Lockheed, Raytheon to Demo Precision Strike Missiles Under Army Modernization Program

Lockheed Martin and Raytheon are slated to test their precision strike missile offerings in support of the U.S. Army’s Long Range Precision Fires initiative, DefenseNews reported Monday.

Efforts under the tests are intended to help the Army adjust the maximum range baseline for the service branch’s planned precision strike missile. According to the report, the companies will conduct two more tests respectively prior to the conclusion of their missile’s technology maturation and risk reduction phases.

Brig. Gen. John Rafferty, head of LRPF program at the Army, said the range requirement may reach 342 miles from a current baseline of 310 miles based on the results provided by the firms.

“We want to make sure the performance matches their models or gives them an opportunity to update their models, and then give them a chance to come back with an updated estimate of what they think they can really do,” said Rafferty

The LRPF program seeks to build a missile system that will replace the service’s Army Tactical Missile System. The Army will select and deploy a precision strike missile in 2023.

The U.S. Army is working to achieve its goal of establishing global multidomain operations by 2035 as part of its modernization strategy unveiled in 2016, Defense News reported Monday. The strategy’s six priorities encompass future vertical lift, long-range precision fires, next-generation combat vehicles, air and missile defense, lethality and next-generation network capabilities.

In an interview with Breaking Defense, Army Chief of Staff Gen. James McConville said the service is establishing organizations focused on multidomain combat, including security force assistance brigades.

“I can envision us standing up organizations that are focused around providing long-range precision effects that can be used below the level of armed conflict in the areas of intelligence, information, cyber, electronic warfare and space,” he added.

The Army plans to begin initial fielding of technologies under its cross-functional teams from fiscal 2020 to 2022, according to a draft document of the strategy. Training, integration and implementation is expected to take place from fiscal 2023 to 2025.

The Naval Undersea Warfare Center has selected Serco to receive a potential five-year, $49 million Indefinite Delivery, Indefinite Quantity (IDIQ) contract to deliver system engineering technical services for the Submarine High Data Rate (SubHDR) program, Serco announced on Tuesday.

“This was a key recompete win for our business and we are proud to have the opportunity to continue delivering systems engineering services to the Navy through this contract vehicle,” said Dave Dacquino, chairman and CEO at Serco Inc.

Serco will continue to perform repair and overhauls to the SubHDR Antenna Pedestal Group (APG) as well as perform evaluation and repair to related sub-components. In addition, the work on this contract supports a mission-critical system that provides the U.S. submarine fleet the ability to send and receive information such as secure wide-band communications, voice and data traffic, imagery and video teleconferencing.

“With many of the SATCOM and radar systems both on ships and shore requiring maintenance and repairs, our teams are hard at work delivering sustainment and obsolescence engineering services that enable customers to extend the lives of existing systems,” Dacquino added.

The majority of work will be performed out of Serco’s facility in Ludlow, Massachusetts.

Jake Zimmerman Joins Northrop Grumman as Senior Business Development Manager

Northrop Grumman has announced that Jake Zimmerman, formerly of Accelera Solutions, has joined the company as a senior business development manager. 

In the role, Zimmerman will develop strategies to build a pipeline, qualifying opportunities and manage all aspects of account/territory growth and drive customer relationships as well as work closely with customers to identify and shape near-term and long-term requirements amd interface with Northrop Grumman Government Relations to accomplish customer executive level shaping.

Most recently, Zimmerman served as a public sector account executive with Accelera Solutions between June 2018 and his current role. He worked directly with the Accelera leadership team to set corporate growth strategy and sales process. He was responsible for marketing and bidding strategic mobility, cloud migration, DevSecOps and security compliance opportunities within Civilian agencies and Department of Defense components. 

Prior to his tenure with Accelera Solutions, Zimmerman served PwC from Nov. 2012 to Jan. 2016 as a senior associate and as a customer relationship executive from Feb. 2016 to May 2018.

In addition, Zimmerman has also held a range of positions with STG, Integrated Communication Solutions, Command-Control LLC, SimAuthor and SAIC. He’s also recently earned two certifications from Amazon Web Services as a Business and Technical Professional.

Accenture Federal Services Awarded U.S. Air Force EITaaS Compute and Store Agreement; Lt. Gen. Susan Lawrence Quoted

Accenture Federal Services (AFS) has been awarded a potential $66 million U.S. Air Force enterprise-IT-as-a-service (EITaaS) Compute and Store agreement to improve mission outcomes through advanced technology solutions, AFS announced on Tuesday.

“We’re honored to be selected to help the Air Force enable its digital transformation,” said retired Army Lt. Gen. Susan Lawrence, a managing director with AFS and 2016 Wash100 Award winner.

AFS will use commercially available software and other assets to modernize the Air Force technology infrastructure at these bases, including migrating applications to the cloud. AFS will maintain the EITaaS Compute and Store environments leveraging artificial intelligence and automation to optimize infrastructure processes.

