Battelle Donating Technology to Catholic Social Services in Columbus

Battelle announced on Friday that the company is donating 60 IT devices to Catholic Social Services to improve access in education, job readiness, emergency assistance, English-Second Language (ESL) classes, and client electronic healthcare access to help low income students in Columbus, Ohio. 

Twenty desktops, 20 monitors and 20 laptops were delivered to Catholic Social Services in downtown Columbus, where they will help establish a new Electronic Healthcare Record system allowing community-based social workers and counselors to document case management services. They will also support the “Stay the Course program that helps low income students at Columbus State Community College address non-academic barriers to help them stay in school.

“Battelle has a long history of supporting the communities where we live and operate,” said Battelle CIO David White. “We recently underwent an enterprise technology refresh and that allowed us to provide computers that still have some useful life to those who can really use them most.”

Some devices will also be used to build a computer lab at the St. Francis Catholic Outreach Center in Portsmouth, serving local residents. Additionally, some devices will go to the Our Lady of Guadalupe Center on the westside of Columbus, upgrading its current computer lab, used for community-based training such as ESL classes, basic computer training and children’s educational needs.

ECS announced on Thursday that Josh Salmanson will join the company as the chief architect and vice president of the Business Development and Operations division. He will support ECS’ trajectory of leading, innovating, and transforming technology solutions for public sector and commercial customers.

“Josh has demonstrated phenomenal insight and strategic skills throughout the course of his career,” said George Wilson, president of ECS and 2019 Wash100 Award recipient. “In addition to being a talented engineer, Josh is a leader and will have a lasting impact on our company and the solutions we provide our customers.”

Previously, Salmanson has more than 25 years of experience in technology, sales and business leadership. His experience includes a successful track record in solutioning, bidding, and winning large, complex information technology, cyber and engineering programs. He’s led growth and strategy for companies like Lockheed Martin and Parsons, designing, deploying and managing highly available, nation- and global-scale secure systems and solutions for defense, intelligence and federal civilian agencies.

“I am looking forward to working with this outstanding team to cover new territory,” said Salmanson. “Together, we’ll build on ECS’ strong foundation in technology delivery and continue to develop faster, more dependable secure solutions for the hard-working people behind our nation’s most critical missions.”

Vice Adm. Jon Hill, director of the Missile Defense Agency, said he’s not in favor of a plan to transition the Terminal High Altitude Area Defense system to the U.S. Army, Defense News reported Wednesday.

“Why would we hand that off to the Army or Air Force, that sort of transfer to a service where it won’t be prioritized? They have many other priorities,” he told the publication in an interview at the Space and Missile Defense Symposium in Huntsville, Ala. “I don’t like organizational experiments on programs that are delivering more fighting capability.”

Hill noted that THAAD is part of wider integrated missile defense platform and that the “transfer of services” should be clearly defined.

“It gets suspicious when we don’t have a fully defined term because all it really results in is fracturing of a program during a time where it’s most critical to have those programs stable and taking care of the war fighter,” he said. “There’s been a lot of discussion about the THAAD and the SM-3 [missile] transfer to the services. What does that mean?”

CISA Releases Cybersecurity Recommendations for Public

Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency has launched a toolkit to help individuals prevent cyber attacks, Fifth Domain reported Wednesday. CISA released the toolkit on Aug. 14 as build up for the National Cybersecurity Awareness Month celebrated in October.

The toolkit features cybersecurity and regulation guidelines regarding public wifi usage, log-in credential security, social media and apps. The agency worked with the National Cyber Security Alliance to develop the toolkit.

FirstNet Unveils Five-Year Public Safety Roadmap

The First Responder Network Authority has published a roadmap that details public safety technology trends and operational needs for mobile broadband communications in the next five years. Built from industry and government feedback, the FirstNet Authority Roadmap contains six domains that represent key public safety operational functions, FirstNet said Monday.

The domains include voice communications, user experience, secure information exchange, situational awareness, network core, coverage and capacity. Additionally, FirstNet intends to facilitate potential network investments and prioritize activities and initiatives to equip first responders with communication capabilities in line with the roadmap.

