New OPM Program Addresses COVID-19 Workforce Needs; Michael Rigas Quoted

The Office of Personnel and Management has launched an effort to address the COVID-19 disease that has caused the U.S. government to declare a national emergency.

OPM said Friday its COVID-19 Surge Response Program aims to disseminate federal work opportunities in support of coronavirus response work.

The agency is using the Open Opportunities platform through which federal entities may post openings for rotational response work.

“The COVID-19 Surge Response Program will allow agencies to quickly realign their workforce so they can better accomplish their mission for the American people,” said Michael Rigas, OPM acting director.

Rigas recently released a guidance memo to help federal agencies screen new employees amid the COVID-19 crisis.

Raytheon and United Technologies Corporation have announced that the companies have received the necessary regulatory approvals for their all-stock merger of equals and expect to close the merger prior to the opening of trading on the New York Stock Exchange on Friday, April 3, 2020, Raytheon reported on Monday. 

"We are pleased to have received all the necessary regulatory approvals, which clears the way for the successful completion of our merger of equals," said Thomas Kennedy, Raytheon chairman and CEO and 2020 Wash100 Award winner. "We are more than just two businesses coming together – Raytheon Technologies will be uniquely positioned to deliver advanced and innovative solutions to our customers while delivering significant value to shareowners."

With the purchase, United Technologies will be renamed Raytheon Technologies Corporation, and its common stock will trade on the NYSE under the ticker symbol "RTX." The last full day of trading in the shares of Raytheon Company is expected to be Thursday, April 2, 2020, and upon the closing of the merger on Friday, April 3, 2020, each share of Raytheon Company common stock will be converted into the right to receive 2.3348 Raytheon Technologies shares. 

"We are excited about the future of Raytheon Technologies. I am exceptionally proud to lead this new organization and the talented people who serve our nation, its allies and our commercial aerospace customers so well,"  said Greg Hayes, United Technologies Chairman and CEO. 

Raytheon announced the acquisition of UTC in June 2019.  The combined firm will have expanded research-and-development capabilities to invest through business cycles and meet clients’ priorities and is expected to deliver revenue and cost synergies through the merger of portfolios.

Under the planned merger, four Raytheon businesses will consolidate into two segments – integrated defense and missile system and intelligence, space and airborne systems – and join Pratt & Whitney and Collins Aerospace to form the new entity’s four businesses.

DoD Eyes Commercial, Nat'l Security Transition for Space Tech Under 'Hallmark' Program

The Department of Defense (DoD) is coordinating with national security organizations and commercial entities as the Defense Advanced Research Projects Agency prepares to conclude its research and development program for space situational awareness technologies this year.

DARPA said Friday that the Hallmark program, established in 2015, is focused on efforts such as using machine learning technologies for space-based indications and warnings.

The program also covers technologies intended to visualize the threat landscape as well as artificial intelligence capabilities meant to help operators decide courses of action and respond to identified threats.

In 2017, BAE Systems received a $12.8 million contract to develop an enterprise command-and-control testbed called Space Enterprise Analysis Capability as part of the Hallmark effort. DARPA selected Ball Aerospace to conduct further assessments for SEAC last year.

Fotis Barlos, DARPA’s program manager for Hallmark, said that the DoD as well as the Department of Commerce have already benefited from technologies resulting from the program.

“The Hallmark program is ending in 2020, but the technologies and processes we developed for [C2] in a contested environment will continue to yield positive results for the operational community,” he noted.

NAVAIR Awards Hughes $3.5M Follow-On Contract to Enhance Airborne Communications; Rick Lober Quoted

Hughes Network Systems has received $3.5 million follow-on contract by the U.S. Naval Air Systems (NAVAIR) to provide SATCOM systems integration for the U.S. Coast Guard on its HC-27J aircraft, the company announced on Monday.

“This new opportunity reflects the trust we have built among our partners and NAVAIR in providing wideband BLoS SATCOM integration and engineering support for the Coast Guard’s aircraft,” said Rick Lober, vice president and general manager of the Defense and Intelligence Systems Division at Hughes.

Under the contract, Hughes will integrate Beyond Line of Sight (BLoS) systems to strengthen the Coast Guard’s missions requiring airborne Communications-on-the-Move (COTM), including Intelligence, Surveillance and Reconnaissance (ISR), humanitarian aid and disaster relief (HADR).

Hughes will also provide modernization efforts from technology providers CPI Radant and GETSAT Ltd. for installation on HC-27J aircraft, including antennas, modems, and radomes. Additionally, the company will include engineering services and technical training for testing and operations.

Part of the Coast Guard’s medium-range surveillance aircraft fleet, the HC-27J performs numerous maritime missions in the U.S., Canada, Mexico, and the Pacific Ocean.

“We look forward to continuing to enhance the U.S. Coast Guard’s airborne capabilities in support of their reconnaissance, humanitarian and disaster relief missions,” added Lober.

Battelle Receives FDA EUA to Support Healthcare Industry During COVID-19 Outbreak; Lou Von Thaer, Mike DeWine

Battelle has received Food and Drug Administration (FDA) Emergency Use Authorization (EUA) to support front-line healthcare workers as they face critical shortages of personal protective equipment (PPE), the company announced on Sunday.

