Virginia Tech Secures DoD Awards for Research Instrumentation Capabilities

The Department of Defense has selected Virginia Tech for awards under the Pentagon’s annual Defense University Research Instrumentation Program.

Virginia Tech said Tuesday it secured $650,000 from the Office of Naval Research for its aircraft engine testbed that will support particle ingestion research for turboshaft engines. Rolls-Royce also provided an additional $750,000 for research efforts and has committed to provide $100,000 annually for further laboratory efforts.

The testbed will be installed at the university’s Advanced Power and Propulsion Lab in spring 2020.

In addition, Virginia Tech’s aerospace and ocean engineering department received $192,000 from ONR for its high-frequency optical imaging system that measures pressure evolution during bubble collapse. Other awards that Virginia Tech academics received include $123,000 for a nano-calorimeter designed to measure chemical reactions at the level of small molecules. 

DURIP has awarded $49 million in funding to 172 university researchers representing 91 institutions across the U.S.

GSA's AI Community of Practice Outlines Workforce, Partnership Priorities

Steve Babitch, head of the General Services Administration’s artificial intelligence portfolio within its Technology Transformation Service, has outlined areas that the agency’s new AI community of practice plans to tackle, Federal Times reported Thursday.

Babitch told attendees at a recent GSA event that the community of practice will focus on addressing workforce shortages and skills development as well as gaps in privacy, security and ethical requirements.

The group also plans to establish a repository of AI use cases, disseminate information on AI “issue topics” and foster communication with entities beyond the government sector.

“We welcome ideas in terms of places that we can, at minimum, become aware of and share that within the federal government community,” said Babitch.

The community of practice will also hold events such as workshops, seminars and quarterly sessions to promote discussions on AI matters, he added.

NIST Eyes February Re-Release of Zero-Trust Network Security Guide

The National Institute of Standards and Technology plans to re-release a draft special publication on zero-trust network security early next month, FedScoop reported Tuesday.

The first draft, released in September, defines zero-trust security as the shift from wide network perimeters to micro-perimeters around smaller resources.

Scott Rose, a computer scientist at NIST, said at a Duo Security event in Washington, D.C. that the new publication will deploy vendor-neutral definitions and a conceptual framework for zero-trust security.

NIST also intends to issue follow-on references to cover the integration of the zero-trust approach to identity management, microservices and technologies like artificial intelligence and machine learning, he noted.

According to Rose, NIST is planning to conduct a demonstration project for zero-trust methods in spring. A test lab under the agency has begun recreating security architectures deployed by other agencies and the financial sector as part of research efforts on the security approach.

Rep. Frank Lucas, R-Okla., a ranking member of the U.S. House Committee on Science, Space, and Technology, has introduced a bill that intends to accelerate innovation and mitigate climate change.

Under the Securing American Leadership in Science and Technology Act, the government will promote initiatives that educate workers in science, technology, engineering and math as well as encourage better communication between federal organizations, the Lucas’ U.S. House of Representatives website said Wednesday.

The bill also addresses the need to invest in research laboratories and studies. It authorizes the doubling of the basic research budgets of the Department of Energy, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration and the National Science Foundation.

“The United States must go on the offensive to maintain our scientific and technological leadership,” said Lucas, who also said that China surpassing the U.S. in critical technologies “will have significant implications for our national security, for our economic competitiveness, and for our way of life.”

Agency-specific goals include providing the DoE with full funding of important nuclear physics and high-energy physics user facilities and the NIST conducting critical artificial intelligence, cybersecurity, data science and quantum information science research.

In addition, the NSF is to invest in STEM programs and the NOAA will implement a new initiative that will work towards the National Weather Service’s target of being able to predict harsh weather 30 minutes in advance.

