Renee Wynn, the retiring chief information officer at NASA, said the implementation of a new strategy aimed at improving how the agency oversees its information technology systems, resources and personnel will be one of the priorities of the next CIO, Federal News Network reported Friday.

“We are really coming along in using a blank sheet to reimagine what we should look like,” Wynn said on the network’s Ask the CIO. “Then from the July to December timeframe, they will have to write that out as an organization, put the boxes on the piece of paper, and develop the implementation plan for how do we go from our current state to the to-be state after the agency blesses the to-be state.”

She said part of the IT reorganization effort this year is to quantify the money, technology, people and other resources and noted that customer experience will be another priority for the next CIO.

“We will be assigning an individual—yet to be named—who will lead an effort across our different program areas, applications, end user support, communications and other traditional CIO areas to work across that to deliver a much better, more value-added customer experience,” she said. “I’m very excited that we got this started and not waiting until our transformation project to rethink customer experience.”

Wynn is set to retire by the end of April after three decades of federal service.

Gen. John Raymond, chief of space operations within the U.S. Space Force and a 2020 Wash100 Award winner, said the newly created service branch continues to carry out its missions amid the coronavirus pandemic, DoD News reported Friday.

"The men and women in U.S. Space Command and the U.S. Space Force are executing our 24/7, no-fail missions to protect and defend our nation's space centers," Raymond said Friday during a telephone news conference at the Pentagon.

He said Spacecom has launched efforts to provide additional bandwidth to respond to the request of Navy hospital ship USNS Mercy as it travels to Los Angeles to oversee trauma patients to help civilian hospitals accommodate those who are infected with COVID-19. "We optimize the constellation or the payloads to be able to provide that support," he said. "We're doing that for every request that we may get."

Raymond said 64 cadets at the Air Force Academy are expected to be commissioned into the Space Force in May. The new military branch is also “on track” to onboard up to 16,000 personnel from other services.

Trump Unveils National Strategy to Secure 5G

President Donald Trump has issued a new strategy to ensure the security of the country’s 5G wireless networks.

The National Strategy to Secure 5G outlines the administration’s vision for the U.S. to lead the development, management and deployment of reliable and secure 5G communications infrastructure in collaboration with allies and closest partners.

The strategy has four lines of effort: facilitate the domestic rollout of 5G; assess risks to and determine core security principles of 5G infrastructure and capabilities; address risks to U.S. national and economic security during the development and deployment of 5G worldwide; and promote responsible development and deployment of 5G.

The president signed on March 23 the Secure 5G and Beyond Act that requires the executive branch to come up with a strategy to ensure the security of 5G networks.

NASA Posts New Electric X-Plane Concept Images

NASA has unveiled concept art graphics of the space agency's all-electric, piloted X-plane designed to demonstrate quieter, environment-friendly flights.

The space agency said Thursday its X-57 Maxwell aircraft features an all-electric configuration with a high-aspect ratio wing for reduced flight drag, as seen in the images.

Maxwell also uses electric cruise motors for energy recovery at the wingtips. The aircraft will receive 12 high-lift motors and propellers to fly at standard speeds.

NASA's new electric X-plane may introduce boosted efficiency and lower carbon emissions to commercial flights.

Intel, Ayar Labs Produce Photonics-Based Microelectronics Tech for DARPA

Intel and Emeryville, Calif.-based semiconductor manufacturer Ayar Labs have developed a light-based chip connectivity technology as part of the Defense Advanced Research Projects Agency’s  Photonics in the Package for Extreme Scalability effort.

DARPA said Wednesday that Intel and Ayar Labs demonstrated the use of optical signaling for microelectronics to replace traditional electrical input/output components and support high-speed datalinks through single-mode optical fibers.

As part of the PIPES effort, the two firms used Ayar Labs’ TeraPHY optical I/O chiplet which has a bandwidth capacity of 2 terabits per second. The team also used Intel’s chiplet packaging processes and low-power signaling capabilities that the company developed under DARPA’s CHIPS effort.

Gordon Keeler, PIPES program manager for DARPA, said the agency aims to produce photonics technology capable of handling more than 100 Tbps to support applications like artificial intelligence, high-performance computing, next-generation radars and large-scale emulation.

According to DARPA, the Intel-Ayar Labs team will work on furthering the development of integrated photonics technologies to support high signaling rates and address demands for latency and bandwidth density throughout the PIPES effort’s subsequent phases.

DHS Launches Document to Guide Federal Agencies Amid COVID-19

The Department of Homeland Security has released guidance to inform agencies on how to respond against the COVID-19 coronavirus pandemic, Nextgov reported Thursday.

DHS’ Master Question List features information on COVID-19 and parties that are working to understand the disease. The department developed the document in response to coronavirus-related knowledge gaps that have affected DHS’ emergency response activities.

