DOE Secretary Dan Brouillette Releases Strategy to Restore U.S. Nuclear Leadership

Dan Brouillette, secretary of energy, has unveiled a strategy to bolster the country’s performance in areas related to nuclear energy.

The Strategy to Restore American Nuclear Energy Leadership lists efforts to bring back industrial uranium capabilities, further nuclear power technologies, support exports and maintain compliance with national security and non-proliferation, DOE said Thursday.

Brouillette said the strategy aims to address the country’s industrial decline in the nuclear fuel area and resulting threats to national security and interest.

“As a matter of national security, it is critical that we take bold steps to preserve and grow the entire U.S. nuclear energy enterprise,” he said.

The strategy highlights the importance of the government working as a whole towards the U.S. nuclear industry’s progress in the global competition.

The Nuclear Fuel Working Group, presidentially stood up in July 2019, produced the strategy.

David Shive

David Shive, chief information officer of the General Services Administration over the past five years, has been named vice chair of the Federal CIO Council.

He succeeds Joe Klimavicz, who retired from the federal government in February, the council said Wednesday.

In his new position, Shive will provide direction for council activities and align its priorities with the President’s Management Agenda.

He brings five years of council work to the role, with experience leading its services, strategy and infrastructure committee as co-chair.

Shive joined GSA in November 2012 and directed its enterprise infrastructure office before he was promoted to the CIO role. He served as CIO of Washington, D.C., prior to joining federal service.

Rep. Mike Gallagher, R-Wis., said that the Cyberspace Solarium Commission’s priority recommendations include the creation of a Senate-confirmed cybersecurity director position at the White House, FCW reported Thursday.

Gallagher, who serves as co-chair of the commission, noted at a Palo Alto Networks-hosted webinar that the cybersecurity director will work to advise the House and Senate’s select committees on pervasive cyberspace matters.

Rep. Jim Langevin, D-R.I., serves on the commission as well as the House Armed Services Committee and previously outlined the former’s goals to establish other cyber-related positions.

He also cited the development of a five-year risk management cycle as one of the recommendations he hopes to be included in the fiscal year 2021 National Defense Authorization Act, according to FCW’s report.

Gallagher said the commission is “continuing with the legislative process” despite coronavirus-related disruptions and that he is optimistic that its recommendations will manifest in the upcoming NDAA.

Rachael Martin, mission chief at the Joint Artificial Intelligence Center (JAIC), said the center is working to keep at pace with industry when it comes to implementing and scaling robotic process automation, Nextgov reported Thursday.

Martin told attendees at an Institute for Critical Infrastructure Technology webinar that while some agencies have deployed a robust RPA framework, JAIC also needs to develop a shared services model to match strategies used in the private sector.

She added that the early use of RPA has been “driven by necessity” to perform administrative tasks such as financial management and contracting procedures. Integrating RPA into agencies’ varying cloud infrastructures remains a challenge for the Department of Defense component, according to Martin.

“We’re finding that people are defaulting to desktop applications because it’s easier than having to go through the whole process of standing up cloud infrastructure to host the software,” she said. “I think in the long-term that is going to be what prevents us from scaling.”

Gen. David Goldfein, the U.S. Air Force chief of staff and 2020 Wash100 Award recipient, said the service branch is moving forward to develop the Advanced Battle Management System, a new integrated situational awareness platform, addressing a certain report by the Government Accountability Office, C4ISRnet reported Thursday.

Goldfein’s statement addresses a GAO report that USAF does not have a detailed plan to develop and implement ABMS. GAO does not have key information to conclude USAF’s lack of a plan to develop ABMS that is designed to facilitate integrated situational awareness across multiple domains, Goldfein told reporters.

The government watchdog found in its report that USAF still needs to identify technology, cost and assessment requirements for the system’s development. Goldfein said GAO did not see the technology perform during the service branch’s ABMS demonstration in December.

Marie Mak, director of GAO, responded by saying the agency has acknowledged the exercise and multiple pieces of classified content, but still is firm with the finding that USAF has not fully planned for ABMS activities.

Goldfein noted that he does not intend to criticize GAO and believes the agency needs more support to understand the project’s actual pace.

“We’ve got to help others realize that we are moving out and we are developing capability faster than we’ve ever developed capability before,” he said.

UiPath has announced an integration with ServiceNow to extend the value of automation across to securely automate complex workflows, the company reported on Wednesday.

“As this interest in accelerated processes amongst organizations continues to grow, our bi-directional integration enables enterprise organizations to easily begin their RPA journey, successfully mature and scale their automation initiatives, and refocus their workforce on business transformation,” said Dhruv Asher, UiPath’s senior vice president of business development and product alliances.

UiPath and ServiceNow will enable organizations to achieve business-wide digital transformation to improve efficiency, innovate to remain competitive and reimagine the IT, employee and customer experience (CX).

The solution will simplify decision making processes, help solve problems, find answers and automate tasks with its bidirectional integration. With UiPath’s platform and open architecture, customers can deploy and manage automations that leverage ServiceNow, without need for invasive implementation or costly, custom integrations.

The UiPath Activity for ServiceNow will connect the UiPath Enterprise RPA Platform to ServiceNow using ServiceNow’s publicly supported APIs, so robots can add, delete, and download attachments, as well as get, update, insert, and delete ServiceNow records.

GSA Releases HCD Evaluation, Buying Guide to Assist Federal Agencies Improve CX; Matt Ford Quoted

The U.S. General Services Administration (GSA) has issued an Evaluation and Buying Guide to help federal agencies seeking Human-Centered Design (HCD) services to improve Customer Experience (CX), GSA announced on Friday.

