Military Leaders Talk Establishing Standalone Electromagnetic Warfare Domain

Military Leaders Talk Establishing Standalone Electromagnetic Warfare Domain

Military Leaders Talk Establishing Standalone Electromagnetic Warfare Domain

U.S. military officials are yet to decide if electromagnetic warfare should be established as a separate domain along with land, air, sea, cyber and space, C4ISRnet reported Wednesday.

Brig. Gen. David Gaedecke, director of electromagnetic spectrum superiority under the U.S. Air Force’s deputy chief of staff for strategy, integration and requirements, said at an Association of Old Crows event that while the electromagnetic spectrum has physical properties, establishing it as a standalone domain would pose logistical challenges for large organizations like the Department of Defense.

Laurence Mixon, a special assistant at the Army’s Program Executive Office for Intelligence, Electronic Warfare and Sensors, noted that EMS encompasses all warfare domains and will enable forces to coordinate effectively.

“EMS is definitely an aspect of the operational environment that every tactician has to be aware of, understand and leverage,” he said. “And on the acquisition side we have to consider EMS when we are developing every one of our systems. I think since EMS crosses all of the domains that we currently have today that we identify and use in the joint parlance–I don’t think the Army is ready to call it a domain.”

Lawmakers Introduce Legislation to Extend NASA Authorities

A bipartisan group of senators have introduced legislation seeking to extend the authorization of the International Space Station, foster NASA partnerships with industry and drive efforts in the U.S. space industry.

The office of Sen. Ted Cruz, R-Texas, said Wednesday that the senator, along with Sens. Kyrsten Sinema, D-Ariz., Roger Wicker, R-Miss., and Maria Cantwell, D-Wash., introduced the NASA Authorization Act of 2019 which builds on prior legislation Cruz introduced in 2018.

Under the NASA Authorization Act, the ISS would continue authorized operations through 2030 to support the growth of the space economy as well as NASA’s efforts to sustain human presence in low-Earth orbit.

The legislation would also mandate NASA to implement rapid acquisition authorities, modernize launch and test capabilities, support training efforts and accelerate research into areas such as next-generation spacesuits, space safety and defense.

In addition, NASA would be required to authorize Enhanced Use Leasing authorities which would allow companies to lease inactive NASA-owned facilities to fund other improvement efforts.

Cruz is the chairman of the Subcommittee on Aviation and Space while Sinema serves as a ranking member. Wicker serves as chairman of the Committee on Commerce, Science, and Transportation, where Cantwell is ranking member.

Serco announced on Thursday that the U.S. Navy’s Guided Missile Frigate FFG(X) Program Executive Office (PEO) for Unmanned and Small Combatants has awarded the company a potential five-year, $43 million contract to support the development of the Navy’s next multi-mission Small Surface Combatant.

The contract is the second contract win of note for the Naval Systems Business Unit that was acquired from Alion Science & Technology Corporation in September.

Serco will advise the Navy on technical design issues, establish the network architecture and cybersecurity of ship systems, develop system integration parameters and test requirements, establish integrated logistic support plans for the ship class, and maintain accurate cost estimates for the Navy.

“I am excited about this contract win, as this is what we envisioned for the Naval Systems business,” said Dave Dacquino, Chairman and CEO of Serco Inc.  “Through the acquisition we gained industry-leading capabilities in naval ship and submarine design, engineering and construction services, which dovetails nicely with Serco’s existing strengths in shipboard, shore and systems installation and upgrade services to the Navy.”

The contract award expands Serco’s scope of work to support the customer’s mission across six key tasks: Network Architecture and Cybersecurity; Cost Estimating; System Integration and Test; Acquisition, Program Management, and Life Cycle Management; Engineering, Design, and Production; and Design Site Support.

In addition to modelling the new ship class in a 3D environment, virtual technology will be used in the design site to allow ship designers to walk through the design in a virtual environment to evaluate the design and maintainability.

The Department of Energy has awarded $80M in total funds to multiple public-private teams led by national laboratories to develop systems and tools to boost the resiliency of U.S. energy infrastructure.

DOE said Wednesday at least two of the department’s five applied science offices will sponsor each project selected through the 2019 Grid Modernization Lab Call that covers resilience modeling; energy storage and system flexibility; sensors and data analytics; institutional support and analysis; cybersecurity and physical security and generation.

Christopher Wray: FBI Adds Capability to eGuardian Threat Notification Platform

FBI Director Christopher Wray said the bureau has introduced a “dual route” feature to a system designed to help the agency notify state law enforcement fusion centers and field offices of terror threats, FCW reported Wednesday.

The bureau introduced in 2009 the eGuardian incident reporting system, a data sharing platform hosted on the FBI’s Law Enforcement Enterprise Portal that works to transmit suspicious activity reports to field offices.

Wray said at a Senate Homeland Security and Governmental Affairs Committee hearing the launch of the new capability has led to the arrest of at least one individual “within hours” of receipt of the threat notice by a state fusion facility.

Joe Klimavicz on DOJ’s Data Center Closures, IT Optimization

The Department of Justice has shut down 97 data centers and Joe Klimavicz, chief information officer at DOJ, said he will continue to pursue the effort to generate savings, FedScoop reported Wednesday.

“This was an economic decision,” he said at a FedInsider event. “Some of our data centers are very small, not in ideal locations, the cost of power, cost of real estate. So over five or six years we’ve estimated to have saved over $600 million by doing that. We can then use that money for modernization.”

DOJ runs approximately 12 on-premise data centers and Klimavicz said he plans to reduce that to “three core data centers that will remain in operation on-prem” and accommodate the agency’s most sensitive data.

Klimavicz also cited DOJ’s cloud adoption and the need to optimize the department’s information technology infrastructure.

Gen. David Goldfein: Air Force Sets Sights on Digital Foundation

David Goldfein
David Goldfein

Gen. David Goldfein, Air Force chief of staff and a previous Wash100 Award winner, said the service plans to use a chunk of its fiscal 2021 budget to establish the digital foundation, Federal News Network reported Wednesday.

“If you want to get artificial intelligence, if you want to get hypersonics to work, if you want to go into defendable space, if you want to get directed energy where it needs to go, you can’t skip the step of building a digital architecture and getting a common data cloud architecture going forward,” he said at an Air Force Association event in Washington D.C.

Goldfein said the Air Force will make a $9 billion investment in cloud and digital architecture in the next five years. The report said the service branch will also allocate in the next five years $9B in funds to pursue the development of offensive and defensive space capabilities as part of its digital initiative.
