NSC’s Scott Pace on Point-to-Point Suborbital Spaceflight

Scott Pace, executive secretary of the National Space Council, said he still sees the market for point-to-point, high-speed suborbital spaceflight as “somewhat over the horizon,” SpaceNews reported Tuesday.

“I see us working right now on trying to get the suborbital market up, running and sort of stabilized,” Pace said Monday during a meeting of the Federal Aviation Administration’s Commercial Space Transportation Advisory Committee. “I think people look forward to the possibility of point-to-point passenger and cargo travel, but right now just getting routine suborbital access to space and pushing hard on the unmanned hypersonic and military applications is where the action is.”

Pace provided updates on space policy directives and reaffirmed the administration’s support for the commercial space sector.

“The creation of a lightly regulated entrepreneurial space industry, supported by regulation that adapts to changes, is really a model for the rest of the world as they decide how they want to take advantage of space,” he said.

DoD Research, Engineering Leaders Michael Griffin, Lisa Porter to Step Down

Michael Griffin, undersecretary of Research and Engineering at the Department of Defense (DoD) and a two-time Wash100 Award winner, and his deputy Lisa Porter will leave their current posts on July 10, Defense News reported Tuesday. Griffin and Porter said in a letter to their staff that they have decided to pursue together a career opportunity in the private sector.

We greatly appreciate your hard work, diligence, integrity, and devotion to technical excellence and technical truth in furtherance of the R&E mission,” they wrote in the letter. “We wish you all the very best.”

Griffin assumed his current post in early 2018 to oversee directed energy, hypersonic weapons and other technology capabilities for DoD. Agencies under his leadership included the Defense Advanced Research Projects Agency (DARPA) and the Missile Defense Agency (MDA). He served as NASA administrator under President George W. Bush.

Porter has been serving as deputy undersecretary for research and engineering at the Pentagon since 2018. She previously served as executive vice president and director of In-Q-Tel Labs.

Navy Concludes Tests on Demo Jammer Systems for Growler Aircraft

The U.S. Navy tested low radio frequency spectrum jammer systems in support of a program that seeks to replace the ALQ-99 electronic warfare systems installed on EA-18G Growler aircraft units.

The service branch said Monday it tested jamming technology on prototype pods at the Facility for Antenna and Radar Cross-Section Measurement and the Air Combat Environmental Test and Evaluation Facility in Patuxent River, Md., as part of the Next Generation Jammer-Low Band Demonstration of Existing Technologies effort.

The NGJ-LB team sought consensus on quarantine and test execution guidelines from the contractors, government officials and the Naval Test Wing Atlantic’s chief flight surgeon prior to the tests.

Northrop Grumman and L3Harris Technologies collaborated with the Navy to demonstrate their low band jamming systems.

The Navy is slated to pick a contractor for the development of an operational NGJ-LB Block 1 tactical jamming pod for integration into Growler aircraft units.

DHS S&T Identifies New Blockchain Use Cases in Solicitation for Forgery Prevention

The Department of Homeland Security's (DHS) Science and Technology (S&T) Directorate has launched a second solicitation in search of blockchain or distributed ledger technologies that prevent forgery and boost operational transparency. 

DHS said Monday that it invites startups to submit proposals on these technologies under the Silicon Valley Innovation Program's new solicitation titled “Preventing Forgery and Counterfeiting of Certificates and Licenses (Release 2).”

The solicitation seeks to apply blockchain and DLT to identify social security numbers, monitor the food supply chain, track natural gas and e-commerce shipments and protect license privacy.

These applications support the needs of multiple DHS agencies such as U.S. Customs and Border Protection (CBP) and U.S. Citizenship and Immigration Services.

Interested parties may submit responses through July 10. S&T is also hosting a virtual industry event on Tuesday.

U.S. Air Force Unveils Doctrine Annex for Joint All-Domain Operations

The Department of the Air Force has issued a document that defines the involvement of air and space forces in joint, multi-domain operations. The Joint All-Domain Operations or JADO annex, labeled Annex 3-1, will undergo further updates as Curtis E. LeMay Center for Doctrine Development and Education continues tests and evaluation, the U.S. Air Force said Monday.

“Publishing JADO doctrine is a first step in changing how we think and conduct operations with the reemergence of great power competition," said Maj. Gen. Brad Sullivan, who commands LeMay Center.

The center last year received the task to develop a wargame that would contribute to the JADO annex's creation. The initial Chennault Series wargame took place in December.

“With the Chennault Series, we were able to leverage expertise resident in LeMay (Center), pull students in from across Air University resident programs and include subject matter experts from around the DAF,” the commander said.

The center seeks airman feedback on the annex for the document's further improvement.

