President Trump has nominated Kenneth Braithwaite, a more than two-decade veteran of the U.S. Navy and Navy Reserve, as the military branch’s new secretary replacing two-time Wash100 Award winner Richard Spencer. The White House said in a notice posted Friday that Braithwaite currently serves as the U.S. ambassador to Norway. Trump first announced plans to nominate Braithwaite in November.

Throughout his military career, Braithwaite held various leadership positions and was deployed to Pakistan to serve as strategic communications director in support of the U.S. embassy. He retired from military service in 2011 in the role of vice chief of information for the Navy.

He also served as group senior vice president for Irving, Texas-based healthcare firm Vizient and held executive positions at the Delaware Valley Healthcare Council and Ascension Health.

Robin Kelly Introduces Transparency Bill for Acting Security Officials

Robin Kelly, a member of the Oversight National Security subcommittee, has unveiled a bill to drive accountability for acting senior national security officials. The National Security Transparency Act will require acting senior national security leaders to appear regularly before Congress to maintain oversight on their respective departments, the office of Robin Kelly said Thursday.

The bill will also push acting secretaries from the Department of Homeland Security, the Department of Defense, National Security Agency and CIA as well as the acting director of national intelligence to appear at Congress every 45 days prior to their confirmation by the Senate.

“Congress must hold these individuals and any Administration accountable to the highest level of oversight and transparency to protect our national security,” said Kelly.

Sen. Mark Warner, D-Va. and three-time Wash100 Award winner, tackled the Department of Defense's malware security issues and value of disclosure programs in a letter to Dana Deasy, DoD's chief information officer and 2020 Wash100 Award recipient.

DoD experienced a botnet-based malware incident that a security researcher eventually reported under a vulnerability disclosure program, Warner wrote in a letter posted Wednesday. This vulnerability disrupted the department's web server via cryptocurrency mining on a DoD-operated cloud system.

Warner said disclosure programs vitally support federal cybersecurity and allowed for such malware discovery to be possible. The senator also said he has introduced the Internet of Things Cybersecurity Improvement Act, a bipartisan, bicameral bill that aims to ensure the alignment of information technology vendors with vulnerability programs.

American Systems has achieved 45 years since its founding in 1975, the company reported on Monday. 

“For four-and-a-half decades, American Systems has focused on delivering services and solutions that exceed our customers’ expectations in a cost-efficient manner while building a culture that rewards accountability and promotes growth in our workforce,” said Peter Smith, president and CEO of American Systems and three-time Wash100 Award recipient.

American Systems will host a video teleconference in celebration of its milestone on Thursday, March 5, in honor of company founder Tom Curran’s birthday. Curran passed away in 2014. As a founder of the company his primary focus was to provide technicians to telecommunications firms. 

In 1976, Curran joined forces with Woody Ramsey, and the company's initial focus was expanded to include systems engineering for U.S. submarines. Under the leadership of Smith, American Systems is known as a broad based provider of IT and engineering services and solutions to government customers. Smith joined American Systems 40 years ago to work on the TRIDENT submarine program.

Since 1980, Smith began his growth efforts with American Systems by supporting the U.S. Navy. The company has expanded its strategic business areas, including government divisions such as defense, intelligence, federal law enforcement, U.S. outreach and healthcare.

Science Applications International Corporation (SAIC) has received a multi-million dollar, firm-fixed contract from the Department of the Prime Minister and Cabinet of the Government of New Zealand  to provide systems engineering, integration work and deliver a regional tsunami buoy network, the company announced on Friday. 

“SAIC is proud to be assisting the Government of New Zealand establish a regional tsunami buoy network to provide one of the important near real-time data sources used in their warning centers,” said Jim Scanlon, SAIC executive vice president and general manager of SAIC’s Defense Systems Group. 

SAIC will bring over ten years of experience to the new contract. The company has a curated expertise in deep-sea sensor buoys. SAIC’s sensors will continuously record and transmit oceanic measurements for use in forecasting and alerts. The company has deployed more than 45 observational buoy systems for nation-state customers that include Australia, Chile, China, India, Japan, Russia, Taiwan and Thailand.

