Air Force Directorate Accelerates Award of Phase II SBIR Contracts

The U.S. Air Force’s digital directorate utilized a method that allowed the service branch to speed up the award of seven contracts worth $6.75M through the second phase of the Small Business Administration’s Small Business Innovative Research vehicle.

The directorate condensed the contracting schedule in six weeks and employed external partnerships to award the Phase II contracts within a three-week period, the Air Force said Tuesday.

Capt. Teresa Doskey, a contract officer at the Force Protection Division, said her team prepared a special training program for the Phase II contracts to mitigate any errors in the process.

She noted that it normally takes six months to offer a Phase II contract from the receipt of proposals.

The awardees are Scientific Systems, Intellisense Systems, Black Swift Technologies, Asymmetric Technologies,  Westlight Networks, Architecture Technology Corporation and SimpleSense. The contractors are tasked to carry out research and development efforts in approaches that may support warfighter operations.

Army Eyes Full Operational Capability for Illinois 3D Printing Facility in 2021

The U.S. Army plans to continue operations at its new additive manufacturing hub at Rock Island Arsenal, Ill., ahead of the facility’s certification for full operating capability in 2021, National Defense Magazine reported Tuesday.

The Army also wants to perform limited testing activities to evaluate 3D-printing capabilities and their capacity to constantly produce components for faulty equipment.

In addition, the service wants to establish a “digital thread” that integrates the operations of units, depots and arsenals to streamline the delivery of 3D-printed parts.

“I want to be able to influence and react to readiness drivers that are needed on the battlefield in timely manners,” noted Gen. Gus Perna, head of Army Materiel Command, during an event in Washington, D.C. “Three years ago when I started on this adventure, I would tell you that industry was way ahead of us. My personal opinion is that the United States Army — based on support from Army senior leaders — has caught up.”

GSA Prioritizes AI for Presidential Innovation Fellows Initiative

The General Services Administration intends to focus on artificial intelligence as part of this year’s Presidential Innovation Fellows program, FedScoop reported Tuesday.

Harry Lee, assistant commissioner of GSA’s Technology Transformation Services unit, said at an ACT-IAC event that TTS wants to “accelerate the adoption of AI across the federal government” for 2020 PIF efforts.

According to a GSA spokesperson, there is “increased interest” among agencies on the use of machine learning and robotic process automation to drive AI implementation. The spokesperson noted that GSA is currently eyeing the automaton of credentialing procedures for employee background investigations.

“The program has a robust pipeline of new use cases that are under evaluation and in development,” the spokesperson said. “Agencies, including GSA, are looking across all functional areas for automation candidates.”

GSA plans to hold an event on Feb. 12 to further discuss AI use cases as part of the PIF effort.

Gen. Gus Perna, who leads Army Materiel Command, said Tuesday at a Defense Writers Group event that the service branch seeks to grow its stock of equipment pre-positioned in the Indo-Pacific, Defense News reported the same day.

Perna said the service branch is working to expand Army pre-positioned stock in the Pacific, while the focus of APS growth still remains in Europe. The Army will conduct operational “Defender” exercises in Europe and the Pacific for theater readiness. The outcome of both exercises would determine whether the regions have proportioned APS, the report noted.

The general said the Pacific presents communications, maintenance and logistical challenges for the region’s corresponding exercise. The region would also require APS that consists of different technologies that address unique challenges, such as the need for sealift, the report noted. Defender Pacific would aim to prepare the Army for engagements on the South China Sea.

The U.S. Air Force’s Space and Missile Systems Center plans to further engage nontraditional technology companies with an accelerated, high-risk approach this year, Space News reported Tuesday.

Lt. Gen. John Thompson, who commands SMC, said at the SmallSat Symposium that the center will pursue calculated risks in efforts to demonstrate and prototype new technologies.

SMC is pursuing the SMC 2.0 initiative to streamline its organizational processes, rightfully assign responsibilities, foster inter-sector partnerships and innovate space technology, Thompson noted.

“With nontraditional defense contractors, small businesses and potential game-changers, we can afford to take risks,” the commander said.