Air Force Looks to Modify F-22 Trainer Aircraft for Combat Missions

The U.S. Air Force (USAF) plans to reconfigure its Lockheed Martin-built F-22 Raptor fighter jets to support combat functionalities over the next few years, National Defense Magazine reported Monday.

Gen. James Holmes, commander of the Air Combat Command, told attendees at a recent Air Force Association teleconference that the service branch is looking into repurposing its F-22 squadron initially built to support training operations.

Holmes said the option to reconfigure the F-22s may help the service optimize its spending for aircraft while expanding its combat capacity. However, he noted that a shortage of engines for the F-22 aircraft may result in challenges for the planned modification.

“They're already combat capable even without bringing them up to the higher standard. I’d certainly pick one of those over some of our legacy airplanes, if I had to go fight," he said. "The primary problem [with the aircraft] is having enough engines to meet our requirements," Holmes added.

GSA, CISA Partner to Help Agencies Implement Secure Gov’t Domains

The General Services Administration (GSA) has launched an effort with the Cybersecurity and Infrastructure Security Agency (CISA) to help government agencies ensure the safety of their .gov domains.

According to the DotGov program's website, the effort comes as part of the Trump administration's goal to have the HTTP Strict Transport Security (HSTS) function automatically enabled in government websites by September 1.

GSA will also work with government-affiliated civic organizations over the next few months to launch events in an effort to promote the benefits of preloading a secure .gov website.

“HTTPS is a key protection for websites and web users. It offers security and privacy when connecting to the web, and provides governments the assurance that what they publish is what is delivered to users,” GSA said.

“An additional protection, [HSTS], is a simple standard that protects visitors by ensuring that their browsers always enforce an HTTPS connection to a website. It also eliminates the ability to click through a certificate error–protecting users from attack.”

The agency is seeking feedback from agencies on challenges and potential solutions to domain security ahead of announcing a “ target preloading date at a future time.”

U.S. Navy Seeks Tech Proposals for Integrated Exercise in 2021

Naval Surface Warfare Center Crane (NSWC Crane) Division has partnered with Naval Information Warfare Center Atlantic (NIWC Atlantic) to search for new technologies in support of a future exercise. The Naval Integration in Contested Environments Advanced Naval Technology Exercise (NICE ANTX) will require technologies that allow troops to perform integrated missions, Naval Sea Systems Command said Monday.

The U.S. Navy is engaging with entities from industry, academia and government to identify and obtain the sought technologies. The effort also offers opportunities for participants to work alongside industry leaders. NIWC Atlantic announced a solicitation for the effort via a SAM notice.

“Participants will receive invaluable and immediate feedback on their tech directly from warfighters who may use it in the field," said Sondra Laughlin, assessments lead for ANTX at NSWC Crane.

Interested parties may submit proposals through July 1. The U.S. Navy and the U.S. Marine Corps will commence the exercise on the East Coast in 2021.

Bipartisan Bill to Identify, Mitigate 5G Infrastructure Gaps; Mike Gallagher Quoted

Reps. Mike Gallagher (D-Wash.) and Rick Larsen (R-Wis.) have unveiled bipartisan legislation to augment the Department of Defense's (DoD) 5G infrastructure network and systems. The "DoD 5G Act" will push the department's secretary to identify and reduce gaps within the U.S. military's telecommunications systems, the office of Rick Larsen said Thursday.

The bill contains recommendations from DoD's Defense Science Board Quick Task Force on the adoption of 5G technologies such as the implementation of federal standards and independent monitoring of 5G data.

“As the Pentagon develops advanced telecommunications capabilities, it should set a clear standard and expectation across the federal government for security and resiliency, from the supply chain on up," said Gallagher.

Gallagher and Larsen declared their support for the Secure 5G and Beyond Act, a bill that will require President Trump to create a strategy for 5G systems and infrastructure security.

GAO: SBA Must Improve Funding Estimates for Small Business Dev’t Centers

The Government Accountability Office (GAO) has found that the Small Business Administration (SBA) needs to reevaluate its estimates for initial funding to support its centers for training and counseling small businesses.

GAO said in a report released Monday that Congress appropriated $135 million and the president requested $101 million for fiscal year 2020 to fund SBA’s Small Business Development Center (SBDC) program. 

According to the watchdog, the large gap between the estimated and actual funds resulted in challenges for the centers that needed to revise their budgets in accordance with the appropriations.

Most of the SBDCs that GAO surveyed said they “have a harder time obtaining matching funds” and face challenges in hiring and retaining staff, meeting performance goals and providing services to small businesses.

GAO noted that if SBA continues its current practice for fiscal 2021, the funding estimate will be 35 percent lower than 2020 Congress appropriations.

“Under SBA's current practice for funding estimates, SBDCs will continue to experience (or may experience increasing) challenges given the growing divergence between the initial estimate and appropriated amounts,” the watchdog noted.