AFS will also use the recently expanded Accenture Federal Digital Studio, a collaborative environment where teams use service design principles to help federal government clients advance mission capabilities through innovation and rapid experimentation.

“By combining our leading commercial digital capabilities with our innovation methodology and cutting-edge human-centered design work, we can help provide a foundation for cloud growth within the Air Force and across the Department of Defense,” Lt. Gen. Lawrence added.

Defense Secretary and 2019 Wash100 Award winner Mark Esper said the U.S. government is “preparing to evacuate” approximately 1K U.S. service personnel from northern Syria amid Turkey’s impending offensive against the Syrian Democratic Forces, CBS News reported Sunday. SDF served as the U.S. allies as part of the campaign against the Islamic State militant organization.

“In the last 24 hours, we learned that [the Turks] likely intend to extend their attack further south than originally planned, and to the west,” Esper said. “We also have learned in the last 24 hours that the … SDF are looking to cut a deal, if you will, with the Syrians and the Russians to counterattack against the Turks in the north.”

Esper told the network’s Face the Nation program that President Donald Trump ordered a “deliberate withdrawal of forces” from the region citing the security of U.S. troops caught between SDF and Turkish forces in Syria.

Trump said Monday that he will issue an executive order that would impose sanctions against Turkey’s government officials and other personnel involved in destabilizing activities in northeast Syria. The president said the U.S. government will cease negotiations on a $100 billion trade deal with Turkey and increase the steel tariffs by up to 50 percent.

He noted that the EO will authorize additional sanctions on individuals involved in human rights abuses, ceasefire obstruction, forced repatriation of refugees and security threats in Syria. “The order will authorize a broad range of consequences, including financial sanctions, the blocking of property, and barring entry into the United States,” Trump added.

Army officials said equipping the Extended Range Cannon Artillery system with an autoloader presents a challenge to the service branch, National Defense reported Monday. ERCA supports the Army’s long-range precision fires modernization priority and seeks to expand the Paladin self-propelled howitzers’ range to 70 kilometers.

“Of course when you introduce an autoloader into a preexisting chassis that we have with the [Paladin Integrated Management platform], there are all sorts of technological risks involved with that,” Col. Timothy Fuller, program manager for armored fighting vehicles, said Monday during a panel discussion at the Association of the United States Army’s conference in Washington, D.C. “It also adds an entire new cab to the vehicle,” Fuller added.

Rafferty said the service plans to use feedback from warfighters to support the development of the cannon. Rich Granitzki, long-range precision fires science and technology adviser for Combat Capabilities Development Command, said the Army is using prototypes “to drive down some of the risks” and facilitate the transition to the autoloader.

Gordon Bitko, formerly chief information officer at the FBI, will join the Information Technology Industry Council as senior vice president of policy.

ITI said Monday Bitko will oversee the trade association’s public sector portfolio and support the tech industry as chief policy strategist in the government sector with a focus on state and federal procurement regulations, federal IT modernization, implementation of cybersecurity and other tech products and supply chain risk management and security.

“From promoting IT modernization to implementing critically important procurement and supply chain security practices at a key federal government agency, Gordon has had a front row seat navigating these complex policies, which are integral to every technology company,” said Jason Oxman, president and CEO of ITI. “Gordon will continue to build ITI’s public sector expertise and strengthen our policy and advocacy work for this paramount set of issues.”

Bitko has held senior leadership roles at the FBI since 2007. He previously served as a policy analyst and doctoral fellow at the RAND Corp. and started his private sector career at Motorola.

OPM Seeks to Further Digitize Employee Tracking in Federal Gov’t

The Office of Personnel Management is using an in-house app to track federal employee performance and is working to grow the digital tool’s adoption next year, Nextgov reported Friday.

The agency began digitizing its employee performance assessments in 2012, and has now implemented its USA Performance app across 35 federal government agencies, covering about 35,000 employees. M.C. Price, associate chief information officer for infrastructure at OPM, said the task to digitize the process was complex.

“It was very complex to digitize it and to meet all the agency requirements on the different forms,” he said.

Associated officials told NextGov the agency expects to add 41K employees to the system in 2020.

USAF Updates Data Accessibility Platform With Manipulation Features

The U.S. Air Force has added new features to a platform that airmen use to receive and share mission readiness data. The Visible, Accessible, Understandable, Linked and Trusted Data or VAULT platform now allows users to control and experiment with data and generate analytics-driven results, USAF said Friday.

The update also includes tools for metadata and storage management, data cleansing and data ingestion. All these new tools are intended to improve data exploitation and better inform decision making.

“With these capabilities now realized on the VAULT Platform we can fully harness the power of data to make timely decisions and achieve mission success,” said Col. Charles Destefani, acting deputy chief data officer and lead data architect at the Air Force Chief Data Office.

The updated VAULT also allows airmen to use custom applications to manipulate information.
