ManTech has announced on Wednesday that Kemp Ensor has been appointed vice president and deputy general manager of the Security Solutions Business Unit (SSBU) in the company’s Mission, Cyber & Intelligence Solutions (MCIS) Group to drive innovative technology solutions.

“Kemp comes to this job with a proven record of serving national security interests at the highest level,” said Rick Wagner, 2020 Wash100 Award recipient and president of ManTech’s MCIS Group. “At ManTech, he will build on his prestigious career in exciting new ways that advance America’s strength in up-to-the-second, forward-looking intelligence.”

In his new role, Ensor will help lead strategic and operational initiatives to create innovative technology solutions that support missions of the largest members of the U.S. intelligence community. Ensor will bring over 37 years of government and security experience to the ManTech. 

Prior to joining ManTech, Ensor served as director of security and counterintelligence for the National Security Agency from 2002 to 2020. He was awarded the National Intelligence Distinguished Service Medal by the Director of National Intelligence in Oct. 2019. 

ManTech recently  appointed Daniel E. Payne as senior vice president and chief security officer, and James C. Marson as vice president of contracts/subcontracts for the company’s MCIS Group.

Payne will oversee security and work to ensure the company’s compliance with operational, information and industrial security regulations. He previously served as director of the Defense Counterintelligence and Security Agency. He worked for two years at the Office of the Director of National Intelligence as deputy chief of the National Counterintelligence and Security Center and held leadership roles at the CIA in counterterrorism and counterintelligence areas.

Marson brings to the role over 20 years of contracting experience within the intelligence community, knowledge of acquisition practices and policies and expertise in major systems acquisition programs. He most recently served as director of the office of contracts at the National Reconnaissance Office, where he was responsible for the execution of the agency’s contracting activities.

ManTech, with Ensor’s additional hire, will continue to advance “ManTech Secured,” a strategic initiative that builds on ManTech’s position as the most trusted partner of the government.

Counter Threat Solutions (CTS) has appointed Dean McKendrick executive vice president to help develop strategic initiatives, the company announced on Wednesday. 

“Dean brings decades of experience managing large-scale technology consulting initiatives; has a well-earned reputation as a subject matter expert in big data analytics and insider threat solutions; and will leverage his government and industry relationships to advance our company’s growth and success,” said CTS president and CEO Theresa Keith. 

McKendrick brings over  35-years of leadership experience within the information technology industry. He will spearhead growth initiatives as CTS expands its presence in Intelligence, Defense, and Civilian agencies.

Prior to joining CTS, McKendrick served as senior vice president with Preferred Systems Solutions between Dec. 2015 and Jan. 2020. He also served as vice president at ManTech International from Ja. 2010 and Nov. 2015, where he provided advanced technology solutions to the Intelligence Community (IC), having successfully managed IC programs. 

Additionally, McKendrick worked for Oracle as senior practice director managed nationwide consulting and professional services organization focused on DIA, DoDIIS, and Intelligence Community between March 2008 and Jan. 2010. He cleared systems architects and engineers supporting advanced system design, development, integration, and implementation of highly focused command and control (C2) and mission support systems at customer sites.

McKendrick also served as vice president of the intelligence sector at Unisys from 2003 to 2008. In the role, he was responsible for  growth and development of IT services business within the U.S. Government IC. He developed strategic plan for business growth including, identifying and securing domain expertise, potential corporate acquisitions to enhance segment presence and development of marketing collateral to provide support and guidance to the business development team.

He served as vice president for STG between 2001 and 2003, and vice president for DynCorp between 1998 and 2001. McKendrick began his career as manager of EDS from 1981 and 1998.

Paul Ingholt has joined Guidehouse as a partner in the National Security Segment (NSS) where he will work with leaders across the NSS to focus on business performance and expand the firm's footprint in the Intelligence Community (IC), the company announced on Wednesday.

Ingholt will be responsible for managing financial performance, ensuring the development of effective business strategies, and promoting the integration of capabilities to address emerging client challenges.

He served at Booz Allen Hamilton in a variety of senior leadership roles between 2000 and 2019. Ingholt’s positions include senior associate and principal for the Economic and Business Team, vice president of the Defense and Intelligence Group, and, most recently, senior vice president of the International Account. In the role, he directed international business in the Middle East and Asia. 

Prior to his career at Booz Allen, Ingholt worked with the Central Intelligence Agency (CIA) as director of Program Assessment and Evaluation from 1995-2000. He was responsible for managing community staff, conducting policy, and planning, programming and budgeting for national intelligence programs. 

Ingholt began his career with the Defense Intelligence Agency (DIA) as an analyst in 1985 and remained in the role until 1995. He served Western Europe and NATO as a political-military analyst and provided support to defense planning and strategy. 

He was also a member of the director’s military intelligence staff and was named deputy director of GDIP staff during his tenure. With 30 years of intelligence and defense expertise, Ingholt is a recognized leader in financial and budget management and strategy as a government executive and consultant.

Shawn Barnes, deputy principal assistant to the secretary of the U.S. Air Force for space, has been tapped to serve as coordinator for the process of organizing the Space Force headquarters and the sixth military branch's acquisition office, SpaceNews reported Tuesday.

