Army Eyes New Techs to Modernize Base Ops, Maintenance

The U.S. Army issued a solicitation of industry feedback on the service’s plan to apply emerging technologies to modernize military bases, Federal News Network reported Friday. The service held an industry day to discuss the “installations of the future” concept, which aims to improve operations, maintenance and resilience of bases amid the growing threats of natural disasters, cyber attacks and other risks. 

“The National Defense Strategy states very clearly that the homeland is no longer a sanctuary,” said Richard Kidd, deputy assistant secretary of the Army for strategic integration. “We’ve been treating our military installations as if they were sanctuary cities for a very long time, immune from the effects of the adversary.”

U.S. Army Corps of Engineers wants to bring predictive maintenance to military installations. USACE is exploring the Virtual Testbed Installation for Mission Effectiveness, a new artificial intelligence-based tool that provides predictive maintenance of facilities. Lt. Gen. Gwen Bingham, assistant chief of staff for installation management, said the Army should also invest in 5G wireless connectivity, biometrics, cloud-based platforms and connected sensors to better connect soldiers, equipment and facilities.

National Highway Traffic Safety Administration to Update Policy for Automated Cars

The National Highway Traffic Safety Administration plans to establish a strategy to update the policy for self-driving vehicles, FCW reported Friday. NHTSA is also considering modifying the existing standards to better assess the safety of automated cars. “The agency intends to explore modifications to the standards with a continued focus on safety,” NHTSA said in a notice.

The agency’s existing standards for safety testing do not take automated driving systems into consideration. NHTSA intends to address this gap by conducting further research on self-driving cars. Stakeholders may submit input on automated driving as responses to NHTSA’s notice on the Federal Register through July 29.

The Office of Biometric Identity Management intends to migrate the government’s biometric identification database to a new platform to optimize federal agencies’ security, GovernmentCIO Media and Research reported Friday.

OBIM will move information from the Automated Biometric Identification System to the planned Homeland Advanced Recognition Technology suite. The new system will utilize fingerprint and cloud computing capabilities to help the office handle data lulls and surges in biometric identification requests.

David Grauel, program manager for HART, said the office has created a dedicated team to handle privacy and security concerns for U.S. citizens. The previous biometric suite was launched in 1994 and has stored over 220 million unique biometric data and handled 320,000 daily queries with 99.7 percent efficiency.

DARPA Taps CMU to Develop Noninvasive Brain Interface

The Defense Advanced Research Projects Agency awarded a $19.4 million grant to Carnegie Mellon University for the design of a wearable neural interface. The university said Friday it will design the noninvasive device to record and stimulate neural dynamic activity as part of DARPA’s next-generation-nonsurgical-neurotechnology program.

The device would produce recordings with high temporal and spatial resolution without requiring surgical insertion. The effort would address the need for neural circuit access that researchers require for brain function studies. The resulting device may also aid in the development of treatments against neurodegenerative diseases including Parkinson’s.

“One of the most fundamental challenges of almost all existing noninvasive methods is the dispersion of electrical signals and optical or ultrasonic waves as they propagate through the brain tissue and get scattered,” said Maysam Chamanzar, assistant professor of electrical and computer engineering at CMU.

“We are harnessing the complexities of the physics and biology associated with this problem in order to improve the spatial and temporal resolution of measuring and stimulating the brain,” said CMU ECE associate professor Pulkit Grover who leads the team. The effort builds on years of studies conducted by Grover’s team.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Martha Shepard, the vice president of Contracts with BAE Systems, the Chairman’s Award for completing her second year as the chairman of Contracts Group for Executive Mosaic’s 4×24 program.

This is the second consecutive year that Shepard has received the Chairman’s Award from Executive Mosaic. 

“I’m a strong believer in the power of networking. Actively participating in Executive Mosaic helps me to continue building relationships with key players in the Contracts profession,” said Shepard.”

In her current role with BAE Systems, Shepard is responsible for policy formulation and professional development functions for BAE’s U.S. and foreign-based entities. In addition, she monitors acquisition-related regulatory activity and represent the contracts for the commercial council for BAE Systems Plc and other trade organizations.

Before her time with BAE Systems, Shepard assisted Sanders Associates, which was acquired by Lockheed Martin, to manage aircraft maintenance and modification contracts with commercial and foreign government customers.

Shepard returned to New Hampshire as contracting lead for the due diligence and integration of newly acquired companies and later as director of domestic and international contracts after BAE bought Sanders.