CenturyLink Backs FCC’s $20.4B Rural Digital Opportunity Fund; David Bartlett Quoted

CenturyLink has announced its support for the Federal Communications Commission’s (FCC) approval of the ten-year, $20.4 billion Rural Digital Opportunity Fund, the company announced on Thursday. The order will  design a course for the future of broadband support through the FCC’s Universal Service Fund program. 

“We appreciate Chairman Pai’s and the other commissioners’ leadership and collaborative efforts in designing a program that will bring the tremendous benefits of broadband and faster speeds to more Americans in high-cost, hard-to-serve areas of the country where it’s currently lacking,” said David Bartlett, CenturyLink vice president of government affairs.

The order will support up to gigabit speed broadband networks in areas without access to 25/3 Mbps broadband service and connect people in a cost-effective manner, funded through competitive bidding.

Without access to broadband, rural communities are unable to connect to the digital economy, education, employment, healthcare, and civic and social engagement. This Order would establish a new two-stage support mechanism. 

In Phase I, the commission will also allocate up to $16 billion for support targeting census blocks that are unserved by 25/3 Mbps broadband service. The FCC will use at least $4.4 billion in Phase II for unserved locations in partially served census blocks and areas not won in Phase I. 

In addition, the census will deploy networks that will stand the test of time, including those providing gigabit connections by increasing the minimum speed to 25/3 Mbps from the 10/1 Mbps used in the Connect America Fund Phase II auction.

The order will also prioritize the support for services with faster speeds and low latency and allocate support in each area to the bidder in the faster speed tier when there is more than one bid to serve that area. 

The order will additionally require winning bidders in Phase I to offer broadband and voice service to all eligible homes and small businesses within the awarded areas. The FCC will prioritize support going to areas entirely lacking even 10/1 Mbps broadband as well as rural Tribal areas.

“We are excited that the FCC has adopted the Rural Digital Opportunity Fund,” Bartlett added.

Dr. Peter Erwin, veteran consulting and Federal business executive, has been named executive director of CVP’s health-focused business at the National Institutes of Health (NIH) and military and veterans healthcare including DHA and the VA, the company announced on Thursday. 

“Health represents a large and important element of CVP’s business,” said Keith Smith, CVP’s chief operating officer (COO). “Peter will help us continue to mature our business practices and expand our presence with key healthcare clients.”

He will help CVP’s senior executive expansion and to support key business units in health, national security and civilian markets. In his new role, Erwin will supervise a series of strategic expansion moves designed to effectively manage CVP’s growing business in health.

Prior to joining CVP, Erwin has served as an adjunct professor of Healthcare Administration with Georgetown University. He has taught graduate courses in Health Economics, Human Capital Management for Healthcare and Healthcare Management Consulting since Jan. 2016. 

He worked with ERPi from Nov. 2015 to Dec. 2019, where he served as vice president. Erwin also served as practice director for Grant Thornton, LLP between June 2013 and Dec. 2019. As director, he led the Department of Veteran Affairs consulting practice. 

Additionally, Erwin served as principal with Booz Allen Hamilton between Aug. 2010 and June 2013. With the company, he managed client relationships, new business development and client service delivery. He was also responsible for a portfolio of Strategy and Organization, Business Transformation and Strategic Change Management services. 

Between Feb. 2001 and July 2010, Erwin worked with PwC as director. He supervised New Business Development in Federal Healthcare Sector, Client Relationship Management, Client Service Delivery, Subject Matter Expert in Business Transformation and Change Management. 

Erwin began his career at KPMG Consulting, where he served as senior manager from 1996 and 2001. He led change management teams on large systems integration and business transformation initiatives and co-developed the Global Change Management Methodology for the company, bringing over 20 years of experience to CVP as he begins his new role.

GSA FAS Elects Julie Dunne as New Commissioner; Emily Murphy Quoted

The U.S. General Services Administration (GSA) has appointed Julie Dunne as the commissioner of the Federal Acquisition Service (FAS) to help modernize IT and lead acquisitions, the administration announced on Thursday.

