Gen. James McConville: Army Building Software Factory to Advance AI, Machine Learning Capabilities

Army Chief of Staff Gen. James McConville told National Defense in an interview published Monday that the service has two initiatives going on to advance the development of artificial intelligence and machine learning and one of those is the establishment of its own software factory. 

“One of the things we've learned during Project Convergences is we need soldiers on the battlefield that can quickly code and update our systems because the speed of combat is so fast,” McConville told the magazine. “And when you start using artificial intelligence, machine learning and autonomous systems, you need that capability on the battlefield.”

To facilitate the procurement of software platforms, he said the Army has an “IT box, which allows us to do certain things in the information technology area to rapidly invest in information technology in a different way than we have to do with some of the other [acquisition] processes.”

McConville said the service expects research and development work on AI and ML capabilities to transition to programs of record by fiscal year 2023 and is looking at using those capabilities in predictive maintenance, targeting and autonomous systems, among other areas.

McConville also shared his thoughts on the Army’s use of other transaction authority agreements and provided updates on the Optionally Manned Fighting Vehicle and hypersonic programs and on the joint all-domain command-and-control concept.

Space Force Eyes Commercial Satcom Partnerships, Official Personnel Name

The U.S. Space Force is planning to launch more low-Earth orbit satellite programs and unveil an official name for its personnel ahead of the service branch’s first anniversary in December 2020.

Lt. Gen. B. Chance Saltzman, the deputy chief of space operations, said at an Air Force Association event that the Space Force is looking to  “leverage more of the commercial sector” in satellite communications programs including securing the data transmitted through satcom networks, SpaceNews reported Friday. 

He added that Gen. John Raymond, the chief of space operations and a 2020 Wash100 Award winner, intends to announce his long-term plans for the Space Force soon.
 
“General Raymond is laying out a plan now for his remaining time as the chief of space operations,” said Saltzman. “The first birthday is going to be a big deal.”

Rajive Mathur to Step Down as SSA CIO; SSA Administrator Andrew Saul Quoted

Rajive Mathur, deputy commissioner and chief information officer at the Social Security Administration (SSA), will step down as CIO on Oct. 26th but will continue to work at SSA through the end of 2020 as a senior adviser within the commissioner’s office.

Mathur joined SSA in June 2017 from the IRS, where he served as director of online services. He led efforts to update SSA’s IT modernization plan early this year.

“His effective leadership to transition the agency to remote work in response to the pandemic is notable. More broadly, Rajive’s work on digital identity/services, cybersecurity, and modernization has set the foundation for a modern IT organization which is delivering better SSA services to the public,” SSA Commissioner Andrew Saul said in an email to staff obtained by the publication.

Saul said Sean Brune, assistant deputy commissioner and deputy CIO at SSA, will succeed Mathur as the agency’s deputy commissioner and CIO.

Since his move to SSA in 2004, Brune has been responsible for the agency's IT modernization initiatives with a focus on improving services to beneficiaries, including the deployment of the Disability Case Processing System using an Agile approach.

A new report from Georgetown University’s Center for Security and Emerging Technology (CSET) has found the Department of Defense (DoD) still faces gaps in AI research despite having “an ambitious vision for artificial intelligence”.
 
The two-part CSET analysis covers budgetary and strategic assessments of U.S. military investments in autonomy and AI based on data from the DoD’s fiscal year 2020 research, development, testing and evaluation budget. 

According to the report, the U.S. military's autonomy and AI research primarily focuses on unmanned vehicles and systems, decision support, information processing and targeting functions. 
 
The report also suggests that basic AI research investments are smaller than initial estimates and that the DoD should “provide greater clarity about overall funding levels for autonomy and AI”.

CSET recommends that the Pentagon leverage relationships with national laboratories and university-affiliated research centers, increase funding for human-machine teaming research and renew focus on building trust in AI systems. 

Margarita Konaev, the report's lead author, told FedScoop in a prior interview that proper calibration is a key element to AI research and development and should receive additional funding, the publication reported Friday.

“There really is a consensus within military circles that trust is important to the relationship,” she noted.

DISA Shares Recommendations to Prevent Cyberattacks; Vice Adm. Nancy Norton Quoted

The Defense Information Systems Agency (DISA) has provided recommendations to mitigate cyberattacks at the workplace and home as part of the National Cybersecurity Awareness Month. DISA said Friday that it advises the public to update software tools, employ strong passwords and run antivirus software.

The agency has also recommended to avoid sharing passwords, limit the kind of information shared on social media sites and remain vigilant on unexpected text messages or emails.

"Whether from nation-states, cybercriminals or sport-hackers, our ability to rapidly identify and secure cyber vulnerabilities and defend our cyber terrain from threats is critical to increasing lethality and operating effectively across all warfighting domains," said Vice Adm. Nancy Norton, commander at the Department of Defense Information Network.

The Cybersecurity and Infrastructure Security Agency (CISA) noted that cyber fraud activities increased by 20 percent in the first three months of 2020. CISA reported an estimated amount of $3.5 billion were lost in cybercrimes alone in 2019.