Lloyd Hough, who leads the Hazard Awareness and Characterization Technology Center of DHS’ Science and Technology Directorate, said MQL is designed to help officials objectively discuss the issue with available knowledge.

DHS will continue to update the document with new information.

GAO: DoD Must Improve Monitoring, Sustainment of Nuclear Programs

The Government Accountability Office has found that while the Department of Defense made progress in implementing recommendations for improving its nuclear program reviews, the department is yet to deploy key tracking tools to ensure transparency.

GAO said in a report published Thursday that the DoD has implemented recommendations stemming from its 2014 and 2015 reviews encompassing nuclear enterprise and nuclear command, control and communications efforts.

However, the watchdog said the DoD must provide current and complete information on progress updates including new completion dates and item delivery schedules. The department’s current guidance does not have specific requirements on ensuring that tracking information is up to date, GAO noted.

In addition, the agency said that the DoD is “struggling to sustain and maintain” legacy nuclear systems such as the Ohio-class submarines.

According to GAO, the DoD must address its reporting and tracking issues to completely and accurately visualize tasks while informing its efforts to monitor the state of its defense nuclear enterprise.

Lockheed Martin has released new company guidance regulations due to the rapid spread of COVID-19 and its major societal impacts, the company announced on Friday. 

“Lockheed Martin understands that the shared effort to combat COVID-19 and recover from its effects will be a long-term one. We will continue to engage national, state, and local leaders to undertake additional measures as needed,” said Marillyn Hewson, chairman, CEO and president of Lockheed Martin. 

In response to this crisis, Lockheed Martin released a new guidance plan with three clear priorities. First, The company will continue to protect the health and safety of its employees. Second, Lockheed Martin will perform and deliver national security, global communications, and infrastructure initiatives. The company will utilize its know-how, resources and leadership as a company to assist our communities and our country during this period of national crisis. 

Lockheed Martin will also advance more than $50 million to small- and medium-sized business partners in our supply chain to ensure they have the financial means to continue to operate, sustain jobs and support the economy. 

The company will donate $10 million to non-profit organizations involved in COVID-19 related relief and assistance, with emphasis on veterans and military families. Lockheed Martin have activated a $6.5 million employee disaster relief fund to assist Lockheed Martin employees and retirees impacted with COVID-19.

The initial financial steps will help during the time of national need. In addition, Lockheed Martin will offer engineering and technical capabilities to help solve the challenges faced by federal, state and local officials. 

Finally, during the economic uncertainty, Lockheed Martin will continue our planned recruiting and hiring. Given the requirement for social distancing, the company will deploy virtual technology and other techniques to sustain our hiring activity during this crisis period.

“Throughout this crisis, Lockheed Martin remains committed to continuing to deliver critical capabilities for our nation and our allies, supporting job creation and economic recovery, and helping those in need wherever we operate,” Hewson concluded

SAIC Announces Fourth Quarter Results; Nazzic Keene Quoted

Science Applications International Corporation (SAIC) has announced results for the fourth quarter and full fiscal year ended January 31, 2020, the company announced on Friday. 

“The addition of Unisys Federal to our business portfolio accelerates our growth strategy, enhances our technical talent base, and solidifies SAIC as a market leader in providing IT modernization solutions,” said CEO of SAIC and Wash100 Award recipient, Nazzic Keene.

Revenues for the quarter increased $348 million compared to the prior-year quarter primarily due to the acquisition of Engility. Excluding acquired revenues, compared to the prior-year quarter, revenues decreased by 1.2 percent. 

Operating income as a percentage of revenues increased to 5.7 percent for the three months ended January 31, 2020 as compared to 0.6 percent in the comparable prior-year period primarily due to lower acquisition and integration costs, strong program execution and cost synergies, partially offset by increased intangible asset amortization.

Net income attributable to common stockholders for the quarter increased $68 million from the comparable prior year period primarily as the result of higher operating income, partially offset by higher interest expense.

Adjusted EBITDA as a percentage of revenues for the quarter was 8.7 percent, compared to 8.0 percent for the prior year quarter due to cost synergies and higher net profit write-ups.

Diluted earnings per share was $1.01 and adjusted diluted earnings per share was $1.58 for the quarter. The weighted-average diluted shares outstanding during the quarter was 58.5 million shares. 

The negative impact from acquisition and integration costs included within diluted earnings per share was $0.24 and $0.54 for the quarter and year, respectively. The weighted-average diluted shares outstanding during the year was 59.0 million shares.

“SAIC’s full fiscal year 2020 results reflect strong financial performance, operational execution, and the implementation of a strategy that positions the company for sustained, profitable growth and long-term value creation,” added Keene.
