Lisa Costa: DevOps Implementation Shows ‘Cultural Shift’ in Software Dev’t

Lisa Costa, chief information officer of the U.S. Special Operations Command, said at a Red Hat event that DevOps methodology has helped reduce turnaround times for software development initiatives, Fedscoop reported Tuesday.

Costa noted that DevOps implementation represents a “cultural shift” at the command where software development activities previously lasted for months and years. She added that USSOCOM needs to launch efforts to improve DevOps knowledge and understanding at all levels throughout the command.

“Technology is disrupting government. That is why we need to not only focus on upskilling from the bottom-up, but we also need to focus on upskilling from the top as well,” said Costa. “Because command generals need to understand what is this thing called DevOps.”

Adm. Stuart Munsch to Lead Navy’s New Education-Focused Directorate

The U.S. Navy has established a new warfighting development directorate with Vice Adm. Stuart Munsch’s appointment as leader, USNI News reported Tuesday.

The new directorate, known as OPNAV N7, would work to align the service branch’s schools, such as the Naval Academy, with a variety of activities including exercises, studies and experiments.

Munsch is a Naval Academy graduate and has contributed sailor work in multiple submarines such as USS Will Rogers and USS Jefferson City.

The service branch has still not finalized Munsch’s specific duties, but Thomas Modly, the undersecretary of the Navy, said the N7 position would strategically lead naval education.

The directorate’s establishment also follows the appointment of John Kroger as the Navy’s chief learning officer who will manage coordination between the Naval Academy, Naval Postgraduate School, Naval War College, Marine Corps University and the upcoming Naval Community College.

Rick Wagner, ManTech International president and former Wash100 winner, said the government has to offer better incentives for cybersecurity talent as industries such as the banking sector increases demand for workers, Federal Times reported Tuesday.

Sean Plankey, principal deputy assistant secretary at the Department of Energy’s Office of Cybersecurity, Energy Security and Emergency Response, also told attendees at the 2019 CyberCon event that the department is working to strengthen ties between the government and private sectors. Plankey said that DOE has sponsored training activities with private sector and government participants to improve crisis response. 

He noted that the initiative has supported DOE’s efforts to integrate the federal sector’s emergency response operations with industry’s security methodologies for critical infrastructure.

Venice Goodwine, chief information security officer for the Department of Agriculture, added that reducing the time needed to accomplish clearances could help encourage talent to work for the government. He also said that reskilling efforts and fostering innovative thinking can help address workforce challenges.

“If I want to keep the young, bright-eyed, bushy-tailed individuals, I need to make an environment where they can be creative,” said Goodwine.

Perspecta Labs Receives $6M Contract from U.S. Army to Develop INPP; Petros Mouchtaris Quoted

Perspecta announced on Wednesday that its innovative applied research arm, Perspecta Labs, has received a one-year, $6 million contract to design, implement and evaluate an Integrated Network Planner Prototype (INPP) for the U.S. Army.

Perspecta Labs will implement and evaluate an INPP solution that delivers significant improvements to NetOps for the tactical portion of the Department of Defense Information Network for the Army.  The company will develop and demonstrate an INPP solution with software modularity, simplified workflows and visualization to deliver significant advantages in ease of use, flexible operations and reduced training. 

“At Perspecta Labs we are always looking for an opportunity to advance the capabilities of our customers with next-level innovation,” said Petros Mouchtaris, president of Perspecta Labs. “We are excited to leverage our technical and systems development expertise to improve the planning, managing and operating capabilities of this critical Army infrastructure.”

The INPP will improve the Army’s tactical network operations (NetOps) capability by reducing time, training and complexity, integrating planning and provisioning tools and providing fast, easy support for new and modified product types in the Army tactical network.

Boeing Commercial Airplanes Names Conrad Chun as VP of Communications; Anne Toulouse Quoted

Boeing Commercial Airplanes has appointed Conrad Chun as vice president of Communications effective immediately, Boeing announced on Wednesday.

Chun succeeds Linda Mills, who announced she will be leaving the company, and will report to Anne Toulouse, senior vice president of Communications, and Stan Deal, president and CEO of Boeing Commercial Airplanes.

“Stan and I are confident in Conrad’s abilities to help us prepare to safely return the 737 MAX to service and continue to drive progress across our commercial airplanes business,” said Toulouse.

Most recently, Chun served as vice president of Communications for Boeing Global Services. He was responsible for media relations, employee and executive communications, digital communications, government and customer relations, and product and services marketing communications in support of Boeing’s fastest-growing business unit.

Previously, Chun served as director of Communications for Global Services & Support and Boeing Military Aircraft, both of which were divisions of Boeing Defense, Space & Security. Chun joined Boeing in 2010 after retiring from the U.S. Navy as a captain with 24 years of service.

In addition, Chun serves as chairman of the board of directors for the Military Spouse Corporate Career Network (MSCCN).

Mark Munsell, chief technology officer at the National Geospatial-Intelligence Agency, told FCW in an interview published Tuesday NGA is looking to commercial businesses as it works to declassify images to collect data and support its intelligence mission.

“Taking advantage of all the new commercial businesses out there today that are either launching satellites and collecting unclassified information or taking advantage of open source information that has a geospatial tag of space and time associated with it so we can aggregate that information with it and then correlate it with other information other intelligence information that we have,” he said.

When asked about the challenges facing NGA when it comes to data aggregation, Munsell cited the problem of identifying the right environment to converge the information.

He also mentioned the policy aspect with regard to classification levels, interoperability challenges, the agency’s effort to employ more digital practitioners and initiatives to build a secure environment for data scientists and software engineers.

Richard Driggers, a cybersecurity official at the Department of Homeland Security, said the challenge facing the U.S. government when it comes to hiring cybersecurity professionals is a “national security issue,” The Hill reported Tuesday.

“We have a major deficit across the nation with regards to our cybersecurity workforce, and we need to figure out how we can build and sustain a cybersecurity workforce as a national asset for America,” he said Tuesday at CyberCon event.

Driggers, who serves as deputy assistant director for cybersecurity at DHS’ Cybersecurity and Infrastructure Security Agency, said he believes having a “steady stream of qualified cybersecurity professionals” is a “national imperative” amid evolving cyber threats.

Michele Iversen on Tools to Protect DoD’s Supply Chain

Michele Iversen, deputy chief CIO at the Department of Defense, said she is working on illumination tools aimed at protecting the Pentagon’s supply chain, Fifth Domain reported Tuesday.

Iversen said Tuesday at the annual CyberCon conference that she is developing a decision support platform designed to reveal a “bare minimum set of publicly available supply chain information” and wants the CIO office to field the tool as a service.

She also noted that the Pentagon is teaming up with a company to address a cyber vulnerability identified in the department’s technology platform.

“And we have seen bad things coming from those products, so we are looking at how to use our authorities … [to] block those products or companies for national security systems,” she added.
