Federal Energy Regulatory Commission’s Mittal Desai to Serve as CIO

Mittal Desai, senior adviser and risk analyst at the Federal Energy Regulatory Commission's (FERC) executive director office, has been appointed to serve as the agency's new chief information officer. He assumed his new role as the FERC's top information security official on Sunday, following Chairman Neil Chatterjee's announcement on Wednesday.

Desai formerly served as deputy chief information security officer of the Federal Deposit Insurance Corporation (FDIC). He helped FDIC develop, apply and maintain information security assets during his time with the agency. He is also a recipient of service recognitions such as the 2017 Federal Computer Week Federal 100.

“He is a seasoned IT leader who has served the commission very well in his current position and during his earlier career here as deputy chief information security officer and chief information security officer," Chatterjee said about Desai.

Desai first joined FERC in 2007 as an information technology specialist, then left in 2018 for FDIC. He then returned to the commission in April 2019.

Naval Surface Warfare Center Philadelphia Introduces Database for Shock Qualification

Naval Surface Warfare Center Philadelphia Division (NSWCPD) and partners from the U.S. Navy have created a new online database called "eForms" that features content on equipment shock resistance. NSWC worked with Naval Sea Logistics Center to develop the database.

The eForms database's electronic shock module will facilitate the management of information that helps the Navy determine the shock qualification of certain equipment, Naval Sea Systems Command said Friday. NSWCPD leads the efforts to qualify equipment for shock resistance. The Navy uses shock resistance data to conclude whether a piece of equipment can survive in an event of an underwater explosion.

“For shipboard equipment installation to be authorized, it must meet applicable shock requirements, accomplished either by qualification or with a shock deficiency correction plan (SDCP); eForms allows for both, providing a ‘one-stop shop’ with eShock and eSDCP,” said Christina Backes, engineering manager for surface ships shock certification at NSWCPD.

Singer also held industry positions with Science Applications International Corporation, Inc. (SAIC), GE Aerospace, and IBM.

FDA Reverses Stance on COVID-19 N95 Mask Decontamination; Donna Kelly-Williams Quoted

The U.S. Food and Drug Administration (FDA) reversed its position on the use of N95 masks that have been decontaminated, noting that the practice is and potentially dangerous, the administration reported on Sunday.

"The agency is reissuing certain emergency use authorizations (EUAs) to specify which respirators are appropriate for decontamination. Based on the FDA's increased understanding of the performance and design of these respirators, the FDA has decided that certain respirators should not be decontaminated for reuse by health care personnel," the FDA stated. 

Of the EUAs, the FDA issued an authorization in April 2020 to decontaminate approximately 4 million N95 or N95-equivalent respirators per day in the U.S. for reuse by health care workers in hospital settings. 

The administration granted an EUA to Advanced Sterilization Products (ASP) for the STERRAD Sterilization Cycles (STERRAD 100S Cycle, STERRAD NX Standard Cycle, or STERRAD 100NX Express Cycle), which uses vaporized hydrogen peroxide gas plasma sterilization.

There are approximately 9,930 STERRAD Sterilization systems in approximately 6,300 hospitals across the U.S. STERRAD 100S Cycle, STERRAD NX Standard Cycle and STERRAD 100NX Express Cycle vary in reprocessing times from 55 minutes, to 28 minutes, and 24 minutes. Each can reprocess approximately 480 respirators per day.

"Government officials and healthcare executives wasted time and resources and put frontline workers at risk chasing the unproven and dangerous dream of mask decontamination. Nurses and healthcare professionals caring for patients during this pandemic knew all along that these processes lacked rigorous evidence, could damage N95 masks and may create lasting health problems,” said RN and Massachusetts Nurses Association (MNA) president Donna Kelly-Williams said in response to the FDA reversal. 

Battelle was also awarded an EUA from the FDA to support front-line healthcare workers as they face critical shortages of personal protective equipment (PPE) in March 2020. The Battelle CCDS Critical Care Decontamination System will operate at Battelle’s West Jefferson, Ohio facility under the EUA and is capable of decontaminating up to 80,000 respirator masks per system each day using concentrated, vapor phase hydrogen peroxide (VPHP).