Frank Klemm, superintendent of Tactical Electronic Warfare Division with Naval Research Laboratory of U.S. Navy, Scott Gilman, deputy director of the U.S. Army Modeling and Simulation Office (AMSO), and Timothy Grayson, director of the Strategic Technology Office of Defense Advanced Research Project Agency (DARPA), will be panelists during Potomac Officers Club’s 6th Annual Defense Research and Development Summit 2020 on Thursday, Feb. 6th.

Following the opening keynote addresses, the panelists will provide insight into the challenges leaders face, regarding the research and development of the defense sector, as U.S. competitors continue to make major technological advances in cybersecurity, artificial intelligence and machine learning.

Klemm, in his role with the Navy, provides technical direction and oversight in all the areas of shipboard and airborne electronic support (ES) and electronic attack (EA) technologies and systems. These technologies and systems cover the electromagnetic spectrum encompassing the communications (RF), microwave (RF), millimeter wave (MMW), infrared (IR), electro-optical (EO) frequencies.

Gilman has served over 24 years as an Engineer and FA57 simulation operations officer and brings experience with operational assignments, including Combat Engineer Platoon Leader and the modification and development of virtual environment. His previous assignments include: USARCENT G37 Chief of Training and Exercises, Shaw AFB, SC; TRADOC Capability Manager (TCM) Virtual & Gaming, Fort Leavenworth, KS and more.

Grayson leads the office of Strategic Technology in development of breakthrough technologies to enable warfighters to field, operate, and adapt distributed, joint, multi-domain combat capabilities at continuous speed. These technologies include sensing, communications, and electronic warfare technology and the supporting tools and decision aids needed to compose, integrate and operate complex combat architectures.

Raytheon Completes Laser-guided Excalibur S U.S. Navy Test; Sam Deneke Quoted

Raytheon has announced the successful launch of the new Excalibur S precision-guided munition during a U.S. Navy test, the company reported on Wednesday.

“Artillery is typically used to hit stationary objects, but Excalibur S expands the capability of artillery on the battlefield,” said Sam Deneke, Raytheon Land Warfare Systems vice president.

The projectile scored direct hits on moving targets, which proved the projectile’s ability to survive the shock and stress of a howitzer firing, then transition from GPS to laser guidance and hit a moving target.

Raytheon has integrated Excalibur Ib GPS technology, a previous iteration of the projectile, into Excalibur S and integrates a new, semi-active laser seekerr, which will engage mobile land and maritime targets at comparable ranges. The company also has the ability to use existing Ib projectiles and upgrate them, utilizing Excalibur S capabilities.

Excalibur is classified as a  precision weapon, impacting at a radial miss distance of less than two meters from the target. Widely used by U.S. and international artillery forces, Excalibur has been fired more than 1,400 times in combat.

“Using artillery to engage moving targets gives soldiers more flexibility,” added Deneke.

Raytheon has previously awarded the company three, multi-million dollar contracts to encorperate the Excalibur Ib projectile. The most recent, and most valuable was the five-year, $200.2 million contract awarded by the U.S. Army in May 2019.

Rayteon will continue to supply M982A1 Excalibur Ib containerized shells that are designed to engage land targets in a combat environment. Army Contracting Command received one bid for the firm-fixed-price contract via an online solicitation, the Department of Defense (DoD).

Raytheon developed the Excalibur projectile technology with BAE Systems’ Bofors subsidiary.The service branch obligated the full contract amount at the time of award. Work isis expected to finish contract work by April 2024.

IntelliDyne has appointed Robert Grey, founder of the company, as CEO to drive strategy change in technology solutions, IntelliDyne reported on Wednesday. With his return, Grey has drafted plans for the next phase for the company.

“We are laser-focused on the things we do exceptionally well in the user-centric, network-centric, and application development market segments. We are poised to scale and are assembling the right team under the newly created position of Chief Growth Officer to accomplish our strategic goals over the next 18-24 months.” Grey said.

Grey’s return will bring rigorous strategy change. IntelliDyne seeks to diversify its client base, refine current capabilities and expand its footprint into new federal agencies.