“As we look to the future of FirstNet, it is critical that we deliver network enhancements and innovations based on the needs of public safety and in lock step with trends in technology,” said Edward Horowitz, chairman of the board at FirstNet.

DOE Releases Draft of Latest Cybersecurity Risk Assessment Model

The Energy Department is seeking input from industry to update the Cybersecurity Capability Maturity Model designed to help organizations assess their cybersecurity posture, Nextgov reported Wednesday. DOE last revised the model in 2014 and posted the draft of the latest version on the Federal Register.

The C2M2 framework was established in 2012 as an open-source model to help fortify the security of the elctric grid. DOE used its interviews with industry experts as well as best practices cited in the National Institute of Standards and Technology’s most recent cybersecurity framework to inform the development of the latest C2M2 iteration.

Interested parties may submit feedback on the new model through Sept. 13.

The U.S. Air Force’s 571st Aircraft Maintenance Squadron has concluded an effort to replace the wings of a certain close air support aircraft. The group installed 162 wing pairs on A-10 Thunderbolt II units at Hill Air Force Base for the A-10 Enhanced Wing Assembly replacement program’s final wave, Hill AFB said Saturday.

South Korea’s Osan Air Base installed the remaining 11 pairs, for a total of 173 under the program. The final installations end a program that began in 2011. The squadron had to use new fuselage parts and worked with the 309th Aerospace Maintenance and Regeneration Group to gather other A-10 components.

“At the end of the program, making sure we had all the pieces and parts that we needed to make that happen required a really significant team effort,” said Stephen Zaiser, 571st AXMS director.

Boeing provides the replacement wings for the program under a $1.1B contract. The Air Force aims to keep the aircraft operational through the late 2030s, with new wings designed to function for up to 10K flight hours.

Army Launching Efforts to Develop Marine Corps’ Autonomous Ground Vehicle

The U.S. Army is looking to develop a robotic combat vehicle originally developed for the U.S. Marine Corps in 2017, National Defense Magazine reported Wednesday. The Army plans to update the Marine Corps’ expeditionary modular autonomous vehicle and produce light, medium and heavy versions of the platform.

Col. Warren Sponsler, deputy director of the Army’s cross-functional team, said that the military branch is slated to conduct phase two of its development activities for the robotic vehicle during a National Defense Industrial Association event in Georgia.

According to Brian Barr, a program manager for the Army, the EMAV unmanned ground system has diesel-electric features and has a payload capacity of 7,200 pounds. He added that the Marine Corps is “continuing to experiment with it and they are reaching out to collaborate with Army customers to witness those experiments.”

The Department of Health and Human Services is developing ways to use behavioral-based identity capabilities to improve security authentication procedures and move beyond traditional identifiers such as passwords, Nextgov reported Wedesday.

Jose Arrieta, chief information officer of HHS, told attendees at the Nextgov Emerging Technology Summit in Washington, D.C. that the joint effort with the Defense Information Systems Agency builds on HHS’ progress on the HHS Accelerate capability based on blockchain technology. He explained that the new identity authentication capability will bring such technologies to the network’s edge and use 240 behavioral-based characteristics like fingerprints and facial scans to verify the identity of a user.

HHS is currently identifying ways on how to test the capability in the department’s distributed network.

The Department of Energy plans to award $27.6M in grants supporting data science research efforts to speed up discovery capabilities in material sciences and chemistry. DOE said Wednesday that it intends to use the research projects to comprehend chemical properties and related processes that may support the creation of superconductors, alloys and approaches in material synthesis and chemical separation.

“The rapid evolution of artificial intelligence, machine learning, and other data science techniques is creating new opportunities for advances in chemistry and material sciences,” said Rick Perry, secretary of DOE.

Perry added the initiative will help uncover discoveries that may affect U.S. energy and technological capacities. The agency will pick five national laboratories and 14 universities through a competitive peer review process with the Office of Basic Energy Sciences. Additionally, DOE will obligate $16.5M from fiscal year 2019 funds for the program.
