Tina Kuhn, president and chief executive officer of Cybercore Technologies, will be featured as a panelist during Potomac Officers Club’s 2019 Secure Supply Chain Forum on July 18th. Register now for the forum right here.

During the forum, GovCon and industry leaders from the public and private sectors will discuss how federal agencies protect, defend and secure supply chains from susceptible threats and the challenges that arise as technology becomes more fundamental to supply chains.

Kuhn has 35 years of leadership experience with a range of customers, including the IC agencies, defense, state and local governments and international customers (NATO, AUS, UK). Her career includes leadership, executive management, operations management, business development and program management roles to support government, international and commercial customers.

Kuhn joined Cybercore Technologies as president and chief executive officer in Oct. 2016. Prior to her tenure with the company, she served as the senior vice president of Sotera Defense and led its cyber and data solutions division. She also served in senior leadership roles with Northrop Grumman, General Dynamics and the Science Applications International Corp. (SAIC).

Harvard Medical School Professor Gil Alterovitz Named VA's First AI Director

Gil Alterovitz, a biomedical informatics professor at Harvard Medical School and a White House presidential innovation fellow, has joined the Department of Veterans Affairs as director of artificial intelligence. He leads the ongoing efforts to broaden the application of AI in department’s research and healthcare programs and collaborate with third-party organizations focusing on the technology, VA said Wednesday.

“We’re working with a few organizations that can test out small amounts of data in the VA format,” Alterovitz said. “Then they can build the AI tools and develop a program that can then be used on a larger data set.”

Previously, he served as a member of the Obama Administration’s Precision Medicine Task Force and co-chairman of HL7 International’s clinical genomics workgroup. Alterovitz is also a professor under the Computational Health Informatics Program at Boston Children’s Hospital.

The National Archives and Records Administration and the General Services Administration have partnered to create a market research tool to help agencies identify and acquire electronic and physical records management software and services, Nextgov reported Thursday. To support the effort, NARA and GSA formed a new special item number for electronic records management under Schedule 36 and are now planning to unveil the “ERM Solutions” contract vehicle on GSA’s Discovery website.

“What we heard from agencies is that they needed help identifying solutions for electronic records management from vendor services and that they needed help with the procurement processes and knowing what was out there,” said Courtney Anderson, an electronic records policy analyst.

Anderson said the new tool will enable agencies to filter through all ERM vendors and assess their offerings against NARA’s requirements and their needs. “It’s just a little bit more searchability than they currently have,” she added.

The office of the chief administrative officer in the House has launched a customer-centered strategic plan and started a cloud migration initiative as part of its information technology modernization effort, Federal News Network reported Thursday.

CAO Philip Kiko said his office identified gaps in professional development upon the launch of the strategic plan and then introduced the Congressional Staff Academy, which now provide personnel courses on committee clerk procedures and appropriations law, among others. The report said the CAO office collaborated with the Marine Corps University and the Partnership for Public Service to develop the nine-part seminar, which has drawn interest from chiefs of staff, district chiefs and staff directors.

Kiko noted that his office has responded to a number of requests for video conferencing capabilities and other updated systems. “That’s a conversation I’ve had with a lot of members, ways to get new technology on the Hill for members to use faster, because they’re using it before when they come in,” he said.

Army Gen. Mark Milley, the White House’s nominee to be the next chairman of the Joint Chiefs of Staff and 2019 Wash100 Award recipient, said the Department of Defense should improve its information warfare, cyber and electronic warfare capabilities to counter threats posed by Russia, China and other competitors, C4ISRNET reported Thursday. Milley, chief of staff of the Army and a 2019 Wash100 Award winner, said that DoD should integrate planning and capabilities for information warfare and cyber.

“The first Line of Effort of the 2018 DoD Cyber Strategy is to empower timely integrated cyber operations,” he wrote in a pre-hearing questionnaire issued as part of the confirmation process. “Objectives of this Line of Effort include … normalizing cyberspace operations across the Joint Force; and normalizing cyberspace operations and cyber mission force role in the defense support to civil authorities process.”

Milley also cited the Pentagon’s efforts to integrate electronic warfare systems and adoption of the Electromagnetic Spectrum Operations concept.