The respirator masks are exposed to the validated concentration level for 2.5 hours to decontaminate biological contaminants, including SARS-CoV-2. Battelle CCDS can decontaminate the same respirator mask up to 20 times without degrading the mask’s performance.

The MNA has taken a leadership position in opposing the use of these products due to the risks to the health and safety of nurses and other healthcare workers who are caring for patients. The MNA called for the halt of decontamination of masks, and that nurses and healthcare professionals have the right to consent or refuse to use decontaminated masks.

"The lack of reliable information on these practices, as well as the potential safety risks of these decontamination procedures pose risks to the health and safety of health care workers, as well as the general public at large require that these practices be halted," the MNA statement noted.

The changes prohibit the decontamination of N95 respirators that were manufactured in China, which accounts for the majority of available products utilized across the globe. The MNA is calling on healthcare organizations to act immediately to procure an adequate supply of new personal protective products (PPE) that meet the standard that had been in place pre-pandemic.

President Trump Signs PPPFA to Simplify PPP Procress; Jovita Carranza Quoted

President Trump signed the Paycheck Protection Program Flexibility Act (PPPFA) into law on Friday to simplify the process for recipients of Paycheck Protection Program (PPP) loans to qualify for forgiveness. 

"We want to thank President Trump for his leadership and commend Leader McConnell, Leader Schumer, Speaker Pelosi, and Leader McCarthy for working on a bipartisan basis to pass this legislation for small businesses participating in the Paycheck Protection Program,” said Small Business Administration (SBA) administrator Jovita Carranza.

The bill will provide businesses with more time and flexibility to keep their employees on the payroll and ensure their continued operations as we safely reopen the country. With the signing, borrowers will now have 24 weeks after the initial date of the loan. Before the new PPPFA, the spending had to occur within eight weeks of the receipt of the loan proceeds.  

The law will also reduce the amount that needs to go to payroll costs to qualify for forgiveness. Under PPPFA, 60 percent of loan proceeds must be spent on payroll costs, which is down from 75 percent. The bill will also increase loan repayment from two to five years to enable grant borrowers whose loans are not forgiven more time. 

SBA administrator Carranza and U.S. Treasury Secretary Steven T. Mnuchin issued a statement regarding the PPPFA on Monday. The SBA noted that the new rules will confirm that June 30, 2020, remains the last date on which a PPP loan application can be approved.

"We also want to express our gratitude to Chairman Rubio, Ranking Member Cardin, Senator Collins, Congressman Roy, Congressman Phillips, and other members of Congress who have helped to create and guide our implementation of this critical program that has provided over 4.5 million small business loans totaling more than $500 billion to ensure that approximately 50 million hardworking Americans stay connected to their jobs,” added Carranza.

Babel Street has acquired all of the intellectual property assets of Dunami to expand the company’s technology offerings, including artificial intelligence and machine learning, Babel Street reported on Monday. 

Babel Street acquired Dunami’s technology to leverage AI and ML technology to accelerate the company's understanding of current topics and thought leaders as well as conduct relationship analysis of associated networks and audiences. 

Dunami’s technology will automatically compile and visualize relationships to enable a deeper analysis. The company’s offerings will also help users identify the intersection of key trends and influential voices from publicly available information (PAI) across more than 200 languages.

The IP will be integrated into the Babel Street product suite, Babel X and Babel BOX. The newly acquired technology has been made available as a stand-alone offering to Babel Street customers as well as integrated into the company’s already existing offerings. GAO Reports Increase of Procurement Budget from 2018-2019; Potomac Officers Club Hosts Procurement Virtual Forum on June 9th

The Government Accountability Office (GAO) has released a report, noting that agencies spent more on procurement in fiscal 2019 than in any of the previous 10 years, the office reported in May 2020. The report stated that agency spending on multiple award contracts for IT and services increased from over the last year. 

The GAO report noted that agencies spent $584 billion on procurement in 2019, which has marked an increase of approximately $20 billion since 2018 and more than $120 billion since 2015. Agencies spent $448 billion on procurement in 2014 and a six-year low of $442 billion in 2015.

The Department of Defense (DoD) has accounted for $381 billion, while civilian agencies spent $205 billion. GAO said agencies procured 83.5 percent of all contracts competitively, which is significantly increased from 64.4 percent in 2015. 