He will help Gen. John Raymond establish the new service's E-Ring office in Colorado Springs, Colo., as well as coordinate efforts between its personnel who will work at the Pentagon and the HQ. The report noted Barnes will also oversee a USAF office for acquisition and integration until the Senate confirms a political appointee to become an assistant secretary of these functions.

He aims to bring together Department of Defense components at a summit to be held in mid-February and encourage the organizations to create an integrated space architecture for national security missions. Barnes started his public sector career at the Department of Agriculture and supported USDA's animal vaccine research and development efforts.

He then joined USAF in 1985 and held various positions such as commander of the 12th Space Warning Squadron and the 595th Space Group. Before he assumed his more recent role in September 2018, he was assistant vice commander of Air Force Space Command.

Suzette Kent, federal chief information officer and a 2020 Wash100 Award winner, said federal agencies are making headway when it comes to implementing multifactor authentication, identity management, mobile security and other components of zero-trust architecture, FedScoop reported Tuesday.

“There is successful alignment in the concepts … of where we need to go with advanced identity management, strong network foundations, use of data matched to the mission and the function of that individual,” she said Tuesday at the Zero Trust Security Summit.

Despite progress in some areas, Kent said the federal government needs more work to do to further advance zero trust, which she said requires understanding of the organizational structure.

Dana Deasy, chief information officer of the Department of Defense and a 2020 Wash100 Award winner, issued a memo detailing plans for the transfer of the chief data officer to the CIO office in compliance with the fiscal 2020 National Defense Authorization Act, Federal News Network reported Tuesday.

In a memo addressed to Deputy Defense Secretary and fellow Wash100 awardee David Norquist, Deasy said he has started seeking candidates for the CDO role and will offer recommendations for appointment to the position.

“To support the CDO, I am planning to establish a small (-10 person) CDO Office within CIO, along with the required responsibilities, talent, and resources to be effective. In addition to utilizing existing CIO resources, I am discussing with CMO the billets and funding assigned for these duties that should transition to CIO,” according to the memo obtained by the network.

Deasy said he expects to have the CDO office formed within 90 days to help advance the department’s digital modernization efforts in support of warfighters. Michael Conlin, also a 2020 Wash100 Award recipient, currently serves as the Pentagon’s CDO within the department’s office of the chief management officer.

Katie Arrington, chief information security officer at the office of assistant secretary of defense for acquisition and a 2020 Wash100 Award winner, said the final version of the Department of Defense’s new cybersecurity certification model is due for review Friday and will come with user guides, Nextgov reported Tuesday.

She said her office will then hand over to the accreditation body the Cybersecurity Maturity Model Certification and a memorandum of understanding that details how the certification process will work with current requirements.

“When we hand them the MOU, there will be caveats in it that say we need you to work through your assessors to create reciprocity for government work already done,” Arrington said. “So if your company has been through a [Defense Industrial Base Cybersecurity Assessment Center] audit, there’s going to be reciprocity for that. If you have paid—your company—for an ISO 27001, we will give you credit for those controls that were made.”

She said the Pentagon will issue within weeks a request for information to facilitate the development of a cloud-based database that will be used as a repository for auditors.

DoD issued in September a draft version of CMMC, which establishes cyber practices and standards meant to help the defense industrial base reduce exfiltration of controlled unclassified information.

NIST Plans to Create Repository of Online Cybersecurity References

The National Institute of Standards and Technology is seeking feedback on its effort to centralize online references and relevant documents into a single repository to simplify access to NIST guides.

The agency said in a statement that it aims to establish a standard format for subject matter expert-defined online informative references as part of the National Cybersecurity OLIR program.

According to the draft guidance, the program will initially focus on documents about cybersecurity, privacy and workforce matters such as the Cybersecurity Framework. The program may also cover other documents such as national and international standards, regulations and policies for individual jurisdictions, sectors or organizations.

“The fields of cybersecurity, privacy, and workforce have a large number of documents, such as standards, guidance, and regulations,” NIST said. “There is no standardized way to indicate how an element of one document relates to an element of another document—for example, the relationship between requirement A in one document and recommendation 7.2 in another document.”

NIST will accept feedback through Feb. 24.

The Department of the Navy seeks to achieve new vehicle sustainment technologies through engagement with the small business sector.

DON said Monday it issued the 20.1/20.A broad agency announcement that calls for research proposals under the department’s small business innovation research and technology transfer programs.

Sought technologies would help DON modernize existing sea vessels, ground vehicles and aircraft. The BAA holds over $240M in contract opportunities across more than a hundred study areas.

“Through this BAA, we can identify groundbreaking technological advances, develop them further and integrate them to advance our warfighting capabilities,” said Bob Smith who leads both DON SBIR and STTR programs.

Interested parties may submit applications for the BAA through Feb. 12, 2020.

Air Force Posts Space Force Job Openings

The U.S. Air Force has unveiled job openings for civilian positions on the service branch’s Space Force command, Federal Times reported Monday.

According to the report, the service branch seeks to employ program analysts to achieve the command’s operational goals. USAF also eyes to hire human resource personnel to fill training, hiring and workforce management capacities.

The positions begin at a pay grade of GS-12 and are open for veterans and families of military members stationed abroad. Interested applicants are required to secure and maintain top-secret clearances for most of the openings. The military service intends to fill the positions within two weeks.