Gen. David Berger has begun his tenure as the U.S. Marine Corps’ 38th commandant and a Joint Chiefs of Staff member, succeeding Gen. Robert Neller. Berger received commandant authority during a ceremony at Marine Barracks Washington, the Department of Defense said Thursday.

“He is a visionary who has committed to marching the Marine Corps down the path to modernizing for future warfare,” said Mark Esper, acting secretary of defense and 2019 Wash100 Award recipient. Esper added that Neller’s leadership contributions to USMC’s transition from counterinsurgency to a training-focused approach in preparation for possible conflicts with competitors.

“He could always be counted on to advocate for the men and women of the Corps and of the joint force,” Esper said about Berger’s predecessor.

President Trump nominated Berger for the position in March.

QTS Realty Trust has joined RE100, a global corporate leadership initiative bringing together influential businesses committed to 100 percent renewable electricity, QTS announced on Thursday. RE100 is led by The Climate Group, in partnership with CDP. 

“For QTS, renewable energy is a very important part of our larger sustainability strategy documented in our recently published ESG Report,” said Travis Wright, vice president of Energy & Sustainability for QTS. “As one of the largest data center service providers, we are committed to lead the industry in minimizing carbon footprint, water reclamation, recycling and a variety of other important clean energy initiatives,” Wright added. 

Recently, QTS published the 2018 Environmental, Social and Governance (ESG) Initiatives Report to demonstrate the company’s commitment to procure 100 percent of power from renewable energy sources by 2025.

In addition, QTS has been ranked the fourth largest user of green power among data center companies by the EPA. The company has reused or recycled 550 million pounds of industrial materials to date, and reclaimed more than 30 million gallons of water and increased its water-use efficiency by 26 percent over the last two years. 

RE100’s purpose is to accelerate change towards zero carbon grids, at global scale. The initiative works to increase corporate demand for – and in turn supply of – renewable energy. To join RE100, companies must set a public goal to source 100% of its global electricity consumption from renewable sources by 2050 and disclose electricity data annually.

Building Momentum holds a monthly workshop to train the U.S. Marine Corps’ members in the areas of science, engineering and technology. The Innovation Boot Camp provides trainees with lectures and exercises in computer programming, coding, welding basics and 3D printing, the service branch said Wednesday.

“The problem solving aspect has always been at the center of what we do,” said Thomas Sullivan, director of training at Building Momentum. “We believe you need a better understanding of different problem solving techniques, and not just the one that you’re good at.”

Trainees will also be granted access to available resources for the program, including metal, wood and electronic workshop areas. In addition, the students may bring the technology and gears they produced from the workshop.

The Department of Homeland Security’s science and technology directorate partnered with Google and the Integrated Justice Information Systems Institute to conduct an event to help optimize public safety communication technologies for people with limited English language capacities. The Text-to-911 Translation TechFest delivered insights in current translation platforms and promoted the need for research and development efforts to reinforce efficient 911 call response, DHS said Wednesday. 

The agency noted that 30 percent of 6,000 public safety answering points in the U.S. implemented text-to-911 services since the event’s conception in 2015. In addition, local, state and federal governments have required the creation of contact centers to accommodate people with limited English skills.

“We anticipate the end result of this joint project will be a national standard for implementing Text-to-911 to LEP populations as well as operational, business, and training protocols that will ensure consistent national implementation,” said Denis Gusty, a program manager at DHS S&T.

DHS S&T and IJIS are slated to test public safety protocols in Virginia to evaluate and confirm potential costs for national integration of text-to-911 technologies.

The U.S. Army is implementing a new emergency messaging system at the service’s installations in Europe, Army Times reported Wednesday. The Alert! Mass Warning Notification System will function to inform soldiers, Army civilians and families on catastrophic events including shootings and natural disasters, the report noted.

The new government-made system will succeed the Army’s existing AtHoc system and, unlike the predecessor, will not require license fees. The service branch will automatically migrate all AtHoc users worldwide to Alert! through Feb. 29, 2020. Europe-based Army installations will undergo migration from July 22 to Aug. 2 this year.