“Julie’s extensive background in federal acquisition policy and experience in the executive branch, private sector, and Congress provides a valuable foundation for her leadership role at GSA,” said Emily Murphy, GSA’s administrator and 2020 Wash100 Award recipient. “I am excited to work with her as she implements her vision for continuing GSA’s work to modernize and streamline government.”

Dunne has been with GSA since May 2019, starting as senior advisor to the administrator. Dunne will help lead acquisition reform to simplify and enhance the company’s Federal Marketplace Strategy, while promoting IT modernization efforts. Dunne will ensure GSA’s acquisition strategies are aligned with the Trump administration’s business and technology initiatives.

She will also focus on consolidating the Multiple Award Schedules program and increasing efficiencies and taxpayer savings through shared services to deliver the best value in real estate, acquisition, and technology services to the government and citizens.

Prior to joining GSA, Dunne served as a staff director for Government Ops Subcom with the House Committee on Oversight and Government Reform between Jan. 2015 and Jan. 2019. In the role, she was responsible for Federal Acquisition Policy and oversight, which included government-wide acquisition policy development and coordination on the National Defense Authorization Act.

She also served in a variety of roles with the U.S. government, including legal research service provider with the House Appropriations Committee Surveys and investigations division, senior counsel for the U.S. Senate, Senior Counsel for Procurement and Homeland Security from Jan. 2012 to Dec. 2014.

She joined Wiley Rein, LLP in May 2008 as associate of Government Contracts and Public Policy, and remained in the role until Dec. 2011.

Dunne also worked at the Department of Homeland Security between 2005 and 2008, where she served in a variety of leadership roles including associate general counsel and deputy executive secretary. In the role, she counseled senior DHS leaders on congressional investigations, executive nominations, procurement policy, reorganization, succession planning, and GAO/OIG access issues.

She served as senior advisor to the assistant secretary at the Bureau of Industry and Security between 2003 and 2005, and began her career at Hogan and Hartson in 1996 and served as an international trade analyst until 1999.

“I’m fortunate to be in a position to implement some of the procurement policies I helped create on Capitol Hill. I’m committed to maintaining our positive momentum to ensure we have a modern procurement environment that is innovative and efficient,” Dunne said.

UiPath has partnered with Applica, a Robotic Text Automation company, to expand access to solutions designed to automate text-intensive processes, the companies announced on Thursday. 

"With its R&D team of AI experts, Applica has engineered an easy-to-use advanced framework of solutions that extracts meaning from unstructured documents and transforms it into actionable information, which was seamlessly integrated into the UiPath platform," says Boris Krumrey, vice president of Automation Innovations at UiPath.

The partnership will allow users to extract meaning from both semi-structured and unstructured documents and transform it into actionable data that is used by bots to automate text-intensive work.

Applica will bring automated documents, including semi-structured and plain text, translating them into Robotic Text Automation, which will be language and domain-agnostic, to the partnership. The company will also useContextual Awareness technology to train and comprehend new documents and use cases with just a handful of examples.

Under the partnership, UiPath will provide and open training, collaboration, and enabling robots to learn new skills through AI and machine learning. The company will also integrate enterprise RPA platform. Interior Dept to Temporary Halt Non-Emergency Drone Ops

David Bernhardt, secretary at the Department of the Interior, has ordered DOI bureaus and offices to temporarily stop using its fleet of unmanned aircraft systems in operations that are not considered emergencies.

He signed the Secretary’s Order 3379 to discontinue non-emergency UAS use as the department looks to incorporate technological, domestic production and cybersecurity factors into drone procurement efforts. The order also covers UAS components that are subject to regulatory compliance and designed to collect, story and process data.

“Drone operations will continue to be allowed in approved situations for emergency purposes, such as fighting wildfires, search and rescue and dealing with natural disasters that may threaten life or property,” Carol Danko, a DOI spokesperson, said in a statement.
