Medical Center by Oct. 24th as part of the capability set 1.1 increment, Nextgov reported Wednesday.

John Windom, executive director of the VA Office of EHR Modernization (OEHRM), said at a recent House hearing that the COVID-19 pandemic “caused a shift in the VA’s health care operations” and that OEHRM sought to execute a nonintrusive modernization process.

He noted that his office has completed infrastructure readiness requirements for the new EHR at the Spokane, Washington medical facility and concluded prerequisite procedures for the go-live.

“The remaining key milestones are on schedule to be executed in advance of Mann-Grandstaff go-live, which will further hone governance, configuration management, as well as solidify processes,” said Windom.

The VA is slated to launch the EHR capability set 2.0 in spring 2021.

FCC Modifies Screening Process for Foreign Companies Interested in U.S. Telecom Market

The Federal Communications Commission (FCC) will implement changes to improve the screening process for foreigner-owned companies that want to operate in the U.S. telecommunications market. The new changes aim to boost the timeliness and transparency of the process through which agencies review the applications of these companies, FCC said Wednesday.

The implemented changes align with President Trump’s Executive Order made on April 4th. This EO called for the creation of a committee that would assess foreign participation in the U.S. telecommunications sector.

An FCC notice made in June 2016 featured proposals that led to these new changes. The updated rules also allow executive branch agencies to better review these foreign applications.

GAO: Agency Efforts Vary in Preventing IT Contract Duplication

The Government Accountability Office (GAO) has found that federal agencies “varied in their efforts” to execute category management procedures to prevent duplication in information technology contracts.

GAO said in a recently published report that most of the seven agencies it reviewed had fully or partially implemented activities recommended by the Office of Management and Budget (OMB) to prevent, identify and reduce IT contract duplications. Three agencies had not implemented spend analysis procedures in line with the OMB-recommended practices, the watchdog noted.

According to GAO, contract duplication occurs when agencies award two or more contracts to the same vendor or different vendors offering similar products or services. Duplication also occurs when agencies issue new contracts for projects that could be categorized under contract vehicles. 

Agencies reported a significant amount of savings resulting from category management practices, while others cited challenges such as ongoing efforts to establish strategies for integrating such activities into agency operations, GAO noted.

“Until agencies ensure that their efforts to prevent, identify, and reduce duplicative IT contracts are fully aligned with category management principles and practices, and are informed by spend analyses, they will be at increased risk of wasteful spending,” the report states.

House Passes Cybersecurity Improvement Act for Public Sector; Rep. John Katko Quoted

The House has approved a bipartisan bill that seeks to mitigate cybersecurity gaps on local and state government networks.

The State and Local Cybersecurity Improvement Act will authorize the Department of Homeland Security (DHS) to facilitate a $400 million grant effort that will incentivize state governments to increase their respective cybersecurity funds, the office of Rep. John Katko, R-N.Y., said Wednesday.

The bill will task the Cybersecurity and Infrastructure Security Agency (CISA) to build a strategy to reinforce the government's cybersecurity posture and establish a committee that will help government entities inform CISA of their needs.

"This bipartisan bill, which passed the House today, will ensure state and local governments have the necessary resources and guidance to be prepared for, respond to, and recover from cyberattacks," said Ratko.

Veritas Capital Completes $5B Acquisition of DXC’s HHS Business; Mike Salvino, Ramzi Musallam Quoted

DXC Technology has completed the sale of its State and Local Health and Human Services business to Veritas Capital for $5 billion to form Gainwell Technologies, DXC reported on Thursday. 

“I am very pleased that we have delivered on our plan in completing this transaction, which strengthens our balance sheet and allows us to bring the ‘new DXC’ to the market. Our focus on our people and our customers combined with our improved financial flexibility better positions DXC for long-term success,” said Mike Salvino, president and CEO, DXC.

DXC will use the net proceeds from the cash consideration to strengthen its balance sheet and reduce debt by approximately $3.5 billion. Following the repayment of debt, DXC will have approximately $6.0 billion of total debt on its balance sheet and net-debt of about $3.0 billion.

“Today marks the beginning of an exciting new chapter for Gainwell, and we thank DXC for its partnership and stewardship in establishing the company as a true technology leader,” said Ramzi Musallam, CEO and managing partner of Veritas Capital, as well as a 2020 Wash100 Award recipient.

Gainwell will operate as a standalone company with over 7,500 employees who will support clients across 42 U.S. states and territories. The company will offer Medicaid Management Information Systems (MMIS), fiscal agent services, program integrity, care management, immunization registry and eligibility services. 

Gainwell carries will focus its efforts through technological innovation, service excellence and industry expertise, offering clients scalable and flexible solutions for complex challenges.

DARPA Awards Gryphon Task Order to Support the DRACO program; Tabitha Dodson, Pamela Braden Quoted

The Defense Advanced Research Projects Agency (DARPA) has awarded Gryphon Technologies a $14 million task order to support the Demonstration Rocket for Agile Cislunar Operations (DRACO) program, the company reported on Tuesday. 

"A successfully demonstrated NTP system will provide a leap-ahead in space propulsion capability, allowing agile and rapid transit over vast distances as compared to present propulsion approaches," said Dr. Tabitha Dodson, Gryphon's chief engineer on the support team and a national expert in NTP systems.

Under the task order, Gryphon will support the development and demonstration of a High-Assay Low Enriched Uranium (HALEU) Nuclear Thermal Propulsion (NTP) system. The rocket will enable the defense department to operate spacecraft in cislunar space.

PSC Announces Approval of FY21 Continuing Resolution; David Berteau Quoted

The Professional Services Council (PSC) has announced its approval for the recent passage of FY21 Continuing Resolution by the U.S. Senate, PSC reported on Wednesday. The Council has also urged President Trump to sign the “Continuing Appropriations Act, 2021 and Other Extensions Act,” which would fund the government through Dec. 11th, 2020.

“We thank the Congress for acting to avoid a harmful government shutdown before the start of the new fiscal year,” said David Berteau, PSC President and CEO, and two-time Wash100 Award recipient. “We urge the Congress to enact the 12 appropriations bills and fully fund the government through Fiscal Year 2021.”

The “Continuing Appropriations Act, 2021 and Other Extensions Act” will extend the authority of a key contractor retention program, Section 3610 of the CARES Act through Dec. 11, 2020. If the provision is signed, it would ensure that federal agencies retain the contractor workforce needed to complete missions. It would also enable companies to preserve workforce talent.

In PSC’s letter to Congressional Leaders, the Council urged Congress to extend Section 3610 beyond the CR, noting that it has been successful across the federal government to help address continuing COVID-19 impacts, while staying within available funding.

Berteau added that “PSC extends our appreciation to the many Members of Congress who support this extension, including Chairman Gerry Connolly and the Chair and Vice Chair of the Senate Select Committee on Intelligence, Senators Rubio and Warner.”