Shepard earned a Bachelor’s Degree in Public Administration from Wheeling Jesuit University and a Juris Doctorate Degree from the Franklin Pierce Law Center.

NASA Preps Last Abort Test for Orion Spacecraft

NASA completed setting up the test vehicle for the demonstration of the abort system of its Orion spacecraft. The space agency will assess the system’s performance on July 2 at Cape Canaveral in Florida, NASASpaceFlight.com, reported Friday. The Ascent Abort-2 test will be the second and last for the Launch Abort System on the Lockheed Martin-built Orion spacecraft. NASA delivered the system’s test booster to the launch pad in April, followed by the test article and the Orion Crew Module in May. 

During the demonstration, the test article will transmit data to ground stations in real time, while onboard data recorders will be ejected from the Crew Module before the system falls into the Atlantic Ocean. Mark Kirasich, NASA’s Orion program manager, said the module will carry a tool that senses the acceleration of the abort system along with a separate component connected to an avionics box called the Attitude Control Motor Controller. 

“The computer in the Crew Module tells us which way to steer and then it’s the ACM controller which controls the pintles and the thrust of the pintles and steers it,” he said. 

NASA first conducted tests of Orion’s abort system in 2010. The agency plans to use the production version of LAS in Orion’s first planned crewed mission in 2023.

By Light Professional IT Services, LLC announced on Tuesday that Tim Grattan has become the senior vice president of Cyberspace Operations for the company.

Previously, Grattan served as the vice president of Cyberspace Operations since joining By Light in May 2015. Prior to his tenure with By Light, Grattan served in the U.S. Marine Corps. For 25 years and retired as a colonel in April 2015.

Over the course of his career, Grattan earned a Bachelor of Science Degree in English/General Engineering Technology & Design from the U.S. Naval Academy in 1990, a Master’s Degree in Operational Studies from the School of Advanced Warfighting in 2005 and a second Master’s Degree in National Security Studies from the National War College in 2011.

Bureau of Labor Statistics Deploys AI, Machine Learning for Data Coding Tasks

The Bureau of Labor Statistics is implementing artificial intelligence and automation to simplify the agency’s data analysis operations, Nextgov reported Friday. The Department of Labor component started using open-source software to automate menial functions and deployed a neural network framework to mitigate system errors earlier this year.

Alex Measure, who worked as an economist at BLS, noted that the new technology helps the agency in activities such as the annual Survey of Occupational Injuries and Illnesses which require personnel to code large amounts of text. He added that the bureau’s use of algorithms for 85 percent of coding work has allowed staff to “spend more time on other important things.”

BLS is planning to implement AI to more bureau operations and potentially share its automated procedures to other agencies.

Senate Bill Calls on DoD to Utilize Commercial Spaceports for SmallSat Launches

A Senate committee is requiring the Department of Defense to maximize commercial spaceports to launch small satellites and expand the involvement of commercial capabilities in the agency’s space operations, SpaceNews reported Monday. The Senate Armed Services Committee issued its version of the National Defense Authorization Act for fiscal year 2020, which includes amendments to support the growing small launch industry.

The bill would require DoD to create a plan to utilize and modernize infrastructure on underused spaceports that are licensed by the Federal Aviation Administration to support U.S. launches. SASC said the FAA-licensed spaceports could serve as an alternative to Vandenberg Air Force Base in launching small and medium payloads while providing DoD with less costly sites and services.

“Significant investments have been made at inland spaceports, which already have the infrastructure in place to accommodate smaller space launches for the department,” the SASC bill states. 

The Senate panel would also require DoD to report plans to take advantage of commercial vehicles and facilities in support of its future operations in space.

President Trump intends to nominate Ken Cuccinelli, former attorney general of Virginia, to serve as the new director of the U.S. Citizenship and Immigration Services within the Department of Homeland Security, The Washington Post reported Friday.

Cuccinelli is expected to succeed L. Francis Cissna, who will step down as head of USCIS on June 1st. White House officials said Cuccinelli would be instrumental in the Trump administration’s plans to reform the U.S. immigration system.

Cuccinelli served in the Virginia Senate between 2002 and 2010 and as an attorney at law firm Cuccinelli & Day. He has a bachelor’s degree in mechanical engineering from the University of Virginia and a juris doctorate degree from George Mason University School of Law.
