AIAA Asks Policymakers to Protect Supply Chain In Lieu of COVID-19

The coronavirus pandemic has stalled the global economy, impaired businesses and continues to impact the world and global economy; as a result, the American Institute of Aeronautics and Astronautics has requested that policymakers protect the defense industry supply chain, the organization announced on Monday. 

The aerospace and defense industry currently supports over 2.5 million jobs and 17,000 suppliers from large manufacturers to small businesses that form the backbone of the supply chain. It represents more than $928 billion in economic output for the United States and more than $237 billion in wages. 

As a result of the COVID-19 outbreak, the aerospace and defense sector has filled an essential need to protect national security and provide logistics capability to bring critical supplies to areas. The sector has provided a skilled workforce and has made significant advances in areas such as autonomy, cybersecurity, air mobility, and space exploration. 

The aerospace and defense workforce is an essential driver of innovation for the U.S. economy, national security, and has expanded the utilization of space for future generations. The industry has been an integral part of the United States in global competitiveness, innovation and technical leadership. 

The aerospace and defense contribution to the economy after recovery from the COVID-19 crisis will be crucial for restarting and building the economic engine. The industry has experienced an economic downturn that's worse than 9/11. 

Airlines have laid off thousands of workers and cut flights. Maintenance, repair and overhaul workers have also experienced major impacts. AIAA has requested federal government officials and lawmakers to be mindful of and support the aerospace and defense industry throughout the pandemic.

Everbridge has launched COVID-19 Shield, a new set of Coronavirus Protection Solutions designed to protect the safety of employees and customers, maintain business operations, safeguard supply chains and reduce costs and liabilities stemming from the impact of the global coronavirus pandemic, the company announced on Monday. 

“Everbridge works with thousands of organizations to help them protect their people and their operations. In one week alone, our customers sent more than 30 million coronavirus communications using our platform, a testament to the need for accurate and real-time information in a quickly evolving situation,” said Claudia Dent, SVP of Product Marketing at Everbridge.

Everbridge’s COVID-19 packages will mitigate the impact of coronavirus by leveraging the company’s industry-leading CEM platform to help organizations identify their risks, safeguard their workforce and manage disruptions to their operations and supply chain. 

COVID-19 Shield will offer three new out-of-the-box solutions to help organizations. The individual offerings include Know Your Risks through COVID-19 alerts correlated to an organization’s locations. 

The solution will provide pandemic Situation Reports developed from the world’s largest vetted database of risk data, derived from machine learning analysis of over 22,000 data sources from 175+ countries and validated by a 24/7 team of analysts monitoring local verified sources. 

In addition, COVID-19 Shield will offer “Protect Your People” to manage critical response plans and automate communications with impacted people, responders, leadership and other stakeholders. Protect Your People correlates a specialized Everbridge-developed threat feed on incidences of the coronavirus with the previously visited, last known and expected location of people to help businesses understand the risks and take appropriate actions. 

The solution will provide “Protect Your Operations and Supply Chains” by correlating alerts to physical assets including offices and facilities, production plants, suppliers and supply chain routes, in addition to people. The section will pinpoint potential impacts to your assets and production resources, initiating standard operating procedures to quickly resolve issues.

The COVID-19 Shield packages will also provide access to the Everbridge Data Sharing Private Network, which enables customers to share information publicly or privately. A business, for example, can share information with local government agencies and healthcare facilities to gain more local situation intelligence and to better coordinate response activities.

FDA Facilitates Access to Medical Products in Response to COVID-19; Alex Azar, Stephen Hahn Quoted

The U.S. Food and Drug Administration (FDA) announced new efforts to increase the availability of ventilators and accessories and other respiratory devices during the COVID-19 pandemic to support patients with respiratory failure or difficulty breathing, the administration announced on Monday.

“With this boost from the FDA, medical device makers can more easily make changes to existing products, such as changes to suppliers or materials, to help address current manufacturing limitations or supply shortages. Other manufacturers, such as automakers, can more easily repurpose production lines to help increase supply,” said Health and Human Services Secretary Alex Azar.

