Space Command Accepts WGS-10 SATCOM Into Operational Constellation

U.S. Space Command has accepted the 10th satellite of the Wideband Global Satellite Communication constellation following the completion of on-orbit testing performed by a team of engineers and operators from the U.S. Air Force, Army and Navy.

The team validated the Boeing-manufactured satellite’s anti-jam capabilities and cybersecurity techniques and procedures that will be integrated into the entire constellation and then recommended it for acceptance into the WGS system, the Los Angeles Air Force Base said Tuesday. 

Boeing verified the performance of WGS-10’s and handed control authority of the satellite to the Air Force on July 10.

The command will begin to transition users to the new satellite, which was launched into orbit in March aboard United Launch Alliance’s Delta IV medium rocket. 

With WGS-10’s transition, the Air Force will focus on the production and launch of the 11th WGS spacecraft that would be developed under a potential $605M contract with Boeing.

DHS Announces Update on List of Top Dangerous Software Errors

The Department of Homeland Security has released an updated list of errors that may cause significant vulnerabilities in software.

The Common Weakness Enumeration list features 25 errors that frequently occur and may critically affect software, DHS said Tuesday.

The Homeland Security Systems Engineering and Development Institute updated CEW after eight years of the list remaining unchanged. DHS’ Science and Technology Directorate and nonprofit company Mitre manage HSSEDI.

The updated list recognizes “improper restriction of operations within the bounds of a memory buffer” as the new top error that threatens a software’s resiliency.

“Eliminating weaknesses prior to software entering the marketplace is an important step in reducing the attack surface which better protects everybody, anywhere in the world,” said Chris Levendis, CWE project leader.

The U.S. Army is preparing to purchase assets needed for the construction of a new battlefield network, Federal News Network said Tuesday.

The service branch’s team of network designers has been working to identify technology sets that would undergo fielding in batches every two years.

These technologies would support the development of a network intended to address modern battlefield requirements.

Maj. Gen. Peter Gallagher, who directs the Army’s network cross functional team, told Federal News Network the service branch will field different technologies that correspond to the needs of different units.

Army officials intend to administer a critical design review in April next year to develop Capability Set 21, the effort’s first set of technologies.

General Dynamics Mission Systems Installs New GPS System for U.S. Army Forces in Germany; Robert Horton Quoted

General Dynamics Mission Systems announced on Wednesday that a new and improved GPS system has been installed into U.S. military vehicles to better operate in Germany when GPS signals are denied. 

The project is known as the Mounted Assured Positioning, Navigation and Timing Data (PNT) System (MAPS) Gen 1, which began fielding in September. General Dynamics Mission Systems is the current provider to the U.S. Army’s MAPS Program of Record.

“The MAPS GEN 1 Assured PNT system that is being fielded today closes a capability gap for the U.S. Army in major areas of responsibility around the world,” said Robert Horton, Vice President and Director for PNT Products at General Dynamics Mission Systems. “GPS Source employees are excited to deliver such an important capability and to contribute to the safety of America’s soldiers.”

Without trusted data, GPS-dependent systems fail to operate properly, hindering operational capability and soldier safety.  MAPS Gen 1 is scalable and upgradable so warfighters will benefit from additional features and capabilities throughout fielding and product lifecycle. This system is now available for the U.S. Army to purchase via the Common Hardware Systems (CHS-5) contract for indefinite delivery/indefinite quantity (IDIQ) acquisitions.

The Cubic Corporation announced on Wednesday that its Cubic Global Defense (CGD) business division will be showcasing its advancements in multi-domain training solutions at the 2019 Interservice/ Industry Training, Simulation and Education Conference (I/ITSEC) on Dec. 2–5.

The Small Business Administration has released a final rule that amends Historically Underutilized Business Zone Program regulations in a move to expand investment and contracting opportunities for companies that want to do business with the government.

The new rule, which takes effect Dec. 26, will allow some entities to maintain HUBZone certification for 10 years and vie for task orders under a multiple-award contract upon meeting specific requirements, SBA said Tuesday.

HUBZone maps will receive updates every five years from the Census Bureau and the departments of Labor and Housing and Urban Development. Additionally, employees residing in HUBZones and overseas on a temporary basis may retain their residency status.

“The exciting improvements outlined in this rule were designed to address longstanding uncertainty from both small businesses contemplating an investment in a designated HUBZone, as well as government agencies which seek to use HUBZone companies,” said Chris Pilkerton, acting administrator of SBA.

SBA added it plans to expand the Early Engagement Initiative to help certification applicants prepare for procurement opportunities through SBA district offices, technical assistance centers and small business development facilities.

Hill Air Force Base in Utah is among the four sites chosen by the Department of Defense to provide 5G network test beds as DoD looks to augment military platforms with the new cellular technology.

Frank Konieczny, chief technology officer of the U.S. Air Force, went to Hill AFB last week and met with the installation’s senior officials and other personnel who will participate in testing and experimentation efforts, the service branch said Tuesday.

Konieczny noted the test seeks to address exploitable security issues and inform future military requirements.

Hill AFB personnel will aim to establish a spectrum sharing platform and demonstrate the potential use of the latest wireless technology in congested environments that feature high-power, mid-band radar systems.

“The 5G spectrum sharing experimentation will provide us valuable insight into how we can use 5G when ubiquitous, and provide interconnectivity to meet the needs of the base and the depot of the future,” said Mike Neri, chief technology officer at the 75th Communications and Information Directorate.

DoD also selected Joint Base Lewis-McChord in Washington, Marine Corps Logistics Base Albany in Georgia and Naval Base San Diego to experiment with 5G prototypes.

The department looks to award technology contracts early next year and expects the project to commence by April.

The Department of Education has asked the Massachusetts Institute of Technology and the University of Maryland to submit detailed records of contracts and gifts from foreign governments and technology firms, Nextgov reported Tuesday.

Reed Rubinstein, acting general counsel at the department, sent letters to MIT and UMD in September asking the two institutions to produce within 30 days records of gifts or contracts from the governments of China, Russia, Qatar and Saudi Arabia as well as ZTE, Kaspersky Labs, Huawei and other foreign firms dating back to January 2012.

The universities should also submit lists of persons within their institutions that received contracts or gifts from a foreign source, including research scientists working on projects related to artificial intelligence and other engineering platforms.

“The law requires this transparency, our national security demands it, and the public deserves it,” an official for the Department of Education told the publication.

Officials from UMD and MIT told Nextgov their universities are cooperating with the department with regard to its investigation into the institutions’ foreign connections.

A task force within the Department of Defense is exploring ways to improve cybersecurity in the industrial base and protect research and development work on military technology and deny adversaries access to such technologies, Fifth Domain reported Tuesday.

“We’ve in effect become the R&D base for our adversary’s capabilities,” said Maj. Gen. Thomas Murphy, director of DoD’s Protecting Critical Technology Task Force. “My task force isn’t here to stop stealing because stealing is bad, although it is, it’s to stop it because it’s causing the erosion of the lethality of the Joint Force.”

To help meet the task force’s security goals, Murphy suggested the development of a tiered ranking of vendors based on how critical their product is. He also called on Congress to introduce a measure to address issues concerning mandated transparency over military technology initiatives.