“Agencies are making significant progress in building customer-centric services,” said GSA’s acting chief customer officer Matt Ford. “GSA developed this guide based on the needs agencies have expressed in structuring contracts and identifying the best industry partners to help accelerate their service transformations.”

The release of the HCD buying guide will support the President’s Management Agenda’s Cross-Agency Priority Goal on CX. The buying guide will also provide agencies with an overview of CX, principles for evaluating CX industry partners, questions for framing CX efforts and acquiring HCD services and a summary of the HCD RFI released last fall

In Jan. 2020, the GSA’s Center of Excellence (CoE) released a statement regarding the requirements of HCD and CX. The release stated that HCD is an approach to defining and solving problems from the perspective of the people who will depend on the developed solution.

For example, if an organization were to design an online application for federal grants, the HCD process would involve the people who request grants as well as the people who process grant applications.

Organizations would then observe and interview them as they interact with grants. In addition, companies would analyze challenges and explore new needs. CX work is more general in that it will generally involve the broader needs of an organization and more specific in that it focuses on a subset of users.

Organizations frequently use CX practice to aggregate existing efforts, including customer service, contact center operations and customer research. CX initiatives often operationalize several areas across the organization. Launching a CX initiative to introduce a new method of collecting feedback from customers could lead to an organization-wide strategy to retain customers.

PSC Releases Letter to Request Additional COVID-19 Funds to Assist With Implications of the Virus; Alan Chvotkin Quoted

The Professional Services Council (PSC) has sent a letter, signed by 35 firms, to the Chair and Ranking Member of the Senate Foreign Relations Committee, House Foreign Affairs Committee, Senate/House Foreign Operations Appropriations Subcommittees and other key Congressional committees and individual members, the council announced on Thursday.

“PSC’s CIDC members have decades of experience responding to crises around the world, including combatting lethal and highly contagious diseases such as SARS and Ebola, and operating in highly unstable, dangerous and sometimes violent locations,” said Alan Chvotkin, PSC’s executive vice president and counsel.

The firms, from the Council of International Development Companies (CIDC) who to support the State Department, the Agency for International Development, and other federal agencies, have asked Congress to provide additional funds to the COVID-19 relief effort.

The letter has requested appropriations of at least $12 billion to fund the critical needs of businesses due to the COVID-19 global health pandemic, including emergency economic relief, humanitarian assistance and ongoing frontline operations.

The letter has explained the CIDC’s concerns with the global impact of COVID-19. The virus has caused disruptions to health and economy, and has contributed to the fragility of medical infrastructures. In addition, COVID-19 has negatively impacted democratic institutions and the social network of trading partners of the United States.

“It is essential to recognize the global impact of COVID-19 and how it affects the United States if not addressed overseas,” continued Chvotkin. “The funding request is indicative of the severity of the need and how our national security is connected to response efforts – both to highlight the support our country continues to extend to our allies and to demonstrate that other nations who may be providing assistance continue to do so without significant strings attached.”

L3Harris Allocates $100M in Accelerated Payments to Support Small Business Suppliers Through COVID-19 Challenges; William Brown, Evan Cramer Quoted

L3Harris Technologies announced that it will contribute more than $100 million in payments to small business suppliers nationwide to support the companies that play a critical role in sustaining regional economies and ensure the nation’s security, the company reported on Friday.

“Accelerating payments reflects our commitment to support small businesses, the aerospace and defense supply chain, and the vital U.S. defense industrial base,” said William Brown, chairman and chief executive officer of L3Harris. “We are proud to help these businesses and their regional economies, particularly during this difficult economic period.”

L3Harris has begun making accelerated payments to small businesses in 45 states that are part of its global supply chain. The companies that will receive funds have provided products and services that enable the company to deliver innovative solutions to the Department of Defense (DoD), government agencies and allies.

The accelerated payments will add to L3Harris’ efforts to support its employees, customers, suppliers and communities combatting COVID-19. The company will also contribute $2 million and provide additional equipment and resources to organizations involved in COVID-19 relief and recovery efforts.

In addition, L3Harris will provide a 2X match to employee designated gifts to these and other organizations. The funds will support initiatives globally, with an emphasis on regions where L3Harris has a significant presence. The company also has donated protective suits and masks and made grants available to eligible employees impacted from COVID-19.

Company engineers and scientists will assemble positive air pressure respirators, produce medical grade components for respirators, volunteer to create STEM-oriented online educational videos for out-of-school students and support other relief initiatives.

“Bringing these payments forward gives us assurance in keeping the supply chain stable, supporting our sub-tier vendors, staff and families,” said Evan Cramer, chief executive officer, Custom Aerospace Machine, an L3Harris supplier in Melbourne, Florida. “The accelerated payment will also allow us to continue to invest in our strategic growth plan, with our move to a new 52,000-square-foot facility, in support of the pending F-35 full-rate production schedule.”

Spiro, AirMid Ventilator Designs Selected in Army Prize Competition

The U.S. Army has awarded $100K to Spiro Devices and AirMid Critical Care Products to develop ventilator prototypes suitable for mass production as part of coronavirus response efforts.

A panel of judges recommended the two companies’ designs 16 days after Bruce Jette, acquisition chief at the Army and a 2020 Wash100 awardee, kicked off the xTech COVID-19 Ventilator Challenge, the military service said Thursday.

Eight out of 150 initial respondents to the branch’s call for ideas were invited to present their ideas to the panel.

AirMid and Spiro proposed a bellows-based platform and a breathing bag-based system, respectively.

The Army, which did not set a deadline for the challenge and continues to accept ideas, aims to help U.S. businesses manufacture 10K ventilators over an eigth-week period.

The xTech team evaluates responses from interested parties based on criteria such as technical viability, capacity to address mission requirements, cost and delivery schedule and the potential of a ventilator to comply with regulations.