He founded the company in 1999 and served as CEO for 10 years, placing IntelliDyne on the top of the Deloitte Fast 500 for North America in 2005 followed by the Deloitte Fast 50 for the Washington Metropolitan Area in 2006 and 2007.

In 2010, Grey left the company to join IntelliCam as a partner, and served in the role until 2020.  He helped manufacture covert surveillance systems, sensors, and cameras for law enforcement and military agencies.

Grey also owns Cut River Investments, LLC, assuming the role in 2005. He has also served as partner of ITility, LLC since 2004, where he provides solutions and services for mission and business operations in progam management, terrorism analysis, cyber operations and more.

SOSi has appointed Jamie Graybeal to serve as its vice president for public affairs and government relations, Janet Hanofee to the position of chief human resource officer, Kevin Henderson to chief growth officer, and Greg Hayken to executive vice president and general counsel, the company announced on Wednesday.

“Jamie is among the most experienced and respected communication professionals in the government,” said Julian Setian, president and CEO of SOSi. “His experience and industry knowledge enable us to better engage critical stakeholders in the executive and legislative branches of government.”

Graybeal will help plan, direct, create new material for SOSi in the fields of aerospace, defense, and government services industry. SOSi’s global portfolio includes military logistics, intelligence analysis, software development and cybersecurity.

Before joining SOSi, Graybeal served as the Executive for Reform Outreach within the Secretary of Defense’s Cost Assessment and Program Evaluation (CAPE) directorate between Jan. 2018 and Jan. 2020. He has developed communication strategies to educate audiences on the Department of Defense’s (DoD) budgetary decisions including the United States Air Forces’ investment in the F-15EX, DoD’s reform of the Military Health System and the modernization of DoD’s information technology (IT) infrastructure.

Hanofee has been with SOSi since June 2017, starting her career at the company as vice president of Human Resources. With SOSi, she has helped the company complete three significant corporate acquisitions while leading the integration of a global workforce.

Henderson previously worked for BAE systems, where he was responsible for leading all business development efforts within the company’s Intelligence Solutions business area from Jan. 2018 to Jan. 2019. Since joining SOSi in Jan. 2019, he has led a transformed the company’s business development and capture organizations, which has enabled SOSi to better align with its customer markets.

Hayken previously served in a variety of senior leadership roles with BAE Systems between 2003 and 2019. After joining SOSi in 2019, he supported one acquisition, a large-scale corporate reorganization, and several critical contract negotiations. He also supervised the enforcement of a company-wide compliance program.

CACI International has appointed Daniel Walsh, former White House deputy chief of Staff, as corporate strategic advisor and senior vice president to develop CACI’s strategy for expanding  the company’s national defense and homeland security business, the company reported on Wednesday.

“Mr. Walsh’s insights, drawn from his vast government and military experience, will be invaluable as we continue to enhance the capabilities we deliver to our enterprise and mission customers,” said John Mengucci, president and CEO of CACI and 2020 Wash100 Award recipient.

Walsh will help lead corporate efforts to enhance CACI’s national security market, thought leadership, provide insight and expertise on critical industry issues and help grow and expand key client relationships. He will also increase value to CACI’s customers’ enterprises and missions.

As White House deputy chief of staff for operations, Walsh was responsible for security, technology and military support to the president, as well as the day-to-day management of the White House, Executive Office, schedule and travel operations. He served through three presidencies.

Prior to his position at the White House, Walsh served in the military for 24 years. From July 2012 to June 2015, he was coast guard liason for the U.S. senate, where he advised senior Coast Guard leadership on all communications between the Senate and Coast Guard. He was responsible for the authorization, delegation preparation, planning and execution.

He also served as executive officer of the Coast Guard Air Station Washington between July 2009 and June 2011. In the role, he was  responsible for the global travel of the senior leadership of the Department of Homeland Security (DHS).

He held the position of military aide to the president with the Executive Office of the President from April 2007 to June 2009. “We are extremely proud to welcome Mr. Walsh to CACI following his prestigious career in the White House and in the Coast Guard,” added Mengucci.