The tsunami warning system will include the collection and analysis of local and global earth observations such as seismic data, tide gauge data and tsunami buoy data. The warning center staff then will assess the data utilizing the latest data analysis techniques and integrate it into their state-of-the-art tsunami forecast models.

SAIC will utilize its testing program and analysis software to complete the contract. The company has deployed its systems worldwide, in some of the harshest environments on the planet. The systems have operated, unattended for years between service calls, proving the quality of SAIC’s systems.

The company has projected work to be completed by the end of 2020. When completed, New Zealand’s network will consist of 15 tsunami buoys that will provide deep-ocean assessment and reporting to monitor changes in sea level. In addition, SAIC’s engineering will include real-time ocean bottom pressure data to New Zealand’s National Emergency Management Agency.

“Deployment of these tsunami buoy systems in the South Pacific will further strengthen the international effort to establish a global tsunami buoy network,” added Jim Scanlon.

FLIR Systems has been awarded a $23 million contract by the U.S. Air Force, sourced through the Department of Defense Man Transportable Robotic System Increment II (MTRS Inc II) program, the company announced on Monday. 

“Centaur gives operators a highly versatile, man-transportable UGV that helps saves lives by keeping humans away from danger,” said David Ray, president of the Government and Defense Business Unit at FLIR. 

FLIR’s Centaur was chosen by the U.S. Army as the service branch’s medium-sized robot provider for MTRS Inc. II in 2017. Since then, FLIR has begun delivering Centaur units to the Army under that multi-year program of record, which upon award was valued at up to $158 million, including options.

Under the current Air Force contract, Air Force Explosive Ordnance Disposal (EOD) teams will use the FLIR Centaur to assist in disarming improvised explosive devices (IEDs), unexploded ordnance and similar hazardous tasks. FLIR has integrated multiple sensors and payloads can be to Centaur, enabling cross other missions to access the UGV.

Centaur is a remotely operated, medium-sized UGV system that will provide the Air Force with a standoff capability to detect, confirm, identify and dispose of hazards. The device weighs approximately 160 pounds, Centaur is an open-architected robot, featuring an advanced EO/IR camera suite, a manipulator arm that reaches more than six feet and the ability to climb stairs. 

FLIR’s UGV payloads can be used for CBRNE detection and other missions. The Air Force has ordered more than 180 of the company’s Centaur unmanned ground vehicles (UGV), plus spares.

“We’re pleased the Air Force has chosen Centaur as its mid-sized robot solution and that the MTRS Inc II program can serve as an efficient procurement vehicle,” added Ray.

Viasat has announced that Japan Airlines (JAL) has deployed Viasat’s Aerodocs document to support JAL’s airline safety and compliance objectives, the company reported on Monday.

“Viasat Aerodocs allows us to effectively organize and manage documents to further enhance aircraft safety while helping us meet critical regulatory and compliance requirements…Having the ability to manage workflows in a more integrated manner, along with tracking read and unread documents, delivers significant value in helping us enhance our safety,” said Captain Tatsuo Mori, vice president and chief pilot, Flight Operation Department, Japan Airlines.

Aerodocs is an aviation-grade document management solution that will provide JAL with complete control over the editing, distribution and viewing of original equipment manufacturer documentation. The company will also provide critical flight reference handbooks, maintenance manuals and operational manuals.

JAL will utilize the Aerodocs system, which uses information intelligence to enable digital transformation in air operations, to effectively adhere with safety, compliance needs and operational efficiencies that will improve passenger experience.

“Our airline partners around the globe are investing in new technologies that will expand their digital transformation strategies in order to increase collaboration, improve operations and help make more informed, data-driven decisions,” said Dave Elliott, managing director, Viasat Ireland.

In addition to Viasat’s solution for aviation management, the company has developed a new modification kit that will provide terminal providers access and align with a variety of government-used architectures in Oct. 2019.

The company said that its new government-tailored modification kit is designed to allow for the accommodation of hybrid, multi-network architectures. Third-party vendors associated with the Department of Defense and foreign allies may access and test the modification kit.

The terminal kit will allow military customers to use a range of satcom terminals on a hybrid, interoperability-focused architecture. The kit’s technology will also accommodate interoperability with medium Earth orbit and geostationary orbit satellites across military and commercial constellations.