First, the guidance has outlined the agency’s intention to exercise enforcement discretion for certain modifications to these FDA-cleared devices. The guidance will expedite manufacturing by adding production lines or alternative sites, for instance, using non-medical device manufacturers such as automobile manufacturers, to start manufacturing ventilator parts.

Second, the FDA will support hospitals and health care professionals by providing ventilators intended for other environments, including repurposing ventilators normally used for transporting patients in an ambulance into the hospital setting for long-term use. The FDA has also provided recommendations for other alternatives that should be considered such as devices for treating sleep apnea, continuous positive airway pressure (CPAP) devices.

Finally, the agency has encouraged manufacturers to communicate with the FDA about pursuing an emergency use authorization (EUA), which would allow them to distribute their ventilators in the United States. This includes U.S.-based manufacturers that were previously engaged in making medical devices, but have capabilities to increase the supply of these devices.

“The FDA is doing everything we can to support patients, health care professionals, hospitals, medical product manufacturers and the public during this pandemic. One of the most impactful steps we can take is to help with access and availability to life-saving medical treatments,” said FDA Commissioner Stephen Hahn, M.D.

USAF Awards KBR $26.8M Task Order to Support AFLCMC Cybersecurity Engineering; Byron Bright Quoted

KBR has been awarded a $26.8 million task order to provide additional cybersecurity engineering support to the U.S. Air Force Life Cycle Management Center (AFLCMC) Engineering Directorate Cyber Systems Engineering Division, the company announced on Monday.

“KBR’s growing cybersecurity portfolio underscores our position as a leading provider of cutting-edge cyber and electronic security solutions for the government,” said Byron Bright, KBR President, Government Solutions U.S.

Under the new task order, KBR experts will develop cybersecurity frameworks for U.S. Air Force command and control (C2) and rapid cyber acquisition (RCA) customers. C2 and RCA systems provide integrating communications capabilities that permit almost all other Air Force weapon systems to operate and communicate securely. The cybersecurity of these systems is paramount to the secure operation of key assets including fighter, bomber, and remotely piloted aircraft.

KBR will provide system and software security, mission assurance, risk management and resilience in developing, implementing, training, verifying and executing cybersecurity strategies across the portfolio of C2 and RCA weapon systems for AFLCMC.

The company will offer IT and cyber capabilities, including software engineering and development, including big data analytics, computer network management, defense and support. In addition, KBR will provide cyber certification and accreditation, cyber policy development, translation and training, vulnerability assessment and evaluation, utility monitoring and control, health IT and cloud security.

KBR will increase the cybersecurity and resiliency of USAF systems while helping to ingrain cybersecurity best practices into the engineering processes of systems in acquisition. The company will perform work at Hanscom AFB in Massachusetts.

The company was awarded the cost-plus-fixed-fee task order under the Department of Defense Information Analysis Center’s (DoD IAC) multiple-award contract. The task order falls under the DoD IAC’s Cyber Security and Information Systems Technical Area Task (CSTAT). This task order was awarded by the U.S. Air Force (USAF) Installation Contracting Center.

“This award demonstrates the military’s trust in KBR’s ability to provide knowledge-based cybersecurity services,” added Bright.

Quantum’s core data center will continue to operate with a select group of essential personnel to keep our sites sterile while maintaining 24/7 global customer support. The company’s engineers are productive and inventing new software-defined storage features and other innovations.

Army, Navy Demo Hypersonic Glide Body via Flight Experiment

The U.S. Army and Navy launched a common hypersonic glide body to a desired point of impact during flight test held Thursday at the Pacific Missile Range Facility in Hawaii.

Both military services collaborate with the private sector in the C-HGB development initiative wherein the Navy serves as the system’s lead designer and the Army acts the production lead, the Department of Defense said Friday.

Each branch plan to adopt the glide body while aiming to build individual customized weapon and launch systems for sea or ground applications.