GAO found the Pentagon’s rate dropped to 53.8 percent in 2019 from 55.4 percent in 2015, as DoD remains competitive. The majority of contracts continue to be fixed price, while cost reimbursement type contracts make up just under 32 percent of all procured work.

GAO stated that agencies continue to spend more on services than products across the government. Furthermore, the civilian sector increased $8 billion year-over-year and DoD reached an $11 billion year-over-year increase.

Given the increase in overall spending, multiple award contracts (MAC) reached its peak in 2019. GAO also noted that, while MAC spending obligations increased in 2019, the share of overall government spending remained at about 23 percent. DoD’s MAC spending is increasing more than civilian. 

The Pentagon spent $84 billion through multiple award contracts last year, up from $61 billion in 2016. Civilian agencies spent $74 billion in 2019, which is up from $50 billion in 2016. The top markets for MAC spending in 2019 are IT at $38 billion and professional services at $35 billion.

Col. Eric Felt: Air Force Research Lab Eyes ‘Nontraditional Orbits’

Col. Eric Felt, director of the space vehicles directorate at the Air Force Research Laboratory (AFRL), said the lab's next major project in space will focus on “nontraditional orbits,” including very low-Earth orbits and those near the Moon, Breaking Defense reported Friday.

“We in AFRL are working on technologies to expand space domain awareness above the GEO belt — so from the GEO belt all the way to the Moon and even a little bit beyond,” Felt said Friday at a webinar. “It’s what we call the xGEO, or the cislunar, area of operations. And as commercial people move there, and our adversaries move there, that becomes an area where we need to know what’s going on up there.”

Felt said the lab intends to equip LEO satellites with a Link 16 tactical data link to broaden connectivity across domains as part of the XVI project and plans to test a prototype by March.

“You would basically have a Link 16 capability everywhere, all the time, all over the world, and that is pretty powerful enabler to our warfighters,” he said of the XVI project.

Laura Stanton: Agencies Should Look to Expand EIS Telecom Solicitations

Federal officials said agencies should consider modifying their solicitations under the $50 billion Enterprise Infrastructure Solutions contract to meet their telecommunications and other information technology requirements during the coronavirus pandemic, FedScoop reported Friday. 

“This is a chance for the agencies to take a look and see where there might be gaps in what they were rolling out and look to expand their EIS solicitations,” Laura Stanton, incoming acting assistant commissioner of information technology category at the General Services Administration’s Federal Acquisition Service, said Thursday at an AFFIRM webinar. “Agencies were in different places and were affected differently by COVID-19.”

Mike Maiorana, senior vice president of federal public sector sales at Verizon and a previous Wash100 Award winner, said agencies are making some changes to their solicitations and those include boosting bandwidth for data and voice networks to support telework, distance learning and telemedicine; cloud-based collaboration platforms for workforce productivity; and security support to safeguard against cyber threats.

“We have seen certain agencies delay EIS deadlines and/or decisions to focus more on the urgent matters at hand,” Maiorana said. “We have seen other agencies accelerate solicitations to use EIS as an enabler of technologies to assist their COVID-19 responses.”

Mark Lewis: Microelectronics, 5G, Hypersonics Are DoD’s Top Three R&D Priorities

The Department of Defense (DoD) is reshuffling its research-and-development priorities as it develops new roadmaps to advance future capabilities and Mark Lewis, director of research and engineering for modernization at DoD, said microelectronics is now the Pentagon’s top priority, National Defense reported Friday.

“We want to move away from trusted foundries and instead move towards technologies that allow us to operate and develop trusted components in zero-trust environments,” Lewis said of microelectronics. He added that Nicole Petta, assistant director for microelectronics, is working on a roadmap to meet this goal by 2023.

Lewis said DoD considers 5G communications as its second R&D priority followed by hypersonic weapons. He noted that the department plans to procure large quantities of hypersonic weapons.

“We’re not interested in prototype programs that terminate at onesies and twosies,” he said of hypersonics. “You want weapons at scale. And by scale, we mean hundreds of systems. Eventually, down the line, you need thousands.”

DoD’s research and engineering office is also advancing other modernization priorities, including artificial intelligence and machine learning, cyber, autonomy, directed energy, biotechnology, quantum science, directed energy, space as well as fully networked command, control and communications.