AECOM has appointed Tom Predergast and Denise Berger as head of Transit within the Design and Consulting Services Americas (DCSA) and chief operating officer (COO), respectively to drive growth and strategy, the company announced on Monday. 

“Denise and Tom are better equipped than anyone in the industry to help the tri-state area leverage those federal dollars to help solve our pressing transportation and infrastructure needs and make it a model for the future of mobility,” said Steve Morriss, AECOM’s president of Design and Consulting Services Americas.

In his new role, Prendergast will focus on AECOM’s transit market across the Americas. He will bring over 25 years of experience to AECOM. Prior to joining the company, Prendergast served as president, CEO and chairman of MTA New York City Transit. 

Prendergast spent most of his career in a variety of senior leadership roles with New York State’s MTA, the largest agency of its kind in the country, serving over 8.5 million daily users. He is a board member of the Regional Plan Association and the Eno Center for Transportation, past vice chair of the APTA Commuter Rail Committee and past chair of the Standard Development Oversight Committee.

He has a deep understanding of  public and private sector design and operation complex transportation systems in highly visible and politically-sensitive arenas, as well as how to integrate private financing into transportation programs. 

“Transit is my passion, and I’ve had the privilege of serving this market in New York for decades,” Prendergast said. “I’m looking forward to this next chapter in my career, taking on a national transit role with an industry leader like AECOM, while staying rooted in the city I love.”

Berger has over 30 years of experience in the transportation and building industry. She will bring extensive expertise in leading many large-scale and complex capital projects for aviation, ports, tunnels, bridges and terminals, Port Authority Trans-Hudson (PATH), and the World Trade Center to AECOM.

Berger will join the company from the Port Authority of New York and New Jersey, where she served as chief of operations for the Engineering Department. The department comprises over 550 architects and engineers, with a $1.3 billion annual budget and is a critical contributor to delivering the agency’s $32 billion Capital Plan by planning, designing, constructing, and commissioning critical transportation projects for the region.

In addition, Berger serves on the board of directors for NYIT’s School of Architecture and Design’s Advisory Board, WTS International Board and the Professional Women in Construction (PWC) board of directors.

“My career working in the public sector has been incredibly rewarding, and I’m proud of the projects the Port Authority Engineering Department planned, designed and delivered for the people of New York and New Jersey,” Berger said. “Joining AECOM enables me to continue serving the industry as part of the private sector with a company known for delivering some of New York’s most iconic projects.”

Both leaders have assumed their respective roles with the company and are based in New York City.

The Senate has approved a bipartisan bill to protect U.S. telecommunication networks from foreign adversaries. The Secure and Trusted Communications Networks Act of 2019 would bar the Federal Communications Commission from offering subsidies with regard to the maintenance and acquisition of telecommunications services or equipment from untrusted vendors.

“By establishing a ‘rip and replace’ program, this legislation will provide meaningful safeguards for our communications networks and more secure connections for Americans,” Sen. Roger Wicker, R-Miss., the bill’s sponsor and chairman of the Senate Commerce, Science and Transportation Committee, said in a statement published Thursday. “I thank my colleagues on both sides of the aisle for coming together to help move this bill to the President’s desk.”

The bill would establish a reimbursement program to help telecom companies with less than 2 million subscribers replace or remove from their networks equipment or services that pose a national security risk and develop an information sharing program to allow small and rural telecom operators to gain access and share data on potential security vulnerabilities facing their networks.

House lawmakers introduced a similar measure in September.

President Trump plans to nominate Rep. John Ratcliffe (R-Texas) as the next director of national intelligence, Politico reported Friday. This marks the second time the president has announced Ratcliffe as his nominee for the post. Ratcliffe withdrew his name from consideration for the role in August 2019 after questions emerged on whether he had overstated his work on national security cases.

Trump announced Ratcliffe’s nomination in a tweet posted Friday. “John is an outstanding man of great talent!” he said in the tweet. Prior to joining Congress in 2015, Ratcliffe served as the acting U.S. attorney for the Eastern District of Texas.

Ric Grenell serves as interim director of national intelligence and will continue in his role as Ratcliffe's nomination goes through the Senate confirmation process.