”This test builds on the success we had with Flight Experiment 1 in October 2017, in which our C-HGB achieved sustained hypersonic glide  at our target distances,” said Vice Adm. Johnny Wolfe, director of the Navy’s strategic systems programs.

”In this test we put additional stresses on the system and it was able to handle them all, due to the phenomenal expertise of our top notch team of individuals from across government, industry and academia,” Wolfe added.

DoD noted it aims to field a hypersonic technology for military use in the early to mid-2020s.

Once deployed, the C-HGB will house a guidance system, a conventional warhead, cabling and thermal protection shield.

The Missile Defense Agency also monitored the flight test and collected tracking data to inform MDA’s own projects to build systems against hypersonic threats.

David Wu Promoted to USDA Deputy Asst Secretary for Administration

David Wu, who joined the Department of Agriculture in October 2019, has been chosen to succeed Don Bice as deputy assistant secretary for administration.

Bice has led USDA's efforts to update its administrative services over the past two years, USDA said Friday.

Wu most recently served as principal deputy assistant secretary for administration and previously held various positions within the department's budget and program analysis office, where his duties included management of reporting processes and coordination of performance improvement tasks.

Prior to federal service, he directed business innovations and process improvements for the Kentucky Cabinet for Health and Family Services, and served as director of government transformation and chief operating officer for the state of Illinois.

Wu also worked for Mitch Daniels and Greg Ballard, respectively former governors of Indiana and Indianapolis. In addition, he has industry experience in journalism, startups and finance in the U.S. and overseas.

Air Force Research Lab Tests Engine for Gray Wolf Cruise Missile Program

The Air Force Research Laboratory conducted the first test of a turbojet engine designed to support low-cost cruise missiles as part of the Gray Wolf program, FlightGlobal reported Saturday.

AFRL partnered with Northrop Grumman and Technical Directions to design and develop the TDI-J85 engine and associated cruise missiles.

The laboratory said the engine exceeded fuel efficiency and thrust performance expectations during the test. AFRL noted that it wants cruise missiles designed to operate at a range more than 250 nautical miles to support various missions.

AFRL intends to use testing data to incorporate the turbojet engine in flight test vehicles.

“As part of the weapon system integration and demonstration phase, the team will modify and verify the interfacing operating software, perform captive flight test and conduct a missile release test to demonstrate the low-cost cruise missile concept,” the laboratory said.

Report: VA Plans to Procure 180K Devices to Back Telework, Telehealth Operations

The Department of Veterans Affairs wants to buy 180K devices to support telehealth and telework initiatives in response to the coronavirus pandemic, FedScoop reported Friday.

Sources said the proposal to procure such devices is part of VA’s $1.2B supplemental request to Congress for its “Information Technology Systems account” as part of its COVID-19 response efforts.

VA plans to purchase 100K laptops to back telework initiatives, 50K iPads for veterans to facilitate their access to telehealth and 30K laptops in support of telehealth operations, according to sources.

The report said VA is seeking $16.6B in additional funds for fiscal 2020 to continue to support operations during the pandemic.

The departments of Defense and Veterans Affairs, General Services Administration and the Internal Revenue Service have executed emergency procurement authorities to accelerate contract awards in support of COVID-19 relief efforts, Federal News Network reported Friday.

DoD increased the threshold for sole-source 8(a) contracts from $22M to $100M in compliance with a provision of the fiscal year 2020 National Defense Authorization Act.

VA, GSA and the IRS also raised their simplified acquisition threshold and micropurchase threshold to speed up the process of awarding contracts. The three agencies increased their thresholds for procurements made in the U.S. For acquisitions made overseas, only the IRS and GSA raised their thresholds.

The MPT has been raised to $20K and $30K for procurements made in the U.S. and outside the country, respectively. The agencies increased the SAT to $750K for purchases made within the U.S. For procurements made overseas, the threshold for simplified acquisitions was raised to $1.5M.

The thresholds stay in effect through the end of June or July 1.