“I want to thank the FDA team for their professionalism and help in authorizing the use of our technology at this critical moment for our nation,” said Lou Von Thaer, President and CEO of Battelle and five-time Wash100 Award recipient. “Everybody who has worked on this project shares the same goal of protecting first responders and healthcare workers who are at the front lines of the pandemic.”

The Battelle CCDS Critical Care Decontamination System will operate at Battelle’s West Jefferson, Ohio facility under the EUA and is capable of decontaminating up to 80,000 respirator masks per system each day using concentrated, vapor phase hydrogen peroxide (VPHP).

The respirator masks are exposed to the validated concentration level for 2.5 hours to decontaminate biological contaminants, including SARS-CoV-2. Battelle CCDS can decontaminate the same respirator mask up to 20 times without degrading the mask’s performance.

Healthcare systems using Battelle CCDS will collect worn respirator masks daily in accordance with an approved procedure and courier these respirator masks to Battelle CCDS operations as systems come online.

The PPE will be labeled with a barcoded serial number for tracking the chain-of-custody throughout the process to ensure that the hospital system receives its own masks back. Each respirator mask will be marked with the number of times that mask has been processed.

“This will not only help Ohio’s healthcare workers on the front lines of the COVID-19 crisis, but Battelle will also be helping health care workers in hot spots throughout the country including New York and Washington states,” said Ohio Governor Mike DeWine.

AAR Announces Limited Duration Stockholder Rights Plan

AAR’s board of directors has adopted a limited duration stockholder rights plan and declared a non-cash dividend distribution of one preferred share purchase right for each share of AAR’s common stock outstanding as of April 9, 2020, the record date, the company announced on Monday.

The plan has intended to protect the interests of the company and its stockholders by reducing the likelihood that any person or group gains control of AAR through open market accumulation or other tactics without paying an appropriate control premium.

The board has noted that in light of COVID-19, the closing price of AAR’s common stock is around 60 percent below the price in February. The board commented that the adoption of the rights plan has enabled the board to have sufficient time to make informed judgments and decisions that are in the best long-term interests of QTS and its stockholders.

The rights will become available when a person or group acquires 10 percent, or 20 percent in the case of passive investors who are eligible to, and do, report their holdings on Schedule 13G, or more of the outstanding common stock of AAR without board approval.

In the event the rights become exercisable, each right will entitle stockholders to buy one one-thousandth of a share of a new Series A junior participating preferred stock at an exercise price of $100.00.

Additional details regarding the Rights Plan will be contained in a Form 8-K to be filed by the Company with the U.S. Securities and Exchange Commission on March 30, 2020. The Rights Plan will expire, without any further action required by the Board of Directors, on February 28, 2021.

QTS Realty Trust has announced new initiatives to further support its local communities, employees and customers during the COVID-19 pandemic, the company reported on Monday.

As COVID-19 pandemic has closed schools, creates job disruptions and health risks, Americans may need to turn to food banks for much-needed support. The food banks are currently under stress to fulfill missions.

QTS will make an additional cash donation to eleven food banks in local communities. The company has established a program in partnership with several leading financial institutions to assist current and prospective customers, who have experienced disruption in their business as a result of the COVID-19 pandemic.

The program will seek to help customers with the application and other information needed to potentially qualify for a Small Business Association (SBA) loan, as part of the recently enacted Coronavirus Aid, Relief and Economic Security (CARES) Act.

QTS will also continue to support customers during the COVID-19 pandemic by providing software-defined orchestration capability to remotely access, monitor and manage their data center infrastructure through QTS’ Service Delivery Platform.

QTS has published its COVID-19 response plan for customers, employees and partners. The Company has prepared to provide employees with additional relief such as extended time off for managing illness and financial assistance for employee family hardship.

Air Force C-37B Airlifter Delivery Ahead of Schedule

The U.S. Air Force’s 89th Airlift Wing accepted delivery of a new twin-engine turbofan aircraft Wednesday at Joint Base Andrews in Maryland from the AF Life Cycle Management Center one week ahead of time.

AFLCMC said Friday its presidential and executive airlift division delivered the C-37B plane, which is built to transport high-ranking U.S. government and defense officials, one week ahead of time.

C-37B is derived from the Gulfstream 550 airframe and designed to travel at a distance of 7,768 miles. The aircraft can accommodate up to 12 passengers.

Gulfstream, a subsidiary of General Dynamics, secured a $127M contract in January to build two airlifters.

The service branch expects to receive the additional C-37Bs by the end of the government’s 2021 fiscal year. Delivery of the two planes will bring the fleet size to 16 aircraft.

House Armed Services Committee Starts Legislative Process for Fiscal 2021 Defense Bill

Leaders of the House Armed Services Committee have commenced the process of crafting legislation to authorize Department of Defense appropriations for the next fiscal year.

HASC Chairman Adam Smith, D-Wash., introduced the “by request” version of the panel’s 2021 National Defense Authorization Act with ranking member Mac Thornberry, R-Texas, to formally start the legislative procedure for the H.R. 6395 bill, the committee said Friday.

The bill initially contains legislative proposals from DoD and will be updated when HASC members take up the legislation.

Panel members intend to discuss legislation content and complete their FY21 NDAA version while adhering to safety protocols during the coronavirus pandemic.

The 2020 NDAA, which President Trump approved in December, provides $658.4B for base DoD spending and another $71.5B for the department’s overseas contingency operations account.