Red River has appointed Kush Kumar as the chief revenue officer (CRO), effective immediately, the company reported on Monday. Previously, Kumar served as vice president of  Public Sector Sales since 2011, where he has led sales teams to achieve revenue growth.

Before joining Red River, Kumar began his federal sales career at GTSI, where he served as Department of Defense (DoD) solutions architect. In the role, he worked to  create server, storage and networking enterprise solutions. Kumar grew GTSI’s DoD business to over $350 million. 

After his tenure with GTSI, Kumar served as the DoD/Army sales manager for Oracle, where he leveraged his federal sector experience and long-standing DoD relationships to develop and sell IT solutions that supported the U.S. defense sector.

The U.S. Social Security Administration (SSA) has selected Avaya’s OneCloud portfolio of communications and collaboration solutions to support the agency’s digital transformation initiative, the company reported on Monday. 

“With this long-term contract with SSA, Avaya is delivering a competitive displacement solution that enables the agency to evolve, transform and greatly improve the way they serve the public, to meet their stated goals. We are pleased to partner with Verizon to deliver on this critical mission,” said Jerry Dotson, Avaya VP of Public Sector.

Serena Chan: DISA to Test Enterprise Identity Mgmt Tech Prototype With Pilot Apps in January

Serena Chan, director of the Defense Information Systems Agency’s (DISA) cyber development directorate, said DISA plans to begin testing in January 2021 its enterprise identity, credential and access management (ICAM) prototype with a subset of 13 applications from several Department of Defense (DoD) components, Nextgov reported Friday.

Chan told the publication the ICAM prototype is set to achieve initial operational capability in late December 2020 and the testing with the pilot apps in early 2021 seeks to improve the ICAM platform.

She noted the ICAM project will not completely remove common access cards but will play a key role in advancing DISA’s move to a zero trust framework to improve cybersecurity.

“It’s very important to note that ICAM is foundational to zero trust, I think the fidelity that the ICAM capabilities provide us will greatly help that,” Chan said.

Two officers from the Joint Counter-Unmanned Aircraft Systems (UAS) Office said the military has extended the scope of efforts to boost defenses against drone threats, Army Times reported Saturday. 

Col. Marc Pelini, division chief for capabilities and requirements at JCO, said Thursday at the Association of the U.S. Army's virtual conference that the office will expand its focus to cover tier III threats. 

The military uses artificial intelligence to simplify the task of countering enemy UAS, including those that threaten tanks and infantry units. This focus expansion would require bolstered threat detection on smaller unmanned aircraft systems. 

Maj. Gen. Sean Gainey, JCO director, said the military downselected a list of counter-UAS priorities based on sustainment, effectiveness, usability and integration. 

The downselected list includes mounted and mobile systems, handheld systems and command and control. JCO will conduct an open house on Oct. 30th to assess other options with the help of industry.

GSA Names New Presidential Innovation Fellows to Increase Innovation; Bob De Luca Quoted

The U.S. General Services Administration’s (GSA) Presidential Innovation Fellows (PIF) has appointed the 2021 class of fellows, which includes 34 technology and industry leaders that will work to develop innovative solutions to national issues, the agency reported on Monday. The fellows will partner with 22 federal agencies to increase resilience.

“Innovation thrives in partnerships, and with this new cohort, Presidential Innovation Fellows is uniting the best talent between the federal government and the private sector to drive the next generation of modern, human-centered solutions for the public,” said acting FAS deputy commissioner and Technology Transformation Services director Bob De Luca.

PIF was launched in 2012, featuring leaders across data science, software engineering, product, design and entrepreneurship. The fellows will merge industry expertise into 26 projects across 22 agencies.

The fellows will work to develop digital health platforms and diagnostic technologies that address the COVID-19 pandemic with the National Institute of Biomedical Imaging and Bioengineering (NIBIB) at the National Institutes of Health (NIH). 

PIF Will also create a technical infrastructure to combat adversarial AI with the U.S. Department of Energy’s (DOE) Artificial Intelligence & Technology Office (AITO), as well as protect consumer rights within the digital advertising ecosystem with the Federal Trade Commission’s (FTC) Division of Litigation Technology and Analysis, Office of Technology Research and Investigation.

“Presidential Innovation Fellows have played critical roles in the government’s response to multiple crises since the program’s inception,” said PIF executive director Joshua Di Frances. “Because of this, we have become a trusted partner to government leaders — both in agencies and the White House.”

The new fellows include Marian Adly, Natasha Bansgopaul, Ted Carstensen, Agata Ciesielski, Justin Cole, Antoinette Coleman, Aaron Creel, Masha Danilova, Alex Glade, Scott Gorman, Raashee Gupta Erry, Nathen Huang, Kamya Jagadish, Krishna Juluru, Michael Kreisel, Diana Lam, Vivian Lee, Tricia Martinez, Kimberly McManus, Janine Medina, Sabrina Mohamed, Babatunde Oguntade, Maria Patterson, Abrar Qureshi, Carlos Roqué, Emily Ryan, Payman Sadegh, Arunan Skandarajah, Dave Skender, Colin Supko, Brandy Thomas, Adrianna Valenti, Aamir Virani and Pia Zaragoza.

PIF is part of Technology Transformation Services within GSA’s Federal Acquisition Service.
